Introduction: Objectives of the SADC ICT Sector• accessible, efficient, reliable, high quality, cost-effective

and fully integrated networks/ systems to meet the diverse requirements and to ensure connectivity to the citizens of the SADC. region and that will ensure the ultimate attainment goals of regional economic integration and poverty alleviation.

• Fully integrated broadband communications infrastructure/networks that will serve the ideals of a single economic space in the SADC region with free movement of goods, services and capital.

• Applications and services that will transform the region into an information and knowledge-based economy.

SSADC Infrastructure vision 2027

SADC Regional Infrastructure Development Master Plan (RIDMP) of August 2012 is the blueprint for Infrastructure development to facilitate regional integration.The ICT Chapter of the RIDMP is referred to as the Digital SADC 2027 which aims to realize the objectives of the SADC ICT Sector.The Short Term Action Plan (STAP) contains 18 ICT projects to be implemented from 2012-2017.Budget of $21.4 Billion.

Some of the constraints highlighted in the Master

Plan include:

• Lack of energy infrastructure

• Cost of international traffic

• Limited regional traffic exchange points

• High transit fees

SADC REGIONAL PROGRAMMES –DIGITAL SADC 2027

Establishment of National & Regional Internet Exchange Points (NIXP) & (RIXP) (Internet bandwidth enhanced and transit cost within the region.SADC Digital Terrestrial Television (DTT) Broadcasting Migration (Promises the Digital dividend to enable the deployment of broadband solutions for rural development).SADC Home and Away Roaming (SHAR) implemented using Roam Like At Home (RLAH) principle with internation romaingtariffs glide path (Cost effective mobile broadband data roaming tariffs implemented in the SADC Region). Post SADC DTT Migration (Usage of digital dividend frequency bands to facilitate rural development).STAP - Regional and National integrated broadband infrastructure project (Facilitate the region becoming an ICT hub).

Importance of ICT Broadband Infrastructure & Services

• SADC Member States have adopted ICT as a key-driving factor (a catalyst) for socio-economic development.

• BROADBAND Infrastructure has been identified as an essential tool that would facilitate both objectives of Regional Integration and Poverty Alleviation.

• ICT is cross-cutting and is the indispensible backbone for increased productivity in other sectors and effeciencies in other infrastructure sectors – ports

• Infrastructure considered the bedrock of economic development;

• A region without regionally integrated infrastructure cannot take off;

The past: SRII Project • SADC Regional Information Infrastructure (SRII) was a regional programme

for developing regional optic fibre links, terrestrial backhauls, backbones access networks and migration to all IP Network.

• SRII Objectives were: National Backbones design and implementation using broadband optic

fibre; Regional interconnection using optic fibre; Global connection using submarine cables; Using similar standards for interconnection and cross connect; Keeping intra SADC Traffic within SADC; SRII feasibility study completed in 1998.

• Phase I of SRII implementation commenced in 2000.• As of August 2012, all SADC Member States were connected to the

submarine cable networks.

The future: SADC Broadband Flagship ProjectSADC Regional and National Integrated Broadband Infrastructure• To ensure that the whole SADC Region has a fully integrated,

redundant, self-healing, resilient core, reliable and robust broadband infrastructure reaching even the rural or under-served areas. Facilitating regional integration for the present and future broadband capacity requirements of SADC citizens and also addressing simultaneously regional interconnections with multiple routes and accessibility to all parts of SADC in a holistic manner.

• Feasibility studies will led to the development of model Policy and Strategic Plan which will include Inter-Regional, Intra-Regional, National (Urban and Rural), User Terminals and M&E Tools including Internet-based GIS platform that is easily accessible to all.

Conclusions • High access charges to International Internet backbone

through submarine landing stations for landlocked and small island SADC Member States

• A need to coordinate a through the SADC National and Regional Integrated Broadband Strategy/Policy

• SADC through CRASA is currently working on developing guidelines on open access to ICT infrastructure

• To compete we need to innovate as a region • SADC IS READY TO PARTNER TO REALISE A DIGITAL
