Review of Proposals

Six proposals were submitted by the designated deadline from the following vendors: Apex,

Edgenuity, Edmentum, Grade Results, Nearpod and Odysseyware. A district review team was

assembled to evaluate each proposal according to established criteria. The review team included two

credit recovery teachers, two curriculum advisors, three counselors, two principals, the special services

director, a network specialist from the technology department, the director of data management, and

the technology director. The review team completed their review of proposals and Edgenuity received

the highest score according to established criteria (see Appendix C).

Technology Integration

Our network specialist from the technology department visited with technical support specialists with

Edgenuity. He indicated that Edgenuity reports they can connect directly to Powerschool and pull in

the data for students and classes which is the most cost-effective approach for implementation. Based

on his research our network specialist concluded that Edgenuity is by far the best product from a

technology department perspective. The other vendors didn’t offer a practical way to automatically

sync the data without a lot of costly developmental work on our side.

Proposed Usage

Edgenuity is currently used in several large districts across Missouri and could be used for multiple

purposes in the St. Joseph School District. Adoption of this online learning platform opens several

doors to 21st century learning.

Listed below are some of the proposed uses at Benton, Central, and Lafayette:

Anticipated Benefits Adopting a more robust online learning platform brings many benefits for students in grades 9-12.

Below are just a few of the many anticipated benefits of adopting Edgenuity as an online learning

platform.

Online learning is an important wrap-around service for students who receive homebound

instruction or experience intense anxiety in a school setting.

Online learning helps keep students enrolled and on track for graduation who suffer from anxiety

who instead opt for homeschooling.

Edgenuity is easily adapted to match our learning standards by teaching staff and can be used to

support students when they take vacation during the fall or spring semesters.

Edgenuity has four distinct levels for each course from remedial to honors.

Edgenuity opens the door to blended learning opportunities and would replace the need for

MOVIP.

Edgenuity would likely have a positive impact on high school attendance since completion of

virtual courses can be counted as 94% attendance per DESE guidelines.

50/50 Grant for FACS Program The application for a 50/50 grant is included in Appendix E. If approved, this grant would provide two

RealCare Baby® 3 infant simulator kits (approximately 20 simulators) for use at the high school level.

The curriculum advisor for the 9-12 FACS department included $10,000 in her FY18 budget for the

child development program.

Timeline of Grant Applications & Funding Requests

Enhancement Grant – Submitted to DESE on 2/6/17

o Revised submission to DESE totaled $263,380.54 for CTE supplies

o Cost to the district after 75% reimbursement would have been $74,582.64

o Grant submission denied by DESE citing application error as the reason

o District decides to pursue a 50/50 grant = not to exceed $120,000 for CTE supplies

The annual license for Odysseyware ($28,875) was not renewed

o RFP for a virtual learning platform was posted online on 4/7/17

Request for Proposal

Online Curriculum & Support Services for

Regular Instruction-Credit Recovery

Grades 9-12

1 INTRODUCTION:

The St. Joseph School District (SJSD) is seeking proposals from potential qualified

service providers that would demonstrate to the SJSD that their firms would be

“qualified” and competent to provide the services listed in this Request for Proposal

(RFP).

To be considered “qualified,” firms must be independent and demonstrate the product

offerings and experience necessary to perform, at a minimum, the services listed in this

RFP. It is the expectation of SJSD that Online Curriculum & Support Services shall

be provided in a manner consistent with the prevailing accepted industry standard for

similar services and with respect to projects of comparable function, enrollment, size

and in keeping with the applicable standards and regulations published for the state of

Missouri in effect during the contract period of performance of said services.

Purpose & General Scope:

The St. Joseph School District is issuing this request for proposal (“RFP”) to

solicit sealed responses from qualified vendors/service providers to establish and

select one entity through competitive negotiations for the provision of services as

Online Curriculum & Support (grades 9-12).

It is the SJSD’s intent to select a qualified vendor to provide services within a proposal

that meets the following basic criteria –

Initial period of contract:

It is the intent of the SJSD to sign a one (1) year contract with an option to renew for up to

three one-year extensions upon the mutual agreement between the SJSD and the service

provider selected. All rates/pricing provided in the submitter’s response shall be fixed for

the first three years and considered for these purposes the “initial term”. Subsequent to this,

pricing will be considered open (subject to caps) for negotiation and any subsequent contract

extensions or renewals.

2 SCOPE OF SERVICES REQUESTED:

Comprehensive to industry and grades 9-12 needs & standards.

3 INSTRUCTIONS AND CONDITIONS FOR SUBMITTING PROPOSALS:

In connection with this RFP, interested firms should limit their contact with the SJSD by

communicating with Roy Lashbrook at [email protected] regarding this

RFP.

Contact with persons other than Mr. Lashbrook regarding this RFP may be grounds for

elimination from the selection process.

4 RFP SUBMISSION:

All responses to this RFP must be received by the SJSD Business Office – 925 Felix, St.

Joseph, MO 64501 on or before noon, Friday April, 21st 2017. Responses may be hand

delivered to the SJSD Business Office at the address above via courier or company

representative. All other forms of delivery should be via USPS or package service. (Delivery by

telephone facsimile will not be accepted). All proposals should be mailed in an envelope or

package clearly marked “RFP Online Curriculum & Support Services”. Proposals will be

opened immediately and the review process started after the closing deadline.

5 RESPONSE FORMAT & CONTENT:

The detailed requirements set forth below are mandatory. Failure to respond to a specific

requirement may result in disqualification. All proposals will have a minimum 12 pitch font

size. All text sheets in the proposal must be numbered.

5.1 Interested firms must submit one original and (3) copies of their response (4 total

documents) and a PDF copy submitted via e-mail to the contact address above.

5.2 Pricing should be submitted in a form and structure that is reasonable and

customary for the submitter to provide. Variable and ancillary expense categories

or cost-adder services should be identified by the submitter and pricing provided

as available and practical.

6 SCHEDULE OF EVENTS:

The SJSD intends to use the following schedule of events for issuance of and response to this

Request for Proposal:

7 AWARDS AND EVALUATION PROCESS:

7.1 The contents of the proposals of the successful firm shall become contractual

obligations if procurement ensues. In the event of any conflict in the terms and/or

conditions of this RFP and any subsequent contract resulting from this RFP, then the

terms and conditions of this RFP shall take precedence. Failure to accept these

obligations in a contractual agreement would result in cancellation of the award.

7.2 Evaluation Criteria:

All proposals will be reviewed by a designated committee.

7.2.1 Knowledge of core curriculum needs, ease of access, usage and report data

7.2.2 Cost (simplicity – application – structure – value)

7.2.3 Approach and documented abilities to providing services

7.2.4 The review committee will determine the relative importance of each category and

evaluate each submission to the same scale.

7.2.5 The decision/award will be made based on what is in the best interests of SJSD, its

faculty/staff & students.

8 STANDARD TERMS AND CONDITIONS:

8.1 Proposal Costs Incurred:

The SJSD is not liable for any costs, incurred by firms responding to the RFP.

8.2 Proprietary Information:

The firms are hereby notified that information submitted will be handled in accordance

with applicable laws, regulations, and policies of the SJSD.

8.3 Non-Collusion:

In regards to this RFP and any conduct and/or communication relative to the process all

submitters must stipulate and abide by standard non-collusion parameters as set forth in

SJSD policy which can be found on the SJSD website.

9 PUBLIC AVAILABILTIY TO RFP RECORDS:

Copies of the proposals will be available for public inspection (after award has been made)

under supervision of the SJSD Business Office and the receipt of a valid Sunshine Request for

records through the Superintendent’s Office.

10 DEVIATIONS AND EXCEPTIONS:

Deviations and exceptions from the terms, conditions, or specifications shall be described fully

on the firm’s letterhead. In the absence of such statement, the proposals shall be accepted as

in strict compliance with all terms, conditions, and specifications.

11 OTHER TERMS AND CONDITIONS

The SJSD reserves the right to reject any or all proposals or to cancel this solicitation at

any time.

The SJSD reserves the right to waive minor technicalities in this RFP and/or submittals.
