The Daytona State College Chapter was delighted to receive the Learning Resources
Commission exemplary practice award for the “Under One Roof” Practice. The submission

5. CHAPTER POLITICAL ACTIVITIES
Chapter officers write a newsletter which informs Chapter members of the legislative issues in the
Florida Legislature affecting them. They receive the information from AFC and summarize it for the
membership as needed. An example appears below:

members…
This is the final week of fall committee meetings in the Legislature. On Tuesday afternoon, I had the opportunity
to meet with Rep. Ritch Workman (R, Melbourne) who has sponsored HB525, a retirement bill. Although there is
nothing in his bill that affects FCS employees, we wanted to be certain that nothing would be added to it via the
amendment process. Rep. Workman assured us that after last year’s eye opening pushback from educators on
the retirement issue that nothing would come into his bill that would affect our ability to recruit and retain the best
higher education employees. Now, that does mean his position won’t change if there is pressure for generating
revenue or if legislative leadership makes changes at the Council as items moved toward the budget. However,
he did assure me he will contact and work with us if there portends to be any such changes to his bill.
A conference call was held this morning with the FCS Presidents, Business officers, Chancellor Hanna, and Scott
Kittle from the Governor's Budget office. A brief summary of the Governor’s budget proposal follows.
The Governor is recommending:
* level funding for the FCS
* No tuition increase.
* Restoration of non-recurring dollars that were not funded last year
* Restoration of 2 + 2 funding, but the funds will be rolled into the college program fund ($2.758m) with proviso
that states the funds are for STEM programs.
PECO:
* No new construction money for 2012-13
* Revenue Estimating Conference forecasts only $113.0m flowing into the Trust Fund for all delivery systems
* $250M in prior year PECO appropriations cannot be covered with current Bond proceeds.

7. FUNDRAISING ACTIVITIES
Daytona State College Chapter sponsored two fund raising activities:
A. A Mother’s Day Flower Sale raised money for the Book Scholarship Fund. Local businesses provided the
flowers and chocolate candy at a wholesale rate. The Chapter raised $600 for the event. An article
about the even appeared in the July 2012 issue of Current. The announcement for the sale can be
viewed on the following pages.
B. The Chapter raises money to fund the Book Scholarship fund. The fund provides money for AFC
members who are taking postsecondary classes. AFC was able to fund everyone who applied this year.

8. SOCIAL ACTIVITIES
Two social activities were coordinated and sponsored by the DSC Chapter.
A. The first activity was an evening event: a dinner and a play. Members and their families
were encouraged to attend. This event was planned to support the DSC drama and
music students who performed in the musical Urinetown. The flyer advertising the
event and pictures of the dinner and play are on the following pages.
B. The second event was also designed as an opportunity for DSC Chapter members to get
together and support DSC students. Members were urged to attend a doubleheader
DSC women’s and men’s basketball game and enjoy free popcorn. Non-members were
also invited and encouraged to join AFC. The flyer sponsoring the event appears on the
following pages.

The Daytona State Chapter sponsored five community service activities:
A. The first event, Wear Denim Day, was coordinated by Sharon Ielfield, an AFC member and
sponsored by AFC, to benefit Women’s Cancer Programs. The thank you letter from EIF
entertainment is on the following pages.
B. The second event, a Pink Bake Sale, was to benefit the Susan Komen Cancer Fund. A flyer
advertising that event appears on the next page.
C. The third activity was a raffle of pink items in a pink basket to benefit cancer research. A letter
from the coordinator of the event, Sharon Ielfield, is presented on the following pages.
D. The fourth event was a trunk show of jewelry created by a local artist. The artist agreed to
donate 10% of her sales to Second Chance Rescue, an animal rescue organization located in
Bunnell, Florida. The DSC Chapter has sponsored this organization for the last three years. A
flyer about the event appears on the following pages.

The letter below was sent by Sharon Ielfield, coordinator of the event, to announce the winner
of the raffle, thank ASC members for their support, and to announce the amount of funds
raised to help those affected by breast cancer.
As we bring closure to Daytona State “Puts the PINK ON” celebrating Breast Cancer Awareness, I have
been overwhelmed with the support and volunteerism exhibited during this event. Daytona State has not only
opened their pockets with monetary contributions but opened their hearts to truly share the endeavor of raising
awareness.
I particularly want to give a special THANKS to my Regional Campus Coordinators that planned this event and all
the activities along with the Daytona Beach Campus to truly make this a college-wide activity : Daytona Beach -
Charlene Latimer Beverly Gibson and Ashley Robbins, DeLand – Charlotte Wright and Bernice Ruiz-Quiros,
Deltona- Shirley Klein and Victor Ramos, New Smyrna Beach-Edgewater - Lisa Crabtree and Melinda Hamilton,
Flagler/Palm Coast - Audrey Pingshaw and ATC- Linda Sullivan- it was such a pleasure to work with you, kudos to a
phenomenal job.
For those who did not attend the PINK PARTY and have asked about the winners of the PINK BASKETS the winners
were:
Silvia Solar, Barbara Fyock, Diane Hammond and a DSC student attending the New Smyrna Beach-Edgewater
Campus.
It is with great pleasure that I am able to announce that we not only exceeded last year’s fundraiser amount of
$1,400 by a small percentage, but we more than doubled that amount. Our donation to the Lee Denim Day
Foundation is $1,107 and to the Foundation of Florida Hospital for uninsured women of Volusia /Flagler Counties
is $2,070 for a grand total of $3,177.

interaction and communication among members.
A. The Chapter maintains a Chapter Website, which is linked to the Daytona State College

BYLAWS
DAYTONA STATE COLLEGE CHAPTER
ASSOCIATION OF FLORIDA COLLEGES
ARTICLE I
(Name)
The name of this organization is the Daytona State College Chapter of the Association of Florida Colleges. ( AFC)
ARTICLE II
(Mission Statement)
The purposes of this Chapter are to: 1) promote the best possible conditions for professional service; 2) encourage
professional growth; 3) improve communication and cooperation among the public colleges of Florida and other
levels of education; 4) improve communication and cooperation among Administrators, Career Employees, Faculty,
Professionals, and Trustees, and; 5) advocate the interests of public colleges at the local and state level.
ARTICLE III
(Membership)
Membership in this Chapter is open to all full and regular part-time employees of Daytona State College and
retirees of Daytona State College. The Daytona State College Board of Trustees is given automatic membership
and is not required to pay AFC membership dues. Membership runs on an annual basis with the anniversary date
being a year from first payment of the members AFC dues. All members are accorded the right to vote and hold
office.
ARTICLE IV
(Officers)
Section 1. The officers of the chapter are: President, President-Elect, Immediate Past President, Secretary,
Treasurer, and Membership Chair
Section 2. The Immediate Past President shall appoint a Nominating Committee (see Article VIII) to present a slate
of candidates for each chapter office. The ballot shall provide for a write-in vote for each office. All candidates
must have given their permission for their names to have been placed in nomination. The ballots may be sent
electronically.
The officers shall be elected by simple majority of the members who voted. The ballot must be sent to the
members at least two weeks prior to a called meeting in September/October. The committee will count the votes
and publish the list of the new officers.

Section 3. The offices may be filled by any current member of the chapter.
Section 4. The officers will serve for one year, beginning January 1.
Section 5. If the office of the President becomes vacant, the President-Elect will become President for the
remainder of the unexpired term. The Executive Committee will fill other vacancies through appointment.
Section 6. The newly elected officers should attend the annual statewide AFC Leadership Training Seminar.
Section 7. Duties of the Oficers:
A. The President will:
1. Preside at chapter meetings.
2. Represent the chapter.
3. Authorize expenditures and payment of chapter funds.
4. Appoint Standing and Ad Hoc Committee members.
5. Act as liaison between the AFC Executive Committee and the chapter members.
B. The President-Elect will:
1. Assume the office of President at the end of the term of President-Elect.
2. Perform the duties of the President during her/his absence or disability.
3. Perform duties assigned by the President.
C. The Membership Chair will:
1. Maintain a current chapter membership roster.
2. Be responsible for the recruitment and retention of chapter members.
3. Perform duties assigned by the President.
D. The Secretary:
1. Record the minutes of chapter meetings.
2. Maintain the chapter historical file.
E. Treasurer
1. Maintain the chapter treasury.
2. Collect and forward dues as directed by the President to the Tallahassee AFC office.
3. Safeguard and distribute chapter funds as authorized by the President.

4. Present a financial report at each regular meeting.

The Executive Committee consists of President, President-Elect, Immediate Past President, Secretary,
Treasurer, and Membership Chair and they will coordinate chapter activities.
ARTICLE V
(Meetings)
Section 1. The President will call meetings. There shall be at least one meeting per year. September through May.
Section 2. The President or President-Elect may call a special meeting upon written request of at least five
members.
Section 3. All chapter members will be given at least two working day’s notice of an upcoming chapter meeting.
Section 4. Four members (not including the Executive Board) of the chapter in attendance will constitute a
quorum.
Section 5. A simple majority vote of those members present and voting shall constitute a majority for conducting
business.
ARTICLE VI
( AFC Annual Convention)
Section 1. The assembly of delegates to the AFC Annual Conference will be the Daytona State College President,
the Chapter President, President-Elect, Immediate Past President, Membership Chair, Secretary, Treasurer and an
appointed number of delegates.
Section 2. The delegates, with the exception of those who are selected in accordance with Section 1 above, will be
appointed by the Executive Committee. Priority will be given to those who hold State office, followed by those
who have assisted the Chapter the most for that year.
ARTICLE VII
(Commission Representatives)
Section 1. All voting Commission Representatives will be appointed by the President from the pool selected to
attend the State Convention.

Section 1. A Nominating Committee, Chaired by the Immediate Past President, should be composed of at least
one of each chapter member representing the faculty, administration, professionals and career employees for the
purpose of submitting nominations for each chapter office.
Section 2. The Chapter President will appoint other committees, as the membership deems necessary to carry on
the work of the chapter. The President and President-Elect shall be ex-officio members of all committees.

ARTICLE IX
(Parliamentary Authority)
Section 1. The rules contained in the current edition of Robert's Rules of Order, Newly Revised, will govern the
chapter in all cases to which they are applicable, and to which they are not inconsistent with these bylaws or the
AFC Bylaws and Standing Rules, or any special rules or order that the chapter may adopt.
Section 2. These bylaws may be amended at any meeting of the chapter provided the proposed amendment has
been submitted in writing to the Bylaws Committee. This committee will submit the change to the members at
least one week prior to the meeting in which amendments are to be introduced. Adoption will be by simple
majority.
Section 3. These bylaws should be reviewed annually by the chapter membership.

Information
Membership increased from 322 to 342 members. The goal is that half of DSC employees become members.
Campus representatives from the Membership Committee were appointed by Diane: Greg Stone, DeLand; Irene Mojica, Deltona; Erin Scott, ATC and NSB campus; and Theresa Greenbaum, Daytona.
Allie suggested targeting new employees, those hired within the last three years, to join AFC.
Diane suggested a trivia contest from each campus based on Perspective magazine. The officers offered to help her with any ideas she has for recruitment.
Diane asked that we send her any suggestions for movers and shakers on all campuses who can help her with membership recruitment.

CONFERENCE
PREPARATIONS FOR THE CONFERENCE WERE DISCUSSED.
CHARLENE IS SHARING INFORMATION WITH THE LOCAL
CHAPTERS. SHE IS PLANNING CONFERENCE EVENTS AND
ARRANGING MUSIC, PHOTOGRAPHY, LUNCH, DOOR PRIZES,
SPACE, THEME, ICEBREAKERS, TABLE DECORATIONS,
EVALUATIONS, PARTICIPANT BAGS, CATERING, ETC. SHE HAS
DISTRIBUTED SPONSOR LETTERS. ALLIE WILL COORDINATE

TO ATTEND SINCE MAY 11 IS MOTHER’S DAY W EEKEND. IT
