CHANGES TO THE WINTER BREAK LEGISLATION
NCAA PROPOSAL NO. 2012-15: WINTER BREAK Current rule: December 20 – December 26. New rule: The winter break shall begin on:
December 20;
The following Monday if December 20 falls on a Friday, Saturday or Sunday; OR
The following Tuesday when December 20 falls on a Monday.
Effective Date: August 1, 2012.

Any field or facility preparation by a student-athlete or an institution’s team is not considered a countable athletically related activity even if it is required, supervised or monitored by institutional staff members.

No practice or competition permitted following the last regular season contest unless under consideration for postseason championships.
If not selected for postseason participation or eliminated from championship, practice and competition are no longer permissible.

Regular season competition permitted following conference championship, provided:
Team has not exceeded its maximum number of contests/dates of competition for the playing season in the sport;
The competition(s) appear as regular-season competition(s) in its declaration of playing season for the sport; and
The competition(s) occur prior to championships selections.

CONCLUSION OF THE PLAYING SEASON – INDIVIDUAL SPORTS
Only squad members considered necessary for effective practice by individual(s) preparing for NCAA championships may continue to practice.
If individual not selected for postseason participation or eliminated from championship, may no longer practice or compete.

Outside the playing season during the academic year:
Only weight training, conditioning and review of game film are permissible.
Eight hours per week.
No more than two hours of game film.

Following the regular season or conclusion of the nonchampionship segment:

No more than two hours per week of skill instruction.
No team activities permitted.
No activity permissible one-week prior to the beginning of the institution’s final exam period.

Yes, maximum number of contests for the institution is 18.

Yes, the minimum number of contests is 10.
Will UC’s schedule allow its team to be selected for the Division II Women’s Soccer Championship?
No, the selection criteria requires a minimum of 10 in-region contests. UC only played eight in-region contests.

NEWLY ADOPTED LEGISLATION: STRATEGIC MEMBERSHIP GROWTH PACKAGE
PROPOSAL NO. 2012-8 – SIZE OF CONFERENCES
New Conferences: Size for application: minimum10 active institutions
and/or institutions in the provisional period of the Division II membership.
Size to become an active conference: at least 10 active institutions.
Effective August 1, 2013, for a conference applying for Division II conference membership on or after August 1, 2013.
Active Conferences: Minimum eight active institutions by August 1, 2017. Minimum 10 active institutions by August 1, 2022.
PROPOSAL NO. 2012-9 – CONFERENCE PRIVILEGES AND AUTOMATIC QUALIFICATION
Timetable for automatic qualification: Increase from two years to five years the
waiting period for a new conference to become eligible for automatic qualification.
Effective August 1, 2013, for a conference applying for Division II conference membership on or after August 1, 2013.
PROPOSAL NO. 2012-9 – CONFERENCE PRIVILEGES AND AUTOMATIC QUALIFICATION
Conference privileges – grace period: Create a three-year grace period during which
a conference may continue to qualify for privileges following the date of withdrawal of the institution(s) that causes the conference’s membership to fall below the minimum number of institutions required for active membership.
Effective immediately.
PROPOSAL NO. 2012-9 – CONFERENCE PRIVILEGES AND AUTOMATIC QUALIFICATION
Championship participation – automatic qualification: At least 50 percent of the championship field
in regional tournaments shall be reserved for at-large teams.
Effective August 1, 2012.
PROPOSAL NO. 2012-10 – PROCESS FOR CONFERENCES
Annual limit on conference membership: NCAA Division II Management Council may
establish an annual limit on the number of athletic conferences applying to become a Division II conference that will be invited to active membership.
Effective immediately.
PROPOSAL NO. 2012-10 – PROCESS FOR CONFERENCES
Invitation to active membership: Before the NCAA Division II Membership
Committee can invite an institution into active Division II membership, a Division II conference (or a conference applying for Division II membership) must have taken action to allow such institution to join as a full member.
Effective August 1, 2012, for an institution entering the Division II membership process on or after September 1, 2012.
