• In 2014, 29 states introduced at least 166 new bills regarding pensions.

• In 2015 the General Accounting Standards Board (GASB) implemented updated reporting standards, presenting challenges for legacy systems.

• State and local governments employ 19 million workersand administer their pensions and benefits. Systems are no longer static; minor changes are required every few months, with implications for the flexibility of new systems.
