The state appellate court decision from November 28,2007,ruled that “it is not the job of the local police to enforce the federal drug laws.”The case,involving Felix Kha,a medical marijuana patient from Garden Grove,was the result of a wrongful seizure of medical marijuana by local police in June 2005. Medical marijuana advocates hailed today’s decision as a huge victory in clarifying law enforcement’s obligation to uphold state law. Advocates assert that better adherence to state medical marijuana laws by local police will result in fewer needless arrests and seizures. Bi-coastal, Bipartisan Governors Petition to Reclassify Cannabis for Medical Use

The governors of two medical cannabis states have jointly asked the federal government to reclassify cannab i s so i t may be l ega l l y distributed like other medicines.

Governors Christine Gregoire (D) of Washington and Lincoln Chafee (I) of Rhode Island he ld a pres s c o n f e r e n c e November 30 to publicize their b i p a r t i s a n petition to the D r u g E n f o r c e m e n t Administration, which they decided to send after each received threatening letters from federal prosecutors. Govs. Gregoire and Chafee were warned that their states' employees would be at risk for criminal prosecution if they were in any way involved with l i cens ing or regu la t ing the distribution of medical cannabis to qualified patients.

As a result, in April, Gov. Gregoire vetoed sections of a bill that would have permitted dispensaries in Washington because of federal threats, and in September, Gov. Chafee suspended implementation of Rhode Island's dispensary licensing law.

"It is time to show compassion and common sense," said Gov. Gregoire. "The people getting hurt in all of this are patients."

Gov. Chafee called today's filing a "bi-coastal, bipartisan effort." The two say they have briefed other governors on their strategy and urged them to join the petit ion. Connecticut Governor Dan Molloy has indicated

he will add his name, and they seem confident more will come on board. Sixteen states and the District of Columbia currently have medical cannabis laws.

"Many medical marijuana patients are too sick to grow their own," noted Gov. Gregoire. "There is still not clear and safe access."

In the rescheduling petition, the governors cite nearly 700 peer-reviewed research studies and reports on medical cannabis, and ask for pub l i c hear ings " so that the government can hear from doctors and scientists."

“We're relieved to see these two governors standing up for the doctors and patients in their states,” said ASA Executive Director Steph Sherer. "State laws and medical science deserve more respect than they a re get t ing f rom th i s Administration.”

Federa l p rosectors ha ve sent threatening letters to state and local officials throughout the nation. Many officials, such as those in Maine and many cities in California, have forged ahead despite the intimidation tactics.

“Elected officials everywhere have a duty to uphold their laws on medical cannab i s , " s a id Sherer. “And compassion demands that we protect the most seriously ill and injured among us.”

Thi s l a tes t p e t i t i o n fo l lows the DEA’s denial o f another pet i t ion in Ju l y a f te r a delay of nearly a decade , which ended on l y when ASA sued the government for unreasonable delay. Americans for Safe Access, in collaboration with the

Coalition for Rescheduling Cannabis (CRC), has appealed the federal government's denial; the case is pending in the D.C. Circuit.

Good day to you all.  I hope you had a great outdoor grow season.  Blessed be the Sun!  Few people really know the efforts and dedication many growers have shown despite adversity.  This is the time to improve or start an indoor grow.  Why wait until spring?

Whatever size space you plan to grow in, your main consideration should be climate control.  Many other things are important such as lighting, genetics, e tc . , but c l imate contro l i s the environment you provide.  Factors to consider are temperature, humidity, ventilation and CO2 enrichment (opt.)

Climate Control Device

A simple controller can be purchased that will regulate a propane heater (CO2 burner) in conjunction with a room exhaust fan.  This controller can also power a “night device” like a heater.  The regulator sees when the lights are on or off so this controller is vital in your room to control the climate.

CO2 Burner

The use of a CO2 burner in conjunction with an exhaust fan creates a breathing environment in which plants thrive.  Some of the biggest problems indoors are due to poor climate control.  A dehumidifier like this is essential as humidity should be no higher than 50%.

Dehumidifier

This prevents mold as does enough ventilating fans.  Standup fans or wall fans are fine and they should be run 24 hours per day.

Remember that temperatures should not be allowed to drop by more than 10 degrees F at night.  For instance if

your running 80 degrees F during the day you can on l y go down in temperature by 10 or 70 degrees F at n ight .  Elect r i c heat and dehumidification are expensive so propane burners make great sense.  Some controllers allow them to work day or night and that’s a good feature.  

If you are using air-cooled lights this air can be re-circulated to hold heat in or exhaust it outside depending on temperatures.  This saves energy from being wasted.

I wish I could tell you about new more efficient lighting, but it is not reality yet.  For now compact floro’s and HID lights are best.  Replace all bulbs yearly but HPS bulbs running 12 hours per day can last 18 months.  They drop to about 90% output, which is a 10% efficiency loss.

Be a responsible grower by trying your best to properly recycle bulbs and ballasts.  Take care with dangerous chemicals if you have any and be efficient and organic.  Be proud to say that you are a “Green Grower ” .       BOG
