Our MCF representative Beverley Trevenen has prepared a summary of our concerns with the treatment of sewage at North Head, which will be included in our website portal at the end of October. Read the full story to gain an understanding of why many residents have concerns about the way this state manages sewage treatment. GREAT NEWS ON THE M ANLY HOSPITAL SITE Shortly our Local Member James Griffin and the State Government will announce the appointment of Kate Henshall, who has management experience at Bear Cottage and the State Premier's office, as the Chairperson for the working party established to develop our community facility on the Manly Hospital site after closure. This wonderful news will also allow our representatives Darryl Dobe and Lubo Kulisec to obtain all the building information necessary for planning the build/rebuild of the site following closure next year and the opening of the Frenchs Forest Hospital. This is the news we have been waiting for and it does appear that all our representatives will be part of the working party. More detail can be found on the MCF website. At the moment we are directing our efforts towards three elements of the redevelopment: 1. Community health care services. 2. Private aged care, rehab and palliative care along with associated services. 3. A "Big" Bear Cottage facility for the youth. Currently the facility is limited to children with life-limiting conditions. Older children are often treated with the elderly in age care facilities. This is a turnaround from the Independent Pricing and Regulatory Tribunal of New South Wales (IPART) declined budget request, and very welcome by all residents of the Manly area. It is not what we seek (which is a full primary and then plan for secondary treatment of our sewage waste), but it is a great start towards a better process. Mr Griffin said the Manly community will benefit from a $62 million Sydney Water investment to upgrade the facility, a decision that doubles a recommendation that just one digester be installed. ?This has been a long-time coming and is great news, especially for locals who will notice a reduction in odour impacts coming out of the North Head Wastewater Treatment Plant,? Mr Griffin said. ?Having grown up around Little Manly, I know this has been an ongoing issue and it?s great to deliver a solution. After ongoing discussions with the Minister and Sydney Water I?m pleased to deliver this win for our community. I would especially like to thank Bev Trevenen and John Reizes who have been tireless advocates to ensure we get this additional digester at North Head.? Minister for Energy and Utilities Don Harwin said the commitment to upgrade wastewater technology at the Plant will not come at the expense of Sydney Water customers. ?This significant investment in local infrastructure will take place while all Sydney Water customers continue to receive around a $100 reduction a year on their water bills,?Mr Harwin said. Minister Harwin explained that treating biosolids through the new digesters will not only reduce odour impacts and protect local beaches, it also turns waste into a valuable resource. "Each year Sydney Water reuses 100 per cent of biosolids produced ? about 180,000 tonnes for agriculture and composting purposes,?Mr Harwin said.

· Repairs to the bridge crossing the harbour area on the south-east end of Little Manly Point Park. (This has been earmarked for attention for years and was beginning to pose a public danger.)

· New street trees to replace trees damaged and/or removed after storms (over 30 trees planted in our area).

· Works nearing completion on the change rooms and the Fairy Bower pool.

· Improved view lines through clear out of scrub and self-sown sapling She Oaks at Little Manly Point Park.

· Installation of the pathway and improved public amenity at Peace Park.

If you have attended MCF meetings over the last 6 months, you will have met and heard from all of the major players in the newly elected Council and some of the senior management. Again we congratulate Candy, Pat and Sarah in Manly Ward, and particular congratulations go to Michael Regan (Mayor) and Candy Bingham (Deputy Mayor).

For 12 months Manly appeared to struggle to get a fair share of Council resources for infrastructure and services. We now believe the focus is changing, and we are seeing a lot more attention to Manly issues, particularly roads, footpaths, trees, parks, and reserves.

At the September meeting we had an excellent presentation from the Northern Beaches Council (NBC) Landscape Architect, Joe Tramonte, with the first release of proposals for East Esplanade Reserve. We expect more community consultation over the next 2 months, and works to commence on the agreed issues.

Along with the good news on East Esplanade Reserve, we have seen many examples of improved public works, for example:

· Long-awaited footpath repairs and replacements on Addison Road with other streets under inspection and listed for attention.

SOME NOT-SO-GOOD NEWS

The cont inuing poor cleaning & servicing of our public t oi let s & t he general condit ion of al l facil i t ies. Residents are embarrassed and disgusted with the condition of many of our public facilit ies. Recent Council surveys indicated that public toilets were top of the complaints list.

Our concerns highlighted the facilit ies at Little Manly Beach, East Esplanade Reserve, Fairy Bower, and Manly Beach. During this holiday period complaints were also registered regarding the condition of the facilit ies at Whistler Street carpark, Manly Wharf, and Rialto Square.

This issue was briefly discussed at our September meeting and Cathy Griffin offered her services to ?champion? this issue.

Our website will have more information mid-October.

Resident & public park ing in Manly. This includes the abuse of the resident parking scheme, the lack of a park-and-ride type facility for visitors, improvements to our CBD parking, especially for residents, and the fall-out from the much vaunted free parking for all Northern Beaches residents.

Residents in central areas had some chance of finding parking before the amalgamation; now that the beach and entertainment parking areas are open to all 250,000 residents, it is impossible to get a central or beach-front parking.

Traf f ic & pedest r ian safet y. The issues raised to date are taking a considerable length of time to go through the new process at NBC; meanwhile dangerous hot spots, even those with senior Council management support, await action.

Guest Speaker, Tony Garman, National Parks & Wildlife Service, spoke on the endangered Little Penguin colony and the problem with dogs at Little Manly.

AT THE LAST MEETING CONTINUED...

Guest Speaker, Joe Tramonte, Landscape Architect at NBC, spoke on the Master Plan for East Esplanade Reserve with coloured photomontages of the plans. Joe handed out a brief survey for completion by interested residents covering the main developments/enhancements for the reserve. MCF has forwarded all completed surveys along with our thoughts to Joe for his consideration and feedback.

East Esplanade Mast er Plan. MCF asked that urgent aspects such as the retention of the grass and soil area be completed without delay to avoid the erosion and contamination of Manly Cove when the next downpour occurs.

Manly Hospit al sit e. MCF to liaise with Local Member James Griffin to get an early release of the working party member and Chairperson detail along with the operating guidelines/constitution.

Warr ingah Golf Course. MCF asks when the ongoing issue of lease renewal for the whole golf course will be finalised.

MCF also reminds Council of the commitment by all Manly Ward Councillors and the new Mayor for an early establishment of a long-term lease for the whole 18 holes of the course.

Misuse of Airbnb. Residents are particularly concerned with the misuse of small camper vehicles as accommodation on our streets.

Council is asked to take whatever action is necessary to stop the practice.

East Esplanade Reserve gross pollut ant t raps & shower area. MCF asks what action is being taken to improve the stormwater capture areas, reduce contamination of Manly Cove, and reduce odours from the shower area.
