    We are local government, development organizations and displaced communities leaders who felt that we've got problems and solutionsthat are intertwined and interrelated to each other. We all dream to have a peaceful and harmonious communities in a

    constant dialogue of peace and for development.

    Day 1/July 22, 2009The conference started at 2 p.m. with Muslim and Christian prayer and introduction ofparticipants and of the organizers of this conference.

    James Abdul, program manager of Act for Peace Programme welcome all participants andshared his insights of the sad plight of the internally displaced persons (IDPs) and how tostrategize the response for their needs.He also introduced Act for Peace Programme as a support for the GRP-MNLF peace process.But this is not exclusive for MNLF rather inclusive for Mindanawans. Its purpose is tostrengthen peace and development specially that we are looking into the prevention ofdisplacement of communities.

    He said this is the first time that Lanao del Sur and Lanao del Norte constituents are gatheredwith partners from civil society and representatives of the armed forces of the country . Hehoped that the 2-day conference will result to the crafting of unified or common processes andplans that will help improve of lives of conflict-affected communities.

    Prof . Malou Nanaman of MSU-IIT and Ms. Kerstin Proebstel, German volunteer to IPDMtalked about international guiding principles for the protection and welfare of IDPs.Proebstel delved about the lives of internally displaced communities in Lanao, with adisturbing situation that jeopardized the security and lives as well as properties of innocentcivilians specially women and children.The leading causes of displacement in our country are armed conflict, human induced natural

    disasters, clan wars (rido), demolition and other forms of violence.Recent data in Mindanao pointed that there we have reached an alarming figure of 600,000of IDPs in 2008.Proebstel pointed that even with forced evacuation at hand, the civilians normal lives aredisrupted because of destruction of homes, schools, places of worship and of farmlands. Thereare also those who took advantage of conflict situations by looting the properties left bybakwits. Their movements are also restricted.At evacuation centers, bakwits survival are threatened with food and water shortages,unsanitary evacuation sites due to overcrowding, and lack or absence of alternate livelihood.All of them are tremendously traumatized.Nanaman also relate the lives of the bakwits within the context of the United Nations Guiding

    Principles for the Internally Displaced. She emphasized the right of the IDPs for protection,for social services and assistance in times of displacement. (Please see Annex 1- UNGPIDPowerpoint presentation and Annex 1-a Text copy of UNGPID)Nanaman emphasized that rights should be impartial and non-discriminatory. Reliefsupports should not be diverted for a political or military reasons; that assistance is primaryduty and responsibility of national authorities.; and that international humanitarianorganizations and other appropriate actors have the right to offer their services in support ofthe internally displaced.Nanaman also raised the National Framework upon which the assistance and support for

    IDPs leaned for enforcement.1. Prevent displacement and minimize its adverse effects;2. Raise national awareness of the problem;3. Data Collection;4. Trainings on the rights of the IDPs;5. Create a national legal framework;6. Develop a national policy on internal displacement;7. Designate an institutional focal points for IDPs;8. Encourage national human rights institutions to integrate IDPs concern into theirwork;9. Ensure the participation of IDPs in decision making;10. Support durable solutions;11. Allocate adequate resources to address the problem;

    12. Cooperate with the international community.

    Workshop 1:After the lecture, a workshop followed where participants were divided into groups in

    accordance to their affiliations either as local government officials, bakwits, as civil societyand as members of the donors/funding institutions.It was facilitated by Prof. Saturnina Rodil of MSU-IIT and IPDM.Each group assumed interchanged/switched roles: government employees become fundinginstitution, civil society become government officials; government officials become bakwitsand government officials becomes bakwit.Bearing switched roles, they assumed the responsibility to answer the following questions: a.what are your three major problems; b.) what are your proposed solution to these problems.Below is the result of the workshop:

    Workshop 2:The participants were divided into five groups. They were asked to map the conflicts and risksin their respective areas; kinds of conflicts and risks; and to identify possible evacuation sites.They were also asked to name the resources in the communities that could help evacuees; theissues of the host communities and issues of bakwits. After identifying all these concerns,they were also asked to relate these problems under the UNGPID; what could happen insidetheir respective communities under conflict situation and what are the capacities of the

    communities to respond to these crises. (Can also be seen in Folder Workshop 1)
