On behalf of the Dauphin County Bar Association I would like to wish you all a Happy New Year! It is with mixed emotions that I compose my last monthly President’s message. There is a sense of relief knowing that there will no monthly deadline that I must meet as the end of January approaches. No more reminder emails from Bridgette interrupting my procrastination. There is also a slight sense of sadness knowing that my year as President is coming to an end. This opportunity has provided me with greater insight in what the Association accomplishes. Based on advice of past-president’s, I made an effort to attend as many section and committee meetings as possible. I learned the various and sometimes subtle ways our members benefit the Central PA community. I realized how passionate our members are for the causes in which they believe. I will make one final request before I sign off and that is to ask all of you to re-solve to increase your involvement with our association. Take on an extra pro bono client, attend a few more events (Bench Bar in Bedford Springs!) or en-courage a new attorney to participate. You are our strength, help us succeed. I wish you all the best in 2017 and I look forward to passing the gavel to our new President, Matthew Haar. I hope to see you January 25 at the Annual Meeting.

ANOTHER SAMPLE OF YOUR PRO BONO SUCCESS – NEW PRO BONO DRIVER’S LICENSE
RESTORATION INTAKE CLINIC Much like a criminal record, the lack of a valid driver’s license can be a signifi-cant roadblock to employment. Yet, some job applicants may qualify for a lim-ited license or have other viable options to help them get back on the road to a brighter future. Dauphin County Bar Associa-tion’s successful Pro Bono Expungement Clinics served as a model for a new Pro Bo-no Driver’s License Restora-tion Intake Clinic led by DCBA Board President Edward F. Spreha, Jr. on December 1, 2016. The Driver’s License Restora-tion Intake Clinic was a histo-ry-making event, as no one in Pennsylvania (that we know of!) has offered a clinic like
this before. Thus, in many ways, we were on our own in designing the Clinic. In October, Ed taught a one-hour CLE on the topic that was free for attorneys willing to assist with the Intake Clinic or represent clients afterwards. Attorneys unable to attend were able to view a video of the training. We also had greater than expected interest in the Clinics with over 50 potential clients registered for the Clinic. Thus, instead of turning some people away, we recruited more pro bono attorneys and DCBA members eagerly responded to the call. On December 1, the Intake Clinic began with Ed reviewing the law and proce-dures with 14
pro bono attorneys. Then, after a brief overview of the law with the 47 attendees, pro bono attorneys met individually with appli-cants to review possible options. Ed supervised the pro bono at-torneys. MidPenn Legal Services is reviewing the intake information and will assign pro bono attorneys to participants who have possible legal options. We are also gathering survey feedback which will help us improve as we plan for the next Pro Bono Driver’s License Restoration Intake Clinic in 2017. PA SUPREME COURT INSTITUTES NEW CONTINUING EDUCATION
REQUIREMENTS FOR JUDGES AND JUSTICES
HARRISBURG — The Pennsylvania Supreme Court has adopted continuing judicial education requirements for judges serving the Supreme, Commonwealth and Superior courts, as well as the Courts of Common Pleas, the Philadelphia Municipal Court and certified senior judges of each. “Continuing judicial education in Pennsylvania has been on-going and is rich in its history and tradition,” said Chief Justice of Pennsylvania Thomas G. Saylor. “However, we had no formalized process to track attendance by judges covered under this order, or to ensure that we are meeting their diverse educational needs. “A well-educated judiciary is essential to the fair and impartial administration of justice. With this order, we
institutionalize our shared commitment to the highest professional standard by requiring judges to stay abreast of changes in law, procedure, behavioral science, technological advancement and legal circumstances unique to this Commonwealth.” Beginning Jan. 1, 2017, jurists will be required to earn each year a minimum of three hours of continuing education in judicial ethics and nine hours in judicial practice and related areas. The order also establishes a Board of Judges comprised of judges from courts impacted by the new policy, among others, and will reflect the diversity of Pennsylvania’s judiciary, including court size and divisional assignment. The Board, whose members will not be compensated, will make accreditation decisions, grant waivers and deferrals and hear non-compliance appeals. Judges found to be non-compliant will be notified and afforded the opportunity to earn the required hours. After this grace period, judges who remain non-compliant will be referred to the Judicial Conduct Board for its consideration. The new requirements have been under consideration for the past year and were crafted after a review of other states’ judicial education practices with input from legal scholars, judges and education specialists. The processes and protocols associated with administering the new CJE requirements are included in a Supreme Court order. Existing continuing education requirements for magisterial district judges are included in Title 42 of Pennsylvania Statutes and the Pennsylvania Supreme Court’s Rules of Judicial Administration.
