The Governor and CDOT Director are planning to attend to present their vision for cycling in Colorado. Mark Fenton, a national Active Transportation Consultant and PBS Host will give the keynote speech and conduct a walking audit. Registration is required (see handout) e. Staff has been engaged in ongoing outreach for the Laramie Foothills Bison reintroduction project at Soapstone Natural Area and Red Mountain Open Space. A public tour will be held on 11/1, it filled up quickly with over 400 citizens planning to attend. f. New river gauges were installed along the Poudre River Trail at the County Road 13 bridge (near Windsor) and the McMurry bridge in Fort Collins (see photos). The gauges allow Poudre River Trail users to instantly measure flow and highlight the importance of flow for environmental, municipal and agricultural purposes. Larimer County served as the fiscal agent for this project and participates in the Poudre Runs Through It, the organization responsible for coordinating the project. g. A new segment of the Poudre River Trail is built. Larimer County partnered with the Town of Timnath to build a 0.6-mile segment of trail from the Wal-Mart east of I-25 to Stonefly Court. This section of trail utilizes the underpasses at Harmony Road and County Road 5. A grand opening will be scheduled for spring/summer 2015. h. The new Restoration Ecologist, Danielle Levine, joined the department. Danielle brings a wealth of experience from her previous work for Boulder County Parks and Open Space. i. a. Larimer County and partners have been recommended for funding through the GOCO Inspire initiative.

The recommendation will go to the full GOCO Board on 10/22.

b. Kerri will present the Mountain to Plains project lessons learned at the GOCO Board meeting on 10/22 to

inform their upcoming ”Protect” initiative applications. Currently looking at partnership applications with

Fort Collins and Loveland.

c. Twelve applications were submitted for the Small Grants for Community Partnering program requesting

over $20,000. The committee is currently doing site visits.

d. The NOCO Bike and Walk Conference is scheduled for November 5th at the University of Northern

a. Kerri - Donations to the Friends of Larimer County Parks and Open Lands can now be made whenever a

Larimer County camping reservation is being processed at larimercamping.com or reserveamerica.com.

The money collected will be given directly to "Friends" to help with specific needs of our parks and open

spaces. So please pass the word of this great opportunity to donate to such a worthy cause.

b. Meegan - Bison Welcome Home ceremony will be Sunday, November 1, with events during the day. You

will need to RSVP if you wish to attend the bus tour portion of the day. You may do so at

naturetracker.fcgov.com, or contact Meegan Flenniken at [email protected]. She has a few spots

saved for us. See invitation for details. There will be a close in portion of the ceremony at the Foothills

campus and then the bus ride. Private vehicles are not allowed. Teddy reminded the Board that all proceeds

from the sales of Prairie Thunder Imperial Brown Ale at Pateros Creek Brewery, 242 N. College Ave

support the bison project.

c. The annual Regional Open Space Boards meeting will be November 18 at 5:00 PM in the Cherry Room of

the Chilson Center in Loveland this year. RSVP’s are due to Sandy by November 9.

d. Visitor Services Manager position interviews were delayed due to some applicant schedule conflicts. This

position oversees our District Managers, including Chris and Travis.

e. Many staff and Dave Marvin from OLAB attended the annual COSA conference in Snowmass 9/14-16.

There were almost 250 in attendance. Dave added that he found it most educational and his biggest take

away was the tremendous passion the people have for what they do.

f. Nature’s Harvest Fest was 9/12 at Gardens on Spring Creek. It is the first year of this combined event of

the Birding Fair and the Harvest Festival. Over 1,200 people attended.

Carl Sorrentino commented that the first birding fair at Fossil Creek Reservoir was exactly 10 years

ago today. He shared his remorse that it has been swallowed up by a more commercial event, and that it

isn’t explicitly free, even to kids. While he understands the need to change the festival to attract

crowds, he made a specific request to staff that the activity at our booth be nature related. This year it

was building a paper kazoo and a paper tambourine.

g. The National Association of Telecommunications Officers and Advisors (NATOA) selected Larimer

County’s “Our Open Space Story’ video as the national NATOA award. Over 300 cities and counties from

around the country submitted to this competition. The video was the hand drawn sketch by Karina Mullen,

videoed by Cable 14, and scripted by former employee Rob Novak. We will do a presentation with the

Commissioners when the award arrives.

h. The Colorado Water Conservation Board met on 9/17 to award grants. Our request of $178,500 to pilot the

Alternative Transfer Mechanism for irrigated farmland and water projects.

i. We submitted a GOCO open space grant. A final decision will be made December 10. A tour of the

related property may be available in October.

j. Our Volunteer Program (thanks to Pam Mayhew) received almost $3,000 from Comcast as part of

Comcast Cares day. In addition they participated in some volunteer trail building and a kids hike!

k. The Big Thompson Recreation and Conservation Assessment was adopted by the Planning Commission on

September 16. This was the last required adoption.

l. We passed on to you a public resiliency survey that will assist the county in a variety of planning efforts

surrounding emergency services and hazard mitigation. If you haven’t taken it yet, click below:

p. On August 19 Charlie closed on the Deter’s Trail easement, a short but important link to the Poudre River

Trail project.

q. Carl and Teddy shared that the birding tour on the Three Bells Conservation Easement was a great success.

Charlie added that the work we have done to remove the Russian Olives is incredible and a positive change

to the character of the corridor and river.

r. Sandy reported there were 11 applicants for Small Grants for Community Partnering and she distributed the

applications to the committee (Carl, Mary & Dave.) Zac will follow up with score sheets next week.

5. REVIEW AND APPROVAL OF LAST MEETING MINUTES

Motion by Carl Sorrentino and second by Mary Banken to approve the July 23, 2015 meeting minutes as

submitted in this month’s packet. Motion carried unanimously.

6. DISCUSSION & UPDATES

a. Communications planning – Teddy

Presentation is included with minutes.

Board Feedback –

• There isn’t enough about promoting conservation. Teddy agreed and will incorporate as he

continues to work on the plan.

b. 20th anniversary of the County’s Open Lands Program and Help Preserve Open Spaces tax dollars is in

2016. Teddy introduced ideas in the works to celebrate.

Board Feedback –

• Every survey of citizens puts conservation at the top of why they support the open space tax.

Include things that have been accomplished in the conservation area, and/or how we have leveraged

other conservation efforts.

• More messaging about the benefits of nature, especially with kids…

• The logo is not accurate, as the 20 years is about the tax not open space in general. Teddy

responded we are trying to get beyond the nuts and bolts of the tax, and more into the values

obtained from it, and we will keep working on it.

c. Open Lands Board By-Laws

For the benefit of new board members, Kerri recapped that we updated our 2008 bylaws and the Board

approved and adopted those changes at the June meeting. At that meeting the Board also had more

suggestions, which Sandy is presenting to the Board tonight.

Discussion –

Regarding --VI. MEETINGS--the County Attorney advised us that a member of a public body may

appear by telephone, she asks that this occur as a matter of necessity and not as a matter of routine.

That is not in the bylaws, and would be up to the department to enforce if it becomes a problem.

The Colorado Open Meetings law defines a meeting as "any kind of gathering, convened to discuss

public business, in person, by telephone, electronically, or by other means of communication." The

Board discussed the use of “electronic” in the context and agreed that it refers to more of a webinar

type format that anyone could attend and participate.

Sandy summarized that everyone (board members, staff and public attendees) need to be able to hold a

discussion and have access to any materials being presented.

7. ACTION ITEMS

a. Open Lands Advisory Board By-laws update and adoption

Motion by Gerry and second by Mary Banken to adopt the Open Lands Advisory Board Bylaws as

presented on 9/24/15. Motion carried unanimously.

b. Seven Spruces CE Final Review

Motion by Gerry Horak to recommend to the Board of County of Commissioners that we accept the

conservation easement on the piece of property known as Seven Spruces from Legacy Land Trust.

Second by Paul Alaback. Motion carried unanimously.

8. EXECUTIVE SESSION -- 6:05 p.m. -- Pursuant to C.R.S. 24-6- 402 (4)(a) for discussion regarding the purchase,

acquisition, lease, transfer, or sale of any real, personal, or other property interest, motion by Gerry Horak and second

by Mary Banken to move into Executive Session. Motion carried unanimously.

Red Mountain District Area Report – 10-14-2015

General:

Attended Agricultural Advisory Board (AAB) , Habitat Partnership Program (HPP) and Open

Lands Advisory Board (OLAB) meetings

Attended mobile trail application meetings

Staff attended Colorado Open Space Alliance conference in Snowmass

Larimer County survey crew was able to locate all corner markers at Eagle’s Nest OS adjacent to

Forest Service and private property boundary; next steps will be to place signs along boundary

Attended bison reintroduction planning meetings in preparation for release on November 1st

Presented ‘Hunting programs on Open Spaces’ session at COSA conference

Public meeting for proposed Soderberg equestrian lot was hosted on September 22nd

Rangers:

Horsetooth Mountain trailheads continue to be very busy

Developed new hunting boundary sign/map for Eagle’s Nest Open Space for kiosk and Forest

Archery season started at Eagle’s Nest on August 29th, muzzle loading on September 12th

Rangers assisted Lory State Park rangers with a female that was bitten by a rattlesnake; patient

was transported by helicopter to MCR

Rangers assisted Fort Collins Natural Areas’ rangers with a wildfire on the east side of

Horsetooth Reservoir

Assisted Administrative staff with a tour of Horsetooth Mountain

Maintenance/Projects/Leases:

Met with Colorado Water Conservation Board and Eldon Ackerman at Red Mountain

Free firewood program started at Horsetooth Mountain on August 22nd; free firewood

registration is full for next six weekends

Habitat Partnership Program – field trip of proposed projects

Presented monthly safety training – Identifying hazardous waste

Worked with Fort Collins and Loveland Water to resolve water line break under river at River

Bluffs; the bathroom and water fountain are now up and running at River Bluffs trailhead

Removed large cottonwood tree that feel across the river at River Bluffs near river access

Met with new Eagle’s Nest lessee manager about salt, gates and pasture rotation

Big Thompson District Area Report – 10-14-2015

General: Plans are moving forward with Loveland on V-smith. Still having computer issues- down more than we are up and my staff has been amazing at adapting and overcoming to ensure customer service continues. Thanks to the accounting team for working with us through this ongoing frustration! Attended mandatory in-service trainings: ACT (arrest control and legal updates) Chris participated in the VSM interviews. The general contract and engineering RFP was finally awarded. 3 companies were selected and should give DNR some flexibility and extra capacity with all of our upcoming projects. DBBOS: Seeing a big upswing in the amount of "smash and grabs" in the trailheads. We've had 3 in a week. Devin and Will are actively working a good lead on this case, which has turned into a multi jurisdictional case with multiple felony counts. Amazing investigative work! Rangers assisted with the Blue Sky Marathon Event. HPOS: The cat conservancy has placed their trail cameras and we've gotten our first good wildlife shots!

Chris and Teddy met with Mike (one of our volunteers) on reworking the Homestead Meadows Trail Map- the USFS no longer publishes any type of brochure or map to hand out to the public and because the Lions Gulch access point is still closed to the public, we have a tremendous call for some type of info. All of the info is already in existence, just a matter of compiling it all together and putting in under our format. We will be clear it is still under USFS management. Dave and his crew took out the old HP entrance station building. It has not been utilized since we opened the property and was causing a lot of confusion to our visitors. You would never even know it was there- excellent job! Next step will be to relocate the kiosk next to the iron ranger. Chris, Cindy, Alix and Diana all met regarding front desk procedures. These ladies have been working under some very challenging conditions with our computers being constantly in a state of flux this entire summer. We reexamined our procedures for when the computers and phones are down and made some tweaks to our old procedures. Chris and staff gave a tour of HPOS for the new admin team members. It was a beautiful day and we had a great time!

ABOUT THE SPEAKERMark Fenton is a public health, planning, and transportation consultant; an adjunct associate professor at Tufts University's Friedman School of Nutrition Science and Policy; and former host of the "America's Walking" series on PBS. He is the author of numerous books including the best-selling "Complete Guide to Walking for Health, Weight Loss, and Fitness.” He was a developer of the University of North Carolina's Safe Routes to School clearinghouse, and facilitator for the walkable community workshop series of the National Center for Bicycling and Walking. Mark was a member of the US National Race Walking team from 1986 to 1991, and competed in the 1984 and 1988 Olympic Trials in the 50-kilometer Race Walk. He studied biomechanics at the Massachusetts Institute of Technology, was a researcher at the Olympic Training Center's Sports Science Laboratory in Colorado Springs, Colorado, and manager of Reebok's Human Performance Laboratory. He now provides technical training and community planning assistance as an independent consultant, and is a vocal advocate for non-motorized transportation, a frequent consultant on bicycle and pedestrian community plans, and recognized authority on public health issues and the need for community, environmental, and public policy initiatives to encourage more walking, bicycling, and transit use.

2015 NORTHERN COLORADO BIKE & WALK CONFERENCEThe Northern Colorado Bicycle and Pedestrian Collaborative is pleased to present the 2015 Bike and Walk Conference on Thursday, November 5, 2015 at the University of Northern Colorado. This year’s conference focuses on healthy community design with expert panelists and speakers presenting on topics including walkability and bikeability, building a culture of health, and making the case for why healthy community design can be an economic driver.
