Get a jump-start on resolutionsEden Prairie CommunityEducation offers varietyof new coursesBY MUNA HASSAN • SUN NEWSPAPERS

With the New Year come new resolu-tions. And, Eden Prairie Schools wantsto help make those resolutions a success.

Eden Prairie Community Educationhas released its winter schedule of classesfor all ages.

Ann Coates, the Adult ProgramCoordinator at Eden Prairie SchoolsCommunity Education, said more than180 classes are being offered to the pub-lic through the Eden PrairieCommunity Education.

With all the New Year’s resolutions tolose weight and get in shape, it’s no sur-prise that some of the most popularclasses are designed to do just that. There are 32 classes focused on gettingfit and healthy.

Weight Loss Challenge is one of themost popular Health and Wellness class-es offered. The class is a 10-week pro-gram that teaches participants how tolose weight through individual coaching, group support and more.

Each week, classes revolve around dif-ferent topics that relate to leading ahealthier, more nutritious lifestyleincluding how to read labels and learningabout proteins.

Another popular fitness course isZumba, a workout class that combinesinterval training – a type of work outthat involves bursts of high intensitywork alternated with periods of rest orlow activity – with resistance training, which is the addition of weight lifting toa workout.

Kettlebells is another intense fitnessworkout that combines an array of tech-

niques to increase strength, flexibilityand cardiovascular endurance.

“It burns a ton of calories and you getan aerobic workout at the same time,”said Coates.

A kettlebell is a cast iron weight thatlooks like a cannonball with a handle.Workouts include ballistic training, whichrequires muscles to adapt to contractingvery quickly and forcefully. The weightaccelerates through the whole range ofmotion, unlike traditional weight trainingwhere the weight decelerates throughmost of the workout.

Other classes being offered areclassics.

“Belly dance is coming back,” saidCoates. “It was big 30 years ago, and it’scoming around again.”

The course is designed for all fitnesslevels and body types with no priordance experience required to join.Participants will learn basic movementsof the art and improve coordinationwhile boosting flexibility and posture.

Coates stresses that community edu-cation classes are more than just fitnessclasses. A variety of courses are offeredthrough the program.

“There are all kinds of new classes,”said Coates. “Every class is new forAdult Academy.”

The Adult Academy is offering a vari-ety of new courses that deal with anarray of subjects. Some classes includethe U.S. Constitution, the Roaring 20s,“Greece is the Word” and “Rome wasn’tbuilt in a day.”

Other departments include cooking, languages and technology.

“Once you rediscover the joy of learn-ing after you’re out of school, you startto think this learning thing is reallykind of fun,” “ said Coates.

Many classes start in January andregistration for winter classes is nowopen online.

PROP’s 2010 included career help, not just sustenanceBY PAUL GROESSEL • SUN NEWSPAPERS

If there’s any group that hasseen what an economic down-fall looks like, it’s PeopleReaching Out to OtherPeople.

They’ve had a busy year.“It’s just tough times,”

said PROP ExecutiveDirector Anne Harnack.“People are having a toughtime getting reemployed. …What we tend to see is people whoused to probably be donors who are justhaving a terrible time getting re-employed.”

PROP is not just Eden Prairie’s foodshelf, and according to Harnack, clientsof the nonprofit have been utilizingcareer and financial services to help getback on the road of long-term stability.

“We aren’t a give out or a hand outorganization. We’re more of a lift up,”Harnack said.

She said in 2010 there have been fewernew clients than 2009, but existingclients are using services more frequent-ly than they did in 2009.

Donations were a little lower in 2010as well, she said. Donations from

businesses decreased, but dona-tions from individuals

increased, especially towardthe end of 2010.

“We have a very generouscommunity,” Harnack said,“and, we’re definitely remem-bered in the fall and winter.”

She just hopes peopleremember PROP and the peo-

ple they serve after the holidaysand during summer, when dona-

tions tend to decrease. She also hopes they can continue

helping people find the employment, which is one of her concerns when look-ing ahead to 2011.

“I’m concerned in particular for thefolks who are ages 45 to 65 who are strug-gling to become re-employed,” she said.“Those are the folks I’m increasingly moreconcerned about. … That’s a real concern.”

The immigrant population is actuallydecreasing in terms of needs and requests, she said, but the middle class Europeansnow living in the area seem to be strugglingmore since many have used up their sav-

ings and assets and can’t find employmentcomparable to what they’ve lost, she said.

To help people prepare resumes andkeep up with their career search, PROPopened a workroom in 2010 that has acomputer, resources and a volunteerwho works twice a week to help clientsin the job hunt process, Harnack said.

Even though staffing and volunteerlevels have been good, they could stilluse volunteers to help with marketinginitiatives, data entry and job-huntsupport, she said.

PROP is also planning on enhancingits education series for its clientele nextyear, which focuses on budgeting, jobsearching and other topics that mightoffer some help for clients, Harnack said. They’ve done this on a one-on-one basis, but they’d like to expand to workshops.

The economy may change, but PROPwill continue supporting people who arelooking for self-reliance.

“Really, that’s our goal, is to help peo-ple achieve the greatest level of inde-pendence possible,” Harnack said. “And,that’s what people want, to be as inde-pendent as possible.”

Impacts of buyouts on Eden Prairie remain to be seenBY PAUL GROESSEL • SUN NEWSPAPERS

The Eden Prairie businesscommunity saw its ups anddowns in 2010.

Pat MulQueeny, presi-dent of the Eden PrairieChamber of Commerce, said 2010 was strong forhis organization, but over-all 2010 wasn’t too differentfrom 2009.

The chamber has experi-enced another year of growth. The organization is going to miss Gov.Tim Pawlenty, who has been a regularspeaker for chamber events over theyears.

C.H. Robinson CEO John Wiehoffand Dianna Favre were also notablespeakers this past year.

“We had some unique sets of pro-grams as far as our side this year,”MulQueeny said.

Nearly 6,000 people participated indifferent Chamber programs in 2010,he said.

Considering other nonprofits andchambers have lost more members

than they’ve gained, the Eden Prairiegroup is doing comparatively

well, MulQueeny believes. The chamber lost 105

members over the year, butgained 140. Of those mem-bers who dropped, somewent out of businessentirely; some moved outof the area; and others

dropped the membershipas part of budget cuts,

MulQueeny said.Several Eden Prairie compa-

nies were bought out in 2010. Impactof those transitions is uncertain.

Tyco Electronics bought out ADC.Dell purchased Compellent for nearly$1 billion, and there is talk of a possi-ble Supervalu buyout.

If the Supervalu changes hands,MulQueeny said he hopes the busi-ness stays in town, just as it did whenSupervalu bought out Albertsons in2006.

As for a positive change in 2010, theFlying Cloud Airport expansionhelped some local businesses thisyear, MulQueeny said.

“We know a lot of businesses uti-lize that opportunity” for corporatepurposes, he said.

When Brett Favre agreed to returnas the Vikings’ quarterback, he landedat Flying Cloud, MulQueeny pointedout.

Looking ahead, the SouthwestCorridor Light Rail project, approvedin May, could offer more opportuni-ties to bring employees and people tothe city, but it could also bring someheadaches for some in particularareas, according to MulQueeny.

With street-level rail crossings atValley View Road, Technology Driveand in the Mitchell Lake area, trafficcould become even more congestedthan it already is at times,MulQueeny said, but it’s hard toknow the exact impact.

At-grade rail crossings near theentrance to Costco, 12011 TechnologyDrive, and surrounding businessescould hurt customer traffic as well,he said.

The chamber has already providedits input about the light rail plan tothis point, MulQueeny said, but its

main job will be keeping local busi-nesses informed as the project movesforward.

As for the economic growth, recentbusiness developments have been agood sign.

Some of those developmentsinclude the remodeling and expan-sion of Wal-Mart and progress on aRandy’s Bobby & Steve’s Auto World,a shopping area on Flying CloudDrive and a new Menards on PlazaDrive.

Along with developments, otherexisting businesses are showingimprovement.

Some businesses are hiring againand larger companies are doing bet-ter than they have in the last coupleof years.

“It’s just a well-rounded communi-ty businesses wise,” MulQueeny said.

Because of the diverse businesses,he thinks Eden Prairie’s economywill continue to be in a better spotthan many other cities, but he expectsthe city will have a slow economicgrowth rate, much like the rest of thecountry.

2011 resolution – channel switch and attitude controlIn the book

“Being Peace” byThich Nhat Hanh, there is an interest-ing idea that mightprovide guidance aswe mush towardsthe New Year 2011.

I am trying tostay grounded. I amhoping for commonsense decision-making. I have noted colleaguestalking about resolutions thatinclude yoga, healthy food con-sumption and more exercise.

Hanh talks about the Buddhainside and the control we eachhave from within. He suggests weshould think about ourselves as atelevision set with many options.

There are people who are stuckon Channel 3 – the sorrowfulchannel. They are always down-beat, complaining, sad andannoyed. They arrive with a “Heyain’t it awful” attitude.

Indeed there are real reasonsto have Channel 3 at the ready.Stuff happens that does not fit

into our work or life plan that isa Channel 3 event.

Just today I mentioned to mydaughter that some are dealtsuch challenging cards. TheVietnamese philosopher, howev-er, believes sometimes in our too-much Channel 3 focus, we missthe other channels that are avail-able and present. It is really likeforgetting all of the colors avail-able to us and only using blue.

There is a Channel 5 thatmay be about focusing on thehere and now. Just stoppingand breathing and being pres-ent is switching to Channel 5.

The other day, I quicklymoved to Channel 5 when I waswashing my hands and delightedin the warm water. Holding my22-month-old granddaughter andsmelling her hair and enjoyingher laughter is pure Channel 5.

I find Channel 5 a mini vaca-tion moment during the workday.I just switch stations and go to a“Happy Place.” I find Channel 5during a traffic jam and think ofthe tulips in Holland.

I am then quite able toswitch to Channel 8, which isabout program directing andproblem solving.

Teaching classes requires a dif-ferent channel. When I run, I flipto a relaxed no brainer channeland listen to my breathing andmy feet crunching on the snow.

Parenting requires a myriadof channels. We spent four dayswith three young children dur-ing the last big snowstorm. Atno time was Channel 5 anoption. We needed to be multifaceted, focused and at the ready.

Recognizing that within isour own channel control isquite empowering.

At times I have longed for achannel changer or clicker touse on others, which allows oneto switch channels from afar.Wouldn’t that be something ifwe could encourage others tocelebrate the oranges, brightreds and greens of their lives?

The truth is we each need topay attention to our own atti-tude and inner channel clicker.

Gail Goodwin said, “as soonas you feel yourself getting stucklike fat congealing on a plate, give yourself a kick.” I am tryingto avoid getting stuck at all costs.

Hanh says first you need tocherish, protect and make lifepossible and then work yourway back to all other issues.

The best way to make life pos-sible is to practice channelswitching and pay attention towonders that surround us andworthy of cherish. This is notabout ignoring sorrow. But it isabout not wallowing in it. Manyin sorrowful states have found theBuddha within to help them notonly survive but celebrate. I amtrying this New Year to use all ofmy channels. I am even consider-ing a cable hook up. 2011 is theyear to keep calm and carry on.

Library usage, lifelong learning, new resources highlight 2010BY LOIS LANGER THOMPSON • GUEST COLUMNIST

With over 17 million checkouts, 20 millionwebsite visits and more than 5.5 million librarybuilding visits, 2010 was an extraordinary yearfor library service in Hennepin County.

Hennepin County residents are ready andeager to read, learn, graduate, work andengage. In 2010, the library supported this by:

• Actively supporting school readiness withmore than 2,900 storytimes. Library storytimeis based on the most current early literacyresearch and encourages development of basicpre-reading skills. If you haven’t had a chanceto attend a storytime with your child or grand-child, we look forward to seeing you in 2011.

• Remaining committed to ensure thatevery student in the County graduates fromhigh school. Hundreds of students are assistedby librarians every day at our 41 libraries. Atour nine Homework Hub locations, volunteers

supervised by trained tutors help hundreds ofchildren and teens with their homework. Infact, graduating teens have told us that theywere able to graduate because of the help theyreceived through this program. Our websiteshows locations and hours for Homework Hubas well as volunteer applications.

• Offering programs and classes for cus-tomers of all ages. Career and small businessresources, including free consultations withprofessional career and small business coun-selors, are in high demand. This year morethan 650 free computer classes trained hun-dreds of individuals in new technologies.

There are many reasons to celebrate theyear 2010. New libraries opened inPlymouth and Maple Grove to serve thoserapidly growing communities. In responseto public demand, downloadable eBooksare now available at Hennepin CountyLibrary.

The National Association of Counties(NACo) awarded Hennepin County Library forcollaborating with Xcel Energy to makePowerCheck Energy Meters available for checkout. Minneapolis Central Library openedMondays, thanks to Ballpark sales tax revenue.

Every day, the library connects with thou-sands of library “friends” via social network-ing sites, including Twitter and Facebook. There are more than 6,000 visits each week toHennepin County Library’s own social net-working site, www.Bookspace.org, where youcan find recommendations for books or addyour suggestions for other readers.

LETTERS TO THE EDITOR

Put K-6 decision to referendum voteTo the editor:

I was not surprised to read the EdenPrairie School Board approved plans tomove forward with this seeminglyunpopular K-6 plan.

They have appeared unwilling to yieldto the voices of this beautiful city asidefrom holding more hearings. SchoolBoard members are elected officials thathave a tough job.

Many are up for election in the fall, and I would hope that there are qualifiedindividuals who will oppose them andthat there will be enough interest in thelocal races that democracy’s voice willbe heard.

I was however very surprised to readthat Myron Orfield chooses to label

opponents of the process as whiteracists.

It’s way too easy to play the racecard, Myron – and not helpful at all. Ihave lived in Eden Prairie for 16 yearsand have found this to be a very openand welcoming city to all races andreligions.

All I have heard is people want moreinput and transparency, as well as evi-dence this plan will work before spend-ing all this money and disrupting kid’slives. It seems like they are still callingfor it.

Why don’t we put this transition planup for public referendum this fall? Wewill have plenty of time to field evidenceand discuss alternative plans as well. Inthe same election we can vote for SchoolBoard.

A clean slateBY REV. BRENDAN PRIGGE • GUEST COLUMNIST

Why do we wait till the beginning of anew year to make resolutions? Can’t wedo that in July?

I guess it has something to do withnew beginnings and all that. A year hasended and it’s kind of like starting witha clean slate.

We somehow perceive the new year to beall fresh and clean. If you haven’t made anyresolutions yet, I’d like to suggest one.

Forgiveness.It goes along with the

whole “clean slate” theme. Ihave to believe that each ofus can think of someone withwhom we’re not very happy, someone who at best owes usan apology and at worstdeserves a punch in the face.

In this new year, why notsave some skin on yourknuckles, avoid assault

charges and forgive! Why? It pleasesGod, and it just makes sense.

Let’s start with the latter. It justmakes sense to forgive. If there’s some-

one who has wronged you, do you reallythink they care if you’re upset withthem? Are they losing sleep at nightbecause they feel so bad about the strainon your relationship? Not likely.

If they cared about how you felt, theywouldn’t have mistreated you in the firstplace. Don’t allow their malice tobecome a perpetual presence in yourlife. Forgive. Let go.

You can’t control them, but you cancontrol yourself. You can put their mean-ness behind you and look forward.Forgiving is also pleasing to God.Colossians 3:12 “Forgive as the Lord for-gave you.” God forgives those who repent.

So, what if the person you’re forgiv-ing hasn’t repented. Can you still forgivethem? Yes, but just because you forgivethem doesn’t mean God does. That’sbetween them and God.

When we forgive, we commit to put-ting that cruel act in the past and not let-ting it affect the present or the future. It’s not easy, so prepare yourselfthrough prayer. Ask God to strengthenyou to do for others what He has done foryou.

By AirBroom Minnesota Furnace, Air Duct, and ChimneyCleaning & Restoration in Chanhassen.

You may be surprised to learn that Indoor Air istypically 2 – 5 times more polluted than Outdoor Air.

According to the EPA “indoor pollution sources thatrelease particles into the air are the primary cause of indoorair quality problems.” Particles such as dust, dander, moldspores, pet hair, and pollens accumulate in your air ducts. ACommonwealth of Massachusetts study found indoor aircontaminants are “responsible for or aggravate half of all ill-nesses.” Industry manufacturer Trane notes “poor indoor airquality affects more than 15 million Americans who haveasthma and more than 28 million others who suffer from hayfever and other allergies”. An ongoing University of Albertastudy finds “Two thirds of our lifetime is spent inside ourhomes.” Accumulations in ducts can cause irritation of theeyes, nose, throat, headaches, and fatigue. Often the besttreatment is simply to remove and eliminate the pollutants atthe source by cleaning the air ducts.

Cleaning of your homes HVAC system is a routine partof home maintenance. Heating, ventilation, and air condi-tioning (HVAC) systems have been shown to act as collec-tion sources for a variety of contaminants. Mold, fungi, bacteria, pet hair, and very small particles of dust have thepotential to affect your health. Removal of such contami-nants should be considered as one component in an overallplan to improve indoor air quality. The design of HVACsystems causes contaminants to accumulate in your ducts.Cold air returns move air from rooms to the furnace and actas built in vacuums pulling contaminants from rooms intoyour ducts. They again become airborne each time the blow-er starts and are eventually redistributed into your home. The EPA notes that “house dust mites, pollens, animal dan-der, and other allergy agents can be reduced through regularcleaning”. AirBroom Minnesota has powerful professionalduct cleaning equipment and uses the industry standard“push-pull” process to remove contaminants from insideyour HVAC system.

You Can Keep Your System Clean By Using TheProper Furnace Filter. Once clean you can keep yourHVAC system clean longer using good filters. There arethree basic types. Fiberglass/polyester filters are least expen-sive but only protect your furnaces’ blower motor from largepieces of debris. Better are pleated filters that capture medi-um to fine particles with their greater collection area. Bestare electrostatic pleated filters with a Minimum EfficiencyReporting Value (MERV) of 10 or greater as recommendedby the American Lung Association. These trap the greatestamount of fine particulate and help keep micro-particles outof your indoor air. Check furnace filter(s) monthly andreplace every 90 days. An overly dirty filter may reduce theefficiency of your HVAC system leading to higher powerbills and lower indoor air quality.

Consider This. The EPA notes “Consumers shouldbeware of air duct cleaning companies making sweepingclaims about the health benefits of duct cleaning. Consumersshould also beware of “blow-and-go” air duct cleaning com-panies. These companies often charge a nominal fee and doa poor job of cleaning. These companies may also persuadethe consumer into unneeded services with and/or withouttheir permission.”

10 Eden Prairie Sun-Current – Thursday, Jan. 6, 2011 – www.minnlocal.com In the Community, With the Community, For the Community

2010 was ‘once in a generation’ year for Eden Prairie schoolsBY PAUL GROESSEL • SUN NEWSPAPERS

Feb. 23 and Dec. 21. They’retwo dates many in EdenPrairie will not soon (butsome would like to) forget.

Those two dates served asplot points for one decisionthat has often been coined as“once in a generation.” Thatdecision was to switch from theKindergarten through fourth-grade elementary school model to aK-6 model.

For almost the entire stretch of theyear, the administrative planning

process, its behind-closed-doorsmethod and the public outcry

that followed dominated Sun-Current headlines.

The School Boardapproved the K-6 modelwith a 4-3 vote on Feb. 23,and on Dec. 21 reaffirmedthat decision by approving

an administrative reportthat answered questions the

School Board posed the monthbefore, an approval upon which the

K-6 plan hung. And so, the K-6 transition will begin next

fall. It will ultimately make Oak Point

Intermediate a sixth elementary school andhouse the Spanish Immersion program, currently split between two campuses.

There was an eerie silence in thegymnasium crowd after the vote wasmade Dec. 21.

Many of the people in attendance, who had attended seven input sessionsand voiced their questions and concernsin a variety of ways, slowly got up fromtheir seats.

Some had struggled to obtain infor-mation from the School District in thepast, waiting on lengthy responses fordata requests under state law and ques-tioning the closed-door meeting methodthe administration used.

The Sun-Current had difficultiesof its own getting information anddata requests from the SchoolDistrict administration, whichthreatened the paper in a letter sentfrom a school district attorneythreatening to bar staff from districtcampuses. That letter was sentaround the time parents were makingplans for the protesting boundarychanges street-side.

Administrators and supporters havesaid the K-6 model (instead of the cur-rent K-4 model) and elementary schoolboundary change will create fewerschool transitions for students, whichwill help improve achievement for allstudents.

In the Community, With the Community, For the Community www.minnlocal.com – Thursday, Jan. 6, 2011 – Eden Prairie Sun-Current 11

Further school integration throughthe proposed boundary change will alsocreate better learning environments forstudents, supporters have said.

With the affirmation of the K-6change in December, 2011 could bring ayear that the School District will notonly manage a system-wide elementaryschool transition but divisions in thecommunity.

Because while many have been infavor of more balanced schools, somehave questioned the administration’splanning, communication and researchbehind the K-6 change.

After the initial February decisionto adopt the K-6 model (which wasmade less than a week after the SchoolBoard was presented the K-6 recom-mendation), administrative-formedtask forces met behind the scenes for

months to create a new elementaryschool boundary map, determine thesixth elementary school’s curriculumand come up with other plans inpreparation for the K-6 transition.

At one point, a petition garneredmore than 700 signatures requestingthe K-6 decision be reversed. It present-ed to the School Board in June andessentially was ignored, according toCaroline Nelson, who spearheaded theeffort.

The outcry became deafening after aproposed elementary school boundarymap was released in October that wouldrelocate some households to new schoolsacross town.

Mapped outcryThe proposed elementary school

boundary map would affect where anestimated 1,100 students would attendelementary school. (The release of analtered map is expected by Jan. 15.) On June 19, the Eden Prairie High School baseball players form a victory pile on Target Field after defeating

Burnsville 7-5 in the State Class 3A title game. The Eagles finished with a 26-1 record and won theLake Conference and Section AAA titles as well. (Photo by Brian Nelson • Contributing Photographer)

The proposed map was made forthree reasons, to account for the K-6shift that would add a sixth elementaryschool; to address capacity discrepan-cies between schools and to help inte-grate schools more evenly, according toadministrators.

Once the map was released in earlyOctober, some parents and communi-ty members had the feeling theadministration was not listening dur-ing the School District’s initial inputsessions.

Around 200 people protested out-side Eden Prairie High School duringa “Money” magazine forum, with itspublisher and some editorial staff intown as part of a three-city tour todiscuss budgeting, investing andother financial matters.

Among the research, alternativeboundary maps, questions and critiques, there was other notable methods of feed-back.

An anonymous writer composed a 60-page, single-spaced “TransformationStudy” that looked at test scores, research, financial and enrollment data, claims made by the school district andother items and events that lead up tothe K-6 decision.

An active Facebook group, “EdenPrairie School Board Accountability”created by former Eden PrairieSchools’ parent and Eden Prairie resi-dent Debbie Brandt in the spring, reached more than 600 members in thewinter.

The group served as a touch-pointfor many who had questions, worriesand wanted to spread information.

proposal to address the use of schoolbuildings, which ultimately lead tothe K-6 recommendation, wrote a let-ter to the School Board and adminis-tration saying the schools’ capacity

figures they were given were not con-sistent with the capacity numbersother task forces were given. And,had they been given the same figures, they may have come up with alterna-tives to their K-6 recommendation, they said.

Even though School District admin-istrators had said the figures were dif-ferent because they were different

years and purposes, some parents con-tinued voicing their concerns about theprocess up until K-6 was reaffirmed onDec. 21.

A parent member of the task force,Allyson Kaiser, created another onlinepetition that asked the K-6 decision fromFebruary be overturned, similar to thepetition presented in June (and again inNovember).

Kaiser’s petition had obtainedaround 1,600 online signatures, andeven though its validity and statisti-cal significance was brought intoquestion while the School Boardbriefly discussed it on Dec. 21, it wasanother sign of community discon-tent.

Dec. 21 takes us to 2011The Dec. 21 meeting marked,

in a sense, the second approval ofthe K-6 decision; by voting on thesufficiency of information theSchool Board had requested fromthe administration, the SchoolBoard was voting on whether ornot the K-6 transition would moveforward for the 2011 school year.

The administration’s infor-mation was presented in a 123-page report in early December, and the School Board approvedit on Dec. 21 with a 4-3 vote, thesame 4-3 split that approved theK-6 plan in February.

Board members ChuckMueller, Kim Ross, Carol Bombenand Suzanne Kutina voted infavor of both resolutions.

Ross reiterated that the K-6model was always the best choice,as shown by the February deci-sion, but the Dec. 21 vote was justto reiterate that standing aftermore information was released.

Before the Dec. 21 vote,Kutina listed specific sectionsof the administration’s reportthat she found sufficient beforevoting, and Mueller listed cri-teria for which he based hisdecision.

Board members Holly Parker,Ranee Jacobus and John Estallvoted against both the Feb. 23 andDec. 21 resolutions. They reiter-ated that their votes were basedon what they believed was a lackof sufficient evidence to show K-6 was the best plan, not becausethey were against integratedschools.

With some parents leaving theschool district and others threat-ening to leave or looking at otherschooling options after theirtumultuous year, there are thosewho have supported the adminis-tration and School Board’sefforts, but a silent majority inthe community remains.

So, in 2011, a generation ofstudents will prepare for a tran-sition that will help or hinderthe next, and many individualsand families are hoping someunity will return after the long2010 took its toll.

Parents protest outside Eden Prairie High School in October, after the School District released a draft elementary schoolboundary map that would change where an estimated 1,100 students attend school. The protest followed School Districtinput sessions, when parents felt their concerns were not being heard. So, almost 200 parents took their message to thestreet in an effort to get their point across. The protest began shortly before a “Money” magazine event, when the publisherand editors arrived to talk about financial planning and strategies. In July, the magazine announced they voted Eden Prairiethe best small city in the country. (Photo by Chris Dillmann • Sun Newspapers)

In the Community, With the Community, For the Community www.minnlocal.com – Thursday, Jan. 6, 2011 – Eden Prairie Sun-Current 15

We’re number one“Money” magazine

announced in July that EdenPrairie was the top place to livein America in their estimation.

News of the honor spreadquickly as Neal spent the morn-ing of the announcement deliv-ering 17 cakes to sites aroundthe city, reminding employeesat the Community Center, “youwork in the number one city inAmerica.”

Amenities like beautifulparks, trails and lakes, as wellas exceptional schools and lowcrime rates has made the city acontender for several years.Eden Prairie ranked 40th in2008 and 10th in 2006, but it wasthe economy that gave the cityan edge for 2010.

The five-paragraph notice onthe annual top 100 list cites alow unemployment rate, a AAAbond rating from Moody’s andthe fact that the city is home to50,000 jobs.

Eden Prairie was the onlyMinnesota city in the top 10.Plymouth, which topped thelist in 2008, ranked 11th.Woodbury was 13th, Eagan was15th and Apple Valley came atnumber 20.

Mayoral woesAfter an inquest beginning

in March, a Plymouth PoliceDepartment investigationfound Mayor Young had filed 26claims for meetings he didn’tattend. At the time, the Mayorand City Council Membersreceived a $35 per diem formeetings they attend in an offi-cial capacity.

But, Hennepin CountyAttorney Mike Freemandeclined to file charges againstYoung, claiming it was a matterof sloppy bookkeeping, notcriminal intent.

There was evidence themayor attended many othermeetings for which he did notclaim reimbursement, accord-ing to the attorney’s office.

The attorney office’s investi-gation found evidence of “slop-py or inadequate bookkeep-ing,” but did not establishintent to steal. “A detailedreview led to the conclusion

that, overall, the suspect under-reported his attendance atevents,” a declination letterexplained.

The letter didn’t address per-jury charges specifically. In aninterview with the Sun-Current in July, Freeman said,in 12 years, he’s only pursuedperjury charges once or twicebecause it’s very difficult toprove.

A few people called on Youngto resign during a meeting of

the Eden Prairie City Councilin June, while several otherssupported the mayor, saying hewas a victim of a “politicalwitchhunt.”

Neal heads to EdinaNeal, whose job included

signing off on reimbursementclaims, had reported themayor’s reimbursement dis-crepancies to police last March.

After the investigation, Nealapplied for the city manager

position in Edina, which wasopen after Gordon Hughesretired with a 36-year servicerecord.

Neal said at the time he wasexcited by the prospect of work-ing in Edina because it’s a greatcity and similar to EdenPrairie.

He also said he was con-cerned about his job securityafter he reported the mayor’sreimbursement claim discrep-ancies to police.

A faction of Eden Prairieresidents was unhappy with hisactions.

Neal said reporting the reim-bursement claims to police wasethical and the right thing todo, and legally the only thing todo, even though it involved acareer risk.

A search for Neal’s replace-ment is ongoing while JayLotthammer, head of Parks andRecreation, fills in as interimcity manager.

Homicide investigation The court hearings for the

death Randel Richardson’s six-month-old son began in the fall, after he was charged in Augustwith first murder in the firstdegree.

Richardson allegedly drownedhis infant son at home on July 31while his wife was gone.

Up to this point, court hear-ings have been held to deter-mine Richardson’s mental stateat the time of the murder, andcourt hearings are expected tocontinue in March.

Business development The city of Eden Prairie

gained some unexpected rev-enue with businesses develop-ment in 2010.

Developments include a 7,625square-foot shopping area at8045 Flying Cloud Drive, a newRandy’s Bobby & Steve’s AutoWorld at 8100 Flying CloudDrive and a 261,580 square-footMenards at 12600 Plaza Drive,expected to open this spring.

The $4.2 million Auto Worldproject includes a 19,000 square-foot building, car wash, sevenservice bays and a conveniencestore, and it eventually willhouse a museum. The facility hasbeen called the flagship for SteveWilliams’ eight total stations.

Revenue to the city from newdevelopments created moreincome than they expected, which helped balance the city’sbudget, which had a projecteddeficit of around $1 million.

In December, the CityCouncil voted to keep the gen-eral fund budget flat in 2011,around $40 million, whichincludes a 2 percent wageincrease for city staff, alongwith budget cuts to offset thatincrease.

The levy will remain at the2010 level, which was more than$30 million.
