Thank you for your interest in our CyberSecurity Malaysia Collaboration Program (CCP). We hope that this program prospectus will provide you with an overview of the information you need to become a CCP Partner.

As what we have seen in recent global trends, it is undeniable that at global and national level, we are facing an explosion of hyper connectivity. Which leads to attackers can even now disrupt more people through more devices, creating more breaches every year, resulting in more damages affecting organisations and users. It is increasingly clear that no individuals or organizations that is immune from cyberattacks. And for this reason, it is imperative that both public and private sectors must explore new ways of collaboration that would leverage the perspectives of governments, industry, civil and academia in addressing our national cybersecurity challenges.

Characterized by new technologies fusing the physical, digital and biological worlds, the Fourth Industrial Revolution will impact all disciplines, economies and industries and brings with it a new operational risk for connected, smart manufacturers and digital supply networks. The pace of digital transformation mean that cyberattacks can have far more extensive effects than ever before, and manufacturers and their supply networks may not be prepared for the risks and need to invest heavily in cyber- and data-security systems to avoid failures in digital infrastructure. For cyber risk to be adequately addressed in the age of industry 4.0, cybersecurity strategies should be secure, vigilant, and resilient, as well as fully integrated into organizational and information technology strategy from the start.

CCP is an initiative by CyberSecurity Malaysia in bringing the industry, academia and government together to balance and prioritize the limited resources available, and work together in overcoming our national cyber security challenges. As a CCP Partner, you will be gaining access to some of key benefits such as business networking and opportunities, cybersecurity training and professional development programs, cybersecurity product/service certifications, improve research of existing products, just to name a few. CyberSecurity Malaysia is the national cybersecurity specialist and technical agency under the purview of the Ministry of Communications and Multimedia Malaysia.

The foundation of the agency began on January the 13th 1997 as a unit under MIMOS Berhad called Malaysia Computer Emergency Response Team or MyCERT (www.mycert.org.my). A year later, the emerging ICT issues in Malaysia had triggered the National Information Technology Council or NITC (www.nitc. my) in proposing an establishment of a much-needed agency to address those issues. The National ICT Security & Emergency Response Centre (NISER) was duly formed in 2001 as a department in MIMOS Berhad, and the Malaysia Computer Emergency Response Team (MyCERT) was placed under NISER. Several years later, NISER stood as a separate entity from MIMOS as it is now under the purview of MOSTI since September the 28th 2005. In 2006, NITC had conducted a meeting which lead the Government to decide in beginning the implementation process of the National Cyber Security Policy (NCSP).

NISER was given the decree in providing technical support to the Government for the implementation of the NCSP. The transformation of the agency continued on August the 20th 2007, when our Prime Minister of Malaysia officiated the rebranding of NISER into CyberSecurity Malaysia, and launched the new CyberSecurity Malaysia (www.cybersecurity.my) brand name and logo.

Being a National body in monitoring all aspects related to National e-Security, the Malaysian Government have gazetted the role of CyberSecurity Malaysia as an agency that provides specialised cybersecurity services and constantly identifies potential areas that may be damaging to national security and public safety. In addition, CyberSecurity Malaysia is responsible in supporting plus providing technical assistance and training services for national cyber crisis management.

CyberSecurity Malaysia provides specialised cyber security services, as follows: • Cyber Security Responsive Services• Cyber Security Proactive Services• Outreach and Capacity Building• Strategic Study and Engagement• Industry and Research Development

CyberSecurity Malaysia Core Values: CyberSecurity Malaysia is driven by these three (3) Components of Trust, Impartiality and Proactive.

In short, the main objective of CyberSecurity Malaysia is to achieve a safe and secure cyberspace environment by reducing the vulnerability of ICT systems and networks while nurturing a culture of cyber security. So, the feeling of security in cyberspace with CyberSecurity Malaysia is justified and welcoming.

Both public and private sectors need to work together to address the nation’s cyber security challenges. However, to attain effective cybersecurity solutions can be rather confounding; as the technology is often complex and constantly evolving, the vulnerabilities are vast and elusive, and the laws are fragmented and unclear.

Government, industry and academia often bring a diverse range of resources, priorities, and perspectives to these issues that can sometimes be contentious. At a strategic level, all parties should be fundamentally aligned with a common shared desire to develop effective strategic solutions in addressing national cyber security challenges. The key is determining how best to maximize the collective resources of industry, academia and government; hence the need for collaboration.

The CyberSecurity Malaysia Collaboration Program (CCP) serves as a strategic collaboration initiative with the local cyber security industry as well as other government entities in encouraging the development and innovation of Malaysia’s cyber security products and services.

Three types of partnership are defined under CCP with requirements, criteria and benefits vary for each category. Categories of partnership as below:

3. Network Partners 1. Local & Multinational Corporations/Enterprises (ex: GLCs, public listed companies, etc.

2. Possess requirements for development of local cyber security solutions.

CODE OF CONDUCT

All Registered Partners of the CCP:

• must adhere to the general terms and conditions of the Program;

• should uphold the reputation and standing of CCP;

• must act with integrity and respect others, value alternative points of view;

• must act within the boundaries of relevant legislation;

• must act in the general interest and must not use their position to unfairly benefit organizations, their employers, or others;

• must promptly pay membership fees as part of continued program enrolment;

• will not commit on behalf of CCP in any way unless authorized to do so;

• will not make any statement on behalf of CCP or purport to represent CCP through any public medium, including digital social media, unless authorized to do so by CCP; and

• must reject and will not make any offer of bribery or unethical inducement.

CyberSecurity Malaysia reserves the right to review any Partner’s application for validity and conformity to the rules stipulated in the CCP terms and conditions. Should a partner fail to meet the conditions in this Code of Conduct, the CCP may, at its sole discretion, decide on the appropriate action to take.

CyberSecurity Malaysia reserves the right to update this Code of Conduct. By applying to become a Partner to the CCP you indicate that you have accepted and will abide by the Code of Conduct of CCP.

GENERAL TERMS AND CONDITIONS OF CCP

All CCP Partners must adhere to the general Terms and Conditions & Code of Conduct specified. This includes obligation as a CCP Partner towards confidentiality and freedom of information, publicity, usage of CCP logo, intellectual property rights, unintended disclosure, data protection, disclaimers, notices, rights of third parties, commencement, variation and termination, and governing law.

3. For Local Companies:

• Memorandum and Articles of Association

4. Memorandum of Understanding (MoU) or Agreement (where applicable)

TIMELINE

Four (4) weeks* upon submission of the CCP Application Form.

**After submission of the forms, CyberSecurity Malaysia shall review the information for approval.

The respective application shall be contacted in case of any clarifications needed or any additional information required.
