Dear Readers,

CPSC celebrates its 46 years of existence this year and part of commemorating this milestone is to look back at some of the highlights of CPSC’s operations for this period.

As part of our active efforts to be consultative in our initiatives, we have invited member country representatives in Manila to participate in the strategic planning exercise of the Asia-Pacific Accreditation and Certification Commission (APACC). This has generated renewed interest and commitment to the member countries to explore the viability of APACC in promoting and maintaining the quality standards of their TVET institutions.

This period also marks a very full calendar of CPSC activities. We have successfully organized four in-country programs on quality management systems, blue ocean strategy, industrial revolution 4.0 and leadership in the Philippines, Myanmar, Banglacdesh and Nepal, respectively. Involving hundreds of TVET participants, the programs were appreciated by the participants to be timely and relevant to their respective skill requirements. We also focused our efforts in training TVET administrators, teachers and officials from CTEVT Nepal and IDEB Bangladesh on organizational topics such as results-based monitoring and evaluation, strategic plan and e-learning. We have also assisted some of these officials during their study visits in Malaysia, Thailand and Australia.

Me and the members of CPSC’s professional team were able to visit numerous places to partake in high-profile events that have strengthened CPSC’s reputation not only in the region but in the world. Aside from my speaking engagements in Italy and the USA, the faculty have gone to Malaysia, Myanmar and even East Timor to meet with the rest of the TVET experts and explore additional opportunities for CPSC.

APACC accreditation efforts were also active as we have culminated the onsite revisits of two Malaysian polytechnics and have embarked on awareness seminars in the Philippines to encourge institutions to apply for APACC accreditation.

Being in existence for 46 years, one can wonder the secret of an organization’s longevity in a market full of competition and failures. I say that CPSC’s secret to its success is the continuous and unbroken trust and support of the member countries. It has continued to be impenetrable and strong despite the challenges that lie ahead.

As we further reflect on another fulfilling year for the college, our steadfast and unwavering pledge to you, our stakeholders, continues. We are grateful, for those 46 years that have past and possibly another 46 years in the future for CPSC’s continued role as a leader of TVET development in the region.

ASSURANCE IN TVET CONVENES

TWENTY PROFESSIONALS FROM ALL OVER

THE REGION

A total of twenty (20) TVET professionals gathered in CPSC-Manila from October 21-25 2019 to attend the Regional Program on Quality Assurance, targeted to thoroughly discuss the planned strategic plan of the Asia-

Pacific Accreditation and Certification Commission.

Representatives from Bangladesh, Bhutan, Fiji, India, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Papua New Guinea, Philippines, Sri Lanka and Thailand were able to attend the program, aimed to assist the Government of CPSC member countries with its initiatives by providing concept and knowledge on the organized structure for maintaining QMS and accreditations as quality assurance mechanisms.

The program was also intended for the participants to comprehend the need and importance of quality assurance in TVET, identify best practices in TVET Quality Assurance Systems in the Asia-Pacific region and gain insights on APACC accreditation as a continuous improvement approach to organizational excellence in TVET. The information from the 5-day activity aided the action plans that they have developed to enhance the quality of TVET in their respective countries.

The overall supervisor of this program is Dr. Ramhari Lamichhane, CPSC Director General and the program coordinator is Engr. Sanyog Bhattarai, CPSC Faculty Specialist. Additional resource persons involved in the program include: Dr. Vijay Patil, CPSC Seconded Faculty Consultant; Ms. Therese Tan Lee, Faculty Specialist; Engr. Abdul Ghani Rajput, CPSC Seconded Faculty and Mr. Rae Emmanuel Echaveria, Research, Publications and Information Officer.

The classroom activities consisted of lectures on the application of QMS in TVET, information about APACC and its role in continuous quality improvement, digitized M&E system in TVET and action planning. The half-day workshops, meanwhile, were able to include group discussions in APACC’s planned vision, mission, goals and objectives for the next five years, as well as its strategies and activities in support of the VMGO.

To supplement these discussions, a visit to TESDA Women’s Center, an APACC Gold-Accredited Institution, was included. In addition, they were able to see Don Bosco-One TVET Headquarters in the Philippines for a practical exposure about an actual TVET school. They were also able to go to key tourist sites in Metro Manila and appreciated the host city’s beautiful places. The participants expressed their appreciation to CPSC and reiterated their commitment to actively push their respective TVET institutions to acquire APACC certification in the coming years.

National Seminar

A half-day seminar on “TVET Quality Management System for Producing Skilled Workforce” was held on October 10, 2019. The seminar tackled a timely opportunity to share knowledge and experiences on the educational and training dimension of producing the skilled workforce and to discuss the policy tools, the coordinating mechanisms and the scope of national educational and training strategies to deal with employment opportunities in Philippines.

Speakers during the seminar include: (1) Dr. Vijay Patil, CPSC Faculty Consultant; (2) Engr. Eric Jude Soliman, President/CEO of ASEAN Engineer of Hytec Power Inc.; (3) Mr. Alfonso Francisco, Supervising TVET Specialist of NTTA and (3) Ms. Janet

The Colombo Plan Staff College (CPSC) and the Technical Education for Skills Development Authority (TESDA) teamed up to organize the In-Country Program on Quality Management Systems at the National TVET Trainers Academy (NTTA) in Marikina City from October 7-11, 2019.

A total of 40 participants from the TESDA-administered schools from all over the Philippines were able to attend the five-day program which was also attended by officials from both CPSC and TESDA. This program was designed to elaborate on the concepts and principles of QMS which include principles, applications, implementation and monitoring of QMS tools. Some learning tools will also equip the participants with deeper understanding and appreciation of the value of continual improvement and the benefits of QMS as well as APACC accreditation and other quality assurance platforms.

The program was supervised by Dr. Ramhari Lamichhane, CPSC Director General and Dir. Noralaine Rogong-Rasul, the Director of NTTA. Program logistics and coordination was facilitated by Dr. Vijay Patil, CPSC Faculty Consultant and Chair of the Research, Publication and Information Division. Local resources meanwhile was provided by CPSC’s team of Faculty Specialist namely, Mr. Sanyog Bhattarai, Mr. Abdul Ghani Rajput and Ms. Therese Tan Lee, as well as Mr. Alfonso Francisco, the Supervising TESD Specialist of NTTA.

During the five-day activity, topics such as: (1) quality management system concepts and principles; (2) quality assurance tools in TVET; (3) Plan-Do-Check-Act Application; (4) Preparation of the Continuous Improvement Plan; (5) Preparation of Digitized TVET Monitoring and Evaluation Tool and (6) Preparation of the Quality Assurance Implementation Plan was discussed. Application of Blue Ocean Strategy in TVET Institutional Management: Main Theme of

this Year’s In-Country Program in Myanmar

The Colombo Plan Staff College (CPSC) and the Department of Technical and Vocational Education and Training (DTVET) of the Ministry of Education, Myanmar co-organized this year’s in-country program in the country regarding on the application of the blue ocean strategy for TVET institutional management. The program was held on November 18-22, 2019 at the DTVET Headquarters in Bahan Township, Yangon. A total of 31 high and mid-level administrators, principals and instructors from different polytechnic institutes in the country attended the program.

The five-day training course recognizes the importance of Blue Ocean Strategy to visualize the ideas and manage the organization. It is about creating uncontested market space, making the rivals irrelevant rather than competing with them and conveying the infinite possibilities for profitable growth.

As such, topics and lectures focused on the concept of blue ocean strategy, application of blue ocean strategy to manage TVET Institute and direct and indirect analysis of stakeholders. An action plan for the institute was developed by the participants as their output.

The program was supervised jointly by Dr. Ramhari Lamichhane, Director General of CPSC and Dr. Aye Myint, Director General of DTVET. Program management and logistics, as well as main program resource were delivered by Dr. Vijay Patil, seconded faculty consultant of CPSC and presently the chairperson of the Research, Publications and Information Division. Local arrangements meanwhile was facilitated by Dr. Zaw Lin Htun, Deputy Director of the DTEVT FRD Section. Meanwhile, additional lectures and ideas in the local context was delivered by Ms. Yadanar Zaw, Co-Founder and Executive Director of Edify Myanmar.’

To supplement the classroom lectures, a visit to School of Industrial Training and Education (SITE), Bahan Township, Yangon was embarked. The school was opened in June 2018 with the aim of increasing skilled labor, technician and job opportunities for the advanced industrial production sector.

Readiness of TVET System for Industrial

Revolution 4.0 Tackled in this

Year’s In-Country

Program in Bangladesh

The world is undergoing fast-paced changes in terms of technology adaptation and its impact to the well-being of the people. TVET, for it to be continually relevant, should be able to adopt new initiatives and make efforts to cultivate holistic, entrepreneurial and balanced graduates that are globally competitive and meet the needs of the industries leaning towards a more efficient, technology-driven future or commonly known as the Industrial Revolution (I.R.) 4.0.

Such is the rationale of the In-Country Program jointly organized by the Colombo Plan Staff College (CPSC) and the Directorate of Technical Education – Technical and Madrasah Education Division (DTE), Ministry of Education in Bangladesh from December 8-12, 2019. The program, held at the Technical Teachers’ Training College (TTTC) in Dhaka, involved the participation of 45 participants from TVET institutions across the country.

For five days, the participants were able to understand the dynamics of IR 4.0 and its disruption in TVET and identify the components of TVET to address IR 4.0. They also had the opportunity to apply the basic knowledge on digital technology on their own TVET curricula. .The program arrangements were supervised by Dr. Ramhari Lamichhane, Director General of CPSC and

Mr. Rawnak Mahmud, Additional Secretary and Director General, Directorate of Technical Education (DTE). Local coordination was facilitated by Engr. Md. Jahangir Alam, presently the Director of Planning and Development of DTE and the Former CPSC Faculty Specialist from 2010 to 2012. Discussions about the local context were provided by Mr. Asad-Uz-Zuman, Head of the Future of Work at the Access to Information (a2i) Program. The program coordinator and resource person assigned to this program is Engr. Abdul Ghani Rajput, CPSC Faculty Specialist.

National Seminar

The program also included a half-day National Seminar on “TVET 4.0- Opportunities and Challenges of IR 4.0” held on December 9, 2019. The seminar, attended by 60

people, was the venue for the participants to share the disruption of IR4.0 amongst TVET stakeholders, discuss opportunities and challenges in TVET 4.0, enhance the awareness about TVET 4.0 in line with IR 4.0 and empower TVET institutions for new learning spaces in line with 21st

Century Skills. The speakers tapped in the program include: Mr. Md. Morad Hossain Mollah of the Bangladesh Technical Education Board; Mr. Rawnak Mahmud, Director General of DTE; Engr. Abdul Ghani Rajput. Faculty Specialist of CPSC and Dr. Ramhari Lamichhane, CPSC Director General.

Leadership Skills for the 21st Century Honed at This Year’s

In-Country Program in NepalThis year’s in-country program in Nepal, held from December 16-20, 2019, tackled the development of leadership skills to meet the demands of the 21st century. It was held at the Training Institute for Technical Instruction (TITI) in Sanothimi, Bhaktapur and invited 29 TVET instructors and practitioners from all over the country. The program was co-organized by the Colombo Plan Staff College (CPSC) and the Council for Technical Education and Vocational Training (CTEVT). This training program includes topics on leadership role on educational transformation, managing diverse workforce, managing change, having effective communications, using tools on continuous quality improvement and development of action plan for the TVET institute. In addition, quality assurance through the Asia-Pacific Accreditation and Certification Commission (APACC) and Change Management through the PDCA Cycle was introduced.

Jointly supervising the program is Dr. Ramhari Lamichhane, CPSC Director General and Dr. Pushpa Rahman Wagle, CTEVT Member Secretary. Program coordination and resources were organized by Engr. Sanyog Bhatarai, Faculty Specialist of CPSC while local coordination was facilitated by Engr. Anoj Bhattarai, CTEVT Director,Technical Division. To provide an actual demonstration of the leadership for 21st century skills being applied in the real scenario, a study visit to the Banepa Polytechnic Institute in Banepa, Kavrepalanchowk, was held. The participants were able to interact with the principal and staff members of the institute and know more about the leadership functions and operation of the institute.

National Seminar on 21st Century Skills for Ensuring Employability of TVET Graduates

A half-day seminar was convened on 21st Century Skills for Ensuring Employability of TVET Graduates against the background of the emerging need of skilling youth with 21st century skills. Its purpose is to create a platform for the academicians and practitioners to exchange ideas and experiences to provide an insight on addressing the concerns and exploring opportunities for the future of work.

The seminar provided a timely opportunity to share knowledge and experiences on the educational and training dimension of enhancing the skills in youth and to discuss the policy tools, the coordinating mechanisms and the scope of national educational and training strategies to deal with 21st century skills. It will help in promoting dialogue on the main themes towards the management of education and training standards; and strengthening cooperation among stakeholders for empowering youth through 21st century skills. Overall, the seminar was able to attract 65 guests and were able to present new insights regarding the TVET implementation in Nepal.

FROM CPSC EXPERTS

AA two week training program which involved the instructors and officials from the Council of Technical Vocational Education and Training (CTEVT) targeted to provide the foundation for instructional development through the use of ICT and covered the methodology, skills, and techniques necessary for developing effective e-Learning solutions.

The program was held from November 25-December 6, 2019 at the CPSC headquarters in Manila, Philippines. This was participated by 12 participants which came from different divisions of CTEVT, as well as from polytechnics and technical schools across Nepal. The participants were able to explore current theories, principles, methodologies, and techniques of online learning, create interactive e-Learning solutions that meet the learners’ needs and gain strong knowledge and skills to design e-Learning interactions that increase learning effectiveness and decrease costs. They were able to develop rich media E-learning resource for Tourism, Construction and Agriculture sector, customize their own learning management system that they can use in their institutions for online delivery and apply ICT tools and techniques in class delivery. The techniques and lessons that they learned in CPSC will be able to provide them with ample support in successfully implementing e-learning system and blending learning into teaching methods back in Nepal.

The program was supervised by Dr. Ramhari Lamichhane, CPSC Director General and coordinated by Engr. Abdul Ghani Rajput, CPSC’s Faculty Specialist. Mr. Felix Sibal, CPSC’s ICT Officer, was tapped as a resource person and program facilitator.

Through the facilitation of CPSC Faculty Specialist Ms. Therese Lee, the Program Coordinator and Resource Person, the participants were able to understand the application of results-based monitoring and evaluation and were able to prepare Monitoring and Evaluation Plan, Tools, and Operation Plan. The outputs stated were presented per institution and given feedback by the resource persons for further improvement. CPSC Staff Members, particularly Ms. Adrienne Abril, APACC Officer and Mr. Alan Lapiz, Chief Driver, assisted in the facilitation of the program.

AA customized program on Quality Assurance System through Results Based Monitoring and Evaluation Management Systems was organized by the Colombo Plan Staff College (CPSC) in partnership with the Technical Education and Skills Development Authority (TESDA) Region II. This program was held at the Nueva Vizcaya Polytechnic Institute (NVPI), Kasibu, Nueva Vizcaya from November 26 – 29, 2019.

Thirty eight (38) officials participated in the training from the Regional Office, Regional Training Center, various Provincial Training Centers, and TESDA Technology Institutions in Region II. This program was an offshoot of the Asia Pacific Accreditation and Certification Commission (APACC) awareness program for TESDA Region II Administrators, Officials, and Staff whereby gaps were elicited which included the need for training on monitoring and evaluation to be able to meet the requirements of APACC, the accreditation arm of CPSC.

AA total of six (6) TVET professionals from the Philippines and Malaysia attended CPSC’s latest open registration program focused on introducing results-based project management in TVET. The program was held from December 2-5, 2019 at CPSC’s headquarters.

The program was organized for the participants to be able to learn the dynamics, definitions and processes in project management. The lectures were selected for them to understand project planning, project implementation and project evaluation as key phases in project management and prepare tools such as the project problem tree analysis, objective and solution. At the end of this training program, they are expected to apply these tools and methodologies for managing TVET programs and projects.

The program was supervised by CPSC Director General, Dr. Ramhari Lamichhane and coordinated by CPSC’s Faculty Specialist, Ms. Therese Tan Lee. Mr. Rae Emmanuel Echaveria, the Research, Publications and Information Officer, was also tapped as a resource person.

In addition to the classroom lectures, the participants were able to visit the Philippine office of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the German Philippines Chamber of Commerce and Industry (GPCCI) in Makati City. These visits were organized to expose the participants on the realities of project management and to see the actual application of project management tools in development activities with focus on TVET.

CPSC ORGANIZES RESULTS-BASED PROJECT MANAGEMENT FOR THE INSTITUTE OF DIPLOMA ENGINEERS OF BANGLADESH

(IDEB)TThe Colombo Plan Staff College (CPSC) hosted 13 engineers affiliated with the Institute of Diploma Engineers Bangladesh (IDEB) for a four-day Customized Training Program on Results-based Project Management in TVET. The program was held from December 9-13, 2019 at the CPSC Headquarters in Manila.

The program was organized to impart the need for project administrators to understand the principles and practice of project management. This would definitely ensure a successful outcome that comes with proper planning and implementation of projects and activities for a specified goal.

The program was supervised by Dr. Ramhari Lamichhane, CPSC Director General and coordinated by Ms. Therese Tan Lee, CPSC Faculty Specialist. Dr. Vijay Patil, CPSC Seconded Faculty Consultant, also took over some supervisory duties on behalf of Dr. Lamichhane who was on official assignment overseas for the whole duration of the program.

Topics and group activities included in the program include the stakeholders’ analysis, drafting the problem, objective and solution trees, the project logical framework and creating a sample project evaluation instrument. They were also able to visit development organizations such as the Asia Society for Social Improvement and Sustainable Transformation (ASSIST), ASA Philippines Foundation and World Vision Philippines to further

In addition, a visit to the Concepcion Vocational School in the province of Tarlac was organized on December 13, 2019 for the participants to be able to learn the TVET management of an institution awarded with a Gold-level certification by the Asia-Pacific Accreditation and Certification Commission (APACC).

OFFICIALS IN MALAYSIA AND THAILAND

TThe Colombo Plan Staff College successfully facilitated the visit of 10 officials of the Council of Technical Education and Vocational Training (CTEVT), Nepal in Thailand and Malaysia from December 8-14, 2019. The delegation was led by Mr. Mahesh Bhattarai, the Director of the Administration Division of CTEVT.

The study tour aimed to provide relevant information on the implementation of the TVET quality assurance (QA) in the host countries, and exposure on the policies, frameworks, documents and manuals associated with it. They were also interested to learn how the TVET QA system was managed by the TVET agencies of these countries, as well as the challenges and issues behind their operations.

In Malaysia, the group visited the Department of Polytechnic and Community College Education (DPCCE), the Department of Skills Development, Ministry of Human Resources and the Malaysian Qualifications Agency (MQA) in Putrajaya. They also visited the MARA Japan Industrial Institute (MJII) in Seremban, an APACC Gold-Accredited Institution. The delegation was welcomed by Dr. Md. Naim Yaakub, Director of DPCCE and former Director General of CPSC.

In Thailand, they visited the Office of Vocational Education (OVEC) in Bangkok and the Siam Business Administration Nonthaburi Technological College (SBAC Nonthaburi) in Nonthaburi which is also an APACC Gold-Accredited institution. At OVEC the delegation was welcomed by Mr. Rangsan Thepmondri, Director of International Strategy, while SBAC Director Dr. Prasarn Prawatrugang Nonthaburi warmly hosted the visit. During the visits, key persons attended the high-profile meetings. They were able to experience the local culture through cultural presentations and some famous sights in both countries.

CCPSC facilitated the Study Tour of five (5) Nepalese TVET ffficials on Technology-Enhanced TVET Delivery for Improving Access and Relevance in Sydney and Melbourne, Australia from December 16- 19, 2019.

The study tour aimed to benchmark on the innovative practices of ICT integration in the TVET delivery system of other countries to achieve the following features:

• Towards ubiquitous lifelong learning - use of ICT to improve access for learners as well as inclusion to meet diverse learner needs in TVET

• Authentic and simulated learning - illustrate the relevance of ICT in supporting hands-on practical training to achieve skills mastery.

• Enhancing learning engagement and social learning - ICT supports the development of generic skills competencies of learners with different abilities.

• Promoting reflective learning and knowledge creation - build lifelong learning competencies that can help graduates adapt in e-learning through vocational education and expands training participants’ access to professional development opportunities, products, resources and support networks in an increasingly technology-driven learning environment (virtual training content and examples of the equipment the training targets 3D virtual reality system).,

In Sydney, CPSC arranged for the visits to Crown Institute of Higher Education (CIHE) and Technical Further Education (TAFE) New South Wales on December 16. At CIHE Professor Grant Jones, CIHE Dean made a presentation related to Technology - enhanced TVET delivery. Prof Grant shared the Student Management System that Crown Institute uses for monitoring the life cycle of students.

At TAFE New South Wales, Drutt campus, Mr. Attila Bakacsi, Agent Management & Recruitment Officer welcomed the delegates and facilitated the sharing about their institution.

William Angliss Institute, also located in New South Wales, shared valuable information and practices to the delegates facilitated by Ms. Kristin Nguyen, Business Development & Student Recruitment Coordinator NSW during the visit on December 17.

On December 19, Chisholm TAFE in Melbourne, led by Ms. Jade Vere-Flint, Regional Manager on International Recruitment provided the delegates with the learning on their innovations on their educational systems and practices.

CPSC’s Faculty Specialist from Pakistan, Engr. Abdul Ghani Rajput, was in the city of Putrajaya, Malaysia to attend the Future of TVET - Occupational Standards and The 15th AASVET International Conference held in October 6-9, 2019 at the Marriott Hotel.

Engr. Rajput presented a paper on “Lifelong Learning Initiatives by CPSC Member Countries - Industrial Revolution 4.0” as plenary speaker, and on “The Role of Virtual Communities on TVET-Teaching and Learning” as part of the panel.

During the conference, he was able to promote CPSC and its importance in TVET system of Asia-Pacific region for TVET providers, as well as to promote the services of APACC to the Department of Skills Development, Malaysia. He was able to meet with Mr. Tim Bergmeier, the Director of InPlace to develop a linkage and collaborate in e-learning software for CPSC programs. It is a world’s smartest work integrated learning placement solution.

The organizers of the conference are the Department of Skills Development, Malaysia, Asian Academic Society for Vocational Education and Training (AASVET) and Universiti Kebangsaan Malaysia (UKM). The conference was organized to provide a platform to discuss critical issues on future of TVET occupational standards and qualification in the era of the digital economy. The conference also tackles the rise of digital workers and the looming requirement for a new curriculum and standard to prepare them for the industry-driven demands. It was attended by over 300 participants from Malaysia and from various countries such as Taiwan, Japan, Thailand, Germany, China, Brunei and Korea.

CPSC Director General, Dr. Ramhari Lamichhane, was in Florence, Italy from October 9-10, 2019 and in Washington DC, USA on October 15, 2019 to attend important

events that highlighted CPSC’s expertise in TVET management in the Asia-Pacific Region.

In Florence, he attended the International Skills Forum organized by Skillman.eu in which he presented CPSC’s initiatives for Quality TVET in the Asia-Pacific Region as one of the speakers in a plenary session.

The said event was a two-day engagement that gathered about 150 TVET providers, policy makers, funding providers, industries, and students around the globe, but mostly from Europe. He was able to meet Managing Director of Skillman.eu, Mr. Giovanni Crisona; the Policy Adviser of the European Training Foundation (ETF), Ms. Manuela Prina and the Vice President of the International Vocational Training Association (IVETA), Dr. Julian Ng. He was able to develop a few networking opportunities with some of the participants as well.

According to the official information in their website. Skillman.eu “was launched in 2014 and received the European Commission support in 2015 in the field of education and training. In its specific field of intervention it is currently became the largest EU multilateral network combining a solid knowledge of skills needs and training practices with a well-organized systemic and sector-related information system”.

In Washington DC, he participated as one of the panel of experts at the “Girls’ Education Research and Policy Symposium: Learning across a Lifetime” event held in the Center for Universal Education (CUE) at the Brookings Institute, Washington DC. The symposium intended to

gather approaches and best practices in addressing gender sensitivity from the start of schooling until the transition into the workforce.

During the event, he was able to give his insights on girls’ participation, retention and post-graduation situation in TVET programs and presented CPSC’s experiences in advancing female participation in TVET. He was able to meet some important persons including Ms. Christina T. Kwauk, Fellow at the Center for Universal Education of the Brookings Institute; Ms. Martha Muhwezi, Executive Director on the Forum of African Women Educationalists; Ms. Nancy Taggarat, Senior Youth and Wokrforce Development Advisor of USAID and Mr. Kevin Cassidy, Director of the International Labor Organization (ILO), USA.

The Brookings Institution is a nonprofit public policy organization based in Washington, DC. Its mission is to conduct in-depth research that leads to new ideas for solving problems facing society at the local, national and global level.

The Colombo Plan Staff College (CPSC) and the Asia Pacific Accreditation and Certification Commission (APACC) set foot in Timor-Leste, the newest independent country in Southeast Asia, to

participate in the First International Technical and Vocational Education and Training (TVET) Conference. It was held in the capital city, Dili, from November 13-17, 2019 and Engr. Sanyog Bhattarai, CPSC Faculty Specialist, was sent as CPSC’s and APACC’s representative.

The conference was organized in line with Timor-Leste’s plan to improve the linkages between the industries and TVET training centers, as the country just implemented TVET programs starting 2009. The conference provided a venue in which industry representatives, government officials, and training center administrators participate and share ideas on how to improve people’s perception on TVET in Timor-Leste. The conference also gave an opportunity to make the TVET system responsive to the needs of industries in Timor-Leste and overseas including Australia under Pacific Labor Scheme (PLS) and Seasonal Worker Program (SWP), Korea under Employment Permit Scheme (EPS), and other countries who are willing to offer employment to the Timorese workers in the future. It was attended by 200 participants from Australia, Nepal and Japan aside from Timor-Leste.

Engr. Bhattarai was able to present APACC in an audience that has a limited knowledge regarding its framework and functions. They also gained some insights in the establishment of the QMS upon accreditation and the importance of TVET training to the nation’s economic development.

He was also able to meet some important persons in the Timorese TVET sector namely H.E. Dr. Fidelis Manuel Leite Magalães, the Minister of Legislative Reform (MRLAP) and Coordinating Minister for Economic Affairs (MCAE); H.E. Mr. Peter Roberts, the Australian Ambassador to Timor-Leste; H.E. Mr. Julião da Silva, Secretary, Secretariat of State for Vocational Training and Employment (SEPFOPE); Ms. Isabel Fernandes De Lima, National Director of INDMO; Mr. Aquiles Salvador Guterres, Institutional Strengthening Adviser of INDMO; Mr. Tomi Zaini, Operations Manager of the Workforce Development Program Timor-Leste (WDPTL), and Mr. Januario Hok, Director of the East-Timor Development Agency.

The event provided a venue to the signing of a Memorandum of Understanding (MoU) between APACC and National Institute of Workplace Development of Timor-Leste (IDMO). The MoU stipulated mutual support to advance the core principles of accreditation and certification of TVET Systems for human resources development in Asia and the Pacific region.

POLISAS Continues its Quality Journey with APACC Reaccreditation Activity

The Asia Pacific Accreditation and Certification Commission (APACC) further strengthened its presence in Malaysia through a series of onsite revisits to previously accredited institutions.

The latest to undergo the three-day accreditation exercise was the Politeknik Sultan Haji Ahmad Shah (POLISAS) located in Kuantan, Pahang, Malaysia from October 1-3, 2019. Prior to this onsite visit, the institution was first visited on March 17-19, 2015 and it resulted in its receipt of the Gold-Level status from the commission.

Assigned to this onsite revisit is Engr. Marjorie Mendenilla as the Lead Accreditor; Engr. Abdul Ghani Rajput as the Member Accreditor, and Mr. Rae Emmanuel Echaveria as the Documentation Officer. They were assigned to examine the compliance of the institution to APACC’s quality standards based on the seven established criteria through interviews, campus tours, and discussions.

They were welcomed by the POLISAS team led by the Director, Dr. Hj. Abdul Latif bin Ahmad, Deputy Director for Academic, Tn. Haji Che Alias bin Mohd Yusof, and the Deputy Director for Academic Support, Mr. Shahrul Nizam bin Mohammed. Present as well during the opening ceremony and the first day were representatives from the Department of Polytechnic and Community College Education (DPCCE) of Malaysia including the Director of Governance and Excellence Division, Tn. Haji Mohd Nasir bin Abdul Ghani; the Director of Curriculum Division, Pn. Noor Aidi binti Nadzri; and Ck. Nabil binti Yaacob from the Governance and Excellence Division.

In the speech welcoming the accreditors and the POLISAS team, Tn. Haji Mohd Nasir cited the importance of APACC in ensuring that the Malaysian polytechnics are “internationalized”. He also mentioned the importance of this direction to Malaysia’s economic development, in line with its vision to become a developed country by 2020. He welcomed

APACC visits PSP for 2nd Cycle of Accreditation The Politeknik Seberang Perai (PSP)

reaffirms its commitment to upholding quality as it submits itself to another cycle of APACC accreditation through the on-

site revisit from 8 to 10 October 2019.

The on-site visit kicked off with the marching parade of PSP’s uniformed unit. The opening program was graced by the Director General of the Department of Polytechnic and Community College Education (DPCCE), Dr. Mohammad Naim Yaakub. In his special remarks, Dr. Naim welcomed the accreditors and representatives of the industry and alumni. He recognized the commitment of PSP in continuing its subscription to APACC through reaccreditation. PSP Director Mejar (K) Ts. Hj. Mohd Fisal Bin Haroon AMP also acknowledged the efforts and hard work exerted by all teaching and non-teaching staff of PSP in upholding quality as well as the preparations made for this on-site visit.

Consequently, the APACC accreditors addressed the attendees of the opening program. Member Accreditor Mr. Natarajan Rajkumar shared that quality is doing the right thing without knowing that somebody is looking. Lead Accreditor Dr. Paiboon Saiyawongs, on the other hand, emphasized cooperation and teamwork; for quality is always a product of collective effort. He carried on with the orientation of the on-site revisit schedule. Interviews with key personnel, observations, validation of the Self-Study Report, tour of the facilities, and presentation of documentary evidences for each criterion followed right after and continued in the succeeding days of the visit to reassess PSP’s compliance with APACC standards.

APACC Conducts Awareness Program for TESDA Region II Administrators,

Officials, and Staff

The Asia Pacific Accreditation and Certification Commission (APACC) was tapped by the Technical Education and

Skills Development Authority (TESDA) Region II (Cagayan Valley) to conduct an awareness program for Administrators of TESDA Technology Institutions (TTIs) and other officials of TESDA Region II. Region II is composed of the provinces of Cagayan, Isabela, Quirino, Nueva Vizcaya, and Batanes and is located on the northeastern part of Luzon Island in the Philippines.

APACC consultant/trainer and Colombo Plan Staff College (CPSC) Faculty Specialist Ms. Therese Lee, imparted her expertise during the said program held from October 23-24, 2019 at Aparri Polytechnic Institute, Aparri, Cagayan. It was participated in by a total of 48 TTI Administrators, Criterion Focals, Provincial Directors, and Regional Office Staff The program was organized to conduct orientation on APACC Accreditation, its functions and benefits, and the 2019 version of the APACC Self Study Form. It was also intended to provide consultancy to Region II TTIs on preparing documents and preparing for on-site visits, in general.

The two-day activity was a productive engagement since it enabled the institutions to assess the level of their preparedness and readiness to undergo APACC accreditation, and also draft a program plan or action plan based on the gaps. The gaps identified during the program were used as inputs to further enhance the monitoring and evaluation component in the quality management system.

The participants expressed their appreciation to the assistance of APACC and CPSC in conducting the awareness exercise and workshop.

Ms. Therese Lee, CPSC Faculty Specialist, Promotes APACC at the 10th Regional Policy

Dialogue on TVET in Yangon, Myanmar

In an event that showcases the initiatives of ASEAN countries in improving the quality of the training delivery in light of the recent and future market demands, the Colombo Plan Staff College showcased the background, framework and benefits of the Asia-Pacific Accreditation and Certification Commission (APACC) to a crowd

of more than 100 people representing 15 countries in Myanmar.

The 10th Regional Policy Dialogue on “Advancing the Quality of TVET in ASEAN” focusing on the quality assurance in TVET was held at the Wyndham Grand Yangon Hotel in Yangon, Myanmar from November 13-15, 2019. CPSC was represented by the Faculty Specialist, Ms. Therese Tan Lee.

The conference was organized through the efforts of RECOTVET, as implemented by GIZ (The International Cooperation Agency of the Federal Republic of Germany) in cooperation with the Ministry of Education of Myanmar (MoE) and the ASEAN Quality Assurance Network (AQAN).

Ms. Lee was able to share the implementation of APACC in ASEAN, as well as promote and create awareness about it. She also discussed the potential benefits of TVET institutions

that will undergo APACC accreditation. The presentation also centered on the need to continually develop the quality of TVET institutions, as it requires vigorous engagement and strong commitment of the different stakeholders. In addition, the need to further improve the qualifications of teaching staff, enhance the content and methods of teaching and learning and promote a better TVET education infrastructure were discussed. These were considered as among the most important factors influencing the extent to which TVET quality is achieved and continuous work on quality must be imperative. She was also able to meet TVET managers and vocational training representatives from Myanmar and Cambodia, with the aim of encouraging them to consider subjecting their institutions to APACC scrutiny.

In response, Engr. Mendenilla vowed to continue APACC’s mission of helping institutions in the region achieve the recognition to affirm the quality of operations. She also expressed her gratefulness, on behalf of the APACC team, for the warm hospitality of the POLISAS team and wished for the success of the institution in the coming years.’

For three days, the team proceeded in conducting a tour of the whole institution in which they personally saw the developments that it has done since the last onsite visit in 2015. They were also able to review the documents presented to them to validate the scores indicated in the self-study report submitted by the institution. At the end of the three-day activity, Engr. Mendenilla presented a qualitative report that indicates the summary of the commendations, affirmations, and recommendations found by team.

The seminar covered case presentations from various institutions/ organizations with successful models in promoting skills for enhancing the employment opportunities and the youth employability in the changing nature of for the future of work.

National Seminar on Greening TVET

As a strategy to spread the lessons of the in-country program to a wider audience and provide a deeper analysis of the issues surrounding the country’s TVET system, a national seminar was organized on November 20, 2019 at the DTVET Headquarters in Yangon. A total of 79 people from all over the country attended the event.

The seminar was conceptualized on the realization that TVET qualifications do not solely guarantee economic freedom and there is a necessity to devise certain strategies such as greening TVET as one of the Blue Ocean Strategies which may lessen the cut-throat competition and thereby keep TVET sector attractive, productive as well as relevant and sustainable.

Key speakers were invited from both the side of CPSC and the Myanmar TVET sector. Dr. Ramhari Lamichhane and Dr. Vijay Patil both presented ideas on promoting TVET for sustainable development and provided key examples of its implementation in the region.

Meanwhile, Mr. Sein Thaung Oo, a specialist from the industrial sector and Ms. Thi Thi Pyone, Deputy Director of DTVET, provided key ideas and recommendations in greening the Myanmar TVET sector. Dr. Zaw Lin Htun, Deputy Director of DTVET FRD Section, also provided his assistance to the program as the seminar’s local coordinator.

Abbas Bangash, the Technical Advisor for Organizational Development and Monitoring and Evaluation in TVET and Mr. Muhammad Naeem Akter, Senior Technical Adviser of GIZ- TVET sector support program. They were able to develop an e-learning course and adopt an e-learning platform. They were also able to apply Moodle and other e-learning tools and techniques to practice their skill in development a learning management system

delivered a speech wherein he expressed his appreciation to CPSC for assisting Region II in their quality journey. Dr. Ramhari Lamichhane responded by assuring that CPSC and APACC are committed in providing better technical and vocational education and training (TVET) in the Philippines. Meanwhile, the Acting Regional Director of TESDA Region II, Dr. Demetrio Anduyan, Jr., graced the closing program. He stressed the importance of partnership with CPSC for further training of personnel and mentioned Region II’s plans towards APACC accreditation of TVET institutions under its purview.

Bangladesh delegation visits CPSC to acquire updated ICT knowledge in TVET

A 19-member delegation from Bangladesh led by the National Academy for Planning and Development (NAPD) organized a study visit in Manila in coordination with the Embassy of the People’s Republic of Bangladesh on December 3, 2019.

NAPD visited the Philippines to acquire relevant and updated information on Information and Communications Technology (ICT), particularly for the Post Graduate Diploma in ICT for Development (PGDICT4D) that the Academy offers. CPSC was specifically selected by NAPD as one of the leading institution that conducted ICT training which they hope would help the delegates learn and adopt best practices in creating and developing their ICT training courses. The delegation was led by Engr. Md. Abdul Rashid, Diretor of Administration and Finance.

During their visit to the Philippines, they were able to meet Dr. Ramhari Lamichhame, CPSC Director General, as well as Engr. Abdul Ghani Rajput, CPSC ICT Chairperson and Faculty Specialist. A briefing about the ICT facilities of CPSC, as well as the key technologies that it applies on teadhing and learning TVET was imparted to the guests.

Delegates from the National Council of Vocational Education and Training, Mongolia visits CPSC

Under the Cooperative Technical and Vocational Education and Training (cTEVT) project for Mongolia, the German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned the study visits for the National Council of Vocational Education and Training (NCVET) on November 25, 2019. The group is composed of 17 representatives from the Ministry of Labor and Social Protection, Ministry of Finance, various government agencies, TVET training institutions, private sector, and donor organizations. The project supports the sustainable development of their TVET Capacity Development Centres (CDCs) and activities geared to improve the performance of TVET in technical fields.

The visit was organized to obtain insights on the mechanisms and models of TVET financing at system and institutional levels. Topics of interests include policy and legal framework, costs and funding mechanisms, private sector contribution and financial monitoring, as well as the cooperative approach between the government, civil society and private sectors to support funding initiatives for TVET.

CPSC Launches Two New Training Manuals

CPSC has made available the following training manuals, specifically developed by the faculty, for the benefit of TVET trainers all over the region.

Training Manual on Instructional Design for e-Learning Courses

Author: Engr. Abdul Ghani Rajput

This training manual is a guiding document for a trainer in conducting training activities related to designing of e-learning courses in TVET. It is prepared with the contents collected from different documents and especially designed to encapsulate the needs of the TVET leaders, managers and faculties/instructors in practical and easy strategies to convert TVET in a sustainable development.

As CPSC successfully implemented ICT in TVET programs in the past, this is a testament of CPSC’s continued commitment to provide a simple, applicable and innovative publication that is targeted to increase the knowledge of its trainees.

Training Manual on Results-Based Project Management

Author: Ms. Therese Tan Lee

This document is based on a collection of contemporary handbooks of training. It is intended to be a professional resource on training for TVET officers, faculty and trainers in the area of Project Management in the different TVET projects and programs implemented in the Institutions.

The purpose of this training manual is therefore to present the fundamentals as well as the modern concepts in a simplified and easily understood fashion how a training program be conducted in TVET on the abovementioned area that is becoming a popular endeavor in a growing economic society.

46th Anniversary and Yearend Celebration

CPSC has achieved another milestone as it reached its 46 years of existence on December 5, 2019.

To celebrate this milestone, an intimate gathering was organized on December 6, 2019 and coincided with the closing program of the Customized Program on Results-Based Project Management. All 26 members of the CPSC Staff, in addition to the 12 participants of the Customized Program, were able to partake to the delicious food and interesting games prepared by the organizing committee.

A cake was cut by the CPSC management led by Dr. Ramhari Lamichhane, symbolizing goodwill and camaraderie for CPSC as it takes on another year of operations in the region. In his speech, he remembers the good men and women behind CPSC’s success and wished for the continuous excellence of the organization in its mandate of improving TVET in the region.

A gift exchange, raffle and distribution of gift cards were also held for everyone to be able to feel the spirit of the holidays.
