I. PURPOSE:
The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for Advertising Services by Virginia Polytechnic Institute and State University (Virginia Tech), an agency of the Commonwealth of Virginia.
ll. CONTRACT PERIOD:
The term of this contract is for One year(s), or as negotiated. There will be an option for Four One year renewals, or as negotiated.
ilL BACKGROUND:
Virginia Tech departments place ads in various publications for employee recruitment, to advertise departmentsponsored programs and events, and to market their department in generaL Some of the university's hlgh volume advertisers include the Northern Virginia Center, Department of Human Resources, University Relations and Athletics Department.
It is estimated that the university spends over $300,000 per year on recruitment and display advertising. Annual expenditures are approximately $150,000 for the Washington Post, $100,000 for the Roanoke Times, and $65,000 for the Chronicle of Higher Education. Other publications utilized include the Richmond Times Dispatch and the Virginia Pilot.
N. EVA BUSINESS-TO-GOVERNMENT ELECTRONIC PROCUREMENT SYSTEM:
The eVA Internet electronic procurement solution streamlines and automates government purchasing activities within the Commonwealth of Virginia. Virginia Tech, and other state agencies and institutions, have been directed by the Governor to maximize the use of this system in the procurement of goods and services. We are, therefore, requesting that your finn register as a trading partner within the eVA system.
There are registration fees and transaction fees involved with the use of eVA. These fees must be considered in the provision of quotes, bids and price proposals offered to Virginia Tech. Failure to register within the eVA system may result in the quote, bid or proposal from your firm being rejected and the award made to another vendor who is registered in the eVA system.
Registration in the eVA system is accomplished on-line. Your firm must provide the necessary information. It is the intent of this solicitation and resulting contract to allow for cooperative procurement. Accordingly, any public body, public or private health or educational institutions, or Virginia Tech's affiliated corporations and/or partnerships may access any resulting contract if authorized by the contractor.
Participation in this cooperative procurement is strictly voluntary. If authorized by the Contractor, the resultant contract may be extended to the entities indicated above to purchase at contract prices in accordance with contract
terms. The Contractor shall notify Virginia Tech in writing of any such entitles accessing the contract. No modification of this contract or execution of a separate contract is required to participate. The Contractor will provide semi-annual usage reports for all entities accessing the Contract. Participating entities shall place their own orders directly with the Contractor and shall fully and independently administer their use of the contract to include contractual disputes, invoicing and payments without direct administration from Virginia Tech. Virginia Tech shall not be held liable for any costs or damages incurred by any other patticipating entity as a result of any authorization by the Contractor to extend the contract. It is understood and agreed that Virginia Tech is not responsible for the acts or omissions of any entity, and will not be considered in default of the contract no matter the circumstances.
Use of this contract does not preclude any participating entity from using other contracts or competitive processes as the need may be.
VI. STATEMENTOFNEEDS: Virginia Tech needs the services of a contractor that can design and place recruitment, display, and other types of advertising in newspapers, other publications and to include the use ofinternetfweb-based sources, when requested by Virginia Tech.
VII. PROPOSAL PREPARATION AND SUBMISSION:
A. General Requirements
1. RFP Response: In order to be considered for selection, Offerors must submit a complete response to this RFP. One original and Four copies of each proposal must be submitted to:

Reference the Opening Date and Hour, and RFP Number in the lower left hand corner of the return envelope or package.
No other distribution of the proposals shall be made by the Offeror.
2. Proposal Preparation:
a. Proposals shall be signed by an authorized representative of the Offeror. All information requested should be submitted. Failure to submit all information requested may result in Virginia Tech requiring prompt submission of missing information and/or giving a lowered evaluation of the proposal. Proposals which are substantially incomplete or lack key information may be rejected by Virginia Tech at its discretion. Mandatory requirements are those required by law or regulation or are such that they cannot be waived and are not subject to negotiation.
b. Proposals should be prepared simply and economicaUy providing a straightforward, concise description of capabilities to satisfy the requirements of the RFP. Emphasis should be on completeness and clarity of content.
c. Proposals should be organized in the order in which the requirements are presented in the RFP. All pages of the proposal should be numbered. Each paragraph in the proposal should reference the paragraph number of the corresponding section of the RFP. It is also helpful to cite the paragraph number, subletter, and repeat the text of the requirement as it appears in the RFP. If a response covers more than one page, the paragraph number and sub letter should be repeated at the top of the next page. The proposal should contain a table of contents which cross references the RFP requirements. Information which the offeror desires to present that does not fall within any of the requirements of the RFP should be inserted at an appropriate place or be attached at the end of the proposal and designated as additional material. Proposals that are not organized in this manner risk elimination from consideration if the evaluators are unable to find where the RFP requirements are specifically addressed.
d. Each copy of the proposal should be bound in a single volume where practical. All documentation submitted with the proposal should be bound in that single volume.

e. OwnershiP of all data, material and documentation originated and- prepared for Virginia Tech pursuant to the RFP shall belong exclusively to Virginia Tech and be subject to public inspection in accordance with the Virginia Freedom of Information Act. Trade secrets or proprietary information submitted by an Offeror shall not be subject to public disclosUre under the Virginia Freedom of Information Act. However, to prevent disclosure the Offeror' must invoke the protections of Section 2.2--4342F of the Code of Virginia, in writing, either before or at the time the data or other materials is submitted. The written request must specifically identify the data or other materials to be protected and state the reasons why protection is necessary. The proprietary or trade secret material submitted must be identified by some distinct method such as highlighting or underlining and must indicate only the specific words, figures, or paragraphs that constitute trade secret or proprietary information. The classification of an entire proposal document, line item prices and/or total proposal prices as proprietary or trade secrets is not acceptable and may result in rejection of the proposaL
3. Oral Presentation: Offerors who submit a proposal in response to this RFP may be required to give an oral presentation of their proposal to Virginia Tech. This will provide an opportunity for the Offeror to clarify or elaborate on the proposal but will in no way change the original proposal. Virginia Tech will schedule the time and location of these presentations. Oral presentations are an option of Virginia Tech and may not be conducted. Therefore, proposals should be complete.
B. Specific Requirements
Proposals should be as thorough and detailed as possible so that Virginia Tech may properly evaluate your capabilities to provide the required services. Offerors are required to submit the following information/items as a complete proposal:
1. Plan for providing advertising services to Virginia Tech, including, but not limited to: a. A description of the services you are willing to provide to Virginia Tech (i.e. advertisement
layout/design, advertising placement, media consulting, etc.) b. Publications in which you are willing to place advertising. c. Use of the internet for display and recruitment advertising. d. Detailed explanation of advertisement placement process if a department wants to utilize your
services to place an advertisement. e. Plan for billing and willingness to pay for advertisements placed on behalf of the university, and
then invoice the university. f. Ability to negotiate discounted rates with newspapers, magazines, internet sources etc. for Virginia
Tech.
2. Four (4) recent references, either educational or governmental, for whom you have provided the type of services described herein. Include the date(s) the services were furnished, the client name, address and the name and phone number of the individual Virginia Tech has your permission to contact.

If your business can not be classified as SWAM, describe your plan for utilizing SWAM subcontractors if awarded a contract. Selection shall be made of two or more offerors deemed to be fully qualified and best suited among those submitting proposals on the basis of the evaluation factors included in the Request for Proposal, including price, if so stated in the Request for Proposal. . each offeror so selected, Virginia Tech shall select the offeror which, in its opinion, has made the best proposal, and shall award the contract to that offeror. Virginia Tech may cancel this Request for Proposal or reject proposals at any time prior tO an award. Should Virginia Tech determine in writing and in its sole discretion that only one offeror has made the best proposal, a contract may be negotiated and awarded to that offeror. The award document will be a contract incorporating by reference all the requirements, terms and conditions of this solicitation and the Contractor's proposal as negotiated. XII. CONTRACT ADMINISTRATION:
A. David M. Ferraro, SPHR, Senior Recruiter, Human Resources Department, at Virginia Tech or his designee, shall be identified as the Contract Administrator and shall use all powers under the contract to enforce its faithful performance.
B. The Contract Administrator, or his designee, shall determine the amount, quantity, acceptability, fitness of all aspects of the services and shall decide all other questions in connection with the services. The Contract Administrator, or his designee, shall not have authority to approve changes in the services which alter the concept or which call for an extension of time for this contract. Any modifications made must be authorized by the Virginia Tech Purchasing Department through a written amendment to the contract.
XIII. TERMS AND CONDITIONS:
This solicitation and any resulting contract/purchase order shall be governed by the attached terms and conditions.

Special Terms and Conditions
1. AUDIT: The Contractor hereby agrees to retain all books, records, and other documents relative to this contract for five (5) years after final payment, or until audited by the Commonwealth of Virginia, whichever is sooner. Virginia Tech, its authorized agents, and/or the State auditors shall have full access and the right to examine any of said materials during said period.
2. AVAILABILITY OF FUNDS: It is understood and agreed between the parties herein that Virginia Tech shall be bound hereunder only to the extent of the funds available or which may hereafter become available for the purpose of this agreement.
3. CANCELLATION OF CONTRACT: Virginia Tech reserves the right to cancel and terminate any resulting contract, in part or in whole, without penalty, upon 60 days written notice to the Contractor. In the event the initial contract period is for more than 12 months, the resulting contract may be terminated by either party, without penalty, after the initial 12 months of the contract period upon 60 days written notice to the other party. Any contract cancellation notice shall not relieve the Contractor of the obhgation to deliver and/or perform on all outstanding orders issued prior to the effective date of cancellation.
4. CONTRACT DOCUMENTS: The contract entered into by the parties shall consist of the Request for Proposal including all modifications thereof, the proposal submitted by the Contractor, the written resultS of negotiations, the Commonwealth Standard Contract Form, all of which shall be referred to collectively as the Contract Documents.
5. IDENTIFICATION OF PROPOSAL ENVELOPE: If a special envelope is not furnished, or if return in the special envelope is not possible, the signed proposal should be returned in a separate envelope or package, sealed and addressed as follows: VIRGINIA POLYTECHNIC INSTITUTE AND STATE UNIVERSITY Purchasing Department (0333) 270 Southgate Center Blacksburg, VA 24061 Reference the opening date and hour, and RFP Number in the lower left corner of the envelope or package. If a proposal not contained in the special envelope is mailed, the Offeror takes the risk that the envelope, even if marked as described above, may be inadvertently opened and the information compromised which may cause the proposal to be disqualified. No other correspondence or other proposals should be placed in the envelope. Proposals may be hand delivered to the Virginia Tech Purchasing Department.
6. INDEPENDENT CONTRACTOR: The contractor shall not be an employee of Virginia Tech, but shall be an independent contractor. Nothing in this agreement shall be construed as authority for the contractor to make commitments which shall bind Virginia Tech, or to otherwise act on behalf of Virginia Tech, except as Virginia Tech may expressly authorize in writing.
7. INSURANCE: By signing and submitting a proposal under this solicitation, the Offeror certifies that if awarded the contract, it will have the following insurance coverages at the time the work commences. Additionally, it will maintain these during the entire term of the contract and that all insurance coverages will be provided by insurance companies authorized to sell insurance in Virginia by the Virginia State Corporation Commission. During the period of the contract, Virginia Tech reserves the right to require the Contractor to furnish certificates of insurance for the coverage required. INSURANCE COVERAGES AND LIMITS REQUIRED: A. Worker's Compensation - Statutory requirements and benefits. B. Employers Liability- $100,000.00 C. General Liability - $500,000.00 combined single limit. Virginia Tech and the Commonwealth of Virginia shall be
named as an additional insured with respect to goods/services being procured. This coverage is to include Premises/Operations Liability, Products and Completed Operations Coverage, Independent Contractor's Liability, Owner's and Contractor's Protective Liability and Personal Injury Liability.
D. Automobile Liability- $500,000.00 The contractor agrees to be responsible for, indemnify, defend and hold harmless Virginia Tech, its officers, agents and employees from the payment of all sums of money by reason of any claim against them arising out of any and all
occurrences resulting in bodily or mental injury or property damage that may happen to occur in connection with and during the performance of the contract, including but not limited to claims under the Worker1
S Compensation Act. The contractor agrees that it will, at all times, after the completion of the work, be responsible for, indemnify, defend and hold harmless Virginia Tech, its officers, agents and employees from all liabilities resulting from bodily or mental injury or property damage directly or indirectly arising out of the performance or nonperformance of the contract.
8. OWNERSHIP OF PRINTING MATERIALS: All artwork, camera-ready copy, negative, dies, photos, and similar materials used to produce a printing job shall become the property of Virginia Tech. Any furnished materials shall remain the property of Virginia Tech. All such items and materials shall be delivered to Virginia Tech in usable condition after completion of the work, and prior to submission of the invoice for payment.

request from Virginia Polytechnic Institute quickly and professionally. The process for requesting
a quote is easy and available to everyone at the University. A description of our services follow
showing how we are prepared to handle your current needs both in print and on the Internet, and
the services we have available to help with future growth if needed. An explanation of the
request process is included on page 5.
Development & Graphic Design;
Copy editing and graphic design is provided to help clients create ads with editorial as well as
graphic impact. There are no additional charges for editing and/or graphic design.
Ad Proofing:
As part of the Graystone process all ad requests go through a double-proofing process to ensure
copy correctness as well as spell checking. Suspect copy is brought to the attention of the client
for clarification. Equal opportunity and affirmative action statements are checked to insure that all
ads are in compliance with required guidelines. Wh(m an Internet link is included in the ad copy
to direct readers for additional information the Internet link is checked to insure accuracy and
accessibility.
Media Resources:
All media sources are available including print in all regional and national newspapers along with
mdustry and discipline sources. Placements can also be made on any Internet site for individual
job announcements or for banner/tile to attract candidates to a wide range of job openings.

Media Consultation & Planning:
For all quotes Virginia Tech can request guidance regarding additional media options and the
cost of those options. We encourage clients to take advantage of our resources to help create a
broad and diverse candidate pool for every request. If a media plan is needed to help any
department or search committee evaluate cost a complete plan showing media options and
campaign cost can be developed. There are no additional charges for media consultation and
media planning. The only charge is the actual media cost for ads selected and approved for
placement.
Training:
To insure that everyone involved in the recruitment process understands the range of service
available as well as the communication and billing process, the Virginia Tech account team at
Graystone provides on-campus training as needed by the University at no charge.
Media Placement:
When approval is given for placement. Graystone handles all the details with the media including
payment.
Billing Process:
G.raystcne vvill make aH payments to the media on behalf of Virginia Tech at the time of
placement and consolidate the cost for a job on one invoice to be sent to the contact at Virginia
Tech that made the request. We are set-up to handle decentralized recruiting needs of large
institutions like Virginia Tech so the invoice will be directed to the person requesting and
approving the ad placement (s) and include appropriate back-up to support the invoice. (Sample
invoice is provided on page 9)
Reporting:
Annual reports on ad activity are included as part of Graystones' service. Reports show ad
activity by month and by media source. Through our traffic management system special request
activity reports can be obtained at any time during the year by s'1mply sending the request.
Normal turn-around for any activity report is 48 hours.

Rate Negotiations & Discounts:
Graystone seeks all available rate discounts and passes the savings from such programs to
Virginia Tech For example, we have initiated Virginia Tech's participation in the savings
agreement available from The Chronicle of Higher Education. The savings agreement earns a
10% savings on all display ads placed by the university in The Chronicle. Graystone passes the
savings off-invoice directly to the individual departments requesting placement and we have
organized the program to guarantee the discount with no short-fall risk to the University.
Analytics:
To help clients gather metrics on candidate response to recruitment advertising, Graystone
offers a program that incorporates a unique code on each ad placement that allows tracks where
job applicants come from by media source. The technology can be applied to job
announcements for both print and Internet so you can accurately define the source that delivered
a candidate resume. This service requires an additional customized fee determined by the range
of jobs to be analyzed and the length of time the tracking analytics remain in place.
Recruitment Integration Process:
Graystone has the ability to integrate with the posting process when clients are posting jobs to
their employment web site. The integration provides a single step process that transmits the
posting information electronically to Graystone so the department can eliminate the two step
process of posting and than notifying Graystone with ad quote request. The system transmits
information daily and only jobs that require outside advertising are sent to Graystone. Once
received, quotes are prepared and returned to the sender for review and approval before any job
placements take place. This service requires a one-time set up fee and annual maintenance.

Ad Placement Process- Following is the process for requesting quotes and approving ads.
Step 1: Request for Quote:
Ad copy is sent to Graystone requesting placement in specific med·,a venues. (if
additional media options are needed they should be made with the initial request).
Request for quote can be made via email, fax or phone.
Step 2: Confirmation:
All requests are reviewed for content if something has been omitted the sender is notified
if content is OK the sender is notified within 30 minutes and the request goes to the
design team
Step 3: Layouts & Price Quote Prepared:
Display ads set in pre-approved design template showing the ad layout exactly as it will
appear in each print publication along with cost and deadline information. Cost for
Internet placement is also quoted. Ads are proofed and transmitted to the client for
review and approval.
Step 4: Approval:
Client gives approval to Graystone for placement.
Step 5: Placement:
Graystone places the approved ads and pays the media.
Step 6: Billing:
Invoices can be sent to the designated client contact for the approved ads or to a central
accounts payable location, whichever process is easier. Each job is billed separately,
with publications and Internet cost listed. Invoice amount is identical to the amount
approved. The only charge is for the specific ads approved for placement. There are no
additional charges. Invoices are sent electronically and can be paid via credit card or
University purchase card or by traditional check issuing procedures. (by way of example,
an actual request with quotes, proofs and invoice follows)

Pricing Philosophy:
Represent the best interest of our customers by delivering superior service at the most
cost effective pricing in the industry. Graystone Group policy is to charge for the cost of
ad placement only. We do not charge for expenses such as special deliveries, transmission
cost for submitting ads, consulting, copywriting, media planning, travel, etc.
To help insure clients receive the most cost effective pricing we regularly review spending by
dollar amount as well as volume and search for discount programs, based on client need. If we
are able to negotiate additional savings below the published open rate in the fonm of a volume
discount, as we have done for Virginia Tech with The Chronicle of Higher Education, we work at
the discounted rate. All savings are passed on to the client In cases where a client has a
volume discount program in place we work at that same discounted rate_
For print advertising we construct ads utilizing space management techniques that enhance ad
appearance and minimize space to achieve our goals of cost effective advertising.
For Internet ad placements we look for job pack discounts that can save money for the University.
We purchase appropriate job packs and monitor usage to insure savings are passed to all
departments and to re-purchase as needed.
Compensation with regard to Virginia Tech Advertising. Our source of revenue is the
standard 15% agency commission paid by the media to the agency. Graystone will reduce our
commission to 12.5% for Virginia Tech. This discount is shown on the pricing samples in
"Attachment C" on pages 16 to 32. Combined with space management, the additional 2.5%
savings from Graystone will insure that Virginia Tech will save money and pay Jess through
Graystone than doing the work direct with the media.
EVa Fees & Registration: All cost associated with EVa is paid by Graystone and there are
no charge backs to Virginia Tech for our corporate participation in this program. (a copy of

Grayslone Group is a full service production facility capable of managing all aspects of
recruitment advertising including copywriting, editorial support, graphic design, account
management and consultation in areas of media selection and budget management.
We employ a staff of 32 professionals who operate from a central location at 271 0 North Avenue
in Bridgeport, CT. Centralizing our human and technical resources in one facility provides
continuity regarding workflow and promotes the internal communication needed to support the
diverse needs of our clients. Our internal technology includes a proprietary traffic management
system that creates customized bilnng and reporting tailored to client needs and allows us to
function through a central human resource/purchasing office or to manage the decentralized
needs of individual departments.
Access to our design team and senior account managers is easily reached via email, fax or
phone. We encourage clients to make advertising requests through [email protected]
which is monitored by the director of the graphic design department but we are prepared to
accept requests in any format that is convenient to the individual client needs. Questions
regarding media selection or other consultative needs should be directed to Doug Geiling at
dgeiling@graystoneadv .com. Doug is the senior account manager with responsibility to oversee
and manage all Virginia Tech client needs.
Providing recruitment advertising services to more than 500 academic institutions gives
Graystone Group a broad base of experience, expertise and industry knowledge relating to the
recruitment needs of academia. We are an active member of CUPA-HR (College & University
Professional Association for Human Resources), and participate in all regional and national
CUPA conferences to expand our knowledge of the needs of academia. Graystone is also a

Resources available to support the needs of our clients include a traffic management system that
maintains current rate and deadline information for over 3,000 recruitment vehicles used by
academia. This internal database is available to all members of the design department when
creating graphic layouts and allows each recruitment request to be tailored to the specifications
for all publications in the system along with providing up-to-date deadline and accurate cost
information.
Market research and consulfing is included to provide clients the information they need to choose
from the wide range of print and Internet options available for various academic and
administrative recruitment needs. Graystones market knowledge also helps clients target
minority constituents as well as providing direction on media cost so clients can make informed
recruitment decisions within budget guidelines.
Fully proofed, camera-ready art is provided for all display ad placement requests. Proofs sent to
the client show display print ads in exact size specifications for each publication along with exact
cost and deadline infonmation. Price of Internet postings are also shown. No ads are placed until
the client gives final approval. When approval is given, Graystone handles all insertion details
along with payment to the media.
Billing occurs after the issue date for the publication and/or the posting date for Internet at the
exact price that was approved on the original proof. Billing is only for advertising that was
approved for placement: there are no charges for ads that were quoted and prepared for review
but not placed In an effort to "Go Green" we offer electronic invoicing that speeds the process
and provides a final link to the email chain of events that begins with an email request for quote.
Graystone Group will provide access to any media source requested by Virginia Tech for print or
Internet placement. Over the 12 months ending December 31, 2010 Graystone placed over
20,000 individual academic recruitment ads for our clients. Ads were placed in over 3,000
separate recruitment vehicles including print and Internet. Media sources utilized include a full
range of industry and specialty discipline media along with diversity sources as well as local,
regional and national newspapers.

5. SWAM Utilization Plan
Over the past years Graystone has encourage continued use of diversity sources both in print
and on line for broad based diversity resources such as Diverse Issues, Hispanic Outlook and
Women in Higher E'ducation. We have also worked to expand reach within smaller minority
owned publications in Virginia such as The Richmond Free Press, Hampton Roads, and the
Roanoke Tribune.
As requests come to Graystone searching for media choices we always include a broad based
diversity option along with targeted diversity options (where available) and local minority sources
depending on the job description.
Going forward we are implementing partnership plans to work with small, women and minority
owned agencies within Virginia to support the work of local firms. We feel these partnerships will
aid our clients by expanding the grass-roots information regarding local diversity recruitment
events'where we can inform and encourage client participation to support diversity recruitment
and enhance our clients image as "Employers of Preference" within minority communities
throughout Virginia.
As part of the effort we wm direct requests from cnents to our diversity partners regarding ad
placement in the various diversity sources. When reporting on ad activity and spending we can
note spending that has been directed to our SWAM Partners.
To help identify potential partners we have reached out to both the local media community
through contacts at The Richmond Free Press and the Supplier Diversity Department within the
Virginia Tech Purchasing Department
To affect change, it takes an ongoing recruitment effort regarding faculty and staff diversification.
By maintaining the current effort by Graystone and building on that knowledge through Virginia
based SWAM partners we can provide ideas for change and metrics to report analyze progress.

George Bailey, President, Graystone Group Advertising has participated in every phase of the development of this proposal as well as the original proposal (TS-024-01) that was awarded Graystone in October of 2000. The team George has assigned to Virginia Tech is comprised of the most experienced graphic designers and client management in the company. The Virginia Tech management team has the experience, knowledge and dedication to service required to insure Virginia Tech receives the highest quality service to fulfill all your recruitment needs.
8. Virginia Tech Question:
Please describe your quickest turnaround time if emergency services are needed.
Contractor Answer:
Deadlines are the 1" thing we review when a request arrives. In emergency situations when it is the deadline day for a request, quotes are returned via email within one hour. As back -up we call to verifY the sender of the timing to insure they review immediately so proper action can be taken.
9. Virginia Tech Question:
Are you willing to contact departments on a monthly basis to address service issues?
Contractor Answer:
Yes.

Will you be able to handle increased volumes of business and/or provide service to additional departments during the course of the contract?
Contractor Answer:
Yes. The design group is compensated on an hourly basis and we are organized in teams with the ability to add hours within each team to meet demand. We also have experienced "Flex" staff to supplement each team to insure all deadlines are met professionally and effectively.
11. Virginia Tech Question:
Please provide your best schedule of prices for all services offered.
Contractor Answer:
Our source of revenue is the standard 15% agency commission paid by the media. Graystone has reduced our commission to 12.5% for Virginia Tech. This discount is shown on the pricing samples in the RFP on pages 17 to 3 3. Combined with· space management, the additional 2.5% savings from Graystone will insure that Virginia Tech will save money and pay less through Graystone that doing the work direct with the media. The 2.5% discount is applied to all media placed on behalf of the University over and above any additional discount programs currently in place. (for example: existing volume discounts with Roanoke Times and display savings agreements with The Chronicle of Higher Education).
12. Virginia Tech Question:
How soon after contract award can you begin providing services?
Contractor Response:
Immediately. Since Graystone is the current vendor with ongoing processes in place service will continue with no delays.
