Historical Antecedent/Legislation/GES Policy

Delegation has been a very old divine way of getting tasks performed. Right from the beginning of creation, God delegated power to man to name the animals in the Garden of Eden and take care on his behalf. (The Book of Genesis)

Also, God delegated Moses to take the Israelites out of Egypt. Since then, Kings, Judges and Prophets have performed one task or the other on God’s behalf.

Historical Antecedent/Legislation/GES Policy cont.

In the 1992 Constitution of the Republic of

Ghana, the issue of decentralisation is being

advocated which is a way of delegating power

to the grassroots for effective management

(Chapter 2o, Articles 240 - 256)

10

Historical Antecedent/Legislation/GES Policy cont.

The funding of education and maintenance of educational institutions have come under the district assembly (2008 Educational Reform Policy)

Decentralisation is therefore a form of delegation.

Questions

Is there someone else who has

(or can be given) the necessary

information or expertise to

complete the task?

Does the task provide an

opportunity to grow and develop

another person's skills?

Page 13: DELEGATION IN GES

13

Questions

Is this a task that will recur, in a

similar form, in the future?

Do you have enough time to

delegate the job effectively?

14

When do you delegate? Cont.

The above questions must be thought through by the head of the school before delegating a task to avoid going contrary to the Code of Ethics of the Ghana Education Service.

“ the head is responsible for the day-to-day running of the

school” (GES Code of Ethics)

15

Why delegation?

To let others get first hand

experience.

To build confidence in team

members.

To let all feel part and parcel of

the school.

It will also serve as a form of

motivation to team members

What are the factors affecting effective use of delegation?

Some heads are reluctant to delegate for

the fear of failure

Some are also reluctant to delegate

because of limited time at their disposal

Perceived insecurity of position is

hindrance to the use of delegation

19

What are the factors affecting effective use of delegation?

Cont.

Unwillingness to accept

responsibility on the part of some

team members also poses a

challenge.

Lack of trust especially when the

task involves money.

20

Recommendations

Every team member should be given orientation on the benefits of delegation by the heads

Nepotism should be completely out of delegation to build trust of teachers in the head for effective monitoring

Page 21: DELEGATION IN GES

21

Recommendations (cont.)

Heads should be gender sensitive

when delegating tasks in their schools

In delegating, head needs to be

opened about it so that it will not be

shrouded in secrecy which creates

room for rumour mongering

Conclusion

“Even ‘Super You’ needs help and support. There is no shame in asking for assistance.

Push aside the pride and show respect for the talent others can bring to the table.

And, remember that there is no such thing as a single-handed success: when you include and acknowledge all those in your corner, you propel yourself, your teammates and

your supporters to greater heights”.– Author Unknown

25

Delegation is necessary because the

school is a permanent entity and in

order to maintain continuity, delegation

helps the teachers to gain experience

to keep the various tasks in the school

going even in the absence of the head.
