Message from the Mayor . . .

Dear Fair Haven Residents:

The Covid-19 pandemic made it very clear that, in no time at all, an invisible and silent virus can greatly impact and alter the world as we all know it. Beginning in mid-March that fact quickly became a very sobering reality, both here at home and throughout our country.

Managing through any crisis is challenging, but none more so than during this pandemic, with information and directives coming from various agencies at every level of Government (Federal, State, and County). What I learned firsthand was that the great majority of the most effective decisions, the most valuable assistance, and the greatest level of cooperation originated here at the local level.

Under the leadership of Fair Haven’s elected and appointed officials, as well as, the hard work of the Borough’s dedicated employees and, most importantly, the unwavering commitment of this town’s many volunteers, we managed to keep the virus in check and our community strong and productive.

The individuals and groups that I would like to recognize is quite extensive and by doing so individually, I certainly would risk leaving someone out; however, I would like to especially note the following achievements:

A small group of community volunteers sewed and donated over 700 masks to front line workers at Monmouth Medical and Jersey Shore Medical Centers.

Volunteers from Fair Haven’s Fire Department and First Aid answered every single call, without question, or any thought of themselves, during a time of great uncertainty.

Fair Haven residents pulled together and cooperated with all directives, thereby giving us the second lowest percentage of Covid-19 cases in all of Monmouth County.

The Borough’s recently upgraded and enhanced communications platforms proved to be an invaluable and essential resource, which enabled us to get important information to our residents and businesses, in a timely and ongoing manner.

The Fair Haven Community was at its finest, as neighbors helped neighbors, in so many ways, throughout the lockdown period.

The Fair Haven Business Association and Borough representatives worked together to provide our local businesses with guidance and support, while residents and dedicated volunteer groups did their best to support our business community.

GOVERNING BODY UPDATE - FAIR HAVEN CARES BUSINESS REVITALIZATION PROGRAM

~ Message from Council President Susan Sorensen ~

At the Council meeting in May, Mayor Lucarelli appointed Councilwoman Betsy Koch and me to a Committee that would focus on the reopening of Fair Haven businesses. The Mayor, Councilwoman Koch, and I, met with the Fair Haven Business Association to discuss what the Borough could do to help all businesses in Fair Haven. From those discussions we determined that drafting Resolutions that would help meet the immediate needs of Fair Haven’s businesses would be the most effective way to move forward. The goal was to enable our local businesses to continue to remain open and to add additional assistance as we move from Stage 2 to Stage 3 in the coming weeks. I am very pleased to announce that the entire Governing Body unanimously approved the Resolutions that this working group brought forth to help Fair Haven’s Small Businesses with their re-opening during Phase 2, in June. The Resolutions regarding retail stores enables them to use additional signage to let patrons know they are open as well as the ability to do more sidewalk sales. The resolution for the Exercise and Fitness Businesses gives them permission to use Fair Haven’s parks to expand their footprints in order to conduct classes, etc. And lastly, the resolution for Fair Haven’s restaurants allows them to open up outdoor dining and additional signage. The businesses only have to apply – at no charge – for the 120-day temporary permits. You may have seen Councilwoman Koch and myself going door to door to all the businesses and providing them with the window sign as shown here, which the Borough had printed. We also hope you see this sign in local business windows firsthand, as you shop in town, because these signs were designed to let the patrons know that the store or business is open and ready for patrons. We ask all business patrons to please wear a mask and practice social distancing, This simple sign shows the unity in this caring community and also thanks our fabulous Front-liners that are helping keep us all safe during this unprecedented pandemic. I would like to thank Forefront for their expert design work on the sign. In closing, I am so excited that our Fair Haven businesses are able to re-open and the Borough remains willing to help in any way for them to flourish. Please remember to SHOP LOCAL, this is more important than ever. Your Mail-In Ballot Has Been Sent! All active registered Republicans and Democrats should have received a mail-in ballot (based

upon the Statewide Voter Registration System) All active unaffiliated voters and inactive Republicans and Democrats should have received a

mail-in ballot application. Mail-in ballot applications should have been received by the Monmouth County Clerk’s Office via mail by June 30th or via hand delivery prior to 8 p.m. on Election Night, July 7th. All mail-in ballots and applications are postage paid. Limited polling locations will be available on Election Day, July 7th with only paper provisional ballots for all voters, except ma-chines for disabled voters. Voters were notified of their polling loca-tions prior to election day via mailed postcard from the County Clerk.

Completed mail-in ballots are due back to the County Board of Elections for counting via hand delivery on Election Night, July 7th at 8 p.m. Completed mail-in ballots mailed to the County Board of Elections via the U.S. Postal Service must be postmarked by Election Day, Ju-ly 7th.

Council Meetings during the month of July will be Monday, July 13th and Monday, July 27th. The August Council Meeting will be Monday, August 17, 2020. Council meetings begin at 7:00 p.m. in the Council Chambers.

ELECTION NEWS The Primary Election is being held on Tuesday, July 7, 2020. You should have received your Vote by Mail Ballot from the County Board of Elections. The election is being held at Knollwood School. The voting machine will be available to those who require ADA accommodations. All others should have submitted their ballot to the County and if you have not, you can vote provisionally at the polling location.

The Monmouth County Board of Elections is in need of District Board Workers. To qualify as a District Board Member in any election:

1. You must be a registered voter in Monmouth County. 2. You must attend a class of instruction once every two years.

If you are interested, please contact the Monmouth County Board of Elections, 732-431-7802 or come to the Municipal Clerk’s Office to obtain a questionnaire.

Please remember that any organization holding a bingo or

raffle event must obtain a Registration Certificate from the Division of Legalized Games of Chance Control Commission in order to make application for a

license through the Borough Clerk’s Office.

FAIR HAVEN REC SOCCER Online Registration for the FALL 2020 Rec. Soccer Season Opened June 8th! We hope that the Covid-19 situation in September will be one that allows us to safely play a typical season.

We also realize that many things can change between now and September. Safety is our number one priority and we will keep everyone updated if our plan for the season changes.

2020 Fall Soccer season is scheduled to begin. Practice will start the week of August 31 and the season will run from September 5 to October 31

IMPORTANT RECREATION UPDATE: The state has just recently released specific guidelines and safety standards pertaining to summer camps, sports activities, and the relat-ed aspects of park programming. In cooperation with our Recreation Committee, the Borough is in the process of carefully reviewing these very detailed safety standards. We realize that some towns have al-

ready made a decision to cancel summer camps; however, based on the guidelines set forth by Mayor Lu-carelli and our Parks and Recreation Council Liaisons, Councilpersons Sorensen and Koch, Fair Haven decided to hold off on this important decision, pending the release of statewide standards. At this point in time, we are still hopeful that we will be able to offer some sort of summer recreational programming ex-perience here in Fair Haven. While we do not yet have a definitive answer, please be assured that we plan on announcing a final decision on summer programming in the coming weeks. Thank you for your pa-tience and understanding. Dear Fair Haven,

I hope this message finds you all well as our COVID-19 case count con-tinues to decline in Fair Haven. Statewide restrictions related to COVID-19, however, continue to impact our local schools. The Governor’s current Executive Order states that all schools, including public, private, and charter schools, are explicitly prohibited from provid-ing in-person instruction of any kind until further notice. This current re-

striction is absolute, and does not consider any individual school district’s plan to reopen safely at this time.

Our team has worked tirelessly with all relevant parties to advocate for our students and our community. I am eager to resume safe in-person instruction, especially for our learners with special needs whose needs are often more profound than can be effectively met via a virtual delivery model. I serve on one of Monmouth County’s Department of Education reopening committees and can promise you that Fair Haven’s voice is well represented in these im-portant conversations. Please know that our district remains committed to identifying every possible way to reopen our schools as soon as we safely and legally can. Any plan to do so would have to be approved by the Governor’s Of-fice, the New Jersey Department of Education, The New Jersey Depart-ment of Health, and the Monmouth County Health Commission. We are anticipating various summer and fall scenarios so that we’ll be able to pivot quickly and safely when information is released and approvals can be granted.

As the guidance changes, we will let our community know. We miss you all, and mostly we miss being in a position to support our students in-person. We look forward to continuing the significant work ahead to ensure our schools can resume their more typical instruction and look forward to providing a community-wide update again soon.

These young men and women have chosen sacrifice and service to their country and are not forgotten as they protect our way of life. This "Wall" reflects that dedication and honors their service. Stormwater pollution (Stormwater Pollution Brochure) is one of New Jersey's greatest threats to clean and plentiful water, and that's why we're all doing something about it. By shar-ing the responsibility, making small, easy changes in our dai-ly lives and adhering to Stormwater regulations, we can keep common pollutants out of stormwater. It all adds up to cleaner water, and it saves the high cost of cleaning up pol-luted water.

As a resident, business or other member of the Borough of Fair Haven and New Jersey Community, it's important to take note of the easy things you can do every day to protect our water.

LIMIT YOUR USE OF FERTILIZERS AND PESTI-CIDES

Perform a soil test to see if you need fertilizer. Do not apply fertilizer if heavy rain is predicted. Look into pesticide alternatives. Maintain a small lawn and keep the rest of your prop-erty in a natural state. Carefully follow all label instructions when using fer-tilizers or pesticides. Properly discard any unused por-tions.

PROPERLY USE AND DISPOSE OF HAZARDOUS PRODUCTS

Hazardous products include: some household or com-mercial cleaning products, lawn and garden care prod-ucts, motor oil, antifreeze and paints. DO NOT pour hazardous products down storm drains; storm drains are connected to local water bodies. If you have hazardous products, dispose of the properly. Check labels for guidance. Use natural or less toxic alternatives, when available. Recycle used motor oil.

DON'T LITTER Place litter in trash cans. RECYCLE. RECYCLE. RECYCLE. Participate in community clean-ups

CURB YOUR PET

Follow local pet waste laws. Pick up and properly dispose of pet waste. NEVER discard pet waste in a storm drain.

DON'T FEED WILDLIFE Do not feed wild fowl, such as ducks and geese. DISPOSE OF YARD WASTE PROPERLY

Keep leaves and grass out of storm drains. Follow Mendham Borough yard waste collection regulations. Use leaves and grass clippings for com-post. Use a mulching mower to recycle grass clippings into the lawn.

Fair Haven Police Department

From the Police Department Desk As the Covid-19 restrictions are lifting, life will start to get back to normal and we encourage everyone to continue to follow the recommended guidelines. In Fair Haven, we have had a total of 27 cases, but as of this date we have only 5 active cases and the other 22 have fully recovered. During this time of crisis, the Fair Haven community has continued to have a relatively low percentage of cases in comparison to our surrounding towns and in the state. We thank all of our residents for being vigilant, cooperative and supportive during this time in an effort to keep our community as safe and healthy as possible.

Be aware that there are several types of scams

going on right now using Robo calls and online threats. Scammers may pose as relatives or friends, calling or sending messages to urge you to wire mon-ey immediately.

We recommend verifying the identity of any individu-al or business and confirming their purpose is legiti-mate prior to giving out personal information or sending money.

National Night Out has been postponed from August until Tuesday, October 6th. Due to Covid-19 the National Association of Town Watch has recommended that Police Departments postpone National Night Out for the safety of all communities.

Recently there have been a number of juveniles riding Electric Bicycles, Mo-torized Bicycles and Electric Scooters around town. We want to encourage parents make themselves aware of NJ Title 39 laws and MVC guidelines pri-or to use.
