SYNOPSIS OF THE JUNE 13, 2017 DELEGATES FORUM The Delegates Forum is an informal meeting of Delegates that provides an opportunity for open discussion and the expression of ideas. No official business is transacted, a quorum is not required and no attendance record is kept. DEALING WITH MISCONDUCT At the June 2017 Delegate’s meeting, the Compliance Division presented a presentation on “How to Hold an Event Committee Hearing”. Heather McManus, Vice President and Deputy General Counsel, moderated the presentation and Wanda Forlines, Director of Compliance, presented the Power Point presentation. The Power Point presentation covered everything from the Event Committee, to holding a hearing, what happens after the incident or hearing, and the accused’s rights to request reconsideration and appeal. After the Power Point presentation, a panel of Delegates who serve or have served as Trial Board members and AKC’s Field Director Conformation answered questions and provided advice concerning hearings. Trial Boards handle appeals from an Event Committee hearing. The panel members were: Rita Biddle, Esq., Medora Harper, David Hopkins, Esq., Daniel J. Smyth, Esq., and Ms. Patricia Proctor, AKC’s Field Director, Conformation. An emphasis was made that the AKC Executive Field Representatives and Wanda Forlines are there to assist Event Committees with procedural advice, and that the AKC Field Representatives are available to speak at Club meetings and conduct presentations on how to hold a hearing. knew no boundaries. We were notified Sunday night, New York

time, of Steven D. Gladstone’s untimely death.Steve was in Australia with his wife, Jan. Heserved as Delegate for the Cardigan WelshCorgi Club of America from December of 1980until September 1982, then for the Reno Ken-nel Club from February 1999 through January2010, and then Greater Naples Dog Club fromJanuary 2010 until July of 2014, at which timehe became the Delegate for the Waterloo Ken-nel Club. Steve was elected to our Board of Di-rectors in March of 2001, reelected in March of2005, and served until 2009. He was once againelected to the Board in March of 2011 and re-elected in 2015. We send our condolences tohis wife, Jan Ritchie Gladstone, who is also aDelegate. He also reported on the passing of William F.

Stifel, AKC President and Delegate as follows:William F. Stifel died onMay 24th. He served

as Delegate for the San Francisco Dog TrainingClub from 1969 until 1971, after which he rep-resented the Greater St. Louis Dog TrainingClub from 1977 until 1990, and later theWest-minster Kennel Club from 2004 until 2009. Mr.Stifel joined the AKC in 1957 as a part-time typ-ist. He became Supervisor of Show Plans andShow Records in 1964, and was subsequentlyelected Secretary. In 1976, he became Execu-tive Vice President and was elected to the Boardof Directors in 1977. The following year, Mr.Stifel was elected the 14th President of theAmerican Kennel Club.

purebred dog ownership. I am delighted to in-troduce AKC Vice President, Sheila Goffe.

Ms. Goffe: Good morning. Thank you for that nice introduction; and

thank you for inviting me to speak this morn-ing. At the June Forum last year, I spoke about

the threat of anti-dog and anti-breeder legisla-tion and I outlined some ideas for the AKCGovernment Relations Department to expandour outreach activities. This included increas-ing our legislative training and outreach forAKC club-based legislative liaisons and statefederations, and expanding visibility amongpolicymakers. I would like to thank the board for support

that has enabled us to begin implementingsome of these ideas. Since the beginning of the year, one of the

ways we’ve been working to achieve this isthrough regional legislative conferences andtraining sessions in targeted areas where wewant to bolster legislative awareness and en-gagement. Our first AKC regional legislative conference

took place in January in Boxborough, MA. Today, I’ve been asked to share some high-

lights from our most recent event – a com-bined legislative conference, lobby day andcelebration of National Purebred Dog Day.This two-day event took place in the Washing-ton DC area on April 30 - May 1. I’d also like to invite you and your club mem-

bers to keep watch for and participate in fu-ture similar events.AKC legislative conferences are designed to

educate, motivate, and train leaders in the dogworld about threats to the future of dog own-ership and our sport – and how we can proac-tively and successfully fight back againstdiscriminatory legislation, and the misinfor-mation that causes it. Our goal is to train fu-ture leaders and for participants to take whatthey learn back to their clubs and communi-ties and to encourage them to share that mes-sage, too. One of the key benefits of our conferences is

personal interaction and the networking thattakes place there. By sharing experiences,strategies and lessons learned from aroundthe country, advocates can develop confi-dence, expertise, and a network to supportand build on each other’s successes. They say “a picture is worth a thousand

words”, so we’ve prepared a video to give you afeel for the many components of this entireevent: the conference, our lobby day, our spe-cial guests, and our Capitol Hill reception inhonor of National Purebred Dog Day. (Video shown)

On May 1–National Purebred Dog Day – Wemoved to the U.S. Capitol. Morning presenta-tions including: federal legislation, briefingsfrom AKC’s Lobbyists, an update from NAIAon dog trafficking and retail rescue, and infor-mation for club and federation building. In the afternoon, participants had an oppor-

tunity to join forces with AKC’s lobbyists andmeet with their member of Congress. AKC Na-tional Championship & Westminster BIS win-ner Rumor made goodwill tour of the Capitol.Rumor crisscrossed the Capitol, met hundredsof staff and policymakers, and more than 50individual members of the U.S. House andSenate. The day culminated with a Capitol reception

in honor of National Purebred Dog Day. Thereception began with a welcome from AKCPresident and CEO Dennis Sprung and thepresentation of the AKC Canine Officer Awardto the entire U.S. Capitol Police K9 Unit. U.S.Capitol Police Chief Verderosa, Assistant ChiefSund, and “Will” -- a Black Lab explosives de-tection dog were among the officials on handto accept the award. The reception highlighted two AKC Con-

gressional Resolutions (S. Res 144 and H ConRes 46) that celebrate and honor the diversity,predictability and heritage of purebred dogs. Throughout the evening, members of Con-

gress and staff stopped by to meet dogs, sharein the celebration and express their affinity forpurebred dogs Six members of Congress addressed the gath-

ering. (Sen. Thom Tillis, Congressman DavidRouzer, Congressman Ron DeSantis, Congress-man Ralph Abraham, Congressman KurtSchrader, Congressman Ted Yoho) Membersof Congress, Senate, staff and guests had theirphoto taken with Rumor, held her Best inShow rosette, and imagined themselves as dogfanciers. Seven additional, special guests – rep-resentatives of each group –made the eveninga complete success.Imagine the Best in Show lineup at the AKC

National Championship or Westminster -- andcross that with Meet the Breeds, and you getthe picture. Canine diplomats met guests andposed for photographs. Their handlers sharedthe breed’s history, purpose and function. Attendees learned about the dedication of

responsible breeders; the AKC programs thatadvance purebred dogs, canine health andwellbeing, and the human-canine bond. Educational stations highlighted information

about AKC programs and affiliates: • The AKC Humane Fund’s grants to do-mestic violence shelters and related legis-lation supported by AKC (H.R. 909/S.322)

• AKC CHF’s $5.9 million in 2017 grantsfor canine health research

• The economic benefits of dog shows• Shelter statistics from NAIA • Information about preserving rare AKCbreeds

• AKC support for programs that providespecialized service dogs for military veter-

At the end of the evening, hundreds of con-gressional staff and members of the U.S.House and Senate had participated in theevent. Many told us this was best event they’dbeen at this year. In a town where few can agree on anything,

this is a good sign for purebred dogs.

Ms. Goffe: So thank you and I hope you'll joinus next year.

Chief Financial Officer, Joseph Baffuto, gavethe Financial Report as follows:Good morning Everyone! I am pleased to

present to your attention this initial financialperformance report of the American KennelClub for the 2017 fiscal year. This report isthrough the end of May. Let us begin by assess-ing our year to date total revenues and ex-penses and compare them to last year’s results. So far through May 31st, we have recognized

$29.2 million worth of revenue, while record-ing $25.7 million dollars in operating ex-penses. This has provided us with $3.5 milliondollars in operating income. This is practicallyequivalent to our $3.45 million in operatingincome through May 2016. Our consistent

year over year bottom line performance has uson solid footing and we have great expecta-tions for the balance of the year moving for-ward. Our comparable Total Revenues of $29.2

million are up by $2.1 million over the firstfive months of the year. To all managementand staff, we give this a unified thumbs-up. Re-lating our year to date core registration vol-umes – we have registered 98,000 Litters whichreflects a 6.6% increase and 243,000 Dogswhich reflects a 6.5% increase, and 113,500Pedigrees which reflects a 7.5% increase. Eachof these increases in volume have combined toaccount for approximately $600,000 in addi-tional revenue! Our Total Registration growth is due princi-

pally to the sustained and determined focuson improving services for AKC’s core cus-tomer, The Breeder. As many of you are fullyaware, our 2nd largest area of Revenue is thatof Sports and Events. To summarize, ourRecording and Event fees Revenue is at $5.1million dollars reflecting an increase of 2%with over 6,100 events. Our most current evententries data indicates a .25% increase to agrand total of just under 1,004,000 entries. After Registrations and Events, we’ll take fur-

ther analysis of revenues which specificallyleads us to our Growth Group and the suc-cesses that we have achieved throughout 2017.Digital advertising has increased by $900,000dollars or nearly 250%. Our digital ad strate-gies have included building a team to mone-

tize web traffic. We have made significant tech-nology optimization changes, along with fos-tering new profitable partnerships through acohesive direct sales approach. MarketplaceRevenue has improved by $144,000 dollars or45% over 2016 year to date levels. Success inthis area can be credited to the launches ofPuppyfinder and Marketplace 2.0 with a newuser interface and improvements to searchand navigation capabilities. Marketplace hasbecome prominently simpler for AKC breed-ers to maintain their profiles and post new lit-ter information and for ultimate consumers, itis rapidly becoming the go-to resource forfinding AKC purebred dogs. Our Ecommercefunction has risen by 35% or $143,000 dollars.These activities have included our New AKCShop, which is our online store, launched inlate 2016. The new shop features a broad se-lection of exceptionally high quality productsfocused to the needs of individual dog owners,along with an elevated user experience, expertcontent to guide product choices and high-light AKC’s unique voice. After this comprehensive review of our Rev-

enue, next we will assess our spending. OurYTD comparison of expenses shows that wehave had an increase of $1.9 million or 8.3%above last year. Let’s analyze where these in-creases have emerged. Payroll and Benefits.These costs represent more than 50% of ourtotal operating expenses. Through May 31,our Payroll and Benefits costs are up by $1.6million dollars or 14% as compared to this

time during last fiscal year. There are details toexamine behind the increase. Our Full TimeEquivalent headcount has increased by 23.5positions to a grand total of 310.5. The areasthat have experienced the additional head-count increases over the period specifically areRegistrations, Technology, and Marketing.Our Call Center within our Registration divi-sion has increased staff and service levels tomeet the steadily expanding needs of our cus-tomers. Our development and project man-agement teams have supplied the technologysupport necessary to build and further archi-tect our systems. Our Marketing unit has fos-tered a team that is successfully buildingcontent, products and sales while maintainingour mission. Next, Consultant costs have increased in

comparison by $220,000 dollars. These costshave predominately been related to our realestate preparations and proceedings. Lastly,our year-to-date travel costs are marginally upover the period by $113,000. Our expandedstaff continues to diligently operate at enhanc-ing and growing our revenue generating pro-grams and functions, while successfullymanaging our controllable costs. In additionto our results from operations, I will brieflypresent the highlights of our investment per-formance through May 31, 2017. Our invest-ment portfolio has earned a highly successful5.2% return over the first five months of theyear. These results have outperformed ourbenchmark of 5.06% by 14 basis points. Our

return has recorded unrealized gains of $5.7million dollars to date. This is phenomenalnews for the year. At this point last year, ourportfolio had a 1.2% return and just over $1million in unrealized gains. However, we mustalways keep in mind that current market per-formance does not guarantee future successfulresults. We’ll now turn our focus from the Income

Statement of Activities over to The BalanceSheet of the AKC at May 31, 2017. Our bal-ance sheet shows $152.0 million in Total Assetswith $69.1 million in Total Liabilities, andtherefore $82.9 million in Net Assets. Thesesignificant favorable increases to our Total As-sets, and in particular our Net Assets, fueled bythe earlier mentioned successful investmentperformance, will allow us to maintain thestrength for our core, as well as afford us newopportunities in the very near term future.Thank you very much for the courtesy to dis-cuss our financials with you this morning. I amgladly available to discuss any of the informa-tion within the report. There was a vote on Chapter 16, Section 6, ofthe Rules Applying to Dog Shows - Champi-onships. This amendment would include theeligible single class entrants in the calculationof Grand Championship points. Currently,

dogs that win Best of Breed, Best of OppositeSex, and Select from a non-regular class, suchas veterans, can earn Grand Championshippoints but they are not included in the countfor Grand Championship. This amendmentwas proposed by the Delegate Dog Show RulesCommittee and approved by the Board of Di-rectors. There was a vote with two-thirds in the affir-

mative and the amendment was adopted.

The next vote was on Chapter 9, New Sec-tions 2 and 7, of the Beagle Field Trial Rules -Description of Classes and Championship Re-quirements. New Section 2 would allow li-censed clubs, associations and federations tohold Field Champion only stakes at their regu-lar licensed field trial or as a Field Championonly standalone licensed field trial. New Section 7 specifies the requirements for

a dog to earn a Grand Field Champion title.This amendment was proposed by the BeagleAdvisory Committee and approved by theBoard of Directors.

The Chair recognized James Corbett, Dele-gate for the Tualatin Kennel Club and Chairof the Delegate Field Trial Committee, whospoke as follows:When the Field Trial Committee reviews any-

thing related to performance events, it is kindof a screening process. We looked at it, weevaluated it, we discussed it. The Beagle Advi-sory Committee voted 10 to 3 in favor of the

amendment and our Delegate Committee sup-ported it 9 to 1.

There was a vote with two-thirds in the affir-mative and the amendment was adopted.

The next vote was on Chapter 9, New Sec-tion 3 and Section 5, of the Beagle Field TrialRules - Description of Classes and Champi-onship Requirements. New Section 3 wouldallow Beagle Federations to hold one licensedderby stake per calendar year. Section 5 wouldallow a Beagle to earn up to one-third of therequirements for a Field Champion title fromthe derby stakes. The amendment was pro-posed by the Beagle Advisory Committee andapproved by your Board of Directors.

The following discussion followed:

Mr. Corbett: Once again, we reviewed this indepth and our support is very strong because,again, it came from and was supported by theBeagle Advisory Committee and our commit-tee voted again 9 to 1, and we urge the sup-port of this.

Mr. Sprung: Thank you. Is there any furtherdiscussion?

The Chair recognized Blaine Grove, Dele-gate for the New England Beagle Club, whospoke as follows. Unlike the previous rule change, this rule

does not look out for the future. It is a stopgapmeasure to lose entries and lose money com-ing into the AKC at this time. But to diminishthe integrity of a Field Champion title byawarding points to a juvenile hound that if it isjudged by the field trial standards, cannotcompete with an open class dog. So by passingthis, there are entities within the Beagle fieldtrials that will allow them to count their en-tries. In looking out for the future, is it worthdiminishing the integrity of the Field Cham-pion title?

The Chair recognized Bob Kimber, Delegatefor the Wolverine Beagle Club, who spoke asfollows:We are very pleased with this proposed

amendment. It has the approval of all sixbrace federations. We believe the opportunityto earn some licensed trial points and one winat federation licensed trials will motivate Bea-glers to breed more, raise and register morelitters, to train and individually register morehounds, and to enter more hounds at the fed-erations. This, in turn, will have a positive im-pact on the entries at the regular licensedtrials. So we see this as a win-win for Beaglingand the American Kennel Club.

The objective of rotation is to spreadthe benefit or burden of running early equi-tably among the competing dogs. The amend-ment was proposed by the Field Trial AdvisoryCommittee and is approved by the AKCBoard. There was a vote with two-thirds in the affir-

mative and the amendment was adopted.

The Chair called on the Executive Secretaryto read the proposed amendment to Chapter16, Section 6, of the Rules Applying to DogShows - Championships.

Ms. DiNardo: This amendment to Chapter16, Section 6, of the Rules Applying to DogShows - Championships, would include thedog awarded Select Dog or Bitch in the calcu-lation of Grand Championship points for theaward. The proposal was brought forward bythe AKC Board of Directors based on a Staffrecommendation. The amendment will bepublished in two issues of the AKC Gazetteand you will be asked to vote on it at the Sep-tember 2017 meeting. The full text is on theworksheet previously e-mailed to you.

The Chair called on the Executive Secretaryto read the proposed amendment to Chapter11, Section 8A, of the Rules Applying to DogShows - Dog Show Entries, Conditions of DogsAffecting Eligibility.

Ms. DiNardo: This amendment to Chapter 11,Section 8A, of the Rules Applying to DogShows - Dog Show Entries, Conditions of DogsAffecting Eligibility, would require permanentidentification for a dog that is disqualified if itis ever to be considered for reinstatement. Re-instatement would be conducted by AKC staff.Judges would not participate in the process.The name, AKC number, and the contact in-formation for the owner of the disqualified or

The following discussion followed:The Chair recognized Sue Goldberg, Lewis-

ton-Auburn Kennel Club, who spoke as fol-lows:I'm also the Chair of the Dog Show Rules

Subcommittee on DQ for Reinstatement. Thishas to do with dogs that are DQ'd for attack-ing. The genesis of this was that, and this hasbeen four years in the making, four years agoa friend of mine who was a judge participatedin a reinstatement and was badly bitten. Shecalled me up and she said you're on the DogShow Rules Committee, do something, andthat's how this began. There have been many improvements that

have been made from the Board, thank youfor that, as a result of our undertaking and re-view of this issue, but it hasn't gone far

enough. As Patty Proctor said, safety is our pri-mary concern and that has been the overrid-ing theme of the four years that we haveworked on this issue. We say this is a familysport, we invite people, the spectators, tocome with their children, and we don't want toput anyone at risk. And please understand thatwe are not saying that no dog should be rein-stated. We understand that there are extenuat-ing circumstances that would enable and allowa dog to apply for reinstatement. The Boardhas denied, as you heard, this request when itwas sent to them. One of the reasons given wasthat these incidents don't happen frequentlyenough. Our position is one incident is toomany. There are two important issues here. The

first is removing the reinstatement processfrom the dog show event. Bringing a dog backwho has already bitten somebody puts otherdogs, the spectators, the judges, the ex-hibitors, families, at potential risk of being bit-ten again. Some of you may know that a yearago at the Bucks County show a dog wasbrought back for reinstatement which was de-nied by the club, the dog was held at ringside,and a spectator was standing next to it and onthe other side of this gentleman was his youngchild. He reached down to pet the dog. Thedog bit him in the head. We don't need thatkind of publicity. We don't need that kind ofrisk. We don't need any of that in our sport.We have the opportunity to protect everyoneand we should be doing it. So we are saying

that reinstatement should take place else-where, not at the venue, done by the AKCstaff, and judges should be removed from theprocess. Having reinstatement at the show inaddition to the safety issue puts the clubs andtheir officers and the venue at potential risk ofbeing sued, and as we all know, even if you areultimately held harmless, it costs money to de-fend a lawsuit. So that was our rationale forthat. There is no advantage to any club toholding a reinstatement at its show, only po-tential for risk. The second part of this issuewas the fact that we feel strongly that the dogmust be identified in the ring at the time ofthe infraction because it is the only way to en-sure that the dog that is presented for rein-statement is actually the dog that committedthe attack. The paperwork has to be filled outin the ring. That is AKC's policy. So it doestake time to summon a field rep, to fill out thispaperwork at length. If the judge feels thatthis dog who has just attacked is a menace tothe other dogs in the ring, those other dogscan be excused while this policy is completed.But we want that dog permanently identifiedeither by microchip or a tattoo or some unal-terable body feature, a particular coat pattern,a broken tooth, something. Six show photog-raphers have agreed to take a photo of thedog in the ring, not stacked, but just a photofor identification purposes which then makesit part of the club's official record. So we feelthat this process will help ensure the safety ofeveryone involved in our sport and we hope

that you will go back to your clubs and comeback with an approval in September. Thankyou very much.

The Chair recognized Margaret Doster, Dele-gate for the Kennel Club of Buffalo, whospoke as follows:My club has asked me to find out who is it

that determines the reinstatement of such adog?

Mr. Sprung: The Reinstatement Committee,which is usually three judges, and it is organ-ized by the executive field representative andoccurs a half hour before judging begins.

Ms. Doster: Okay, thank you.

Ms. Mann: I want to first of all say that I amvery much in favor of this proposal. However, Iwould like to point out that those of us in obe-dience don't usually use a superintendent, weself-superintend. So the reference to the su-perintendent should also include the trial sec-retaries, because we are also governed by dogshow rules, unless we have something thatconflicts with them.

ing be included in the language? I did nothear clearly that it said dogs for vicious behav-ior.

Ms. Goldberg: The entire proposal is gearedtowards dogs that have been disqualified forattacking, not menacing, that is an excusal,disqualified for attacking. Does that answeryour question?

Mr. Phinizy: A further question then. Thequestion is, is that specific in the language?Does it say for attacking?

Ms. Goldberg: That is in that section.

Mr. Phinizy: Okay. I did not read it, so I wasjust asking for clarification.

Ms. Goldberg: By the way, it also protects theAKC because in Chapter 11, Section 8A, andChapter 11, Section 11, the AKC rules prohibita dog who is not entered in the show frombeing on the grounds. So if that dog attacks,the AKC can be sued for violating its ownrules.

Mr. Phinizy: Thank you. I wasn't getting into aquestion of lawsuits. It was more about justwanting clarification. Thank you.

One further point of clarification - beforeany dog can apply for reinstatement, the judgewho disqualifies the dog has to approve -- hasto okay the fact that this dog is eligible to bereinstated. If the judge says no, it should notbe reinstated, it would not go forward; is thatcorrect?

Mr. Sprung: It would not go forward, that iscorrect.

The Chair called on the Executive Secretaryto read the proposed amendment to Chapter14, Section 22A, of the Field Trial Rules andStandard Procedures for Pointing Breeds.

Ms. DiNardo: This amendment to Chapter 14,Section 22A, of the Field Trial Rules and Stan-dard Procedures for Pointing Breeds, wouldallow for a National Gun Dog Championshipfor Gordon Setters, limited to walking han-dlers. This amendment to the Rules Applying to DogShows, CHAPTER 11, Section 8-A, – Dog ShowEntries, Conditions of Dogs Affecting Eligibil-ity, was brought forward by the Delegate DogShow Rules Committee. It was unanimouslydisapproved by the AKC Board. The Dog ShowRules Committee is requesting this go forwardto the Delegates for a vote as per the AKC By-laws. It will be voted on at the September 12,2017 Delegates Meeting.

CHAPTER 11

SECTION 8-A. A dog that in the opinion ofthe judge menaces or threatens or exhibits anysign that it may not be safely approached bythe judge or examined by the judge in thenormal manner shall be excused from ring.When the judge excuses the dog, he/she shallmark the dog “Excused,” stating the reason inthe judge’s book. A dog so excused shall notbe counted as having competed. A dogrecorded as “Excused for threatening or men-acing” by a judge on three occasions will be

administratively disqualified by The AmericanKennel Club.

A dog that in the opinion of the judge at-tacks any person or dog in the ring shall bedisqualified. When the judge disqualifies thedog, he/she shall mark the dog “Disqualified,”stating the reason in the judge’s book.

When a dog has been disqualified underthis Section, any awards at that show shall becanceled by The American Kennel Club, andthe dog may not again complete unless anduntil, following application by the owner toThe American Kennel Club, the owner has re-ceived official notification from The Ameri-can Kennel Club that the dog’s showeligibility has been reinstated.

Any dog, that in the opinion of the EventCommittee attacks a person or dog at anAKC event resulting in an injury and is be-lieved by that Event Committee to present ahazard to persons or other dogs, shall be dis-qualified by the Event Committee pursuantto the section, a report shall be filed with theExecutive Secretary of The American KennelClub. The disqualified dog may not againcompete at any AKC event nor be on thegrounds of an AKC event unless and until,following application for reinstatement bythe owner to The American Kennel Club, theowner receives official notification in writingfrom the AKC that the dog’s eligibility hasbeen reinstated.A dog that is disqualified for attacking musthave, at the time of the infraction, a perma-

nent identification if the dog is ever to be eli-gible for a reinstatement. Permanent identifi-cation includes, but is not limited to,microchip; tattoo; or some unalterable uniquebody feature. A photo of the dog must betaken in the ring. If the dog cannot be perma-nently identified for any reason, including butnot limited to, the fact the dog is not mi-crochipped nor tattooed; has no distinguish-ing, unalterable unique body feature; anappropriate scanner is unavailable; the dog isunapproachable; etc. the judge shall markhis/her book: “DQ’d for attacking; cannot beidentified.”Reinstatement will be conducted by AKC staffat an appropriate date and location. Judgeswill not participate in the process. No rein-statement procedure will take place on thegrounds of, or in any building, hotel, or venueconnected to a show or event. Proper identifi-cation and proof of current rabies vaccinationof the dog at the time of reinstatement are re-quired.The name, AKC number and owner’s contactinformation of the disqualified dog shall becommunicated to the Show Superintendents,who shall also be notified of same if and whensuch dog is reinstated.

CHAPTER 14

Section 22A. (new paragraph)

A National Gun Dog Championship for Gor-don Setters may be held not more than oncein any calendar year. This shall be a walkingstake. The stake must be held by the ParentClub. If the Club fails to hold its traditionalhorseback National Championship field trial,the right to hold the walking NGD Champi-onship stake may be suspended by the Per-formance Events Department. The event shallbe for dogs over six (6) months of age. TheGSCA may develop entry qualifications thatexceed the AKC minimum standard. Dogsplacing in this stake shall be credited withchampionship points in accord with the sched-ule for Field Championships and the winnershall be entitled to the designation “NationalGun Dog Champion of 20.” (NGDC)
