2 COUNCIL PRESIDENT CLARKE: Good

3 morning. We're getting a very late

4 start, so we'd like to get moving. I'm

5 going to ask everyone, visitors to retire

6 behind the rail. If the members will

7 take their seats, we'll have our

8 invocation.

9 And to give our invocation this

10 morning, the Chair recognizes Pastor Mark

11 Novales of the City Reach Philly in

12 Tacony. He is here today as the guest of

13 Councilman Bobby Henon.

14 I would ask all guests,

15 members, and visitors to please rise.

16 (Councilmembers, guests, and

17 visitors rise.)

18 PASTOR NOVALES: Good morning,

19 City Council and guests and visitors. I

20 pastor, as was mentioned, a powerful

21 little church in -- a powerful church in

22 Tacony called City Reach Philly. I'm

23 honored to stand in this great place of

24 decision-making alongside great men and

25 women of influence who have great






2 purpose.

3 I believe that everyone in this

4 Chamber has more things in common than we

5 have differences. I believe that each of

6 us has pledged to do the best of our

7 ability, that each of us represent

8 others, that each of us want more for our

9 city, that each of us have been created

10 to make a difference, that each of us

11 have been commissioned to be public

12 servants.

13 Each of us have a great

14 responsibility to make difficult

15 decisions which have a lasting effect on

16 our city. Each of us have been given a

17 distinct amount of authority, and the

18 13th Chapter of the Book of Romans

19 reminds us today that the authority that

20 we carry has been given to each of us by

21 God, for it says let everyone be subject

22 to the governing authorities, for there

23 is no authority except that which God has

24 established. The authorities that exist

25 have been established by God himself.






2 So I would challenge each of

3 you to remember that united we stand,

4 divided we fall; that we would remember

5 that God is a God of unity; that

6 regardless of our personal preferences

7 and opinions, we need each other. You

8 need me as much as I need you. This city

9 needs your best, my best, and that

10 together we can make a difference.

11 Today I stand before you, each

12 of you, in humility, for I represent the

13 God of peace, of love, hope, unity, life,

14 and life abundant.

15 Let us pray.

16 God, you are amazing, you who

17 give us the breath of life, you who hold

18 the answer to every question, the

19 solution for every problem. We stand

20 before your authority this morning.

21 I ask that we would consider

22 your word, your truth, your power as

23 decisions are made that affect your city;

24 that today's decisions will not be

25 decisions that please man, but that they






2 would please you; that we would stand

3 firmly on the truth, for it is the truth

4 that sets us free.

5 I pray your favor, your peace,

6 your love over every heart in this room;

7 that your presence will be felt in this

8 place; that you would remind us all that

9 we need you in our city; that you don't

10 see our ethnicity or socioeconomic status

11 or our differences. On the contrary, you

12 see sons and daughters, some who are far

13 from you and others who passionately

14 follow you.

15 You love us all the same, and I

16 pray that every heart in this place would

17 come to know you as the king and Lord

18 that you are; that we would receive the

19 freedom that has already been paid for on

20 the cross.

21 So today I pray God's favor,

22 his goodness in this house.

23 City Council, remember that God

24 is for you. He is not against you. And

25 I pray that no weapon formed against us

2 shall prosper, for God has not given us a

3 spirit of fear or timidity, but of power,

4 of love, and self-discipline. And so it

5 is in his name, the name that is above

4 Mr. President. On behalf of the

5 republicans, there are no requests for

6 leave of absence.


8 Chair thanks the gentleman.

9 At this time, I would like to

10 dispense with the regular order of

11 business and I would like to welcome and

12 thank everyone who has taken time out of

13 their busy day to come down to witness

14 their government in action. We genuinely

15 appreciate you coming here. We hope that

16 your stay here is a knowledgeable one

17 but, more importantly, a pleasurable one,

18 so much so that you come back again. So

19 thank you so much for being here.

20 At this time, the Chair

21 recognizes Councilman Taubenberger, who

22 will present a resolution honoring Jim

23 Gardner. Would Mr. Gardner and those

24 accompanying him please join the

25 Councilman at the podium.

11 COUNCILMAN TAUBENBERGER: I

12 would like to welcome Mr. Jim Gardner and

13 his beautiful wife, Amy, here today to

14 our Chambers.

15 For four decades here in

16 Philadelphia, Jim Gardner has informed

17 us, entertained us, fascinated us, and

18 always enlightened us as the anchor of

19 WPVI Channel 6 Action News. Generations

20 of Philadelphians have come to know and

21 love Jim's signature opening line, "But

22 the big story tonight on Action News is."

23 Well, here today in Philadelphia City

24 Council, the big story is Jim Gardner.

25 And, my, has Jim Gardner






2 witnessed and reported on some big

3 stories in 40 years of television

4 journalism. He's a pro's pro and one of

5 the most respected and iconic local news

6 anchors in the country. He may have been

7 born and raised in New York, but Jim

8 Gardner belongs to Philadelphia now and

9 forever, and this resolution cements

10 that.

11 Honoring and recognizing Jim

12 Gardner for his hard work and dedication

13 to serving the people of Philadelphia

14 over the past 41 years as a reporter and

15 news anchor.

16 COUNCILMAN GREENLEE: Whereas,

17 Jim Gardner, a New York City native,

18 spent most of his adult life in

19 Philadelphia. He has been covering small

20 and large scale events for Action News

21 since 1976; and

22 COUNCILWOMAN BLACKWELL:

23 Whereas, Mr. Gardner studied at Columbia

24 University receiving a Bachelor of Arts

25 in Political Science. While attending






2 Columbia, he had his first experience

3 with broadcast journalism while covering

4 the historic student riots breaking out

5 protesting the Vietnam War; and

6 COUNCILMAN JOHNSON: Whereas,

7 after graduating in 1970, Mr. Gardner

8 worked at WINS Radio in New York. Two

9 years later he began working at WFAS

10 Radio located in White Plains, New York.

11 In 1974, Mr. Gardner began a new career

12 as a television broadcaster at WKBW-TV in

13 Buffalo; and

14 COUNCILMAN HENON: Whereas, on

15 June 1st, 1976, Mr. Gardner began working

16 at WPVI-TV in Philadelphia as a reporter

17 and anchor for the 12 p.m. Action News.

18 It was in 1977 when Gardner accepted his

19 current anchor position for the 6 p.m.

20 and 11 p.m. news; and

21 COUNCILMAN O'NEILL: Jim's been

22 at Channel 6 even longer than I've been

23 in City Council. That's a long time.

24 Whereas, Mr. Gardner has done

25 coverage for both the Democratic and






2 Republican Presidential Conventions since

3 1980 and has interviewed every major

4 Presidential candidate and sitting

5 President since the start of his career

6 in Philadelphia in 1976; and

7 COUNCILMAN SQUILLA: Whereas,

8 Mr. Gardner was awarded the Broadcast

9 Pioneers of Philadelphia Person of the

10 Year in 1996 and was inducted into their

11 Hall of Fame in 2003;

12 COUNCILMAN GREEN: Whereas,

13 Temple University grants the Jim Gardner

14 Scholarship to one student studying

15 broadcast journalism every year to aid in

16 paying for his or her education. This

17 award was made in Mr. Gardner's honor and

18 has been in existence since 1987; and

19 COUNCILWOMAN BROWN: Whereas,

20 Mr. Gardner is a highly well-respected

21 anchorman and reporter by both his

22 colleagues and his viewers, and I would

23 say aspiring anchor young people, in

24 which he has dedicated the past 41 years

25 of his career to;






2 COUNCILMAN TAUBENBERGER: And

3 be it resolved, by the Council of the

4 City of Philadelphia, that we hereby

5 honor and recognize Jim Gardner for his

6 hard work and dedication in Philadelphia

7 for over the past 41 years.

8 (Applause.)

11 COUNCILMAN TAUBENBERGER:

12 There's always something more,

13 particularly when we have someone that's

14 an icon, that everyone has watched, that

15 predates all Councilmembers here. It's a

16 wonderful thing.

17 On behalf of my colleagues and

18 the City Council, I would like to present

19 you with our symbol of the City of

20 Philadelphia, the Liberty Bell, known

21 throughout the world as really the

22 Freedom Bell as well. Nothing is

23 stronger in representation of the City,

24 because this is where freedom in America

25 began and this is where it stays.






2 God bless you, Jim Gardner, and

3 thank you very, very, very much.

4 (Applause.)


6 at this time, the Chair recognizes

7 Mr. Gardner for remarks.

8 MR. GARDNER: Thank you so

9 much. This is the first non-partisan act

10 this Council has taken in the last six

11 weeks.

12 When I first came to

13 Philadelphia, George X. Schwartz was

14 Council President, and he would sit up

15 there lording over this chamber with an

16 iron fist, and the perception was that

17 whatever Frank Rizzo wanted, Council

18 President Schwartz almost invariably was

19 willing and able to deliver.

20 Then came the utterly

21 unsuccessful Charter change vote in 1978

22 and Abscam in 1980 and Philadelphia

23 politics went into a new era, and this

24 Council had its Jackie Robinson moment

25 when Joe Coleman became President of City






2 Council, and so a whole new era of

3 Philadelphia politics was underway.

4 I would like to introduce my

5 wife, Amy. I witness the legislative

6 process here, but Amy knows far better

7 than I what the legislative process

8 really is. She is a member of the Radnor

9 Township School Board.

10 (Applause.)

11 MR. GARDNER: And if you think

12 there is -- you know what I'm going to

13 say. If you think there is, you know,

14 some political back and forth here,

15 attend a suburban school district school

16 board meeting and you will see that in

17 action. And I don't know that Amy would

18 want me to say this, but Amy does exhibit

19 partisanship, but not aligned to

20 republicans or democrats. She is aligned

21 to the students and to the kids of the

22 Radnor Township community. So that is

23 her partisanship, and I'm just incredibly

24 proud of you and I just wanted all these

25 folks to meet you.






2 (Applause.)

3 MR. GARDNER: So, you know, I'm

4 blown away here, and thank you so much

5 for this honor, but I must concede that I

6 was just a little hesitant when I heard

7 about this. I don't know that I am

8 entirely comfortable receiving praise

9 from elected officials, because it is our

10 job to keep you accountable to the

11 taxpayers and to point out when you are

12 succeeding and when you are failing in

13 your mission to serve the public good.

14 So I'm trying to figure out how to get my

15 hands around this here this morning. So

16 let's just say that this morning you are

17 succeeding spectacularly and leave it at

18 that.

19 Seriously, the fact that you

20 would honor a news person speaks to the

21 fact that there is at this moment a

22 mutual respect for the institutions that

23 we represent. Sadly, that is not

24 something that we can take for granted

25 these days, as the media is under attack






2 like we have never seen before, and I

3 believe strongly that we must all take

4 responsibility for our work and when we

5 fail, that is on us. But when the

6 legitimacy of the press is under constant

7 assault from the very quarter that is

8 supposed to, more than any other quarter,

9 respect and protect the freedom of the

10 press and the First Amendment, that is

11 worrisome to me.

12 We're living in a time when I

13 occasionally like to remind myself of

14 what Thomas Jefferson once said, that if

15 he had to choose between, quote, a

16 government without newspapers or

17 newspapers without a government, that I

18 should not hesitate a moment to prefer

19 the latter. And I presume, I hope

20 justifiably, that he would have felt the

21 same about news on television.

22 I cannot accept your tribute

23 without explaining something about the

24 culture of Action News. Individual

25 honors at Channel 6 mean little, except






2 within the concept of our collective

3 effort, and I think we have long

4 understood something that the

5 Philadelphia Eagles say that they are

6 learning this year, that we care little

7 about individual achievement and that our

8 success can be measured only in terms of

9 how it contributes to our effort as a

10 team to serve the viewers of the

11 tri-state area.

12 So I can't thank you enough for

13 this without pointing out that from my

14 point of view, you are really showing

15 appreciation today for our entire

16 organization that has long held

17 excellence and fairness and consistency

18 as our primary goals.

19 No organization -- and I'm sure

20 you will all agree with this -- no

21 organization can thrive without

22 outstanding leadership. So I want to

23 introduce you to our two primary leaders,

24 Bernie Prazenica, who is President and

25 General Manager of Channel 6, and Tom






2 Davis, who is the News Director. Is

3 there a vice presidency attached to that?

4 Okay. Who is Vice President and Director

5 of News at Channel 6, and they run the

6 show.

7 (Applause.)

8 MR. GARDNER: They absolutely

9 run the show.

10 So there is another reason why

11 I was a little uncomfortable coming here

12 today. And this will wrap up what I have

13 to say. I have seen you bestow honors

14 like this on individuals who are

15 retiring. In fact, my former colleague

16 and very dear friend Dave Roberts -- and

17 I imagine many of you will remember

18 this -- was here to accept your good

19 words and your good wishes as he ended

20 his extraordinary career at Channel 6.

21 So, frankly, I wonder whether you got

22 some bad information, because I have no

23 plans to retire and --

24 (Applause.)

25 MR. GARDNER: And if that's






2 really why I'm here, I can give this back

3 to you. No hard feelings.

4 I'm good, right? We're good?

5 Okay. Then I'll keep it.

6 Thank you very, very much.

7 It's been a wonderful morning and it's

8 been great to meet every one of you, and

9 we'll come back a lot more often in the

10 future.

6 Councilwoman Blackwell, Councilwoman Gym,

7 Councilwoman Parker, and Councilman

10 you, Mr. President. Many times we honor

11 folks for their careers but also for how

12 well they reflect on Philadelphia, and I

13 think the young man we're about to

14 recognize, there's nobody that reflects

15 more positively on Philadelphia than he

16 does. So I'm proud to start this

17 resolution: Honoring and recognizing and

18 congratulating Hazim Hardeman for being

19 named a 2018 Rhodes Scholar.

20 (Applause.)

21 COUNCILMAN GREENLEE: Whereas,

22 Hazim Hardeman was selected as one of the

23 32 students, out of over 850 applicants,

24 to be awarded the highly competitive and

25 prestigious Rhodes Scholarship to pursue






2 a Master's Degree at Oxford University in

3 England; and

4 Whereas, growing up in North

5 Philadelphia near 23rd and Diamond in the

6 Fifth Councilmanic District with his

7 mother and three siblings, he plans to

8 study Sociology or Political Theory while

9 at Oxford; and


11 Whereas, searching for a better

12 opportunity for her son, his mother

13 Gwendolyn falsified their address to get

14 Hardeman into a better public elementary

15 school, transferring to Shawmont in the

16 third grade in the City of Roxborough

17 Section; and

18 Whereas, the Rhodes

19 Scholarships are the oldest and most

20 celebrated international fellowship

21 awards in the world; and

22 COUNCILMAN TAUBENBERGER:

23 Whereas, applicants elected by the Rhodes

24 Trust must meet rigorous standards of

25 academic excellence, personal energy,






2 ambition for impact, an ability to work

3 with others to achieve goals, leadership

4 promise, a commitment to making a

5 difference for good, a concern for the

6 welfare of others, and a consciousness of

7 inequities, requirements outlined in the

8 will of British philanthropist and

9 African colonial pioneer Cecil Rhodes;

10 and

11 Whereas, after a rough time in

12 high school at Murrell Dobbins due to

13 personal family issues, Mr. Hardeman

14 eventually transferred to Hope Charter

15 School, however he was unable to gain

16 admission to Temple University after

17 graduation; and

18 COUNCILMAN GREEN: Whereas,

19 Mr. Hardeman enrolled at Community

20 College of Philadelphia where he was

21 selected for the Honors Program and

22 received an Associate's Degree in

23 Communications in 2015, while serving as

24 the Vice President of the Student

25 Government Association; and






2 Whereas, after graduating from

3 the Community College of Philadelphia,

4 Mr. Hardeman enrolled at Temple

5 University where he was accepted into

6 their Honors Program as well, graduating

7 in 2017 Magna Cum Laude majoring in

8 Strategic Communication; and

9 COUNCILWOMAN PARKER: Whereas,

10 Mr. Hardeman is the first graduate of

11 Community College of Philadelphia as well

12 as the first Temple University graduate

13 to be awarded the Rhodes Scholarship; and

14 Whereas, Mr. Hardeman also

15 earned a Running Start Research and

16 Policy Fellowship with the City of

17 Philadelphia's Mayor's Office of

18 Community Empowerment where he researched

19 best practices for playgrounds, their

20 needs for upgrades, and how they could

21 improve the City's child care facilities;

22 and

23 COUNCILWOMAN GYM: Whereas,

24 after earning a Master's Degree at

25 Oxford, Mr. Hardeman plans to obtain a






2 doctorate in communications or education

3 and continue his work in critical

4 pedagogy, social movements, race and

5 politics, and African American

6 intellectual history, with a specific

7 interest in teaching in prisons and

8 prison reform; and

9 Whereas, in the past four

10 years, Philadelphia public schools have

11 produced three Rhodes Scholars. Alaine

12 Locke, the first African American Rhodes

13 Scholar and famous Harlem Renaissance

14 Poet, was also a graduate of the

15 Philadelphia Public School System

16 attending Central High School. This year

17 ten African Americans were chosen to

18 receive this Rhodes Scholarship, the most

19 out of any cohort.

20 (Applause.)

21 COUNCILMAN GREENLEE: Now,

22 therefore, be it resolved, that the

23 Council of the City of Philadelphia

24 hereby honor, recognize, and congratulate

25 Hazim Hardeman for being named a 2018






2 Rhodes Scholar.

3 Be it further resolved, that an

4 engrossed copy of this resolution be

5 presented to Mr. Hardeman as a

6 representation of the true and sincere

7 sentiments of this legislative body.

8 Sir, congratulations and best

9 of luck in the future.

13 own Hazim Hardeman for remarks.

14 MR. HARDEMAN: Thank you so

15 much. I first would like to just thank

16 the City of Philadelphia for this

17 incredible honor. As a person born and

18 raised in Philadelphia, I couldn't ask

19 for anything more, to be recognized by

20 City Council. So I really appreciate it.

21 And I didn't really prepare any remarks,

22 so I would just say as we're going

23 through our sort of local politics, we

24 should bear in mind that this is a

25 possibility and that each action that






2 we're committed to taking, understand

3 that the outcome of those actions can

4 either lead to extending this opportunity

5 or limiting this opportunity. So I would

6 just ask that we bear in mind that as we

7 go through the process of local politics

8 and make sure that this is not just the

9 exception, but can possibly become the

10 rule and that somebody can also do what

11 I've been able to do because of the

12 opportunities that have been extended to

13 me.

14 So thank you very much. I

15 really appreciate it.

3 pleasure to recognize some very special

4 guests from Paul Robeson High School in

5 the Third Councilmanic District who are

6 with us today. They are here as part of

7 The Links, Incorporated, Philadelphia

8 Chapter and Paul Robeson High School for

9 Human Services. The program is: Educate

10 a girl, educate a world.

11 This is the third year of this

12 four-year mentoring program. It's

13 sponsored by the Office of Strategic

14 Partnerships of the School District of

15 Philadelphia.

16 We are just proud to have them

17 with us today. I'll ask them to stand,

18 if it's okay, and remain standing as I

19 call their names. From Paul Robeson High

20 School, we have the wonderful principal

21 who works so hard for his students and

22 who is a wonderful human being, Richard

23 Gordon, Paul Robeson High School

24 principal.

11 the City of Philadelphia.

5 because this -- I visited now 34 schools

6 since I've been elected, and the

7 leadership of the principal is the key to

8 the school. Parents have his cell phone

9 number. He was telling me they call him

10 on Friday nights or on the weekends. He

11 makes himself available. And it reminds

12 me of an expression that I feel his

13 school embodies and, that is, no one

14 cares how much you know until they know

15 how much you care. And this principal

16 was just honored by the Association of

17 Principals or Administrator Association?

18 National Magazine, Principal of the Year

19 in the United States. Pretty amazing.

9 Good morning, and thank you.

10 My name is Marybeth Christiansen. I am

11 the State Legislative Directive of Moms

12 Demand Action for Gun Sense in America.

13 I want to thank Councilman Kenyatta

14 Johnson for sponsoring this resolution in

15 support of State Senate Bill 501.

16 Our organization is all

17 volunteer. We are non-partisan. We are

18 single issue. We're dedicated to

19 preventing the epidemic of gun violence

20 in America.

21 We are the largest gun

22 prevention organization in the country.

23 We have over four million members across

24 50 states, and we work with local, state,

25 and federal officials for commonsense






2 solutions to gun violence that respect

3 the Second Amendment, and State Senate

4 Bill 501 is one of those commonsense

5 measures. So we applaud you, Councilman,

6 for passing a resolution to support this

7 bill.

8 State Senate Bill 501 was

9 introduced by a republican, Tom Killion

10 of Delaware County. It has bipartisan

11 support, including that from our proud

12 Philadelphia congregation. Our

13 co-sponsors include Senators Hughes,

14 Haywood, Farnese, Street, Sabatina, and

15 Williams. This bill has been endorsed by

16 the State District Attorney's

17 Association, the State Chiefs of Police

18 Association, and the FOP, and we hope

19 that we can add the City Council's

20 support to 501.

21 Why do we need the bill? Well,

22 for over 20 years, federal law has

23 required that convicted domestic abusers

24 and those under a final protection from

25 abuse orders be prohibited from holding






2 firearms, but that is not the case in

3 Pennsylvania. In Pennsylvania, those

4 under a final protection from abuse order

5 do not need to turn in their guns. It's

6 up to the courts, and historically our

7 courts have ordered surrender of firearms

8 in only 14 percent of the cases.

9 Those convicted of a crime of

10 misdemeanor domestic violence do have to

11 turn in their firearms, but Pennsylvania

12 gives them 60 days to do so, a 60-day

13 grace period to turn in your firearms.

14 And in Pennsylvania, when those guns

15 finally are turned in, it's up to the

16 abuser, not the court, it's up to the

17 abuser who gets to hold those weapons.

18 So State Senate Bill 501 would

19 finally bring Pennsylvania in line with

20 federal law, and it would require that

21 within 24 hours of a conviction for

22 domestic abuse misdemeanor or being

23 placed under a final protection from

24 abuse order, the abuser turns over his

25 firearms to the police or to a licensed






2 law enforcement dealer.

3 So we urge the Council to pass

4 this bill. We'd remind you -- and you

5 probably know from reading the news that

6 the failure to have these provisions in

7 place in Pennsylvania has had fatal

8 results. We're wearing a button in honor

9 of two-year-old Michael Ayers.

22 MR. DANIHEL: This is an

23 official decree of the people in writ of

24 mandamus quo warranto and, as such,

25 requires immediate action and remedy.






2 Every week Council, Mayor, and

3 others transfer private property to

4 government, probably illegally. Have

5 oath, Constitution, and law violators

6 achieved what the Japanese empire could

7 not do 76 years ago? Stealing the home

8 of one of the sovereign people of the

9 United States. Eleanor Roosevelt spoke

10 76 years ago: We are the free and

11 unconquerable people of the United

12 States.

13 How this government by the

14 people and for the people allow oath,

15 Constitution, and law violators to screw

16 the people. Why is Council, Mayor, and

17 others violating oath, Constitution, and

18 laws by denying due process remedy

19 opposing trial by jury?

20 The FBI and Justice Department

21 are required to investigate and prosecute

22 numerous oath, Constitution, and law

23 violations. The FBI and Justice

24 Department are required to freeze federal

25 funds until hundreds of millions of






2 missing federal taxpayer dollars are

3 accounted for. FBI and Justice

4 Department have wide latitude to use the

5 RICO Statute to round up groups of

6 officials who collude to steal taxpayer

7 money and violate oath, Constitution, and

8 laws.

9 Four score and many years ago,

10 Jefferson, Lincoln, and others predicted

11 that the United States would be destroyed

12 from within by oath, Constitution, and

13 law-violating officials. The

14 Constitution and laws require immediate

15 remedy of this breach of law, breach of

16 close, breach of fiduciary duty. Your

17 office requires you to act or face

18 prison.

19 42 USC 1982, 1983, 1985, 1986,

20 1987, 18 USC 241, 242, 2381, 2384, PA

21 Constitution, Article I, Sections 1

22 through 11, 26 PA CSA 703, 705, 708, 709,

23 712, 713, 716, and other laws listed in

24 SCOTUS 15-8965, 14-1330, 14-4056 appear

25 violated.






2 I call for the federal and

3 Commonwealth governments to perform their

4 constitutional obligations to investigate

5 and prosecute all involved in the theft

6 and illegal deed transfer of my home,

7 1038 West Wyoming Avenue. The denial of

8 God-given 42 USC 1982 property rights for

9 23 years is egregious, extraordinary,

10 oath-violating, and requires immediate

11 remedy.

12 A just government must obey the

13 rule of law. This color of law

14 government must have its Charter to

15 govern revoked until a constitutionally

16 compliant government is installed.

17 Public servants cannot refuse

18 their sworn duty to act any more than a

19 fireman can refuse to fight a fire. The

20 sovereign people require Constitution and

21 laws be enforced. Jail is required for

22 all who violate oath, Constitution or

23 law.

24 I remind Council, it takes a

25 lot of cooperation to create and allow

10 Council. So today -- it's afternoon,

11 right? It's after 12:00.

12 So today the Auditor General

13 released its findings on his audit of the

14 Parking Authority, and I am doing my

15 best -- and I'm glad Councilman Squilla

16 came back, and I really wish Council

17 President Clarke was here, because I'm

18 doing my best to stay calm. Because the

19 Auditor General was kind of outraged at

20 the press conference. He was refraining

21 from using certain language. He was so

22 outraged about what's going on in the

23 Parking Authority, about the 900 hours of

24 comp time for somebody getting paid over

25 $250,000 a year, accumulating 900 hours






2 of comp time, the $77 million that didn't

3 go to the School District because of

4 mismanagement and vacation time and the

5 games they play at the Parking Authority.

6 I'm outraged because, in my

7 opinion, you are not outraged, right? We

8 stand up here and we're so damn calm and

9 so collected about fighting for our

10 people and we try to be such gentlemen,

11 but the problem is, there's people

12 hurting out there. When they get they

13 car taken, you can't go to work. You

14 can't feed your family. Like this is --

15 I just can't understand you guys can't

16 champion this goddamned fight. I can't

17 understand why you can't champion this

18 fight. Like this is -- so I take off

19 because other community leaders can't

20 take off to be here, the Mel Wells, the

21 Anton Moores. They can't keep taking off

22 to come down here to spend three minutes

23 to be goddamned polite and talk about

24 issues that are facing our community.

25 We need you guys to champion






2 this cause. Like I'm on your side. All

3 you guys, I'm on your side. I consider

4 you my team. I consider us in your

5 corner. We want to back you, but you got

6 to fight the commonsense damn fight.

7 This fight with the Parking

8 Authority, when you read this report, you

9 all should be outraged at this report,

10 and for O'Neill to say I'm voting on

11 every bill but that, how can y'all let

12 this goddamned, this daggone coward, this

13 gosh-darn traitor to Philadelphia just

14 say he not going to say yes to the

15 daggone bill and take back the Parking

16 Authority? Even the Attorney General,

17 who ain't from Philly, said that they

18 should take back the damn Parking

19 Authority, and the fact that my friends

20 in Council won't fight like hell for the

21 people in Philadelphia is outrageous.

14 champion of the Parking Authority

16 Councilman at-large who has taken on this

17 fight and consistently stayed focused in

18 the reference to the Parking Authority.

19 He now has more ammunition in reference

20 to the audit that was just given out in a

21 press conference downstairs that all of

22 y'all should have been at, where the

23 Auditor says the Parking Authority has

24 been raping this city for years, that

25 $77.5 million that should have been






2 turned over to the school in the past

3 five years has not, due to the Parking

4 Authority exquisite taste in time

5 management and property.

6 So the Parking Authority has

7 been stealing from you, from us, from

8 taxpayers. There should be no other

9 utterance in reference to the Parking

10 Authority take-back. Nobody else should

11 sit around and say we got to talk about

12 it. There's no more talk in reference to

13 that. So when you get up there and you

14 hold the kids in front of you like

15 cowards, like the Mayor said, the City --

16 the school person here at the hearings

17 for Jannie Blackwell Bill 160111 and

18 threw up the kids, we do it for the kids,

19 you find out that the Parking Authority

20 is not doing anything for the children of

21 this city. So they can't use that as the

22 shield that they use to cover themselves

23 in reference to what they do.

24 They have been raping this city

25 for five years, and we are outraged,






2 because we came down here to support

3 Jannie Blackwell Bill 160111 and the

4 Parking Authority came here and came with

5 nothing, came with absolutely nothing

6 other than the School District flunky to

7 say, oh, it's for the schools. Now we

8 find out they have did nothing for the

9 schools.

10 So it's up to y'all to be as

11 outraged as we are. Parking Authority

12 has a meeting on the 15th at 10:00 a.m.,

13 and we plan to be there blasting. We

14 will be here blasting also if y'all don't

15 figure out and do what need to be done.

16 Take the Parking Authority back. We got

17 our schools. We need to fund it, and we

18 need to do it now.

3 MR. KING: Good afternoon,

4 Council President and thank you,

5 Councilmembers. I am here in support of

6 Councilman Henon's resolution urging the

7 President, Congress, and all relevant

8 federal offices to continue to protect

9 net neutrality and open Internet

10 services.

11 The public domain is constantly

12 encroached upon by the private sector.

13 The narrative, despite the reality, is

14 that the private sector can run any

15 organization better than public agencies

16 and institutions.

17 Free speech is also an issue

18 here in this modern era. Corporate power

19 has put tremendous pressure on the truth,

20 the facts and with the power of

21 characterizing the actual reality we live

22 in, undermining our democracy, the

23 principles of our democratic republic.

24 It's reported that Google now

25 censors its customers, clients, and






2 visitors to their site. So we see in the

3 end large corporations matter and

4 everyone else looks bewildered. These

5 accusations greatly diminish the platform

6 that allows people to speak, to access

7 facts, knowledge and understanding of the

8 world we live in.

9 I think Philadelphia should

10 investigate in order to expand the

11 commons, if you will, implementing a

12 search engine, and it may be able to be

13 done through its business development

14 facilities.

15 It is disturbing that political

16 leadership is not looking for the

17 public's input. They're not listening to

18 the voice of the people. The Internet

19 came from the U.S. government, most of

20 its technology from NASA. So the

21 Internet has become a great beehive of

22 valuable brain power, influencing the

23 political, education, science, markets,

24 and economy.

25 So this necessary communication






2 platform cannot be privatized, owned, and

3 controlled. I thank Councilman on his

4 efforts.

5 In addition, I'd like to say

6 that the City Council communicate to our

7 leaders in the federal government that

8 they must retrieve $40 trillion stolen

9 money. The Fed must be reorganized.

10 Austerity must be condemned in whatever

11 disguise. The U.S. government must spend

12 money into the main street economy so

13 that people will be able to purchase a

14 decent standard of living, run their

15 businesses, and pay their debts and taxes

16 to effect actual economic activity. It's

17 the national priority.

3 I heard about affordable

4 housing. I met with one of the Council

5 leaders yesterday and he said that we

6 need to do something for the poor, and

7 affordable housing is a start.

8 I've been on your list for PHA

9 for five years, and I'm finally getting

10 considered after five years of being on a

11 list and being on the streets.

12 We need to get this affordable

13 housing, seriously, guys. It's something

14 that is very necessary. Curtis said we

15 are doing better with it, but we need

16 more. We need more. We need something

17 to get the poor people.

18 Our city is the fifth largest

19 city, and we have the most poverty in it.

20 So we need to work for the poor people

21 and get affordable housing and really

22 work on this.

23 And, two, we need not just the

24 government to do it. We need the private

25 sector too. So we can work together, as






2 the gentleman that was just up here said.

3 The private sector needs very good time,

4 but we also need the government and City

5 Hall to really do something.

15 you, Mr. President. I want to thank

16 Councilman David Oh and Councilwoman

17 Blackwell on all their work around the

18 PPA, and I look forward to reading the

19 report and what it will mean for when we

20 begin to have the conversation about the

21 School District and local control.

22 I wanted to bring up two other

23 very important issues. The first I'll

24 title "We Believe You," and I want to

25 thank the women of Council, in particular






2 Blondell Reynolds Brown and the rest of

3 the women of Council, who together joined

4 in a statement around sexual harassment.

5 And I wanted to let women and men know

6 that we believe them and I'm outraged at

7 the continuing stories and saddened by

8 the reality that so many hostile

9 workplaces exist, whether it's the halls

10 of Congress, news rooms, corporations,

11 and recently we've heard some stories

12 about our local non-profits.

13 We have a lot of work to do in

14 this area, but the men and women should

15 know we believe them and they need to

16 tell their story.

17 And then I want to end with

18 giving folks an update on Puerto Rico.

19 The Puerto Rican diaspora across the

20 country is lobbying Congress this week.

21 I want to thank all of the local folks,

22 Unidos PA for PR and PA for PR and all

23 our partners, AT&T, American Airlines,

24 PECO. Locally we've raised $300,000.

25 We've shipped 800,000 pounds of goods,






2 and we've adopted 2,000 families in

3 Puerto Rico with solar lights, tarps, and

4 water filtration systems. Everything was

5 needed and everything was appreciated.

6 All of us can help Puerto Rico

7 by helping and joining us in calling our

8 Senators and our Congress people to make

9 sure that Puerto Rico is not further

10 impacted negatively. With all of the

11 problems of the tax bill that is being

12 debated in Congress, this further hurts

13 Puerto Rico in that it will treat Puerto

14 Rico as a foreign nation, and as a result

15 of that, it will impose a 20 percent

16 excise tax on top of everything else

17 that's going on. So affordable housing,

18 whatever, imagine Puerto Rico's rebuild

19 with a 20 percent surcharge. And it

20 saddens me because Florida and Texas are

21 receiving all of the supported needs, and

22 Puerto Rico and the U.S. Virgin Islands

23 continue to be punished. And that's why

24 on Monday in the Mayor's Reception Room

25 at 10 o'clock, Puerto Rican and other

3 Pennsylvania will join together in

4 calling on our congressional delegation

5 to help Puerto Rico.

6 Puerto Ricans, if they feel

7 hopeless in Puerto Rico -- the most

11 voted against them.
