COMMISSION ACKNOWLEDGES RECEIPT OF LETTERS SELF-CERTIFYING LECS AS RURAL TELEPHONE COMPANIES

The Universal Service Order, FCC 97-157 (rel. May 8, 1997), established that rural andnon-rural local exchange carriers (LECs) will receive federal universal service support determinedby separate mechanisms.1 This bifurcated system is currently scheduled to be implementedJanuary 1, 1999. In order to differentiate between rural and non-rural carriers, the Commissionreleased a Public Notice on September 23, 1997 that requires LECs seeking to be classified asrural telephone companies to file a letter with the Commission by April 30 of each year in whichthey self-certify that they meet the statutory definition of "rural."2 The Self-Certification PublicNotice requires a LEC that self-certifies its status as a rural carrier to explain how it meets at leastone of the four criteria set forth in Section 153(37) of the Communications Act of 1934, asamended by the Telecommunications Act of 1996.3

In this Public Notice, we acknowledge receipt of the self-certification letters of the LECslisted in Attachment 1.4 This Public Notice merely lists the carriers that have submitted rural self-certification letters; it does not confer status as a "rural telephone company" on these carriers. Asset forth in the Self-Certification Public Notice, the Commission will send a list of carrierscertified as rural telephone companies to the Universal Service Administrative Company (USAC)by July 31 of each year. To the extent that we require additional information to clarify the statusof a carrier that has submitted a self-certification letter, we will contact that carrier directly priorto the time we submit the list of rural carriers to USAC.
