Introduction ThemissionoftheDeKalbCountySchoolDistrict(DCSD)istoensurestudentsuccess,leadingtohighereducation,work,andlifelonglearning.IntheDistrict’sstrategicplan,ourcorebeliefsguideustofocusonteachingandlearningwithagoalofembeddinganequitableandaccessible21stCenturylearningenvironment.Thisfuturereadylearningenvironmentsupportedbytheuseofemergingtechnologiesthroughoutthecurriculumwillenablerelevantandpersonalizedlearningaswellasdevelopandnurtureadaptableskillsforallstudents.Successwillcontinuetobedefinedbyhowwellthislearningenvironmentproducesgloballycompetitivestudentspreparedforhighereducation,work,andlife-longlearninginarapidlychangingsociety.Amissionthissignificantandimpactfulrequiresthedistricttocontinueextensiveevaluationandplanningasitpertainstothedistrict’seducationaltechnologyinfrastructureandtools.

DuringtheFallof2017,theDivisionofInformationTechnologyorganizedaTechnologyAdvisoryCommitteetoleadthedevelopmentofatechnologyplanfortheyears2018–2021.Aswithits2015–2018predecessor,thistechnologyplanisaroadmapthatguidesstakeholdersthroughthedistrict’splansforensuringequitableandongoingaccesstoafuturereadylearningenvironmentthatpromotes21stCenturyskillsandthemes.

FromDecember2017toJune2018,thiscommitteeparticipatedinmultiplecollaborativeworksessions,administeredquestionnaires,aswellashostedroundtablediscussionsandfocusgroupswithvariousstakeholderstodiscussthenextstepsforsupportingthetechnologyneedsandinfrastructureofthedistrict.TheTechnologyAdvisoryCommitteeusedthisfeedbackalongwitheducationaltechnologyresearch,standards,andbestpracticestoexpandthecurrentsharedvisionfortechnologyuseinthedistrict.Ananalysisandevaluationofthedistrict’scurrenttechnologyinfrastructureagainstthedistrict’ssharedvisionidentifiedgapsthatwillcertainlyimpedeprogress.Thesegapsorconcernswereorganizedintofivethemes:EmpoweredLearningEnvironment,CommunityPartnerships,ProfessionalLearning,DataGovernance,andInfrastructureEnhancements.Inthistechnologyplan,thecommitteehasdevelopedclear,concise,andaggressivegoalstoaddresseachtheme,ensuringtherealizationofthedistrict’ssharedvisionfortechnologyuse.Itisthedistrict’sintentthatthisworkwillguideDCSDthroughtheimplementationofthistechnologyplanforthenextthreeyears.

Stakeholder Expectations Acomprehensivegroupofstakeholdersprovidedinsightandguidanceusedtodevelopthistechnologyplan.Duringdatagatheringactivities,thefocuswastoreviewthecurrentstatusoftechnologyuseafterimplementingthe2015–2018TechnologyPlan.Overall,stakeholdersacknowledgedanincreaseinaccesstotechnologytools,improvementstothedistrict’sdigitallearningenvironment,andanintroductiontomorevirtuallearningopportunities.However,thedistrictstillhasgrowthasitpertainstocommunityengagementandcontinuouslearningopportunitiesforallstakeholders.

Higher Education and DCSD Business Communities Membersofourbusinesscommunityandhighereducationcommunitiesrecognizedthedistrict’sincreasedfocusonprovidingequitableaccesstotoolsandprofessionaldevelopment.However,theyreiteratedtheneedtoensuresoft-skillsareaccompaniedbydigitalliteracycriticalforallstudentstransitioningoutofsecondaryschool.

Students

Studentsnotedthattheincreaseinaccesstodevices,digitaltools,andresourcesenhancedtheircollaborationwiththeteacherandengagementwithcoursecontent.Theyalsosharedthatteachersincorecontentareaswereprovidingaccesstomoredigitalcontentandonlineresourcesallowingthemtoextendtheirlearning.However,studentsprioritizedfutureneedsaslearningtousetechnologytoconducteffectiveresearch,findingexamplestoremediateandextendtheirlearning,creatingpapersandpresentations,managingfiles,andorganizingtime.Lastbutdefinitelynotleast,studentswantmoreassistanceinusingthetechnologytostudyandcollaboratewithotherstudents.Communitypartnershipswereseenbystudentsaskeytoenhancingtheirlearningexperience.

Parents Althoughparentsareinfavoroftheincreaseinaccesstotechnology,theyoverwhelminglysharedconcernsaboutprofessionaldevelopmentandteacherreadinesspertainingtohowtousetechnologytosupportlearning.Parentsalsoagreedthatstudentsneedtobeempoweredtousetechnologytogainreal-worldexposuretovariedcontentandskills.

Forparents,thedistrict’stopareasofimprovementtoaddressare:

o Increaseaccesstodevicesandlearningusingtechnology.o Ensureteachertrainingpreparesteacherstousewithstudents.o Increasemonitoring,cybersafetyawareness,anddatasecurity.o Engageandinformparentsaboutdistrictinitiatives.

Teachers and Administrators Insightfromteachersandadministratorswascollectedrepresentingallgradelevelsandalldistrictregions.Overall,educatorsnotedaccessingdigitalcontent,collectingassessmentdata,andprovidingreal-worldconnectionsduringinstructionasbeingtheirtopthreeusesoftheincreasedaccesstotechnology.Emergingskillsinassigningonlinecourseworkandcreatingdigitalportfolioswerenotedastheirnextfocus.Educatorswerealsooptimisticaboutthepossibilitiesoftechnologyimpactinguseofinstructionaltimetopersonalizeandextendlearningforstudents.However,lackofaccess,time,training,andinabilitytomonitorstudentonthedevicesusewereallconcernsexpressedasbarrierstotechnologyintegration.

Vision TheTechnologyAdvisoryCommitteecontinuedtoensurethesharedvisionforthe2018-2021TechnologyPlanremainsrootedinthemissionandstrategicgoalsoftheDeKalbCountySchoolDistrict.Whenreviewingthefocalpointsofthe2015–2018sharedvision,thetechnologyplanpushedthedistricttowards:

o fosteringanengagingenvironmentthatfacilitatesenhancedteachingandlearning,innovation,communication,collaborationandoperationalefficiencyinalignmentwiththeDeKalbCountySchoolDistrict’sstrategicplan;

o providingacollaborativelearningenvironmentthatutilizes leadingtechnologytoengagestakeholders,reflecttherigorofcontentstandardsandpreparestudentstobesuccessfulandcompetitiveinthe21stcenturyglobalsociety;

o developingandmaintainingbusinesssystemsthatsupportthedistrict’slearningenvironment;and,

o providingtheopportunitytoaccessalearningenvironmentthatextendsbeyondtheschool’swalls.

Theseelementsofthedistrict’svisionarestillveryrelevant.However,thistechnologyplancontinuestofortifythisvisionwithanintenttonurtureacultureofdigitalinnovation.Inthisculture,allstakeholdersareempoweredtoconstructtheirdigitalidentitiesandexpectedtomodeleffective,safe,andethicalusesoftechnology.

Overview of our Technology Infrastructure

Fiber-Optic Wide Area Network Thedistrictownsaburiedfiberoptic-basedwideareanetwork(WAN)thatconnectsourschoolstotheInternet.Thedistrict’sWANisorganizedintothreecoresitesand16head-endsitesthatareconnectedwith20Gbpsredundantfiber.Everyschoolisconnectedtoahead-endlocationusing20Gbpsoffiberopticcabling.

Industry-Standard Data Center Alldistrict-levelinstructionalandbusinessapplicationsarehousedinafully-functionaldatacenterlocatedatthedistrict’stechnologycenter.Currently,over65VMWareESXserverswhichareservicingover450virtualserversacrosstheentireschooldistricthavebeendeployed.ANetworkOperationsCenter(NOC)allowsInformationTechnologytomonitorcriticalnetworksystemsandtakeaproactiveapproachtoproblemresolution.

Network Connectivity Thedistricthasupgradedandexpandedthewirelessenvironmentforsecuritypurposesandtobettersupporttheuseofmobiletechnology.Allschoolsandcentershavewiredandwirelessaccess.Throughthedistrict’sConnectITproject,awirelessaccesspointwasinstalledineveryclassroomcapableofsupportingatleast90devices.

Web Filtering and Internet Protection DCSDusesawebfilteringsolutiontoblockinappropriateandpotentiallyharmfulcontent.Thedistrictalsoutilizesafirewalltocontrolincomingandoutgoingnetworktrafficbasedonappliedrulesetsforsecuringdataandothersensitiveinformationfrommalwareattacksandhackers.ThesewebfilteringandfirewallsolutionsensurecompliancewiththeChildren’sInternetProtectionAct(CIPA).

Communications Infrastructure Thedistrict’stelecommunicationsinfrastructureprovidestelephoneaccesstopersonnelineachschoolandcenter,includingmobileclassrooms.Thisencompassesover13,000

telephones,15,000voicemailboxes,600smartphonesand400cellphones.SixtypercentofthetelephonesuseVoiceoverInternetProtocol(VoIP).Thetelecommunicationsplatformalsoincludesanin-houseautomatedcallingplatformwhichprovidesthecapabilitytorapidlysendvoicecalls,SMSmessagesandemailmessagestoparents,studentsandotherstakeholders.

Thecommunicationsinfrastructurealsoincludesmanagingthedistrict’swebsiteandusingacontentmanagementsystemtostandardizeandmanageschoolwebsites.Thedistrictalsoleveragesdigitalcommunicationstoolssuchassocialmediaapplicationsandofficialmobileapplicationstopushrelevantinformationtostakeholders.

Workstations, Devices and Peripherals Toensureequitableaccess,thedistrictiscontinuallyincreasingthecomputer/devicetostudentratio.Currently,thereisonedistrictinstructionaldeviceper.86students.Thisratioconsidersdesktops,laptops,andiPadsasinstructionaldevicesandreflectsstudentenrollmentandstate-approvedinventoryasofMay25,2018.Allidentifiedinstructionalclassroomshavealsobeenequippedwithaninteractivewhiteboardorinteractiveflatpanel.

Technology Support SeverallevelsofsupportpersonnelwithintheDivisionofInformationTechnologyprovidetechnologytroubleshooting.TheSupportCenteristhefirstpointofcontactforalluserswhenthereisatechnicalproblemthatcannotberesolvedatthelocalschoolhouselevel.Uponanalysis,theSupportCenterstaffutilizesahelpdeskcallmanagementsystemtoescalateissuesthroughfirstandsecondlevelsupportforeveryschoolandcenter.Thedistrict’sInformationTechnologySupportCenterreceivesover100,000technicalservicerequestsperyearviaWebbasedapplicationandphone.

DCSD Virtual Learning Environment Thedistrict’svirtuallearningenvironmentisacollectionofinteroperableweb-basedplatformsthatprovideaccesstoteachingandlearninginavirtualenvironment.Thedistrict’slearningmanagementsystem(VERGE)isatthecenteroftheVLEandprovidescourseandcontentmanagement,curriculummapping,communicationandcollaborationtools,aswellasassessmentandassignmenttools.Office365andGoogleAppsforEducationaretheavailablecloud-basedproductivitytools.Inaddition,thereareahostofdigitalresourcesavailabletostudentsandteachersviaourLaunchpadStudentPortal.Thedistrict’sStudentInformationSystemandAssessmentSystemsarealsointegralpartsofthevirtuallearningenvironment.

Digital Learning Initiative DCSD’sDigitalLearningInitiativesystemicallyleveragesthedistrict’stechnologyinfrastructuretostrengthenthelearningexperienceforourstudents.Thegoalistoempowerstudentstothriveintheconstantlyevolvingtechnologicalsocietytheywillexperiencebeyondhighschool.

TargetsforDCSDareto:

o Providecontinuousandequitableaccesstotechnology,digitalcontentalignedtothecurriculum,andlearningopportunities.

o Prepareeducatorstomaximizetechnologyinwaysthattransformlearning.o Exposestudentstoavarietyofvirtualandblendedlearningopportunities.

Digital Dreamers Technology Program DigitalDreamersisacomprehensivetechnologyprogramoftheDeKalbCountySchoolDistrict.Thisprogramwillreacheverystudentandteacherinthedistrict,andcontinuetobuildonthedistrict’svisionofincreasingstudents’technologicalfootprintandpreparingthemtobegloballycompetitivecitizens.

ThedistricthasimplementedfourinitiativesundertheDigitalDreamersprogram.

IGNITE U Professional Learning Initiative IGNITEUisadynamicprofessionallearningcommunityDCSDhasimplementedtofocusoneffectiveandengagingtechnologyintegration.IGNITEUprovideschoicessolearningexperiencescanbejobembedded,relevant,andmorepersonalized.Inaddition,IGNITEUensurestheselearningexperiencescanhappenanytime,anyplace,andatanypace.Theoverallgoalistoensurethedistrict’sstaffisproficientatusingtechnologyininnovativewaysthatsupportslearning.

FLEX Academy

FLEXAcademyisthedistrict’svirtuallearningacademywhichprovidesaccesstovirtuallearningcoursesforstudents.FLEXAcademyiscriticalinprovidinganexemplarasitpertainstotechnologyintegrationusingthedistrict’svirtuallearningenvironment.Studentscancurrentlytake21virtualhighschoolcoursesusingthedistrictvirtuallearningenvironment.Thedistrict’sVirtualLearningSpecialistsarecertifiedteachersdevelopingandfacilitatingthesecourses.

Virtual Learning and Instructional Technology Program DCSD’sVirtualLearningProgramconsistsoftheInstructionalTechnologyDepartmentandFLEXAcademy.InstructionalTechnologyresearchesandevaluatesinnovativetechnologytoolswiththeintenttoprovidetargetedprofessionaldevelopmentandsupportthroughtrainingmodeling,coaching,andresourcedevelopment.Therearecurrentlyfiveinstructionaltechnologyspecialistsandoneinstructionaltechnologyliaisonprovidingsupportforallschoolsanddepartmentsasitpertainstoourdistrict’sinitiatives.Asmentionedpreviously,FLEXAcademyisthedistrict’svirtuallearningacademy.VirtualLearningleveragesthesynergyofbothdepartmentstosupportthedistrict’sstrategicgoalscriticaltostudentsuccess.
