Using ArcGIS Online to support a
consultation
• Early 2013 Defra requirement to consult with rural stakeholders in England, on a
new draft EU upland designation - Areas Facing Natural Constraints (ANC).
• ANC– the parts of Europe most difficult to farm because of physical limitations.
• ANC to replace Less Favoured Areas designation.
Areas facing Natural Constraints
Common biophysical criteria
across EU.
• Harsh climate
• Poor soils
• Difficult terrain
• In England mostly remote upland
areas
Options
• Static PDF maps
• or simple webmap??
• Webmap preferred. But
• Set up and update map
quickly with existing
desktop software and
standard desktop analyst
skills.
• No extra costs
• Meet corporate style
requirements
• Gazetteer
• Usual pan and zoom
navigation
ANC Webmap
• ArcGIS Online, included in ESRI ELA with
bandwidth credits
• Integration with desktop
• Webmap setup in hours
• Esri UK Support
• Uses template to create corporate style
• Access control options – share draft before publish
The ANC Webmap
Simple user guide
Outcome
• Stakeholders had good
information on the
proposed location of
Areas Facing Natural
Constraints
• Feedback from
stakeholders on use of
the webmap was
positive
Lessons learned
• Optimise webmap as far as possible for slow
remote rural broadband speeds, even if this
means some loss of quality
• Consider creating mobile or tablet optimised
versions of the webmap to reach out to more
stakeholders
• Provide some documentation – how to use map
