  • As the year ends, we find that the economy has flourished,businesses are lucrative, and I see more help wanted signs postedthan in the past. The Detroit Section has had a very good year.

    We awarded several scholarships to students who are pursuing a welding carrierand the Technical Meetings were very interesting and well attended.

    We will be starting our search for volunteers to serve on the Detroit SectionExecutive Committee. If you are an AWS member and want to help in theadvancement of welding by helping students pursue a career in welding, wecould use dedicated individuals. You don’t need to know how to weld to beinvolved. I am a lifetime AWS member and only welded a couple of times,however, I have networked with many people and acquired valuable contactsthat advanced my career. You might be surprised how welding interacts withmost manufacturing companies. If you are interested, please contact me orDan Wellman to learn more about what is entailed with becoming a committeemember.

    It is with a heavy heartwe announce thatDietrich “Dee” Roth, co-founder of RoManManufac turing Inc.passed away Friday,November 15, 2019, hewas 86 years old.

    Dietrich was born in Darmstadt, Germanyon November 3rd, 1933 the year the Naziparty came to power. He spent his formativeyears in an environment of hate, fear, andultimately destruction. His family lostmost everything, except for their lives. Theexperience of true hate and evil shapedwho he was, a man of deep humility, grace,kindness, faith and conviction. He abhorredhate and prejudice. Following World WarII, he received his Electrical Engineeringdegree in Germany going to work for Dr.Masing & Company. Because of a rela-tionship Dr. Masing & Co. had with KirkhofManufacturing, Dietrich immigrated toGrand Rapids, Michigan in 1959 andwent to work for the Kirkhof ManufacturingCompany as an electrical engineer. He

As a reminder, the “Hotline” section isdevoted to topics that are general interestitems for members of the Detroit Section.General interest items can include jobopenings, jobs wanted, personnel changes,announcements of special meetings,events, educational opportunities, seminars,obituaries and any other items that mayinterest the members of the Detroit Section.

    Let’s examine this from a few different angles, get somedefinitions down, then we can discuss what this means toa SCWI, CWI or CAWI.

    When you look to Merriam-Webster for the definitionof “Ethics,” you’ll discover that ethics is a set of moralprinciples. A theory or system of moral values. Well I guessthat helps; if you know what morals are. Just in case youdon’t, Merriam-Webster further explains. According totheir definition, morals often describe an individual’sparticular values concerning what is right or wrong. Ethics,according to them, tends to suggest aspects of universalfairness and whether or not an action is responsible. O,what I get out of that is ethics are a set of moral principleswhere each person can decide what is right or wrong. Forthe record, that’s not what I believe, but that seemed likea fair conclusion someone could draw from thosedefinitions. Now, truth be told, I did cherry pick only a fewthings from Merriam-Webster’s definitions to come to myconclusion. But I’m sure there are people that believe myconclusion to be accurate. Kind of along the lines of thepopular phrase, ‘I reject your reality and substitute myown.’ Dictionary.com tells us in one definition that ethicsare the rules of conduct recognized in respect to a particularclass of human actions or a particular group, culture, etc.With that said, it seems this topic and discussion could goon for a long time and in many directions. And I’m sureit does. Since we are looking at this from an AWS weldinginspector viewpoint, we would be a particular group andtherefore we should be looking in a specific place for ouranswer. As an SCWI, CWI or CAWI, you should look toAWS for the specific answers on your professional ethicalconduct.

    AWS QC1:2016-AMD1, Specification for AWSCertification of Welding Inspectors is the current sourcefor those answers. The scope of this specification statesthat it establishes the requirements for certification ofAWS welding inspection personnel. It also describes theprinciples of conduct and practice by which certificationmay be maintained. In clause 11 the specificationspecifically addresses the Code of Ethics, Rules of Conduct,and Practice. So, to the question are ethics based on theindividual CWI’s morals; no, they’re not. Our professionalethics are established within the standard by which weare governed. Well, now we know there’s a mandate andhow it’s established, but why? Let’s answer that first thenwe can get into how ethics are defined by AWS.

    The AWS QC1 specification mandates that weldinginspectors maintain integrity and

  • high standards in skill and practice while conductingwelding inspection in order to safeguard the health andwell-being of the public. In doing so, inspectors are to becognizant of principles, which we’re going to discussshortly, along with the scope to which they apply. Whenyou really think about it, that’s a heavy burden. In fact,AWS takes this so seriously that any unauthorized practiceis subject to the Committee’s review. If you are found tobe in violation you could face suspension, reprimand orrevocation of your certification. In my mind, even moreserious than that is this: When welds break, people die. Ihave said that many times to engineers, designers, etc.,really anyone who seems to take a flippant approach towelding. You know the type, ‘the welds look good to me,let’s ship it.’ Most of the time the statement ‘when weldsbreak people die’ gets their attention. Sounds a littlemelodramatic, but that’s the mindset welding inspectorsshould have, because it’s true. Not always, but even if itonly happens once, it’s one time too many. As an inspector,you should really consider your ultimate responsibility,which is to safeguard the health and well-being of thepublic. It’s not to simply stamp off a report and ship theproduct for the highest profit. Ultimately, public safety iswhy welding inspectors exist and why they need to performtheir duties with a Code of Ethics, so let’s look at clause 11from AWS QC1.

    welding inspectors certified by AWS act with completeintegrity in professional matters. Inspectors are to beforthright and candid with their employer, the employer’scustomer or regulator, and the Standards Committee onmatters pertaining to AWS QC1.

    The second subclause is Responsibility to the Public.This subclause reinforces the inspector’s responsibility tothe public to act to preserve public health and well-beingby performing the duties of the inspector in a conscientiousand impartial manner. This is to be carried out to the fullextent of the inspectors moral and civic responsibility andqualification.1) Take on and perform only assignments for which

    you’re qualified. 2) Present credentials when requested by persons

    authorized to examine them. 3) Must not falsely represent your certification status

    in any form. 4)Must be completely objective, thorough and factual

    in all statements, written or otherwise. 5) Sign only for work the inspector has inspected or has

    knowledge through active supervision. 6) The inspector is neither to associate or participate in

    fraudulent or dishonest activities.The third subclause is Public Statements. 1) An inspector must identify any interested parties

    and disclose any financial interest before issuing statements,criticisms or arguments on weld inspection matters relatedto public policy. 2) An inspector may not publicly express any opinion

    on welding inspection subjects unless the inspector hasfull knowledge of all facts in the matter, is competent inthe subject technical matter and has made an honestevaluation of the subject.

    The fourth subclause is Conflict of Interest. 1) An inspector must avoid any situation where there

    is a conflict of interest with an employer or client anddisclose any situation where it may be perceived as such. 2) Unless authorized or approved by all interested

    parties, an inspector may not accept compensation inany form from more than one party for the same project.3) An inspector may never ask for or accept gratuities

    in any form from any party related any project the inspectoris involved with. 4) An inspector serving in any capacity as a public

    official may not inspect, review or approve any projectassociated with the inspector’s position unless all relatedparties are aware and approve.

    The fifth subclause is Solicitation of Employment.1) With the exception of usual commission licensing

    fees, an inspector may not bribe or offer pay in any formfor employment. 2) An inspector may not exaggerate or falsely claim

    academic or professional qualifications of themselves ortheir associates. 3) An inspector may not claim their credentials are

    suitable beyond the scope of the endorsements. 4)An inspector may not disclose proprietary information

    in any form from information gained while conductinginspection duties from current or past business contactswithout written consent except as necessary to completeinspection duties.

    It is also noted under this subclause that even thoughan inspector may be properly certified, those credentialsmay not carry the legal authority to provide inspectionservices to the public.

    The sixth subclause is Unauthorized Practice. Anyviolation of the standard of conduct or the Code of Ethicscontained in the standard, in part or in whole, as it relatesto the AWS inspectors’ duties constitutes unauthorizedpractice and is subject to sanctions.

    The bottom line here is that regardless of your personalmoral convictions or your personal ideology on ethics, asan inspector certified by AWS, you will be held to thestandard of conduct and ethics established by AWS. Now,I would find it hard to believe that anyone would readany of these and think they are too restrictive or overbearing.I suppose there are some out there that feel these don’t orshouldn’t apply to them. They seem reasonable to me

  • and I would question why someone felt that way. There arealso some that have been found to be in violation and havefaced sanctions by AWS accordingly. Some may have evenfaced legal ramifications as a result. What could someonebelieve they could gain when there is so much more to lose?As far as I’m concerned, this all ties back to a person’sintegrity. I’ve heard integrity defined as ‘doing the rightthing, even when no one is looking.’ If you’re willing to cutcorners when you think no one is watching, you don’t haveintegrity. And, if you don’t have integrity, in what do youplace your value?

    was supposed to learn everythingabout the Fixture style resistancewelding transformer developedat Kirkhof and bring the knowl-edge back to Dr. Masing & Co.through a technology transferagreement in place between thetwo companies. Instead he metBetty Highhouse who becamethe love of his life and his wife,never returning to Germany. Herose up through the companyranks becoming the Chief Engi-neer and later the division Gen-eral Manager. It is at KirkhofManufacturing where he methis future business partner,Robert “Bob” Hofman whotogether in 1980 started RoManManufacturing. They were part-ners in the truest sense andgreat friends. The trust theyhad of each other is rarely repli-

    cated in the business world. Bobmade Dietrich a better engineerand Dietrich made Bob a bettersales person. The legacy theybuilt continues in the secondand third generations of thefamilies.

    Dietrich became a naturalizedcitizen of the United States in1967 and the pride of havingthe opportunity to become anAmerican citizen overwhelmedhis emotions to his last day.Former President Gerald R. Ford,who at the time was the U.S.Representative from Michigan’s3rd Congressional District wasinstrumental in Dietrich becom-ing a citizen. The employees atKirkhof Manufacturing presentedhim with a flag in 1967, whichhe still flew on national holidays.Dietrich was a life member of

    the American Welding Society,the Resistance Welding Manu-facturers Alliance, and wasinducted into the Ferris StateUniversity Welding Hall of Famefor his contributions to theschool’s welding engineeringprogram and to the industry.He is a recipient of the ElihuThomson Resistance WeldingAward. His contributions to thescience of resistance weldingare numerous and he was a sig-nificant contributor to the indus-try codes and standards authoredby the RWMA and publishedby the American Welding Society.Although the focus of RoManManufacturing is the designand manufacture of resistancewelding transformers and powersupplies, Dietrich’s engineeringmastery went well beyond as

    he truly understood the resistancewelding process from the“nugget” back to the electricpower sub-station.

    He is survived by his wife of58 years, Betty, their three chil-dren, Robert (Marcy), Chris(Jeff), Stephanie (Kyle), and fivegrandchildren. Dietrich will begreatly missed, but one way hisspirit lives on is in the companyBob Hofman and he created.
