Sealed item rate tender are invited for the following works by the Ex.Engineer(E),Elect.Divin.No.s/DDA,

Central Nursery, Sector-s, Dwarka Ph.l, N. Delhi up to 3.00 PM on the 02.12.2008 on behalf of DDAfrom theapprovedcontractorsof appropriateclassof DDA,CPWD,Railways,MES,P&T & Specializedfirms who meet thefollowingconditions which shall be opened on the same day at 3.30 PM at Ground Floor, VikasMinar, DDAOfficeI.P.EstateNew Delhiin the presence of intending purchaser or their authorized representative.

The enlistment of the contractors should be valid on the last date of sale of tenders.In case only the last date of sale of tenders is extended, the enlistment of contractor should be valid onthe original date of sale of tenders.In case both the last date of receipt of application and sale of tenders are extended, the Enlistment ofContractor should be valid on either on the two date i.e. original date of sale of tender or on the extendeddate of sale of tenders.

1. Firmsenlisted/ approved for similar nature of works in appropriate class in CPWD (submit documents).OR

2. Those who fulfillsthe followingcriteria:-The applicant shall submit Self attested photocopies of completion certificates issued by an officer notbelow the rank of Ex.Engineerfor (Name of specialized item/work) executed in central Government/StateGovernment undertaking/Autonomous bodies are completed)

Three similar works of value not less than 40% of estimated cost or two similar works of value not lessthan 50% of the estimated cost or One work of 80% of the estimated cost (executed during last sevenyears) on or after (specify the day considering the date of issue of notice).

Duringsecurity of the cases, the value of work executed by a firm some time earlier shall be brought tocurrent costing level by enhancing the value of work done @ 7% per annum ( calculated from date ofactual completion to the current date without compounding) for eligibility criteria for above mentionworks.The tender documents can be had on any working day from the office of Ex.Engineer(E),Elect.

Divin.No.s/DDAbetween 11.00 AMto 3.00 PM on payment of cost of tender (non-refundable) mentioned againstthe work on production of valid Enlistment Registration Certificate and valid Registration with works contract cellof sales tax Deptt.of GNCTDand tax clearancecertificateissuedby the works contract cell in Form-XI. Saleoftender forms will be stopped 4 days(including the date of opening) before the date fixed for the opening oftender documents.

The manner of submission of tender, opening of the same and entry of contractors, their authorizedrepresentative to the place of opening shall be as provided in clause-3 (a ),b) and (c) of PWD-6forming part of thetender documents.

EARNEST MONEY: The earnest money should be defiJositedalong with tender documents in cash up toRs.10,000.00 only, Receipts Treasury Challan / C.D.R.j F.D.R.jD.D. of a Scheduled Bank issued in favour of Sr.A.O.jCAU/Dwarka,DDA,NewDelhi. It should,however,be ensured that FOR/PayOrderisvalidfor a periodof SixMonths or more after last date of receipt of tender. The tender of the Agencywho does not enclose the earnestmoney in the prescribed manner shall be summarily rejected.

TERMS AND CONDITIONS

1. The work comprises of running and operation of pump sets, D.G.setand General lighting as perthe inventory attached.

2. The contractor shall depute the following staff under the contract.a) Operator- 2 Nos.,one in each shift i.e. from 6 A.M. to 2 P.M. and from 2 P.M. to 10 P.M.b) Khallasi- 1 No. from 10 P.M. to 6 A.M.c) Wireman Grade-l shall attend the site of work between 9 AM to 5 P.M. at least once in a

fortnight and as and when required.

3. The contractor shall employ trained and competent staff to the satisfaction of Engineer-in-Charge having two years experience on operation of pump/D.G.set.

4 The contractor shall supply the list of staff along with experience certificate to be engaged onthe installation within 7 days of award of work. Engineer-in-charge shall have the right to rejectany staff employed by the contractor.

The staff employed by the contractor shall wear proper uniform and wear badgesdisplayingtheir names and designation. The staff shall also be given photo identity cards by the contractordisplaying their name, father's name, address, date of birth, name of the agencywith addressand telephone No., site for which employed and period of validity. A copy of the identity cardsshallbegivento the Engineer-in-chargewithin 15 daysof awardof work.The contractor shall employ staff throughout the period of contract including Saturdays,Sundays,Gazetted holidays and National holidays.Following records are to be kept at site of work.a) Printed log book for recording operation.b) Attendance register for staff deployed.c) Complaint / Inspection register.

Note: The contractor shall get the registers authenticated from Engineer-in-charge before useat site.

The following minor maintenance including preventive maintenance shall be carried out by thecontractor. The details of work carried out shall be recorded in the log book:a) Servicingand greasing of pumps/ Motors once in 3 months.b) Replacement of rubber packing of valves and worn out nuts and bolts etc.c) Replacement of gland dori as and when required.d) Replacement of HRCfuses as and when required.e) Replacement of FI.Tubes, incandescent lamps and starters.f) Adjustment, alignment /tightening of nuts and bolts as and when required.g) Replacement of burnt out thimbles, wire terminals etc.h) Top up of battery water.I) Daily cleaning of equipments / pump house.

Note: The material required for carrying out above jobs shall be supplied by the contractorWithin quoted rates.

9. The D.G.set shall be operated in caseof electricity failure or as and when desired bytheEngineer-in-charge. However P.O.L.shall be supplied by the department

10. Co-ordination and follow up action with electric supply agencyshall be done by the contractorin caseof failure / fault in supply / fluctuation in voltage.

The contractor shall intimate the Engineer-in-chargeabout the major breakdown or failure ofElectric supply in time.

Watch and ward shall be the responsibility of the contractor. Any loss due to theft or pilferageetc. shall be borne by the contractor.

The payment to the contractor shall be made bi-monthly or at other suitable intervals desiredby the contractor but not lessthan one calendar month.

14. Proper handing/ taking over of all the installation shall be carried out by JE(E)in chargeof the work andthe contractorin writing immediatelyafter awardof work / before start of work

15. The Engineer-in-charge if so desire may extend the contract up to 2 months or terminate theContract at any time after giving 15 days notice.

16. If any staff employed by the contractor is found absent on a particular time and date an amountproportionate to per shift shall be recovered from the contractor's bill.

17. All allied accessories/ installations shall be kept in working order and in caseany damages/ loss

Isdone to the pumping installations due to the negligence of the operational staff deployed bythe contractor. The Contractor shall have to make good the damages/ loss at his own cost. Incasethe contractor fails to rectify the damages/ losswithin reasonable time, the same shall begot rectified/ replaced by the department at the risk and cost of the contractor.

18. The contractor shall keep all the necessarysparesand T & Pat site required for operation andmaintenance to be carried under his contract.

19. In case of any disobedience or misbehavior by the operational staff of the contractor theEngineer-in-charge may ask the contractor to dispense with the services of such staff with

immediate effect. The contractor shall provide suitable substitute simultaneously.

The rates quoted by the contractor shall be inclusive of all taxes, duties and Govt.levies etc.

Pumping installation shall be painted (excluding control panel) once during the contract period

Any injury to the operational staff in caseof any mishap, during duty hours will be the liability ofcontractor.

The copper wound ballast, H.P.S.V. Lampand Battery shall be of following make.a) Ballast Philips / Bajajb) H.P.S.V.Lamp Philips / Bajaj/ Osramc) Battery Exide/ Standard/Amco.Dismental Material shall be returned to the deptt.except Battery.
