This Division
1. Republic Act 7079, otherwise known as the Campus Journalism Act of 1991
mandates the development of journalistic skills among the youth by holding press
conferences at the school, district, division, regional and national levels. It is in this
context that campus journalism activities should be strengthened in all schools,elementary and secondary, in this division.
2. One of the many ways in promoting campus journalism is by holding press
conferences. This office informs the field that the 2014 Divisional Press Conference
will be conducted on October 22-24, 2014 at Agusan del Sur National High School,
San Francisco, Agusan del Sur.
3. Contest venue and billeting quarters for the secondary will be at Agusan del Sur NHSwhile the billeting quarters for the elementary will be at San Francisco Pilot CES andSPED Center.
4. The three-day event is a competition on the ten areas of campus journalism such asthe news writing, feature writing, editorial writing, sports writing, science featurewriting, editorial cartooning, copy reading and headline writing, photojournalism,script writing and radio broadcast, and the collaborative desktop publishing. Allthese events are to be done in English and Filipino, elementary and secondary.
5. Each participating school is allowed to send one contestant per event, per medium,per category. A contestant found to have joined in more than one event willdisqualify the participation of the entire school.
6. The top five winners for the individual events and the first placers in the groupcontests ( collaborative desktop publishing and script writing and radio broadcast)shall be the division's contestants to the 2014 RSPC.
7. A Registration Fee of P200.00 shall be collected from each participant to coverexpenses for the awards, meals and honoraria of the judges and facilitators,supplies and other related expenses. No meals shall be served. Heads of thedelegation should take care of the participant's provisions.

8. Registration fee and travel expenses shall be charged against campus journalismfunds and or local funds subject to the COA rules and regulations.
9. Photojournalism contestants shall pay an amount of P200.00 to cover expenses fordeveloping and printing.
10. Facilitators , judges, work committees and guidelines in the selection of winners inindividual writing contests, collaborative publishing, scriptwriting and radiobroadcast, are found in the enclosure.
11. Wide and immediate dissemination of this memorandum to all concerned is highlydesired.

INDIVIDUAL WRITING CONTEST
The competition in the Individual Writing Contest is designed to showcase the competencies ofcampus journalists and demonstrate holistic journalistic skills and proficiency through mediaexposure, immersion and press conferences, and promote free responsible journalism. Thefollowing are strictly implemented and complied with:
A. General:
1. To facilitate proper identification, the participants are required to wear their schooluniform with their school IDs at all times and especially during the contestproper.
2. Should there be questions asked and assistance needed, the participants can onlyraise their concerns to the assigned proctor. The proctor shall refer to thePw»$/W)4JTWG matters beyond their responsibility and authority.
3. Contestants should not put any identifying mark on the contest paper.
B. Specific:1. Sports Writing:
a. The PrWG shall conduct an orientation and give final instructions before thecontest proper.
b. Contestants shall be made to watch an actual game where they shall gatherappropriate data and/or conduct interview before and after the game.
c Apre-game conference shall be conducted for the introduction of the playerscoaches, and tournament officials. Consequently, a post conference shall oenela for further interview and data gathering.
2. Copy reading &Headline Writing:a. The contestants shall use the standard copy reading symbols and follow
directions given in the contest piece.
3. Editorial Cartooning:a. Only pencils provided by the organizers shall beused.

a. Preparation:

1) Each Contestant should submit any formatted but empty storage card(SD card, XD card, MMC card, etc.) to the Secretariat upon arrival.
2) Participants should be in the contest venue 30 minutes before theorientation.
3) Any Digital Camera (point and shoot only) with a maximum of 16megapixels shall be used.
4) Any DSLR and other high-end cameras are not allowed.
5) Cellular phones, extra digital cameras^ extra storage card or anyadditional materials/equipment are not allowed in the contest area.
b. Memory CardLoading:1) The contestants will load the storage card in front of the
examiners/proctors.
c. Photo Shoot
1) After announcing the contest theme/top^ic,.the first shot (control shot)by ait contestants should be focused on one subject asdetermined bythe examiner/proctor.
2) Every contestant is given one (1) hour to take pictures and this willinclude the loading and unloading of the storage card in front of theexaminers/proctors.
3) During the actual photo shooting, advisers / trainers / parents of thecontestants are not allowed in the venue.
4) The contestants are allowed to take ten (10) photos but only four (4)shots (including the control shot) will be submitted as official entries.
5) Three (3) best photos and the control shot will be uploaded by thecontestant to the laptop/desktop ofthe assigned &T\NG forjudging.
6) Captions per picture should be encoded by the contestant uponuploading of the photos to the laptop/desktop. -
C. REMINDERS:
1. Any violation of the stipulated guidelines is subject for disqualification.
2. The top seven winners per medium shall be recognized and the points they garnerwill be included in the computation of the overall scores.

Each team may use up to three laptops and an inkjet printer in prepanng andprinting of the script. The team shoutoensure that the laptops they intend to usefor the contest should not contain any document that they may use as referenceor model during the conduct of the contest. All laptops should be submitted tothe contest committee for inspection. Each team is required to bnng their ownextension wires andother equipment such as CD player for rehearsal.
Each team should submit four (4) copies of the script; three (3) for the judges andone (1) for the chairperson. The team may print extra copies for their own use.
Broadcast Simulation .1. The host J^fl^shall assign a broadcast room for the presentation. Only the
contestants, judges and the members of the contest committee shall be allowedinside.
2. The organizers/ ftflSf^tfWhaH commission an independent sound systemprovider to ensure quality audio output. The technical operator shall only set thesound system before the simulation. Ajack/auxiliary cord will be provided for theCD player, laptops and other sources of sound effects except mobile phones.
3. Except for the volume meter, contestants/technical director shall not be allowedto change, adjust and manipulate the main control board during theirpresentation. Judges shall orient the technical director of each team forequipment use. i

4. Mobile phones and reference books shall not be allowed in thecontest area.
5. In case ofpower failure, the affected team isallowed to perform again.
6. Loudspeakers shall be set up outsidethe broadcast room.
7. The order of presentation will be identified through drawing of lots by thedirectors before the script writing.
8. Each team shall be given eight (&) minutes; two (2) minutes for preparation, five(5) minutes for theactual broadcast and one (1) minute for exit. Provided runningtime shall be applied.
9. The organizers shall provide a wall clock or a timer, digital or analog, which willserve as the official time that can be seen by the contestants and the judges.There wil| be an officialtime keeper.
10. A yellow flaglet shall be raised to signal the team that they have one (1) minuteleft for preparation. The green flaglet shall then be raised to signal the team tostart. The yellow flaglet shall be raised again to warn the team that they onlyhave one (1) minute remaining and followed by the red flaglet to indicate theirtime is up.
11.The entire production schedule shall be governed by the zero (0) or perfectscoring for the time scoring requirement.
12. The contestants shall leave the broadcast room right after their presentation.

1. The search is open to all contestants in DSPC 2013. No envelop is required. ^
