Executive Summary

This deliverable, entitled Stakeholder workshop reports, provides detailed

information about the three stakeholder workshops covering the policy and

technical aspects of the EU Community project as well as driving user

engagement with the products of the project.

Chapter 1 focuses on the first workshop that took place during the DataHarvest

2015 conference.

Chapter 2 focuses on the second workshop that focused on a specialised

audience with a focus on communications and EU affairs.

Chapter 3 describes the third workshop that was held with the participation of

more than twenty EU Energy Efficiency experts.

Finally, this deliverable gives an overview of the upcoming workshops outside of

the scope of the project and finishes with a conclusion.

1 Introduction

Three stakeholder workshops were organised as part of Work Package 7 on

Pilots.

These stakeholder workshops targeted three different audiences in order to gain

a maximum of feedback.

The first workshop was aimed at data specialist and took place during Belgium’s

biggest data journalism conference called Dataharvest.

The second workshop was aimed at communication professionals working on EU

policy and took place during an event called BucoproX.

The last workshop took place during a policy debate with an audience and a

panel of Energy Efficiency experts.

These workshops were an important source of feedback from the users and the

community of EU Policy Stakholders as a whole.

2 Stakeholder Workshop 1: DataHarvest

2015

Title: DataHarvest 2015

Timing: Friday, 8th May 2015, 16:30 – 17:30

2.1 Objectives

As part of the European Investigative Journalism Conference, this event provided

a good opportunity to explain EU Community and to increase the visibility of the

project. For this reason a presentation on both platforms of EU Community was

made. The initial focus of the presentation was on EurActory, its analyzation and

ranking of EU professionals based on their expertise. Subsequently, more

information about PolicyLine was provided, pointing out the potential for

investigative and data journalism. This was important as the conference is one of

the most relevant networking events for investigative and data journalists in

Europe.

2.5 Main outcomes and findings

EurActory and Policyline were presented to an audience of investigative

journalists during a conference focused on data journalism. The attendants

showed a particular interest in the fact that both platforms are Open Source and

asked questions about the features that can support investigative journalists in

their daily work. In their opinion, the platforms should be open source so that

they can be reused at local or national level.

About Policyline, a special emphasis was made by investigative journalists that

would like to be able to work on the data and not have everything made for

them. Also, when some important documents are not made public, Policyline

should show the missing elements in the policy processes. This feature would be

useful for investigative journalists to spot the documents that they should be

looking for.

For EurActory, participants asked if the tool was a product for the use of the

European Commission only or if it would provide useful insights to the community

of EU Policy Stakeholders.

3 Stakeholder Workshop 2: BucoproX

Title: BucoproX

Timing: Thursday, 8th October 2015, 17:30 – 18:30

Location: Aloft Brussels Schuman, Place Jean Rey 3, 1040 Bruxelles, Belgium

3.1 Objectives

The objective of this workshop was to test EurActory and PolicyLine to an

audience of EU policy communications professionals. This audience was targeted

because the EU Community Consortium hoped that communications professional

would be able to help us refine our marketing and branding moving to the final

exploitation discussions internal to the consortium.

3.2 Programme

The event follows a lively concept of short and snappy presentations followed by

lively conversations. The audience is highly specialised in communications and is

there also highly critical.

The presentation lasted for 7 minutes and was followed by 30 minutes of

discussion.

The event was promoted on social media, both on Facebook and Twitter and the

promotion took place both before and after the workshop.

The participants of this workshop are all EU communications specialists. They

provided the EU Community Consortium with a valuable understanding of both

this audience’s needs in terms of functionalities to be developed and also about

the way the products should be marketed in order to succeed on the market.

One of their main comments was that EurActory may not bring any added value

to a policy professional if it only identifies recognised experts in a given policy

topic. The opinion of the participants is that policy professionals will already know

the main stakeholders of the policy area they are working on. The interest of

them would be to be able to identify “raising stars” and experts from outside of

the “EU Bubble”.

PolicyLine was welcomed very well by participants. They considered that the

concept was very interesting and that the tool could be useful to them once it is

fully developed.

4 Stakeholder Workshop 3: Energy

Efficiency

Title: #EurActory40 #EnergyEfficiency

Timing: Wednesday, 12th June 2016, 12:00 – 14:00

4.1 Objectives

This workshop took a closer look to upcoming EU proposals and energy

efficiency. Main questions discussed were 1) Where does energy efficiency

feature in the Energy Union? Is it receiving sufficient political attention? 2) Are

Member States ready to play ball? 3) How can the EU energy efficiency targets

be attained? In addition it was the second time that a #EurActory40 ranking of

was revealed, this time on the subtopic #EnergyEfficiency experts.

A feedback questionnaire was distributed at the end of this workshop asking

participants their opinion on the workshop.

What was highlighted by the participants is the following:

The workshop provided a good variety of speakers with very relevant

experts.

The openness of the debate and the level of the interactions between the

participants was of great value.

The workshop was well managed and the format allowed to focus on

specific policy issues.

5 More Workshops to come

The EU Community Consortium will organise additional workshops further than

the three stakeholder workshops presented in this deliverable.

Two more stakeholder workshops will be organised before and after the end of

this project.

5.1 Workshop in Bratislava

The first workshop will take place in July and will focus on gaining more user

feedback on PolicyLine.

The second stakeholder workshop will take place in September and will be the

first experience of the EU Community Consortium outside of Brussels organising

a EurActory40 related event. The Stakeholder conference on the “State of the

Energy Union” will take place Bratislava, Slovakia.

The conference will have one panel and will last for 90 minutes. It is organized

for an audience of approximately 40 people, and a panel of approximately 6

persons.

The panel will be set-up around the key figure – European Commission Vice

President for Energy Union Maros Sefcovic – who has accepted I-Europa’s

invitation in March 2016. The rest of the panel is currently under negotiation and

will be confirmed in the first part of July.

The event will take place during the Slovak EU Council Presidency and during an

important timing for the policy debates around the Energy Union portfolio. Not

only is this policy field a priority of the EU Council Presidency, but is it also very

timely as during autumn and winter several important legislative acts, one on

energy efficiency, one on the design of electricity market etc will be brought

forward.

The organizer will also pay special attention to media coverage of the event. Not

only will it be covered by EurActiv.sk, but also by other energy specific portals (of

whom their publishers or key figures might with high probability be on the

national EurActory40 list). The organiser will also invite general media and

provide space for media opportunity, with a press pack containing a press release

and the brochure. EurActiv.sk will run a special coverage and publish a video

from the event on its channels.

The event will be held in Slovak with English interpretation.

5.2 Workshop: Exploitation of PolicyLine

This stakeholder workshop will aim at gaining additional user feedback on the

needs of the users when using PolicyLine in their daily professional activities.

This workshop will be used by the EU Community Consortium as a focus group

that will test and evaluate PolicyLine in real time. The workshop will take place in

Brussels and will last for approximately two hours.

6 Conclusions

The three stakeholder workshops targeted a good variety of audiences and

potential users, from data specialists and communications experts, to the more

policy driven commentators.

Based on the feedback of the three workshops, the EU Community consortium

has been able to identify many points for improvement as well as a great

enthusiasm from the community of EU policy stakeholders.

Based on the feedback collected with the workshop we learned the following:

PolicyLine has a very good concept and will be very valuable to the

community of EU Policy Stakeholders but it should be further developed to

meet the user’s expectations.

EurActory is a useful tool that should not only focus on the “EU Bubble”

but also provide relevant information about experts working in the

member states.

The #EurActory40 events on specific policy areas are a flagship product

that allows taking online tools like PolicyLine and EurActory to the real

world of EU policy making. Having 20 out of the 40 top EU experts on a

given policy around the table provides a real added value.

These successful workshops have encouraged the project consortium to organise

more workshops in order to gain even more insights and feedback before starting

the exploitation of EurActory and PolicyLine.
