IN NEWS India Dropped from Chabahar Rail Project

What is the present fact?

Iran has decided to proceed with the Chabahar rail line construction on its own, citing delays from the Indian

side in beginning and funding the project.

Iran has inaugurated the track-laying process for the 628 km Chabahar-Zahedan rail line, which will be extended to Zaranj across the border in Afghanistan.

The entire project would be completed by March 2022 and Iranian Railways will use approximately USD 400 million from the Iranian National Development Fund by way of trilateral agreement

Then, we have to discuss about Trilateral Agreement,

o In May 2016, India, Iran and Afghanistan signed the trilateral agreement which entailed the establishment of Transit and Transport Corridor among the three countries using Chabahar port in Iran as one of the regional hubs for sea transportation.

o The agreement was signed in the presence of Prime Minister Narendra Modi, President Hassan Rouhani of Iran and the Afghan President Ashraf Ghani in Tehran.

o The purpose of the agreement is to facilitate seamless transport of goods between India and Afghanistan via the Chabahar port that is strategically located in the South East of Iran.

o Construction of a rail line from Chabahar port to Zahedan, along the border with Afghanistan as an alternate trade route to Afghanistan and Central Asia, was also a part of it.

The Chabahar port is being considered a gateway to golden opportunities for trade by the three countries with other Central Asian countries in the wake of Pakistan denying transit access to India.

What are the main reasons for dropping?

1. Despite several site visits by IRCON engineers and preparations by Iranian railways, India never began the work, worrying that it could attract sanctions by the USA.

2. India has already zeroed out its oil imports from Iran due to USA sanctions.

3. The USA had provided a sanctions waiver for the Chabahar port and the rail line but it was difficult

to find equipment suppliers and partners due to worries of being targeted by the USA.

4. Another reason could be the ‘Comprehensive Plan for Cooperation between Iran and China’ which is a 25-year and USD 400 billion strategic partnership deal.

5. Both nations are close to finalising the deal, which will include Chinese involvement in Chabahar’s

duty-free zone, an oil refinery nearby and possibly a larger role in Chabahar port as well.

6. Iran proposed a tie-up between the Chinese-run Pakistani port at Gwadar and Chabahar in 2019 and offered interests to China in the Bandar-e-Jask port 350 km away from Chabahar, as well as in the Chabahar duty-free zone.

World Youth Skills Day is observed on 15 July every year. The day is aimed to

recognize the importance of equipping young people across the world with skills

The United Arab Emirates (UAE) Mars Mission or ‘Hope’ is scheduled for launch on 16th July,

2020. It is one of three missions launching to Mars this month. The USA and China, both

have surface rovers in the late stages of preparation.

The India Army is set to place a repeat order for Spike-LR (Long Range) Anti-Tank Guided

Missiles (ATGM) from Israel as part of emergency procurement. The decision comes in the

backdrop of continuing tensions on the Line of Actual Control (LAC) with China.

The Defence Research and Development Organisation (DRDO) has developed P7 Heavy Drop

System that is capable of para dropping military stores up to 7-ton weight class from IL 76

aircraft.

Prime Minister Narendra Modi delivered a video address on World Youth Skill Day on July

15, 2020. The day has marked the fifth anniversary of the launch of Skill India Mission.

The United Kingdom has imposed a ban on its telecom companies from sourcing

5G equipment from Chinese telecom company Huawei. The announcement was

made by UK’s Digital Secretary Oliver Dowden after a meeting chaired by UK Prime

Minister Boris Johnson.
