The stepping stones

1. A public-sector eGOVERNMENT strategi 2011-201- All communication between the public sector and citizens/companies is

digital - Efficient digital co-operation across of the authorities and reuse of data

and common it-systems

2. Implementation of IE-directive- New reporting requiments- New model for environmental inspections

3. Economic crisis: More tasks, same/fewer resources

4.Political focus on companies environmental commitments- Ministerial Committee for simplification and revision of the system for

environmental regulation for industrial facilities

Page 4: Data reuse and knowledge sharing

Covering–Approx. 800 IE- installations–Approx. 5000 less potential polluting industrial facilities–Approx. 55.000 companies which require environmental inspections

”As-is”- situation• 100 local/national

authorities (app. 700 experts)

• Individual it-systems

• Individual templates for application and permitting

• Manual reporting to Danish EPA

• Many intrances for knowledge sharing

Page 13: Data reuse and knowledge sharing

Reuse of data

1.More consistent data - Less redundancy2.Standardisation affecting/imply more qualified information3.Less resources used to meet reporting requirements; automatic pull-outs4.Initial phase in the strategy to have more open and accesible data (Input to the eGOVERNMENT strategy)

Side effects:•One datamodel for this field of the environment•(Master) data generated at the source•Standardisation – synonymous perception of the different concepts•Update / optimise work flow

Challenges:1.Huge coordination task with other stakeholders (ministries and agencies, supplyers of it-systems)

Page 14: Data reuse and knowledge sharing

Improving knowledge sharing (1):

Authorities:1.Improved transparency in data generation and work flow

2.Streamlining of work flows

3.More sound foundation gives basis for more uniform decision making (database for permit conditions; permit for waste water)

4.Inspiration and support from similar cases or colleagues

5.One entrance for publication, notification and subscription of environmental data

6.Management statistic (for comparison, planning)

Challenges:•Administrative acts and regulation prevent “total” knowledge sharing between authorities

•To many data are marked “Confidential”

•Local approaches are being “steamlined” – local “autonomy” is being reduced

Page 15: Data reuse and knowledge sharing

Improving knowledge sharing (2):

Companies:

1.Guided application process =>shorter processing time and more adequate application

2.More transparency in decision making, more identical decisions

3.Better overview of data and information

Challenges:

•Sensitive information (competitive data, personal data)

Public:

1.Better access to information (one entrance – all permitting authorities)

2.More information (applications, permits, inspections, EU-data: IPPC/PRTR/Seveso)

Challenges:

•Still very technical presentation (addressing layman - to be further developed)
