(MLOD) ordinance established

• Camp Bullis (MLOD-1) Applies to: 5-mile area around installation Residential and commercial uses Outdoor signs and street lights

Approx 40 people attended each session. Working with a broad stakeholder group, study and consider whether to update San Antonio’s MLOD Ordinance to Dark Sky.

• MLR 1 – 0-3 miles around the installation (most restrictive)

• MLR 2 – 3-5 miles around the installation

• Regulate: BUG Ratings Lumens Correlated Color

Create two Military Lighting Regions (3 & 5 miles) around bases with corresponding dark sky standards 1 minute per person, shouldn’t last more than 45 minutes. Regulate outdoor lighting impacting the military operations within 5 miles of the perimeter of Camp Bullis and Lackland Air Force Base Update MLOD to permit outdoor lighting that do not exceed the minimum levels specified in Illuminating Engineering Society practices for night-time safety, utility, security, productivity, enjoyment, and commerce Create two Military Lighting Regions (3 & 5 miles) around bases with corresponding dark sky standards Require BUG Standard or Lumen Option and regulate color temperature

• Ordinance sets light intensity requirements in Industry terms

• Maximum Lumen Levels• Vertical Illuminance• Lighting Plans Required for Permitting• Added Definitions for clarity

• Maximum allowable light levels vary according to zone and use

Industry standards from the Illuminating Engineering Society’s model Dark Sky Ordinance – IES is an industry group which is recognized as a technical and education authority on illumination. The standards added to the revised MLOD are designed to maintain and enhance Dark Sky around Camp Bullis and Lackland, and are considered essential to the continuing military missions are these installations. The standards are now tiered in order to take into account the distance from the protected area (military base), and more restrictive standards are in effect for the closest 3-mile ring from Camp Bullis and Lackland.

Existing Lighting

• All Existing Lighting will be grandfathered

• Compliance will only be required for new lightings or replacement lighting which is valued at over 50% of the replace cost

How it will work

• Zoning determining use of the property (Base Zoning) will NOT be changed

• The MLOD zoning overlay will be added to the base zoning Examples:

• R-4 MLOD-2 MLR-1• C-2 MLOD-2 MLR-2
