South Timbalier Block 132 was reacquired by Oulf at Federal OCS Lease Sale No. 72 in May, 1983. We now wish to submit the Initial Plan of Development for Block 132.

In our Initial Plan we are proposing one well (C-16 Sidetrack). Well C-l6 ST will be drilled as a directional hole from our existing "C" Platform (OCS 0456 Block 130) into Block 132. The drilling of Well C-16 ST should commence on March 1, 1984, and will be drilled utilizing the cantilevered jack-up rig "Vanguard I " , or a rig of similar type, and completed using a standard workover rig.

Shallow hazards data is not: included in the Plan since the surface location of Well C-16 ST is not in Block 132. No new structures or pipelines will be needed to produce Well C-16 ST. Slock 132 is approximatley 30 miles from shoro and water depths range from 180' to 300'.

Our operation will be serviced by boats and helicopters using existing facilities at Leeville, La. A description of these facilities has been previously submitted and is on file in your office. No additional boats or helicopters will be needed for this operation.

Our updated oil spill oontingency plan was approved by your office in July, 1983. Oulf Oil is a member of dean Oulf Associates (OGA/ which maintains equipment at Grand Isle, La. with a response time within a 100 mile radius of 12 hours.

Appropriate safety and pollution control measures will be employed in compliance with existing CCS Orders, Federal Regulations and the dictates of good operating procedure.

DESCRIPTION OF PROPOSED ACTION

Weill Ck16 sidetrack., »which will be completed in South "Timbalier Block 132, will bp drilled from "C" Platform, South Timbalier Block 130. Transporta­tion of material, supplies and personnel between South Timbalier Block 130 and Gulf's onshore "facilities at Leeville, Louisiana, will be by boat and helicopter. One supply boat will pass the drilling rig daily on Its usual route. A crew boat will be required when weather conditions restrict helicopter operations. The frequency of helicopter flights tor transporta­tion of drilling and contract personnel to the drilling unit in the field is estimated to be 10 round trips per week. The travel route for for crew and supply boats while inshore will be along Bayou Lafourche.

Louisiana State Highway No. 1 services Leeville. It is the only means of land transportation in South Lafourche Parish. Adequate access to the Gulf exists. Activicies will not be increased due to this operation; therefore, no need for added facilities are expected.

The operation will utilize existing companies and facilities. No signifi­cant adjustments in activity level or facilities are anticipated in ancill­ary companies. The overall m̂pact will be largely to maintain levels of activity 1n the area.

Gulf's existing Leeville Shore Base Facility will support rig activities. A cantilever jackup rig such as the Vanguard I will probably d r i l l the proposed well. A workover rig will complete the well.

For the drilling rig in the field, one company supervisor will be utilized each seven day tour. The rig operation will also require approximately 40 rig personnel employed each seven day tour. There will be one engineer per tour. In addition, i t is estimated that other service company personnel used on a call-out basis will consists of a total of about 25 persons who will work approximately 25 days to d r i l l the well. Approximately 12 days will be required to complete the woll. Personnel requirements will be similar.

There will be one onshore base radio dispatcher employed, working a 12 hour tour. One company material supervisor and three contract personnel will be required to supervise various contract personnel 1n the trucking, transfer and loading of drilling equipment and material onto workboats for transfer to the drilling rigs. Each workboat under contract to the company will require a crew of five persons. This crew will be changed out on some time period, I.e. 7, 10, or 14 days. P.H.I, helicopters are under contract and available when needed.

No new workers will be associated with this operation since Gulf will not increase its level of activity.

There will be no new support facilities needed for the proposed activity.

There is no requirement for the use of new or unusual technology in the drilling of the proposed wells.

No hew pipelines will be installed. Production fron South Timbalier Block 130 will travel through a "high pressure line" and a "low pressure line" to the' production complex in Block 130. From Block* 130 oil will be carried by a 12" pipeline to Bay Marchand terminal onshore. Gas will be carried by an 8" line to an under sea tie-in with a 26" line to Delta Gathering Station, Venice, Louisiana via West Delta Block 41. These facilities are existing.

It is anticipated that Well C-16 will produce 5 MMCFD for a period of three 13) years.

DESCRIPTION OF THE AFFECTED ENVIRONMENTS AND IMPACTS

Physical and Environmental

1. The proposed 5-ite of d r i l l i n g is located approximately 30 statute miles south of Timbalier Bay in 180 feet of water. Commercial shrimp fishermen and others v i s i t the area regular ly , sometime more often during the summer months. Blocks 130 and 132 are on the outward edge of the pink, brown and white harvest area, and are jus t inside the major f in f ish grounds. (EIS, Sale 72, 74, 77, Visual No. 4) Fishes expected to occur 1n the projects are the At lant ic spadefish (Chaetodiperus faber), A t lan t i c croaker (Micropogon undulatus), sheephead (Archosargus probatocephalus), lookdown (Selene vomer), anberjack (Seriola dumeri l i) and various sharks of the famil ies Carcharhinidae and sphynidae. (OECS Project No. 271).

Schools of b lue f i sh , which feed on surface organisms, are presert around the platforms from early spring through the f a l l months. There are also large schools of t r igger f ish near the surface with sand t rou t , croaker, and red snapper found r.cor the bottom. Predatory f i sh such as sharks, barracuda, lemon-fish, amberjack cravalle are caught from the platforms.

No addit ional l ines w i l l be insta l led to storage f a c i l i t i e s onshore. Boat a c t i v i t y w i l l not be increased. Thereiore no disturbance of near shore f i sh ing is expected.

2. South Timbalier Blocks 130 and 132 are approximately f i f teen (15) miles from a designated shipping safety fairways.

3. Small pleasure boats have been seen in th is f i e l d , but the area is not readily accessible or a t t rac t ive to small pleasure c ra f t .

4. South Timbalier Block 130 is outside the Histor ic Cultural Resources High Probabi l i ty Line and inside the Prehistoric Cultural Resources High Probabil ity l i n e . Block 132 is outside both l ines . (Final EIS, Sale 72, 74, 79, Visual No. 11). Blocks 130 and 132 are not known archaelogical and/or h is tor ic areas.

5. There are no marine sanctuaries, refuges or preserves in the immediate area of Blocks 130 and 132. Clean Gulf Associates has had prepared and d is t r ibuted, to members, maps ot the coastl ine of the Gulf of Mexico l i s t ing environmentally sensit ive areas onshore and nearshore which might be af fected by an o i l s p i l l . Since the ent i re coastline of Louisiana can be considered environmentally sensit ive in varying degrees, there is no benefit seen in l i f t i n g the major bays and State and Federal Wi ld l i fe refuges along the coast.

6. See Attachment I I for exist ing o ip l ines. There are no cables in the arec. A l l pipelines in the area w i l l be buoyed and a l l provisions of NTL 80-5 w i l l be carried out before a r ig moves on locat ion.

7. To the best of our of our knowledge, hydrocarbons are the only mineral ^esjources to be developed in this area.

9. Five species of marine turtles occur in the uulf of Mexico. These are th< loggerhead, green sea tur t l e , Atlantic ridley, hawksbill, and leatherback. All five species are on the Endangered Species List. Turtles in the vicinity of platforms would be vulnerable to both spills and possible collisions with boats.

Of the marine mammals occurring in the western Gulf of Mexico, the Sperm Whale, Back Right Whale, Humpback Whale, Sie Whale, Fin Whale, Blue Whale are on the Endangered Species List, 1975. Lowery (1974) presents an excellent up-to-date summary -.f the state of knowledge or the marine mammals off the coast of Louisiana. From the information pr rented, i t is expected that all endangered species would be strays into the area, i f they occurred at a l l . The resident populations of these whales are either in colder waters, deeper waters, or more tropical waters. Porpoises of the genus Stenella and Tursiops are expected to occur in the project area. Marine mammals may be affected by an oil spill i f one were to occur, but they are not listed as having been affected by documented spills in the past. (OECS Project No. 271)

Socio-Economics

8. There has been no ocean dumping of materials on the lease.

UNAVOIDABLE ADVERSE IMPACTS

D r i l h i h g of the proposed well from South Timbalier Block 130 MC" Platform w i l l resu l t / 1n the discharge of d r i l l mud and cuttings into the Gulf waters. The dis­charge of d r i l l cut t ings w i l l bury sessile benthic organisms in local areas under the discharge. Th£' disposal of mud may result in a minor decrease in primary p roduc t i v i t y due to the mortal i ty or functional impairment of photoplanktun and algae in areas of high tu rb id i t y . A large o i l sp i l l could result in localized severe morta l i t ies, robably select ive, and functional impairment of phytoplanton communities, therefore, a l ter ing the community structure for an unknown period of t ime . These impacts are considered temporary and minor. (Final EIS, Sale b8, BLM, PV-1).

A i r emissions from combustion of diesel fuel in r ig engines, boat engines, and he l icopters can a f fec t the a i r qual i ty near the offshore d r i l l i n g r ig and near the onshore travel route. In most cases, these emissions w i l l be local in nature and w i l l be quickly dissipated by c l imat ic conditions. Highly v o l a t i l e , low molecular weight hydrocarbons would be released into the atmosphere from a blowout with release of natural gas and condensate. These hydrocarbons would undergo some unknown degree of degradation, possibly resul t ing in photo-chemical smog. I f a blowout resulted in f i r e , large amounts of part iculate carbon and oxides of carbon, along with smaller but unknown amounts of sulphur oxides, v o l a t i l e hydrocarbons and par t ia l l y oxidized compounds would enter the a i r . Local a i r would be severely degraded fo r the duration of the f i r e . The extend of degradation cannot be determined, but i t is unl ikely that i t would be high enough to affect land resources or human health.

These impacts are j u s t i f i e d in that presently the only al ternat ive would be to not d r i l l the wel ls . The blocks have a high hydrocarbon potential ra t ing. (F ina l EIS, Sale 72, 74, 79) The need fo r new energy reserves for the economy and securi ty of the United States is well know. I t is f e l t that the posit ive aspects of the project f a r out weigh the minimal environmental impacts.

3. All applicable Federal, State and local requirements regarding air emission and water qualit. and discharge for the proposed ac t i v i t i e s as well as any other permit conditions, w i l l be complied with.
