"India is getting stronger and self-efficient day by day in defence production. We are making India stronger not to be a big boss of the neighbour countries, but to be a helping and securing big brother of the neighbours…", the PM said while inaugurating five day DefExpo-2020 here today. He said India is becoming producer of indigenous defence materials and Uttar Pradesh will be the main hub of defence man- ufacturing. "By organizing such a big and historical event Uttar Pradesh is fulfilling the dream of 'Make in India' and this will give huge employment to the youths, Modi added. On the occasion, PM also witnessed grand Army and Air Force show, portraying might of the nation. Modi expressed his pleasure that for the first time the Department of Defence Production in collaboration with the Ministry of External Affairs is also convening the first ever Indo-Africa Defence Ministers' conclave in the Expo. Ministers of 15 different African countries are participating in the conclave and the aim of India is to further strengthen defence cooperation with the African nations. Prime Minister assured the delegates of foreign nations that India is the country which believes in peace, peaceful exis- tence and mutual cooperation. 'We were compelled to fight two world wars of no reason and sac- rificed a lot. But our culture is to believe on world-peace and tran- quillity', Modi added. Modi said that whenever and wherever in the world people debate on flourishing countries of 21st century, India is always counted in the list. Security is obviously our major point of concern. "Technology being used by nefarious hands is becoming serious threat. We are creating a strong technical wall against the pilferages of technology. We are also concentrating on artificial intelligence and very soon we are going to produce 25 products of artificial intelligence, Modi added. Speaking on the occasion, Defence Minister Rajnath Singh said that the Defence Expo-2020 held in Lucknow is the result of the vision of Prime Minister Narendra Modi. He said that the Defence Corridor to be built in Uttar Pradesh will be unprece- dented in the entire world. India will become the hub of defence manufacturing in future. In the next five years, defence manu- facturing will accelerate more. Companies in the field of defence from all over the world are coming to India because India is a big market in the world, he added. Chief Minister of Uttar Pradesh Yogi Adityanath said, "Defence Expo 2020 will prove to be very important for making India self-reliant in defence sec- tor. This is a great opportunity to show the might of the army. He said that 23 MoUs are going to be signed for investment in Defence Expo. Investment of Rs 50,000 crore is expected to take place, which will provide employment to 3 lakh people. Yogi said that they have a large network of expressways. Work is going on at Purvanchal Expressway and Bundelkhand Expressway after Yamuna and Agra Expressway. Addressing a press confer- ence in Jammu today, Harshdev Singh said that the statement of the Union MoS denying any such proposal for domicile law in J&K had exposed the BJP leadership yet again for its treacherous politics. “The cat which had been mewing for long has been finally let out of the bag by no other than the BJP Government itself. The Parliament reply has falsified the lofty claims made by BJP leaders that a Domicile law was in the offing and that Home Ministry was shortly issuing a notification in this regard,” he said. Accusing the BJP leadership of skullduggery and deceptive politics, Harshdev Singh cau- tioned the saffron party to refrain from taking the people of J&K for granted. “Double stan- dards of BJP leadership have come to fore on several occa- sions in its dealing with J&K affairs. It has been promising early delimitation for quite some time without actually commit- ting itself to it. It has often been talking of holding Assembly elections in the erstwhile State and subsequently retracting from its statements. It has been assuring of extending the provi- sions of 73rd and 74th Amendment of the constitution to J&K without taking any ini- tiative in this regard. And it has been harping on ending bias against Jammu while at the same time announcing mega freebies and doles for Kashmir. NABARD estimates credit potential of Rs 30,760 cr under priority sector Excelsior Correspondent JAMMU, Feb 5: NABARD has estimated a credit potential of Rs 30,760 crore under priority sector for the UT of Jammu and Kashmir for the year 2020-21. The UT focus paper containing the details of dis- trict wise and sector wise credit potentials arrived at in a holistic manner based on consultation with all stakeholders was launched in the Credit and Development Seminar of NABARD. Thomas Mathew, Regional Director, RBI inaugurated the semi- nar and gave the key note address. Dr. Nazeer Ahmed, Vice Chancellor, SKUAST-Kashmir, Dr. K.S. Risam, Vice Chancellor, SKUAST-Jammu, R. K. Chhibber, convenor UTLBC/Chairman J&K Bank and other senior bankers and officials put forth their views and actively participated in the seminar. The areas for a sustainable and inclusive development of the U T which were discussed in the semi- nar included farmers collectives through FPOs, developing walnut as a commercial crop, enhancing productivity in Saffron, a new eco system for handicrafts through OFPOs, storage and marketing infrastructure for Apple, strengthen- ing of dairy cooperatives as a pilot project, improving the ancient net- work of Zamindari Kuhls in Kashmir, developing a marketing infrastructure for vegetables around Jammu and financial literacy for Panchayat members. The seminar presented the potential linked credit estimates for various sub-sectors of priority sec- tor which include Rs 15799.67 crore for agriculture (Rs 14320.17 crore in farm credit, Rs 458.89 crore for agriculture infrastructure, Rs 640.07 for food and agro processing etc.) and Rs 10630.03 crore for MSME segment etc. for year 2020- 21. NABARD released a short film on E-Shakti, a digitization pilot project for SHGs and a booklet titled "Saffron to Marigold", A glimpse of NABARD initiatives in Jammu, Kashmir and Ladakh which reflected the impact of vari- ous projects/programmes imple- mented by NABARD at ground level. Retd non-gazetted police personnel hold protest over pay anomaly Excelsior Correspondent JAMMU, Feb 5: Non- Gazetted Police Pensioners Welfare Forum today held a protest demonstration here at Exhibition Ground to press the Government to fulfill their long pending demand regarding pay anomaly. A large number of retired non- gazetted police personnel under the leadership of Ajit Singh gath- ered at Exhibition Ground and raised slogans against the Government for ignoring their long pending demand regarding pay anomalies. Addressing the protestors, Ajit Singh said that Government is giving the effect of its Order No 229-F of 2014 dated 7-10-2014 regarding pay anomaly, from the date of order though the effect should be given from the year 1996 when Fifth Pay Commission was implemented throughout the State leaving only Police Department. He criticized the Government and the Police Department for ignoring the just and genuine demand of the poor police pen- sioners, stating that since the Forum launched their struggle to get their rights, Government is constituting committee after com- mittee but doing nothing to redress the issue. Singh said that First Pay anomaly committee was formed in the year 2009, another was con- stituted in September 2011 and the third one was formed in April 2016. He said that the Forum wants that like previous two com- mittees, the third one should not be time killing. “As such we want to know the time frame because the issue is lingering on for the last 20 years”, he added. The Forum chairman said that the office of the Director General of Police in response to a clarifica- tion sought by the Finance Department, had informed that pay anomalies of retired ASIs and Head Constables is about Rs 5, 93, 25000. Singh appealed the police authorities to release this amount in favour of retired ASIs and Head Constables. Retired police personnel staging protest at Exhibition Ground in Jammu. 2 structures raised on forest land dismantled Excelsior Correspondent JAMMU, Feb 5: A team of Jammu Forest Division in an anti- encroachment drive demol- ished two under construction structures in Forest Compartment No. 4 & 6 in Chowadhi which was illegally constructed by land grabbers. Official sources said struc- tures on Forest land were illegal- ly raised by Abdul Hamid, son of Noor Husain resident of Barmini, Sunjwan and one Gul Mohd, resident of Gool in dis- trict Ramban. The team also seized angle iron doors, frames, GI sheets and retrieved back one Kanal forest land. The team of Forest officials was led by Vijay Kumar Khosla, Range Officer Bahu, along with Diwakar Singh Block Officer Chowadhi and other field staff of Bahu Forest Range. Alok Maurya, DFO Jammu when contacted stated that on a specific information the opera- tion was launched. The police assistance was immediately sought from SP South Jammu,. Earlier, Mubarak Singh accompanied by senior officials of the trust visited Shri Ranbir Sanskrit Mahavidyalaya School, Birpur and took stock of its functioning. He interacted with students and management of the school and reviewed the facili- ties being provided in the school. MGNREGA workers assembled at Shahidi Yadgar in the mid- dle of the town and raised slogans against Rural Development Department. They alleged that concerned Village Level Workers (Gram Sevaks) were not paying their pending wages for the last over four years and even the matter was brought to the notice of BDO Mendhar, Balakote and Mankote but nothing fruitful emerged. Leading the protest Sarfraz Choudhary said that protest will be intensified if wages were not paid within a week. Harshdev Singh addressing press conference at Jammu on Wednesday. 389 detained under PSA in J&K NEW DELHI, Feb 5: A total of 389 people are cur- rently in detention under the Public Safety Act (PSA) in Jammu and Kashmir, the Rajya Sabha was informed today. Union Minister of State for Home G Kishan Reddy said detention orders has been issued against 444 people under the JK Public Safety Act since August 2019 when Article 370 was abro- gated. At present, 389 people are in detention under the PSA, he said in reply to a written question. Regular reviews are undertak- en on a case-by-case basis and accordingly, extension in deten- tion or revocation is made based on reports of field agencies and the ground situation. Speaking during the Zero Hour, Chowdhury said it is the responsibility of the Government to ensure clothing and all other items required by soldiers posted at Siachen as they are guarding the nation is such difficult terrain and hostile weather. The report by the Comptroller and Auditor General of India (CAG), which was tabled in Parliament on Monday, pulled up the Army for delay in procurement of cloth- ing, equipment, snow goggles and multi-purpose boots that are required to be provided to sol- diers serving in high altitude areas. As per police sources, during the intervening night of February 4 and 5, a youth identified as Sahil Singh (19), son of Late Lehar Singh of Nai Basti District Reasi attacked with sharp edge weapon and critically injured another youth namely Nitin Singh alias Saajan, son of Sanjay Singh of Nai Basti District Reasi at Fast Food Shop at Nai Basti and escaped from the spot. The injured person was shift- ed to hospital and a case under FIR Number 9/2020 under sec- tion 307 and 452 IPC and 4/25 Arms Act got registered at Police Station and hunt was launched to arrest the accused. After hectic efforts, a team from Police Station Reasi arrest- ed the accused from Mari area of District Reasi during wee hours. Addressing a press confer-ence in Jammu today, HarshdevSingh said that the statement ofthe Union MoS denying anysuch proposal for domicile lawin J&K had exposed the BJPleadership yet again for itstreacherous politics. “The catwhich had been mewing for longhas been finally let out of the bagby no other than the BJPGovernment itself. TheParliament reply has falsified thelofty claims made by BJP leadersthat a Domicile law was in the

offing and that Home Ministrywas shortly issuing a notificationin this regard,” he said.

JAMMU, Feb 5: NABARD hasestimated a credit potential of Rs30,760 crore under priority sectorfor the UT of Jammu and Kashmirfor the year 2020-21. The UT focuspaper containing the details of dis-trict wise and sector wise creditpotentials arrived at in a holisticmanner based on consultation withall stakeholders was launched in theCredit and Development Seminarof NABARD.

Thomas Mathew, RegionalDirector, RBI inaugurated the semi-nar and gave the key note address.Dr. Nazeer Ahmed, ViceChancellor, SKUAST-Kashmir, Dr.K.S. Risam, Vice Chancellor,SKUAST-Jammu, R. K. Chhibber,convenor UTLBC/Chairman J&KBank and other senior bankers andofficials put forth their views andactively participated in the seminar.

The areas for a sustainable andinclusive development of the U Twhich were discussed in the semi-nar included farmers collectivesthrough FPOs, developing walnutas a commercial crop, enhancingproductivity in Saffron, a new ecosystem for handicrafts throughOFPOs, storage and marketinginfrastructure for Apple, strengthen-ing of dairy cooperatives as a pilotproject, improving the ancient net-

work of Zamindari Kuhls inKashmir, developing a marketinginfrastructure for vegetables aroundJammu and financial literacy forPanchayat members.

The seminar presented thepotential linked credit estimates forvarious sub-sectors of priority sec-tor which include Rs 15799.67crore for agriculture (Rs 14320.17crore in farm credit, Rs 458.89 crorefor agriculture infrastructure, Rs640.07 for food and agro processingetc.) and Rs 10630.03 crore forMSME segment etc. for year 2020-21.

NABARD released a short filmon E-Shakti, a digitization pilotproject for SHGs and a booklettitled "Saffron to Marigold", Aglimpse of NABARD initiatives inJammu, Kashmir and Ladakhwhich reflected the impact of vari-ous projects/programmes imple-mented by NABARD at groundlevel.

Addressing the protestors, AjitSingh said that Government isgiving the effect of its Order No229-F of 2014 dated 7-10-2014regarding pay anomaly, from thedate of order though the effectshould be given from the year1996 when Fifth Pay Commissionwas implemented throughout theState leaving only PoliceDepartment.

He criticized the Governmentand the Police Department for

ignoring the just and genuinedemand of the poor police pen-sioners, stating that since theForum launched their struggle toget their rights, Government isconstituting committee after com-mittee but doing nothing toredress the issue.

Singh said that First Payanomaly committee was formedin the year 2009, another was con-stituted in September 2011 and thethird one was formed in April2016. He said that the Forumwants that like previous two com-

mittees, the third one should notbe time killing. “As such we wantto know the time frame becausethe issue is lingering on for the last20 years”, he added.

The Forum chairman said thatthe office of the Director Generalof Police in response to a clarifica-tion sought by the FinanceDepartment, had informed thatpay anomalies of retired ASIs andHead Constables is about Rs 5,93, 25000. Singh appealed thepolice authorities to release thisamount in favour of retired ASIsand Head Constables.

MENDHAR, Feb 5: A large number of workers who have beendenied wages by the Rural Development Department under variousMGNREGA works for the last over four years staged a protestdemonstration and submitted memorandum to Sub DivisionalMagistrate here.

MGNREGA workers assembled at Shahidi Yadgar in the mid-dle of the town and raised slogans against Rural DevelopmentDepartment.

They alleged that concerned Village Level Workers (GramSevaks) were not paying their pending wages for the last over fouryears and even the matter was brought to the notice of BDOMendhar, Balakote and Mankote but nothing fruitful emerged.

Leading the protest Sarfraz Choudhary said that protest will beintensified if wages were not paid within a week.

389 detainedunder PSA in

J&KNEW DELHI, Feb 5:

A total of 389 people are cur-rently in detention under thePublic Safety Act (PSA) inJammu and Kashmir, the RajyaSabha was informed today.

Union Minister of State forHome G Kishan Reddy saiddetention orders has been issuedagainst 444 people under the JKPublic Safety Act since August2019 when Article 370 was abro-gated.

At present, 389 people are indetention under the PSA, he saidin reply to a written question.

Regular reviews are undertak-en on a case-by-case basis andaccordingly, extension in deten-tion or revocation is made basedon reports of field agencies andthe ground situation. (PTI)

As per police sources, duringthe intervening night of February4 and 5, a youth identified asSahil Singh (19), son of LateLehar Singh of Nai Basti DistrictReasi attacked with sharp edgeweapon and critically injuredanother youth namely NitinSingh alias Saajan, son of SanjaySingh of Nai Basti District Reasiat Fast Food Shop at Nai Bastiand escaped from the spot.

The injured person was shift-ed to hospital and a case underFIR Number 9/2020 under sec-tion 307 and 452 IPC and 4/25Arms Act got registered at PoliceStation and hunt was launched toarrest the accused.

After hectic efforts, a teamfrom Police Station Reasi arrest-ed the accused from Mari area ofDistrict Reasi during wee hours.

Further investigation into thecase is going on.
