Summary of Board Highlights and Decisions _______________________________________________________________________________________________________________________________

Wednesday, September 12, 2007 Administrative and Corporate Services Committee

Committee meeting date changed The next meeting of the Administrative and Corporate Services Committee was originally scheduled for October 10th. Because this date coincides with the provincial election, the Board approved rescheduling the meeting to Thursday, October 11th at 7:00 p.m.

Use of additional funding to address the accumulated deficit On August 14, 2007 the Ministry of Education announced additional funding for school boards. Subject to any major issues arising throughout the year, the additional grant allocation of $7.1M for 2007-08, will be held in reserve and applied to address the accumulated deficit of $18.4M in 2008/09. Subject to any major issues arising throughout the year, the additional grant announced for 2008-09 estimated at $4.8M plus the increase in the grant base from 2007-08 of $7.1M for a total of $11.9M in 2008/09, will be applied to the accumulated deficit of $18.4M. The $11.9million that will be received in 2009/10 will be held in reserve until the Board can take a look at the needs of the Board and how the monies could be best put to use.

Transportation Services Consortia plan endorsed The Board has approved the existing Student Transportation Services Consortia plan. The plan is being submitted to the Ministry of Education, which is basing the transportation funding formula on the current effectiveness and efficiency reviews, which will only be granted to those Boards who have established an approved transportation consortium. Based on the scoring in the reviews, Boards may receive up to 100 per cent of their current deficit but there is no indication that there will be funding to address equity throughout the province.

Board approves new trust funds The Board has approved the establishment of the following trust funds: Christina Walters Endowment Fund for the Arts (Policy F.F.16), which will be used annually to subsidize and

encourage the exposure of junior division students of Canadian Martyrs Catholic School to the arts, which may include theatre, dance, music, photography, crafts, visual or media arts.

Sister Anita Albert Memorial Fund (Policy F.F.17), which will provide an annual award to an eligible student graduating from Senator O’Connor College School, who is planning to pursue studies in a post-secondary institution in Canada.

Pay It Forward Award (Policy F.F.18), which will provide for an award to be granted annually for the next 10 years to an eligible student graduating from Monsignor Fraser College. The award is intended to assist students in planning post-secondary pursuits.

Enrolment update As of September 11th, TCDSB’s (per pupil count) enrolment was 62,102 elementary students and 29,739 secondary students for a combined total of 91,840. This was an increase of more than 4,000 students from the first day enrolments of September 4th, 2007.

CATEGORY UPGRADING FORM

The following instructions are applicable strictly to Elementary Teachers (members of TECT) and Secondary Teachers (members of (TSU). If you have taken additional courses during the summer or are in the process of taking additional courses this school year and will be completed within this school year, and are also in the process of obtaining an evaluation from QECO, please read carefully the following instructions as to how to apply for a salary adjustment. INSTRUCTIONS: 1. Please print and complete TWO (2) copies of the attached category upgrading form. 2. Please send ONE (1) copy of the category upgrading form via your school

Courier, regular mail, or FAX TO Human Resources, Attention: Elementary Teachers FAX 416-512-3047 or Secondary Teachers FAX 416-512-3048.

3. Retain ONE (1) copy of the category upgrading form for your files, when you have received the Statement of Evaluation from QECO and the explanatory letter, please send copies of these documents together with the category upgrading form via your school courier, regular mail, or FAX to Human Resources, Attention: Elementary Teachers FAX 416-512-3047

or Secondary Teachers FAX 416-512-3048.

NOTE: PLEASE READ CAREFULLY THE DEADLINE DATES ON THE ATTACHED CATEGORY UPGRADE FORM. The category upgrading form must be received in Human Resources by no later than November 30, 2007 in order to receive a retroactive adjustment to your salary to September 1, 2007. To qualify for a retroactive salary adjustment, the QECO statements must be received in Human Resources by no later than March 1, 2008. NO EXTENSIONS WILL BE GRANTED IF RECEIVED AFTER THE INDICATED DEADLINE DATES.

Presented by the Special Services Department A course has been developed for teachers in ME and DD programs in TCDSB. The course will be offered over seven (7) days to TCDSB staff. Preference will be given to staff who are who is currently working with students in ME/DD Programs. Topics: Overview of Multiple Exceptionalities and Developmental Disabilities, program considerations for

ME/DD students, social and behaviour considerations, communication programming, assistive technology, school-community-parent partnerships, professional practice considerations.

SOCIAL JUSTICE EDUCATIONAL STUDY TOUR FOR EDUCATORS in

ZAMBIA

Summer 2008

This study tour will provide an overview of international historical, political and economic issues as they relate to developing countries. Framed in the lens of social justice, participants will examine changing relationships of injustice and exclusion between developed and developing countries by meeting people and communities who are working for social change. The trip will include visits to Jesuit projects in both rural and urban areas, meetings with community leaders, and lectures. A visit to Victoria Falls and/or a game park is included.

Cost - $4,500. Includes: airfare from Toronto, accommodation, most meals, transfers, land transportation, and gratuities.

APPLICATION FOR TEACHING POSITION

Section 23* Teacher (SECONDARY – MATHEMATICS) * Please note that Section 20 has been re-named to Section 23

SECTION 23 CLASSROOM LOCATED AT COVENANT HOUSE This Section 23 classroom is a partnership between the TCDSB and Covenant House. The agency provides crisis intervention services for homeless and runaway youth between the ages of 16 to 21 years. The students in the Section 23 classrooms at Covenant House are referred from the population of youth that are served by Covenant House. These include those who are emotionally distressed, those adversely affected by time spent living on the street (literally), those dealing with literacy and numeracy, physical and mental issues, pregnancy, drug addition, severe behavioural, immigration and refugees issues, those involved with and victims of sexual exploitation, prostitution, violence and the consequences of behaviours necessary for survival on the street. The Covenant House (CH) treatment staff and the 3 TCDSB teachers who are assigned to CH, work together in a multi-disciplinary approach. The teachers deliver individualized classroom instruction offering regular curriculum and high school credits in English, Mathematics and Social Sciences. Currently this posting is for an opening for one year in the Mathematics area with the possibility of the position becoming permanent after a year. The CH treatment staff support the educational staff by managing counselling issues that affect the youth’s ability to maintain the commitment to school, and by offering life skills classes, networking and following up with group homes and other community agencies which may be involved in the care and treatment of the youth. The teachers and treatment staff attend weekly case management meetings with the CH treatment residential and community services to discuss the progress of the students. Information is shared, treatment issues are resolved and discharge plans are updated. Projected PTR is approximately 8:1. The address for Covenant House is 20 Gerrard Street East of Yonge Street. Candidates are required to meet the following criteria:

Certificate of Registration and Qualification (formerly Ontario Teachers Certificate and Ontario Teachers Qualification Record Card)

Minimum of two (2) years of successful qualified teaching experience in secondary special education or alternative programs as of September 1, 2007

Minimum of two (2) years of successful qualified teaching experience in secondary schools Qualifications in Special Education Qualifications in Intermediate/Senior Divisions in Mathematics Positive recommendation from current principal

Preference will be given to candidates with the following: Qualifications in English As A Second Language (ESL) Ability to deliver secondary credits at the applied, academic or essential level Ability to work with youth with various needs, experiences and skills from pre-literacy to Gr. 12. Ability to work with students with behavioural and emotional needs Experience in program development and upgrading/credit completion Ability to provide informal student assessments Ability to liaise with teachers regarding transitioning of students Effective skills in collaboration, communication, organization, and problem solving Ability to work as a member of a multi-disciplinary team and participate in case conferences
