5. Regarding AECAPELIN's living quarters, AECAPELIN feels he willencounter no problem in selling his apartment. However,

•-. during the initial phase of his residence in France, which ap-pears will be on a temporary basis, he will have to maintain a resid-ence in Munioh. Since other factors in his transfer have not yet beenestablished, his tentative thoughts are that he may be able to arrangeto have his mistress move into his apartment or he may sell the apart-ment and, at the time of his transfer to France, establish his MunichMeldeamt registration at the address of his mistress or locate a smallroom for this purpose. In any event, it is requested that, for FPOfinance purposes, the matter of granting AECAPELIN a reasonable sum ofmoney for the purpose of maintaining residence in Munich, be approved.Also, if necessary, there should be consideration of provision in the FPOfor storage of the bulk of AECAPELIN's personal possessions in Munich(a maximum of DMW 75 per month) in the event he sells his apartment; notethat for purposes of cover AECAPELIN will be unable to move all of hispersonal goods to France since in Paris he will maintain modest livingquarters. Since AECAPELIN acquired his current living quarters at hisown expense at a time when it appeared that he would remain indefinitelyin Munich, it is requested that Paris consider the inclusion in the FPOof a sum of not more than $1,000.00 to cover any loss which AECAPELINmay suffer if and when he sells his apartment. However, since there cur-rently is a demand for living quarters in Munich, it Is felt that heprobably will be able to sell his apartment with very little, if any,loss.

6. During L:: TDY to Munich, 1-3 December 1958, theabove administrative and cover matters and the following operational itemswere discussed with him:

A. Should it be decided that it would be of advantage to theC.M that AECAPELIN take steps to take over the slot as AECAVA-TINA/8 chief for France, with headquarters in Paris (discussed initiallyin MUNI-0999); it would appear to be preferable that AECAPELIN make ar-rangements with AECAVATINA/12 thlkAECAPELIN should be the covert chiefwhile AECAPELIN would operate through a figure-head who would be select-ed personally by AECAPELIN and cleared by KUBARK. Before AECAPELINinitiates any discussion with AECAVATINA/12 on the selection of the fig-ure-head, AECAPELIN feels he should have an opportunity to do his spottingand assesanent of the potential man in Paris. It is noted that in theevent I: -" decides AECAPELIN should not become the AECAVATINA/8 chief .in Paris, AECAPELIN feels it is equally possible that AECAVATINA/12 wouldappoint AECAPELIN as the consultant and advisor to the AECAVATI1A/8 chiefin Paris; incidentally, AECAVATINA/12 has not yet decided on the new AE-CAVAT chief in Paris, but has appointed an unidentified man on atemporary basis.
