Japanese officials are waryahead of the arrival of outspokenPhilippine President RodrigoDuterte. It's not just his foreignpolicy toward the U. S., but alsohis informal style: Will he chewgum in front of the emperor?

Duterte arrives in Tokyo laterTuesday for a three-day visit, hisfirst as Philippine leader.

For diplomats and politicalleaders, the main issue isDuterte's foreign policy towardWashington and how Japan can help mend those ties.

Tokyo is a major ally of the United States, and has watched as Duterte increasingly attacked theU. S. and said he would scale back America's military engagement with his country. And he hasworried Japan and the United States by reaching out to China.

Japanese Foreign Minister Fumio Kishida acknowledged Duterte's remarks have triggeredconcern, and told reporters he planned to ask what his real intentions were when the two havedinner Tuesday. He said Prime Minister Shinzo Abe will do the same on Wednesday.

"I think it would be important that we fully communicate through these occasions and directlyhear opinions from President Duterte himself," Kishida said.

Those worries about Duterte were evident Tuesday when he lashed out again at the U. S. in adeparture speech at the Manila international airport, calling Americans "foolish" and "silly" andsaying their land was stricken with "pure bigotry and discrimination" after a top Americandiplomat for Asia, Daniel Russel, criticized his controversial remarks and unclear intentions.

Duterte also made a veiled threat to revoke a 2014 defense pact allowing large numbers of U. S.troops to enter the Philippines for combat drills.

"These Americans are really foolish," said Duterte, adding Americans travel to the Philippines"like somebody, without visas, these sillies. "

Referring to the pact that allows American forces, warships and planes to visit the Philippines,Duterte said, "forget it," adding that in the future "I do not want to see any military man of anyother nation except the Philippine soldier. "

But in a country where formality and politeness are highly valued, others in Japan are worried

about the rough side of Duterte's manners. They are particularly concerned about his meetingwith Emperor Akihito on Friday.

Japanese TV shows have repeatedly shown Duterte apparently chewing gum — at meetings,shaking hands and at other public occasions. In footage of a meeting with Chinese President XiJinping, Duterte wore a business suit instead of a formal Philippine "Barong" shirt. He walked inwith his hands in his pockets and chewed gum during the hand shake and a signing ceremony.

Duterte doesn't usually button up the top of his shirt, often wears slacks or jeans and has beenseen without socks.

"When (Duterte) will make a courtesy visit to the Emperor, his behavior during the event couldhave a major impact. I trust he understands the consequences and he would not do such a thing(as chewing gum), but I do hope the Philippine side to remind him of that particular point,"Itsunori Onodera, a senior lawmaker in the conservative ruling Liberal Democratic Party, told aSunday talk show on Fuji TV.

In Japan, where the Emperor was considered a living god until the end of World War II, peopleare expected to be extra polite in front of him and his family.

"It's unbelievable. I have never seen anything like that! " said Kunihiko Miyake, a former diplomatand political analyst. "How could he dare to behave in ways that could cause his host to loseface. " Miyake, however, said Duterte might have done so intentionally perhaps because he wasunhappy about compromising on the South China Sea issue.

While serving as a mediator between the two allies, Japan's main contribution to Manila is likelyto be two large Coast Guard patrol boats — in addition to an earlier pledge of 10 smaller ones— and TC-90 military training aircraft to help boost the Philippine's maritime security in theSouth China Sea.

“First of all, I think some Japanese people are really worried about whatPres. Duterte mentioned in China because Japan is actually allied with the United States andwe do believe that Japanese people like Philippines. Half of the Japanese are worried, half arewaiting for what he is going to say,” said Japanese expat Koichi Katakawa, president of newlylaunched online stock brokerage house BDO Nomura Securities Inc.

During his state visit to China last week, Pres. Duterte escalated his anti-US rhetoric,culminating in his announcement of “separation” from the US, both in military and economicaspects. He toned down his rhetoric as soon as he landed on Philippine soil, saying it’s not tothe best interest of the Philippines to sever ties with the US and that he would only want to

pursue a more independent foreign policy.

Katakawa said Japanese media were all abuzz with Pres. Duterte’s visit, which he said was agood thing.

“Japanese people are really looking forward to the dialogue that Pres Duterte is going to do inJapan,” he said.

“I don’t think he will announce any separation from Japan,” said BDO Capital & Investment Corp.president Eduardo Francisco. “We’re hopeful that there will be nothing bombastic anyway.”

The Philippine team is not expected to bring home as much as the $24 billion investment andconcessional financing deals brought home from China.

“In fairness to Japan, they’ve always been very aggressive on the Philippines. They’ve beencontinuing to support the PPP (Public Private Partnership) Center through grants and studies,”Francisco said, adding the numerous railway and traffic management projects funded by JICA,Japan’s official development assistance (ODA) arm.

Francisco said he had seen Japan working “quietly behind the scenes” for the last six to sevenyears that he had been focused on the infrastructure industry.

“I won’t be surprised that they will have a big role to play if during the studies they are involvedalready,” he said.

Neighboring countries like Japan have been very supportive of the country’s growth, Franciscosaid. As such, he said he did not see any big shift in such relations with Japan.

Japan has been the country’s biggest ODA partner since the 1970s, BDO Securities researchhead Dante Tinga Jr. said.

There are at least 200 businessmen expected to join the Philippine delegation to Japan.

The plant suffered multiplereactor meltdowns due todamage from the March2011 earthquake andtsunami.

The ministry overseeingnuclear power said thedecommissioning costs will

continue at several hundreds of billions of yen (billions of dollars) a year.

Tokyo Electric Power Co., the utility that operated and is now decommissioning Fukushima Dai-ichi, has said decommissioning will take several decades.

Even if it were to take 30 years at an estimated annual cost at 300 billion yen ($3 billion), bothconservative projections, the cost would be nearly 1 billion yen or $100 billion.

Japan has been struggling to clean up parts of the no-go zone to put the worst nuclearcatastrophe since Chernobyl behind it.

The government has estimated that decontaminating the areas around the Fukushima plant,including removing radiated topsoil, buildings and trees, will cost at least 2.5 trillion yen ($24billion).

But experts have been warning that such estimates may be too optimistic. The nuclear disasterin Fukushima displaced about 150,000 people.

YOKOHAMA, Oct 25 (Reuters) - Nissan Motor Co Ltd and Renault SA are open to partnershipswith other companies to equip their vehicles with sophisticatedtechnology as automakers race to develop the cars of the future, the pair'sconnected vehicles chief said. Global automakers are competing withindustry rivals and technology firms to develop self-driving cars andmobility services such as car sharing as the growing use of technologyand artificial intelligence may eventually diminish the role of drivers, threatening the traditionalmodel of car ownership. As software used in cars becomes more sophisticated and costly, therewill be benefits of partnerships - including with rivals - to develop standardised technology suchas mapping services, said Ogi Redzic, who heads the Nissan-Renault alliances' ConnectedVehicles and Mobility Services division. "We are in the spirit of collaboration," Redzic, whojoined the alliance earlier this year after working for companies including Nokia and Motorola,told Reuters in an interview on Tuesday. "There are some other companies which would like tobuild everything in-house, but... we are willing to partner when it makes sense. The push to create theprotected area during abiennial meeting of theInternational WhalingCommission (IWC) wasdefeated after 38 countriesvoted yes and 24 against,as proposals at theconference require 75% ofvotes to pass. Twoabstained.

Although the proposal hasbeen defeated in previous years and was expected to fail this time around too because ofopposition by Japan, Norway and Iceland, conservation groups were dismayed by the result.

“There is an urgent need for us to better protect our whales, dolphins and porpoises. Thissanctuary would have done just that and supported the growth of sustainable whale watchingtourism and fostered much-needed research,” said Josh Coates, marine campaigner with theAustralian Marine Conservation Society.

“Once again whaling nations have stood in the way of progress, despite the IWC’s own scientificcommittee approving the plan for the sanctuary.”

Greenpeace noted that the sanctuary was being blocked by countries far from the the SouthAtlantic aligning themselves with the whaling nations.

John Frizell, a whales expert with the group, said: “What is the most disappointing is that allthese efforts are ultimately being undermined by IWC member countries who are thousands ofmiles away, not even in the southern hemisphere and some even on the other side of the world.Conversely, all members with territory in the proposed sanctuary, fully support it.”

Matt Collis of the International Fund for Animal Welfare said: “It is very disappointing that onceagain, a proposal for a South Atlantic whale sanctuary has been harpooned.”

Also on the agenda at the IWC meeting in Slovenia is a resolution put forward by Australia thatwould require Japan to get approval from the IWC for its “scientific” quotas. That move is alsoexpected to be blocked.

“Do not fuck with our dignity,” he said.

He could accept such treatment and criticism as mayor, but not as President when he alreadycarries the burden of sovereignty, he said.

On comments that he’s acting like a hoodlum, not a statesman, he said this was right.

“You’re a fool. You only found out now?” he added.

President’s words should lay the basis for the abrogation of the country’s military pacts with theUnited States, particularly the Visiting Forces Agreement (VFA) and the Enhanced DefenseCooperation Agreement (EDCA).

“The President is right: It’s time to end America’s treatment of us as puppets. We hope that thisclear pronouncement of the President will lead to the immediate passage of House Resolutions422 and 31, which call for the scrapping of VFA and EDCA,” Zarate said.

Earlier this month, Mr. Duterte called for a review of EDCA’s validity.

Zarate said he hoped that this would “ultimately lead soonest to the abrogation of thesedisadvantageous military executive agreements.”

“The fast-tracking of said twin resolutions show our support to the President’s policy thrust,” hesaid.

“We have said it before and we will say it again: these extremely onerous military agreementsare slaps on our national sovereignty. Abrogating these would be a concrete step to a genuineseparation from the interventionist US policy,” said Zarate.

“This abrogation will give more life, spirit and credence to the constitutional edict of pursuing anindependent foreign policy, with the interest of the Filipino people and the nation as ourprimordial

considerations,” he said.

Zarate said nullifying the military agreements with the United States would remove theperception of the Philippines as the former’s vassal state, instead of an ally.

“For the longest time, the Philippines has always been perceived, nay, even treated as asurrogate or vassal state, and, not as an ally of the US, especially in terms of its foreign policydirections. That our past leaders have allowed such treatment is our country’s grave misfortune,”he said.

It is within Mr. Duterte’s powers to request the termination of EDCA, per the Supreme Courtruling that it is an executive agreement between the Philippines and the United States,according to Kabataan Rep. Sarah Elago.

“Such [a] move can concretize the President’s pronouncement on breaking military ties with theUS,” Elago said.

Signed in April 2014 under the Aquino administration, EDCA allows US troops access to militarybases and camps in “agreed locations” in the Philippines.

Elago said the termination of EDCA could trigger a “domino effect” paving the way for theabrogation of other military agreements with the US, including the VFA and the 65-year-oldMutual Defense Treaty.

Abroad, however, Japanese films are often a hard sell. Even in Asia, long their most receptiveoverseas market, Japanese films rarely get wide releases or hit the box office heights. Last year,Nobuhiro Doi’s feel-good drama “Flying Colors” bowed on nearly 2,000 screens in China, but itsbox office gross was a less-than-inspirational $5.7 million.

One problem is the strong domestic orientation of the big film companies and their mediapartners, whose adaptations of locally popular comics, novels or TV dramas target only theJapanese market, with foreign sales mostly an afterthought.

Also, the government’s Cool Japan initiative to spur contents exports has little relevance to themajor studios, which don’t require its backing. Indie filmmakers, find jumping through thescheme’s bureaucratic hoops all but impossible.

Nonetheless, the industry scores international breakthroughs, such as Toho’s “Shin Godzilla,”which has been sold to nearly 100 territories, and the megahit Makoto Shinkai animation “YourName,” which has earned more than $150 million domestically and nearly equaled theoverseas sales total of “Shin Godzilla.”

The festival promises plenty of surprises. Toho admits that it had no idea “Your Name” wouldbecome such a blockbuster.

Lower-than-expected profits at Nippon Steel & Sumitomo Metal and JFE Holdings, already grappling with astronger yen, could ramp up pressure to raise prices for steel products. Spot prices for premiumhard coking coal in Australia, which dominates global exports, this week surged to over $245 atonne. That took the rally so far this year to more than 200 percent, after China moved to cutovercapacity in its mammoth coal sector. Five analysts in the last 30 days have cut theirrecurring profit estimates for Nippon Steel for the year to March 31 by 36 percent on averageand for JFE by 49 percent, according to Thomson Reuters I/B/E/S/. "Their margins will besqueezed in the October-March half as procurement costs of raw materials will rise by about4,000 yen ($38.30) a tonne from a year ago," said Goldman Sachs analyst Shuhei Nakamura.He recently slashed his annual recurring profit estimate for Nippon Steel by 14 percent to 106billion yen and for JFE by 28 percent to 41.8 billion yen, below the companies' forecasts of 130billion yen and 65 billion yen respectively. He added, however, that the estimate is based on anassumption of hard coking coal prices falling to $174 per tonne in January-March from $200 pertonne this quarter. To offset ballooning costs, Nippon Steel is looking for an increase in productprices of 10,000 yen per tonne in total in the second half compared to the year before, PresidentKosei Shindo said on Monday, adding that soaring raw material prices were a key managementconcern. But analysts including SMBC Nikko Securities' Atsushi Yamaguchi think steelmakerscannot pass on the whole burden to customers. "There is excess (steel) supply globally. Steelprices will only rise, pushed by cost, not pulled by demand. Historically, steelmakers lose moneyunder such condition," he said.
