Designed by legendary Esto- nian-Canadian architect Uno Prii, it’s a distinctive sight in the north Annex, with its flared base and huge pattern of oversized diamond mo- tifs sweeping across the north and south faces from the second to the sixth floors. Now, on what was a big above- ground parking lot south of 100 Spadina, Wengler has broken from his company’s strategy of running, but never building, rental buildings by developing a new one from scratch. It’s called Annex Terraces, which will see its first tenants move in next week. Among the inaugural tenants is Jim Dinning, a 26-year-old lawyer sitting across the table. Dinning once lived in the Annex and loved it. Lately he’s been renting a one-bed- room in a waterfront condo. “I’m two years out of law school with student debts so I don’t want to buy something and be cash-poor for years,” says Dinning, who will be paying $1,750 a month for his 754- square-foot, one-bedroom-plus den unit at Annex Terraces. “This building is in the area where I want to live, and will have most of the important qualities of living in a condo so I don’t feel like I’m taking a step backwards. Annex Terraces, with 91 units, of- fers high-quality features, but they include laminate countertops rath- er than granite, a shared 24/7 laun- dry room rather than ensuite appli- ances and none of the more whim- sical extras offered by some condos. “Sure, my condo has a three-hole miniature golf course,” says Din- ning, “but I’ve never seen a single person use it. In condos, people don’t use a lot of this kind of stuff but they’re paying for it.” Luxury or low-rent, there’s been little in the way of rental accommo- dation built since the mid-’90s, when Premier Mike Harris’s gov- ernment cancelled existing and fu- ture social housing, gutted rent controls and created an environ- ment that encouraged private de- velopment of condominiums while discouraging the rental market. Wengler’s Park Property Manage- ment is unusual today because it’s always been committed to manag- ing rental properties. Its portfolio includes 8,000 units in 65 buildings in the GTA and a few southern On- tario cities, all of them middle-mar- ket, like 100 Spadina, or slightly higher end and priced just under condo rentals. “We believe in keeping buildings for many decades and reaping the benefits of steady rental income,” says the 48-year-old Wengler, a trim, clean-shaven man with a soft German accent. “We never sell any- thing and we try to avoid the ex- treme ups and downs. High-end luxury stuff, whether condo or rental, is the most susceptible when the economy goes down. We don’t want to be there.” A mining engineer by trade, Wen- gler had just finished an MBA 10 years ago and was looking for a new challenge when by chance he talked to an old friend of his father’s who was then president of Park Proper- ty Management. The man, who was ill with cancer, recommended Wengler as his replacement. So why would a company that doesn’t develop properties invest in a new rental building? The answer was 100 Spadina’s under-used parking lot. “The only reason we could do it was that we already owned the land so it was free,” says Wengler. “Oth- erwise it would have been econom- ically impossible.” Wengler was determined to avoid disputes that would require taking the project to the Ontario Munici- pal Board for arbitration, but that meant long periods of negotiation with property owners in the com- munity. Faced with neighbourhood concerns, what had been originally conceived as an eight-storey rect- angular box (simple and cost effec- tive) became a tiered complex (with French balconies and private pati- os), which blends nicely into the neighbourhood, yet complements the decorative touches of its sister, the modernist tower at 100 Spadina that was designated a heritage building by the city. It was designed by Quadrangle Ar- chitects Ltd, whose founder, Les Klein, says, “Buildings are often driven by circumstances. This one is especially interesting and com- plex.” Wengler, who studies demograph- ic trends, says that he expects a sig- nificant number of future renters for Annex Terraces will be retiring baby boomers whose homes are too big. Many will want to stay in their familiar neighborhoods and have their savings fluid rather than tied up in home ownership. One of the conditions of the site plan agreement is that Annex Ter- races remain a rental property for at least 20 years. “We have abso- lutely no problem with that,” says Wengler. “As long as we own it, it’ll remain a rental building forever.” David Hayes is an author and award- winning feature writer who has been a renter most of his life.
