Judge ruled wrong on wild bison
Letter to the Buzz
A month or so ago Montana Fish, Wildlie andParks (FWP) gathered up over 100 Yellowstone Parkbison that had spent the last 5 years in quarantineon ed urners Green Ranch (or a percent o thecal crop) and hauled them to the sovereign nationo Fort Peck Indian Reservation. Apparently with only one mortality this timeWhile no one has a problem with the Reservationreceiving Yellowstone Park bison, some mayquestion why FWP was involved.
Some answers to this question were providedby Ken McDonald, Chie o the Game Divisionor FWP, in his response to questions asked byState Representative Kerry White. According toMcDonald, FWP and the Fort Peck ribes signed
an agreement beore the bison were transerredApparently, FWP did not consider the giving awayo state (supposed) wildlie to a sovereign nation tobe a concern o Montana citizens. I do not believethe agreement was ever made public. Again thequestion could be asked, why is FWP going to allthis trouble to get bison to the Fort Peck IndianReservation? Unortunately, it was a blatantshameul action by a state agency to circumventa state law (Senate Bill 212) that prevented themrom moving bison to Federal or private land. ha
a state agency would stoop to such transparentchicanery is despicable. Hopeully, the nexlegislative session will not orget this in-your-aceaction. So who owns the bison? Well, according toMcDonald, as long as they stay on the reser vationthey mostly belong to the ribes. However, theagreement provides, ....that a number o bisonwould be made available to MFWP or utureconservation purposes.

BEIJINGCelebrating the milestone with hugsjubilant cheers, and singing, over 600,000 Chinesecitizens assembled in iananmen Square in Beijing towatch the U.S. debt clock, mounted above the ForbiddenCity, reach the landmark sum o $18 trillion dollars. You could stay home and watch it on V, but itsmuch more exciting to be here with people rom al
over the country to celebrate this momentous day, saidBeijing resident Xiao Bu, noting that he always arrivesin the early morning to stake out a good location in thesquare every time Americas debt rises by another trillion I remember my ather taking me to see the $2trillion mark so long ago, and now Im bringing my ownchildren here to take part in the estivities. Its really aspecial part o our nations culture. While most revelers lef shortly afer the rolloveran estimated 100,000 reportedly decided to just waitaround in the square until the clock strikes $19 trillion
As we rolled to 18,000,000,000,000
In response to the question, Who assumesliability or property damage when they escaperom the reservation? McDonald responded,....the ribes will be solely responsible or anydamages to persons or property caused by the QFSbison should they escape. he ribes currentlyhas and will maintain liability insurance.... topay damages during the term o this Agreement.
However, these damage payments may onlyapply to reservation property owners sinceMcDonald continues, ....the ribes will have72 hours to return any bison that escape theexterior reservation boundary back to within thereservation. I they remain outside the exteriorReservation boundaries or more than 72 hours,MFWP will respond as necessary, managing QFSbison as wildlie under their jurisdiction......Maybe Im pessimistic but I dont see how theribes insurance policy is going to do the residents
outside the reservation boundary much good! Now we begin to see how much damage thedecision Judge McKeon handed down concerningthe term wild as it applied to these bison. In myopinion, the Judge wrongly ruled these animalsborn, raised, handled, and kept in captivity theirwhole lives, met the deinition o wild. I wonderhow he would de ine a domestic bison? In the recent 2014 elections the Valley CountyConservation District put an initiative on the ballot
that eect ively outlawed wild, ree-ranging bisonin the county. he initiative passed with over 70percent o Valley County voters being in avor.It is sad that FWP is orging ahead with plans toram these bison down our throats when it is veryapparent the overwhelming majority o residentsin NE Montana are against it. One solution would be or the ribes to brandthe bison (Montana is a brand law state). hen theywould legally own all o them! ~ Ron Stoneberg
