DPAS II for Administrators
Statewide evaluation system For all licensed and certified administrators who
oversee instruction Driven by the Delaware Administrative Standards,
which align with the Interstate School Leaders’ Licensure Consortium (ISLLC) Standards
Has been in place since 2007-2008 school year

Policy Supports
State Law – 14 DE Code, Chapter 12, § 1270. The Delaware Performance Appraisal System II. (a) An educator must receive at least 1 Delaware
Performance Appraisal System II (DPAS II) evaluation annually. For purposes of this subchapter only, the term "educator" shall also include specialists who practice in Delaware public schools, whether or not they are licensed and certified by the Department. The evaluation must be consistent with the Delaware Professional Teaching Standards and the Delaware Administrators' Standards, and must otherwise be in accordance with the criteria and requirements of this section.

Old: use school or district goals from state school improvement process to set individual goals for student improvement Student Improvement (student growth) not defined
in regulation May choose specific student groups or all students
in school Evidence could be achievement or other data Evidence typically measured spring to spring

Component 5 Specifics – effective 2011-2012
New: Administrator's students collectively demonstrate appropriate levels of Student Growth as benchmarked against standards to be set by the Secretary based on input from stakeholder groups. "Student Growth" defined as achievement data between
two points in time Multiple measures All students must be included in at least one measure May also include cohort measures Evidence must be from state-approved measures Evidence of student growth from fall to spring

Summative Evaluation Ratings beginning 2011-2012
Each component is rated satisfactory or unsatisfactoryFour overall ratings
Highly Effective Satisfactory in 4 of 5 Components + high rates of student growth
Effective Satisfactory in at least 3 Components + satisfactory student growth
Needs Improvement Satisfactory in 1 or two Components + satisfactory student growth
OR Satisfactory in 3 or 4 Components but not satisfactory student growth
Ineffective Satisfactory in 0, 10, or 2 Components and not satisfactory
student growth
