DIRECT IMPACTS TO WATER SUPPLY CONDITIONS?
MAJOR FACILITIES AFFECTED and EXTENT of DAMAGE
• ESTIMATED COST OF DAMAGE & REHABILITATION
= PhP157,211,708
A. PRODUCTION FACILITIES: - Macasandig Booster Station- 6 Productions wells
B. OTHER FACILITIES:- laboratory facility- office building and all office equipment therein- service vehicle
C. SERVICE CONNECTIONS
COWD’S CIRCUMSTANCES WHEN THE CRISIS OCCURRED:
• DEVASTATED: novice to impacts of storm signals
• UNPREPARED to deliver immediate response: lacking supplies and materials for immediate use
• NO PLAN TO RESPOND TO DISASTERS: teams were only formed on the day of the calamity
• FACILITIES were vulnerable to flooding risks: turbine pumps, unelevated controllers and transformers , low-lying laboratory facility
FIRST STEPS TAKEN:
1.ASSESSMENT of FACILITIES (AFFECTED & NOT; EXTENT OF
DAMAGE) & ESTIMATED DURATION TO RESTORE OPERATIONS
2.CRUDE ESTIMATES of the DAMAGE
• LESSON: missed other costs of replacement and/or
rehabilitation
3.COMPLETE DOCUMENTATION of DAMAGE, RECOVERY and
RESTORATION
RESPONSE EFFORTS
A. Open Access to Fire Hydrants
B. Established Point Sources at Fire Hydrants and
Production wells
C. Water Rationing/Deliveries Through Assistance / Alliances
D. Direct feeding of PWs to distribution system
E. On-site Water Quality test (Swiss assistance)
F. Extensive Public information drive
G. Massive clean-up drive
REPLACED TURBINE with SUBMERSIBLE PUMPS• Old Booster Pumping Station
• New Booster Pumping Station

MAJOR CHALLENGES ENCOUNTERED
during RECOVERY:
- funding for WSS of newly built relocation
sites
- difficult locations (water source, elevation
& distance) of these relocation sites
- seems to lack coordination among
agencies in the development of relocation sites
ABSTRACT of the Presentration
This presentation focuses on the experience of COWD when Typhoon
Sendong struck the City. The experience is relative to the preparedness of
COWD to respond to the calamity, the crucial steps taken immediately
after the calamity, the response and recovery efforts. This talk also
highlights the challenges encountered by COWD during the time of
response and recovery efforts hoping that these demonstrations will raise
awareness to similar water utilities. It is also aimed in this sharing that
even amidst difficult situations, beautiful things can possibly happen.
