COWD’S CIRCUMSTANCES WHEN THE CRISIS OCCURRED:

• DEVASTATED: novice to impacts of storm signals

• UNPREPARED to deliver immediate response: lacking supplies and materials for immediate use

• NO PLAN TO RESPOND TO DISASTERS: teams were only formed on the day of the calamity

• FACILITIES were vulnerable to flooding risks: turbine pumps, unelevated controllers and transformers , low-lying laboratory facility

ABSTRACT of the Presentration

This presentation focuses on the experience of COWD when Typhoon

Sendong struck the City. The experience is relative to the preparedness of

COWD to respond to the calamity, the crucial steps taken immediately

after the calamity, the response and recovery efforts. This talk also

highlights the challenges encountered by COWD during the time of

response and recovery efforts hoping that these demonstrations will raise

awareness to similar water utilities. It is also aimed in this sharing that

even amidst difficult situations, beautiful things can possibly happen.
