If there are any neighbors of yours that have not returned, please be so kind as to put their receptacles up by their house. I'm sure they would appreciate the kindness. CHATTAHOOCHE PATIOS: I'd like to take this opportunity to thank all the people that responded about their patios, looking for solutions on how to fix their problem. For those of you that missed this article in September's issue, it's important for you to go back and read it so you won't be confronted with the problems these patios cause. POWER WASHING: It's that time of the year again; from November 1 st to March 30 th , we will be power washing sidewalks at no cost to the homeowner. All we ask is that you allow us to use your outside water tap. If you need this done, please leave a note in the mailbox in the Rec. Center parking lot. Forms are in the box. CANALS: The algae problem seems to be under control. Thanks to all the rain, the canals are nice and high, which means the fishing is great, and cooler weather is on the way, which also helps any algae problem. If you find that there is an algae problem behind your home, once again, please leave a note in the mailbox in the Rec. Center parking lot. Forms are in the box. FRIENDLY REMINDER: Believe it or not, I get a lot of calls asking, “what day is bulk pickup?” Put your bulk pickup on Tuesday evening for Wednesday pickup. Recyclables on Friday for Saturday pickup. I won’t begin with the pool at the Recreation Center, because this is not our pool. It belongs to the Recreation Center, yet many owners feel as if it is ours, especially owners in other plats. So, I’ll enlighten you just about our assets. I’ll begin by telling you that thanks to my fellow board members, our plat now is, and will finish the year 2019 in the black; not too many plats can boast of this. As for our assets, Plat 4/5 owns all roads that do not have sidewalks which were just re-paved at no cost to our membership. Palm Beach County owns all our roads having sidewalks. We own two sheds behind the “B” building, three golf carts and one pickup truck. We also employ three maintenance personnel. That’s it, no more. Because of the capable financial abilities of your directors, we get the very best “bang for our bucks” on how our contracts are negotiated so that we spend our money wisely, not foolishly. Your maintenance fee paid by you quarterly, pays for subterranean termite control, ant control inside and outside your home, grass cutting, hedge trimming, and TV service. It pays for weed control and fertilization of our lawns. It even pays to keep weeds under control in our lake and canals. Unfortunately, it was not always this way and money was wasted in the past. Our maintenance fee today is the envy of other HOA’s. Plat 4/5 is a safe community. What crime we might have is rare and in a few cases, suspicious. One reason might be that we insist owners light up their lollipop or carriage lights dusk to dawn. Just lighting inside porch lights won’t do it. Drive through our community after dark and see each lit lollipop light. It will make you proud of living in plat 4/5. We even have a member of the Board who has volunteered his time to check each faulty light at the owner’s request and in most cases makes it operable again. Continued on Page 4

• Time to fertilize trees and shrubs – the last of the

three done annually. • A wide range of herbs can be planted from seed or

as transplants this month. • Easy vegetable crops to plant now include beans,

broccoli, carrots, collards, lettuce, green onions, peppers, radishes, spinach and tomatoes.

• Palms have unique nutritional needs. Select a fertilizer that contains controlled release nitrogen, potassium and magnesium.

Plat 4/5 is also going through a period of bringing our dog population down to a reasonable size that is in concurrence with our By-laws which states one dog per family and no dog over 20 lbs. (with ESA exceptions). Most importantly, each animal must be inoculated against rabies and other diseases on a time frame determined by you and your veterinarian. Furthermore, every home buyer purchased their home with full knowledge of our pet rule and some then proceeded to change this rule to their likings of multiple dogs and sizes. Our By-laws have now been updated, empowering us to remove these animals without consequences. And finally, our elections are coming up in December at our annual meeting. This is where you, the membership can have your say in who you will trust to run your community so we do not have to resort to a property management company to do so, which will raise your maintenance payments considerably. You need to attend this meeting to hear what every candidate will have to say about their qualifications to become a member of the Board of Directors. You will need to make a qualified decision on who you will cast your ballot for. Making a non-educated decision is not only foolish; it could be costly to your bank accounts. Plat 4/5 has set an example for those living in other plats. You need to feel proud of this accomplishment, and each and every one of us needs to live in Harmony with each other.

Continued from Page 1 by Bernie Rosenberg Pet Reminder by Bernie Rosenberg Each Plat 4/5 pet owner received a notice dated September 1st, asking that an attached updated Pet Registration Form be completed in its entirety, and submitted to me along with the latest Veterinary report showing the animal, dog or cat, has received and is current, with all of its mandatory inoculations. We asked that this be done by November 1st, so there is still ample time to comply, and this is just a friendly reminder to those few who still haven’t sent in their report. As I said in my mailing, you can mail in your forms or you

can drop them off on my porch at 6328 Overland Drive, in the

DV mailbox affixed to the wall just inside my screen door.

Hello neighbors and friends, Oct brings Snowbirds back to FL and much more activity in our community. As you read this, I will be preparing to return to my friends in Delray Villas after an exciting summer. Jim and I went on our bucket list trip in our fifth wheel RV. We left PA on May 14 to meet friends who we have camped with for over forty years. We met them in Kansas and from there started our adventure. We traveled to Colorado and through mountain passes covered with snow and sleet! That part of the journey was scary. Not realizing the extremes in temperatures when we went up to Pikes Peak (elevation 14,115 feet) , it was seventy degrees at the campground and in the thirties and snowing when we got to the top. Jim was not happy wearing his shorts. Also, in CO we visited Mesa Verde National Park and Four Corners Monument which is the only place in the US where four states intersect: Arizona, New Mexico, Utah and Colorado. Then on to Utah, Arches National Park and Zion National Park. Arizona’s highlights were the Grand Canyon and the Petrified Forest along with Sedona, Prescott and Jerome. Our visit to Las Vegas was rather shocking. I now understand the expression, “What happens in Vegas, stays in Vegas”. I never imagined that girls could walk the streets wearing “pasties” and almost nonexistent panties. Next stop was Death Valley with temps around one hundred and twenty degrees. Sequoia, Kings Canyon, Yosemite and Redwood were the national parks we visited in California in addition to touring San Francisco, where I experienced my first cable car ride. Oregon is home to beautiful Crater Lake, Oregon Dunes and Arcadia Beach. The water in Oregon and Washington state is so crystal clear and the air is refreshing. Olympic National Park was stunning but my favorite place we visited was Cape Flattery which is the furthest northwest point of the contiguous United States. After a mile hike through the forest on gravel and boardwalk trails, we emerged to see a magnificent view of Tatoosh Island with a lighthouse. The combination of the pounding Pacific surf and the sounds of the birds is almost surreal. This site is managed by the Makah tribe and is not commercialized. Snoqualmie Falls, Gig Harbor, Seattle, Mount Rainier, Spokane and Glacier National Park were some of our stops in Washington state. While visiting Little Bighorn Battlefield in Montana I was most saddened when we took a tour from one of the Native American guides and he described the way of life of the early tribes and how our government forced them to reside on reservations. After seeing this wonderous open land I can only imagine how difficult that transition was for them. Wyoming’s landscape is quite diverse. Some parts of it reminded me of the Painted Desert. Yellowstone and Grand Teton National Parks were equally impressive. We then headed east for a visit with our daughter and family in ND. That time is always cherished as there is never enough time with family. All in all, we traveled almost 11,000 miles and visited nineteen National Parks. I now have a new appreciation for the lyrics to the song, “America The Beautiful”, which was originally a poem written by Katharine Lee Bates after her visit to the top of Pikes Peak. I feel blessed to have experienced the beauty of our country and to be back in FL with my friends and neighbors in Delray Villas. A special thank you to Linda Solomon for taking over as editor while I was traveling. Until next month, be happy and healthy!

New Waste Collection Guidelines Effective October 1, 2019

What to Expect: Palm Beach County is going Automated.

Customers will receive a new cart prior to October 1, 2019 that will be serviced by specialized trucks equipped with cart tipping equipment. You will not incur any additional expense and the hauler will be responsible for the repair/or replacement of the cart.

• All garbage must be placed inside the cart to be collected.

• Garbage collection will be provided 2 days a week.

• Do not use your new cart before October 1, 2019.

• Detailed cart and collection guidelines will be attached to your new cart for your review. Bulk Service will be provided 1 day per week and limited to no more than 3 items.

• Bulk items include appliances, furniture and other large household items

• Bulk service will be provided on 1 of your regular collection days.

• If you have more than 3 items, contact SWA Customer Service at 561-697-2700 for an estimate. Construction and Demolition Debris (C&D) will be limited to 2 cubic yards per week.

• C&D will be collected on your scheduled Bulk Service day.

• C&D must be containerized (in cans or bags) weighing less than 50 pounds.

• Containerized C&D material exceeding 2 cubic yards will be tagged and not removed.

• When you hire a contractor, make sure they include removal in their quote!

New Yard Waste Collection Guidelines Effective October 1, 2019

What to Expect:

• Debris other than palm fronds and tree branches should be containerized.

• Tree branches and palm fronds should be neatly stacked in a pile not to exceed 6 cubic yards. Branches must be cut into pieces not to exceed 6 feet in length, 6 inches in diameter and weigh no more than 50 pounds.

• Palm fronds can be any length.

• Piles that exceed 6 cubic yards will be tagged and photographed and the information sent to SWA Customer Service. It will be your responsibility to arrange removal by contacting SWA Customer Service at 561-697-2700 or making other arrangements.

• When you hire a commercial landscaper, make sure they include removal in their quote!
