GLOBAL SUPPORT PROGRAMME DATA SETS & SOURCES: WHAT IS NEEDED? For each relevant financial commitment or allocation made in the reporting period, the UFA requires a minimum set of data grouped as follows: IDENTIFICATION BASIC DATA CLASSIFICATION 1 2 3 Data to identify the reporting entity, such as the name of the activity financed and the identification code, if any. Data specifying the amount and type of funding, recipient country or region, & the status of the activity. Categorization according to Rio Markers, Relevant Activity Codes, and Strategic/Operational Objectives. i Intro Data Getting Started Types of Funding Rio Markers RACs SOs Conclusion 7. GLOBAL SUPPORT PROGRAMME TYPES OF FUNDING: INTRODUCTION Grant Loan (commercial) Loan (concessional) Budget authority Debt swap/relief Basket funding Sectoral support Sovereign wealth fund Payments for Environmental Services (PES) Results based financing Equity Venture capital Remittances Derivatives Blended value products Selecting the type of funding instrument indicates the means in which project funds were acquired. More than one type of instrument can be selected from the following list: Impact investments Microcredit Bonds Insurance Mortgages/guarantees Advance market commitments Other (please specify) i Intro Data Getting Started Types of Funding Rio Markers RACs SOs Conclusion 13. GLOBAL SUPPORT PROGRAMME TYPES OF FUNDING: INTRODUCTION Questions regarding the meaning of a term? All the funding instruments are easily and succinctly defined in the Glossary for UNCCD Reporting, available here: http://www.unccd.int/en/programmes/Reporting-review-and- assessment/Pages/Glossary.aspx i Intro Data Getting Started Types of Funding Rio Markers RACs SOs Conclusion 14. GLOBAL SUPPORT PROGRAMME TYPES OF FUNDING: TIPS Tips on assigning funding types: Check the Glossary for UNCCD Reporting when in doubt about the meaning of a funding instrument. Have all relevant financial documentation prepared for easy reference before beginning the process. More than one funding instrument can be selected for each activity. i Intro Data Getting Started Types of Funding Rio Markers RACs SOs Conclusion 15. GLOBAL SUPPORT PROGRAMME TYPES OF FUNDING: SAMPLE UFA Lets continue to use the example of the sustainable forest management project: We will imagine our project has received sectoral support from the government, as well a international grant from an NGO. In addition, lets say it has been selected as part of a pilot program by an impact investing group. Lets fill this in on the UFA. i Intro Data Getting Started Types of Funding Rio Markers RACs SOs Conclusion 16. GLOBAL SUPPORT PROGRAMME TYPES OF FUNDING: SAMPLE UFA i Intro Data Getting Started Types of Funding Rio Markers RACs SOs Conclusion 17. GLOBAL SUPPORT PROGRAMME TYPES OF FUNDING: SAMPLE UFA Congratulations! Weve completed the section. Lets move on to the Rio Markers. i Intro Data Getting Started Types of Funding Rio Markers RACs SOs Conclusion 18. GLOBAL SUPPORT PROGRAMME RIO MARKERS: INTRODUCTION The Rio Markers indicate the degree of relevance of a given activity in addressing the objectives of a Rio Convention. Rio Markers are descriptive rather than quantitative. They are used for giving an indication of the policy objectives targeted by a given activity, not exact financial quantifications. i Intro Data Getting Started Types of Funding Rio Markers RACs SOs Conclusion 19. GLOBAL SUPPORT PROGRAMME RIO MARKERS: INTRODUCTION The screening of an activity against the objectives of a Convention can result in the following scores: 1: Significant Means that targeting the objectives of the Convention is an important but secondary purpose of the activity (i.e. not one of the principal reasons for undertaking the activity 2: Principal Means that targeting the objectives of the Convention is an explicit objective of the activity and fundamental in its design (i.e. the activity would not have been undertaken without this objective 3: Action Programme/AP-related: For desertification only. Means that the activity was undertaken to combat desertification/land degradation as a principal objective and in support of an action programme (NAP, SRAP or RAP) to implement the UNCCD 0: Not targeted Means that the activity is found not to be targeted to the Convention. It is important to note that only the UNCCD has a dedicated marker for activities that specifically refer to the UNCCD process and/or support a national or (sub)regional action programme. To qualify for a score principal, significant, or AP-related, the objective has to be explicitly promoted in project documentation. i Intro Data Getting Started Types of Funding Rio Markers RACs SOs Conclusion 20. GLOBAL SUPPORT PROGRAMME RIO MARKERS: TIPS Tips on Assigning Rio Markers: Activities should be marked according to their stated objectives. An activity that undertakes or facilitates mainstreaming can qualify for the principal score. Only one score can be selected for each activity for each Convention. However, the same activity can qualify for more than one Conventions marker. i Intro Data Getting Started Types of Funding Rio Markers RACs SOs Conclusion 21. GLOBAL SUPPORT PROGRAMME RIO MARKERS: SAMPLE UFA Consider our example of the sustainable forest management project: Our project aims to contribute to biodiversity conservation, capture carbon (climate change mitigation) and reducing climate risk (climate change adaptation). In drylands, such a project would also help to combat desertification. Lets fill this in on the UFA. i Intro Data Getting Started Types of Funding Rio Markers RACs SOs Conclusion 22. GLOBAL SUPPORT PROGRAMME RIO MARKERS: SAMPLE UFA i Intro Data Getting Started Types of Funding Rio Markers RACs SOs Conclusion 23. GLOBAL SUPPORT PROGRAMME RIO MARKERS: SAMPLE UFA Congratulations! Weve completed the section. Lets move on to the Relevant Activity Codes. i Intro Data Getting Started Types of Funding Rio Markers RACs SOs Conclusion 24. GLOBAL SUPPORT PROGRAMME RELEVANT ACTIVITY CODES (RACs): INTRODUCTION The Relevant Activity Codes (RACs) indicate categories of measures that are typically put in place to combat desertification, land degradation and drought. The current version of the RACs includes twenty-five codes clustered under four main areas: Knowledge Management Enabling Activities Land Degradation Prevention Restoration and Recovery i Intro Data Getting Started Types of Funding Rio Markers RACs SOs Conclusion 25. GLOBAL SUPPORT PROGRAMME RELEVANT ACTIVITY CODES: INTRODUCTION Enabling Activities 1. Capacity building 2. Governance and institutions 3. Policies, strategies and regulations 4. Economic valuation of land use/change options 5. Incentives and market-based mechanisms 6. Resource mobilization 7. Development assistance Knowledge Management 1. Research 2. Information campaigns 3. Advocacy/Mainstreaming 4. Natural capital accounting 5. Land degradation monitoring 6. Reporting Land Degradation Prevention 1. Adaptation to climate change 2. Natural resource conservation 3. Enhancing ecosystem resilience 4. Sustainable land & natural resource management 5. Sustainable production 6. Sustainable consumption Restoration & Recovery 1. Afforestation/reforestation for carbon sequestration 2. Ecosystem rehabilitation 3. Infrastructure reconstruction/rehabilitation 4. Land restoration/reclamation 5. Emergency response 6. Relocation/rescue/relief operations i Intro Data Getting Started Types of Funding Rio Markers RACs SOs Conclusion 26.
