1 Projectoverallinformation

1.1 CONTEXTANDOBJECTIVES

1.1.1 TheEuropeanBlueGrowthstrategy

TheEuropeanCommissionhashighlighted thegreatpotentialofBlueGrowth (BG) forEurope inadedicated strategy. BG can be considered an instrument that could help drive job creation andpromotestability inEuropeas itrepresentsaround5.4millionjobsandagrossaddedvalueof justunder€500billionperyear.1

ThestrategyfosterstheintegrationofknowledgeandeffortsofEUMemberStates,aimingtojointlycreatenew‘blue’jobsandasustainableindustrialgrowthinthemarineandmaritimesectors.Specificseabasinstrategieshavealsobeendesignedtoachievetheseobjectives.

Fivesubsectorsconstitutingtheblueeconomyarepresentedinthefollowingillustrationwithamongthemthecoastalandmaritimetourism.Theyareinterdependent,relyingoncommonskillsandsharedinfrastructuresuchasportsandelectricitydistributionnetworks.Theydependonothersusingtheseasustainably.

1.1.2 TheEuropeanIntegratedMaritimepolicy

Createdin2007,theIntegratedMaritimePolicy(IMP)hasbeendesignedtoenhancethesustainabledevelopmentoftheEuropeanmaritimeeconomyandtobetterprotectthemarineenvironmentbyfacilitating the cooperation of allmaritime players across sectors and borders. The objective is toorganisethesustainabledeploymentofactivitiesoncoastsandatseaasdifferentsectorscompeteforspaceandresourcesacrossseabasins.

Specifictoolswereconceivedtoenablegrowthbyfacilitatingthecoexistenceofmultipleactivities,whilereducingenvironmentalimpacts:

• MaritimeSpatialPlanning(MSP)andIntegratedCoastalZoneManagement(ICZM)ensuretheefficientcross-sectoralandcross-borderplanningofmarinewatersandmanagementofcostalzones;

• The2008MarineStrategyFrameworkDirective (MSFD), theenvironmentpillarof the IMP,aimstoachievegoodenvironmentalstatus(GES)forEUmarinewatersby2020.

1.1.3 TheMediterraneanandBlackSeabasinscontext

The Mediterranean and Black Sea basins dispose of a vast potential for Blue growth activities,particularly in the coastal and maritime tourism sector. Notwithstanding, in order to untap thispotential, key limitations and obstacles have yet to be overcome: The two sea basins are stillcharacterisedbyahighunemploymentrate,alackofinnovationandlimitedcollaborationbetweenIMPrelatedstakeholders.Amongtheirrichassetsareprivilegedweather,uniqueheritageandvibrantcommunities,whichhavemadeittheworldnumberonetouristicdestination,andthusmakingtourismoneofthepillarsoftheregionaleconomies.

Tourism in the Mediterranean and Black seas dates back centuries, and so the structures andperspectivestowardsitaredeeplysettledbothat local(communities)andexternal(visitors) levels.Beyondlocalandregionaladvantagesandrichness,thishascausedmassificationandenvironmentalimpact,andbeingheavilyseasonalandsubjecttointensecompetition,anegativeeffectonthequalityandstabilityoftheeconomicstructuresbehindit. Undersuchpressures,someoftheresultsareaconstant fight to lower prices, precarious employment, eroded quality, poor governance,homogenisation,stressedecosystemsanda(perceived)lackofalternatives.Asstatedinastudytosupportsea-basincooperationintheMediterraneanandBlackSea,coastaltourismremains“oneofthemostpromisingactivitiesinallcountriessurveyed–onethatwouldhaveevengreaterpotentialifitweregivenawiderperspectivethatincludesotherleisureactivities”3

MainissuesrelatedtoCoastalMarineTourism

Tourism has a strong impact on the environment, in particular on marine ecosystems. Permits forimplementinginfrastructuresasartificialreefstodeveloptourismactivities,issuedbyauthoritiesinchargetoimplementtheregulation,willonlybeadmittedifevidencesareprovidedthattheseactivitiesareinlinewiththeMFSD(goodecologicalstatus).

Solutions are in the design of infrastructures (including artificial reefs), which must incorporate thefunctionalitiesofmaintainingorevendevelopingtheecosystems(biodiversity,biomass).

Butuntilnow,thereefshavenotreallybroughtenvironmentalbenefits,exceptbypreventingtrawlingforexample.Somearguethatthereefspromotefisheriesrecruitmentbutitstillremainscontroversial.

However, recent advances in coastal environmental engineering (habitats in ports to protect juveniles,relocationofalgae,newreefsofwastewaterdischarges,ecologicalcorridor,juvenileseedingfromcollectedlarvae)withespeciallystrongprogressonthescientificknowledgeofecosystemsandtheirevolutionintermsofimpactsandeco-designedsolutionshavebeenachieved.ThewayforthedevelopmentofARsseemstobeopentounderwaterecotourismbutunderstrictconditions.

1.1.4 Project’sobjectives

TheArtReefsprojectproposestopromotetheuseofcustom-designedartificialreefs(ARs)asversatileinfrastructures to generate innovative tourism packages, complementary economic activities andbeneficialservicesfornature, leadingtothecreationofjobsandgreatercooperationbetweenIMPrelatedstakeholders.

By offering an integrated approach to fostering sustainable coastal tourism and environmentalmanagement,thankstotheparticipationofdifferentstakeholders,itthereforecontributestoaddressexistinggapsasregardsopportunities,innovativemodelsandgoodparticipativegovernance.

As such, ARs are characterized by a high potential for comprehensive, innovative and competitivesustainabletourismpackages.

TheArtReefsprojectintendstobuildapublic-private-partnershipforthecreationofcomprehensivetourismpackages aroundARs. In this project, they areproposed tobeused since theyhavebeenproofedtoofferinnumerableopportunitiesformultiple-purposeusethatis:

• Highlyinnovative;• UnitesvariousIMPrelatedstakeholders;• Offerscompetitivenewbusinessopportunities;• Ecodesignedandbasedonecologicalengineeringwiththeobjectivetopromotebiodiversity;• Andprovidessustainablesolutionsthatcanbetransferredtootherregions/countries.

TheprojectwilldirectlycontributetofacilitatethedialogueacrossIMPrelatedsectorsandthecreationofaJointVisionandActionPlan.

ArtificialReefsareman-madestructuresdeployedontheseabedrandomlyorgeometricallyassembledtomimicsomecharacteristicsofthenaturalreefs.Theyhaveseveralfunctions(notexhaustivelist):

• Protection,restoration,concentrationand/orenhancementofaquaticresources;• Enhancingbiodiversity,providingnewsubstratesforalgaeandmolluscculture;• Enhancingprofessionalandrecreationalfisheries;• Creatingsuitableareasfordiving;• Providingameantomanagecoastalactivitiesandreduceconflicts;• Researchandeducationalactivities;• Creatingpotentialnetworksofmarineprotectedareas (MPAs)tomanagethe lifecyclesof fishand

connectivity.

1.2 CONSORTIUMROLEANDRESPONSIBILITIES

Theconsortiumunites6publicandprivatepartnersfromtheMediterraneanandBlackSeaBasinsthatdisposeofthenecessaryexpertise,capacitytoact,networksandcomplementaryskillstoundertakethisprojectplaninordertoachievethetargetedstateofincreasedcollaborationamongIMP-relatedstakeholders that have access to a series of real opportunities which are socially, economically,environmentallyandstrategicallysustainableandbeneficial.

1.2.1 InnogatetoEurope

INNO - Innogate to Europe (Spain) is specialised in supporting entrepreneurship and thecompetitivenessofSMEsthroughaccesstofinance,transnationalandcross-sectoralcollaboration.AsIntermediary Organisation under the 6th and 7th cycles of “Erasmus for young Entrepreneurs”(consortia:E4ICandE4ICII),INNOpromotesbusinessdevelopmentandthetransnationalexchangeofexperienceandcapacities.

InnogatetoEurope’steamhasabroadexperienceonpublic-privatecollaborationinvolvingtriplehelixstakeholders and cross-fertilisation. During the past 5 years, it has supported regional triple helixClustersintheirparticipationinEuropeantransnationalinitiatives,workinggroupsandseminarsandcontributing to thedevelopmentof theMadrid regional Smart SpecialisationStrategy. Innogate toEurope’sManagingDirector(PalomaLozano) isClusterContactPointandmemberoftheExecutiveTeamoftheThematicGroupClustersoftheEnterpriseEuropeNetwork(EEN).

1.2.2 CNR-InstituteofMarineSciences

CNR- InstituteofMarineSciences-ISMARAncona (Italy) is specialised in fishery resources, fishingtechnology,mariculture,artificialreefs,integratedmanagementofcoastalareasandchangesinducedonthemarineenvironmentbyhumanactivitiesandnaturaleventswithintheAdriaticSea.Since1970sISMARAnconahascarriedoutresearchonthedevelopmentofmulti-purposeartificialreefsandhas

plannedseveralartificialreefsintheItalianseaswithaimofprotectingthecoastalareasagainstillegaltrawling, finfish repopulation, improving small-scale local fisheries, reducing conflicts betweendifferentusersofthecoastalareas,anddevelopingextensivebivalvecultures.

1.2.3 PôleMerMéditerranée-ToulonVarTechnologies

PMM-TVT - PôleMerMéditerranée - Toulon Var Technologies (France), as a sea innovation andbusinessclusterisspecialisedin6thematicareas:environmentandcoastalplanning,maritimesafetyand security, ship andnautical industry,marineenergy resources,marinebiological resources andports,infrastructuresandshipping.PMM-TVTgathersseveralactors(and/orareindirectinteractionwith)thatimplementartificialreefsorthatdevelopservicesthatcouldbeusedaroundartificialreefsintheMediterranean.Theseactorswillbeinvolvedintheproject’sactivities(LargecompaniessuchasEGISEAU,BRL;SMEsasECOCEAN,DBSTRAITEMENT,VIRTUALDIVE,ARCHITEUTHIS;Localauthorities(CEPRALMAR, Agence de l’Eau Rhone Med Corse),Decentralized state directorates(DREAL, DDTM,DIRM)andresearchlaboratories(biologists,materials,socialetc.).

1.2.4 AbruzzoRegion

AbruzzoRegion(Italy)isakeypolicy-makerwithintheAdriatic–IonianMacro-RegionastheManagingAuthorityof theCIP INTERREG IIIA -Adriatic Cross-border Programme since2002 and theAdriaticCross-border IPAProgramme2007-2013.Additionally in2005,AbruzzoRegion launchedthree jointcallsforproposalswithatotalbudgetofabout45M€.The348projectproposalsappliedandthe94operationsfinancedshowthedeepsensitivityoftheterritorytoabasinpolicy,abletodevelopsharedsynergiesandpotentialities,onstrategicissuesastransport,environment,energy,internationalizationofeconomicsystems,socialintegrationandculture.

1.2.5 NationalTourismCluster“BulgarianGuide”

NTCBGGuide-NationalTourismCluster“BulgarianGuide”(Bulgaria)isatourismclusterencouragingthe entrepreneurship development and is focusing on the sustainable development of alternativetypesoftourism,includingthecoastalandmaritimetourism.Itsmissionislinkedtotheneedsofthetourism related SMEs and the “seeking” tourists as well as the implementation of innovativeapproachesforprovisionoftourismservicesandpackages.NTCBGGuideunitesstakeholdersfromthetourismindustryandwillrelyontheirexpertiseandexperiencetowardsthecreationofacoherenttourism package related to smart use of artificial reefs and meeting the characteristics of theMediterranean and Black sea assets and its branding. Clustermembers and their partnerswill bedirectlyandindirectlyinvolvedintheproject’sactivities.

1.2.6 UnionofBulgarianBlackSeaLocalAuthorities

UBBSLA -UnionofBulgarianBlack Sea LocalAuthorities (Bulgaria) is a regional associationof 21municipalities along the Black Sea coast which acts and operates in the spheres of sustainabledevelopment,tourismdevelopment,environmentandefficiencyuseofresources,socialfare,youthactions,etc.Sofar,theAssociationhasimplementedasignificantnumberofnationalandinternationalprojectstargetedtotheregiondevelopmentandpromotion.

1.3 PROJECT’SOUTPUTSANDNEXTSTEPS

TheexpectedoutputsofArtReefsare:

• IncreasedcooperationbetweenmaritimestakeholdersandotherIMPrelatedstakeholders;• IncreasedawarenessandcoordinationbetweenIMPrelatedstakeholdersasregardsseizing

theopportunitiesstemmingfromusingartificialreefsforinnovativetourismandBlueGrowth;

2 CommunicationandDisseminationstrategy

2.1 OBJECTIVES

Theoverallobjectiveof theCommunicationandExploitationplanactivities is toensurea systemicdisseminationandpromotionoftheproject’sactivitiesamongalltheidentifiedstakeholders,adaptingwhennecessarytheapproachesandtoolsused.

Thespecificobjectivesare:

• Undertakingactionsthatwillpavethewaytobroaddisseminationoftheprojectactivitiesandresults;

• Settingupandmaintainingaprojectwebsiteforpublicdisseminationandinformation;• CreatingthegoodconditionstofacilitatetheinteractionswiththeIMPstakeholders,especially

actorsofthetourismindustryandcompaniesdevelopingARinnovativesolutions;• Exploitingtheproject’soutcomesandactivitiesaftertheproject’send.

2.2 TARGETSTAKEHOLDERS

ArtReefs targets 6 categories of stakeholders interested and concerned by the development anddeploymentofARsinthetwoseabasins.

2.2.1 Economicplayers

EconomicactorsdevelopinginnovativesolutionsofARsandfromthetourismsectors(Touroperators,travelagencies,touristoffices,hotels/camping,scubadivingclubs,recreationalfisheriesetc.)willbeprimarilytargeted.PlayersfromotherIMPsectorsimpactedbythedevelopmentoftheprojectwillalso be associated in the various dissemination activities planned during the project’s duration.(Fishermen,aquaculturefarm,MarineRenewableEnergiesdevices,

Managers/decisionmakers include elected officials from local communities. Their role, except thedecision making, also depends on their ability to unite, promote and undertake the project at aterritorialscale(regions,departments,municipalities...).

Technical and scientific experts (academics, specialized engineers, researchers...) who produceknowledgeandspecificdatathatfeedthecostalmanagement(IntegratedCoastalZoneManagement,knowledgeanddataonecosystemsandecosystemrelationshipsandinnovativereefs).Theseexpertscontribute,withtheiropinions,toenlightenthepublicpowersandtheyalsohelpindecision-making.

2.2.4 RecreationalUsersofthesea

Civilsocietyincludescitizens.Theycanberepresentedthroughdifferentassociationsofuserssuchasrelatedtoenvironmentalprotection,forexample.

This activitywill take into account findingshighlighted inprevious surveysconcerningcountriesintheMediterraneanandBlackSea,includingtheneighbourhoodcountries,inwhichthedeploymentofAR:

Opportunitieswithinavailablefundingmechanismswillbestudied,particularlyregarding:

• EuropeanStructuralandInvestmentFund(ESIF)withafocusontheEURegionalResearchandInnovation Strategies for Smart Specialization from the regions surrounding the two seabasins.

• National/localfundingopportunities;• EuropeanfundingprogrammeasCOSME,Horizon2020;• Potentialprivateinvestors.

The representatives from these different fundingmechanismswill be invited to participate to theproject’sactivities.

2.4 COMMUNICATIONTOOLS

Theprojectteamplanstodevelopseveralcommunicationtoolsandmaterialstoensurethepromotionoftheactivitiesandtoengagethedifferentstakeholders.

2.4.1 Brandingandvisualidentity

The project branding will be prepared to maintain a graphical coherence in all the publicationsproducedwithinArtReefs.Itwillcontainallthebasicrulesontheuseofthegraphicswhichconstitutethevisualidentity:

§ The logo: its colours, its positioning, its proportions, its variations on white and colouredbackgroundsetc.;

§ Thefontsused;§ Thevariouscolourpalettesfordifferentinformationmaterials;§ Thetemplatesfordeliverables,projectpresentations,pressreleasesetc.(Word;PowerPoint).

Theywillbepreparedanddistributedtoallpartnersfortheirprojectofficialdeliverables,aswell as for their presentations during publicmeetings, conferences and events. The sametemplatewillbeusedforinternalcoordinationmeetings;

§ All the communicationmaterials producedwill use theEuropean logo to acknowledge thesupportreceivedunderEUprogrammes.ItwillbeusedinaccordancewiththeconditionslaiddownbytheEuropeanCommission.

The project branding will be subcontracted. However, the different project’s templates will bedesigneddirectlybyPMM-TVT.

2.4.2 Projectwebsite

Thewebsitewillbetheproject’sshowcaseforabroadaudiencetogetinformationandupdates.Onthe basis of inputs from the Consortium and under the supervision of PMM-TVT, subcontractedprofessionalswillworktoguaranteeanappealinggraphics,nicepicturesandcleartext,aswellasaneasy-to-navigatestructure.Tocatchthewidestaudience,theofficiallanguagewillbeUKEnglish.Thedetailedcontentofthesitewillhavetobeupdatedbythepartnersthroughoutall theoperationalphasesoftheproject.
