1. Introduction

This document contains all specifications and guidelines for the correct labelling, barcoding and for pre-advised data regarding parcel shipments of Österreichische Post AG. It is exclusively valid for customers labelling with the new 22-digit barcode system (effective May 1, 2008).

The previous valid version of the barcode primer remains in effect for customers labelling in accordance with the old system (16 digits with Leitcode).

The barcodes of parcel shipments are automatically read in the distribution centres by means of the new Track & Trace (T&T) system of Österreichische Post AG. The 22-digit barcode type 128 C serves as information carrier.

In addition to barcode capturing, automated reading of written information on the address label is carried out by means of OCR technology. The results of this reading process forms the basis for the correct routing and processing of shipments. In order for us to carry out the desired customer services in the best possible manner, the guidelines described below should be adhered to.

Please note: Labelling of hazardous material is not covered in this document.

2. Labelling

2.1. General Information

Regarding labelling, the following guidelines must be complied with at all times:

• The colour of the label has to be evenly light, i.e. to contrast strongly to the dark, in the ideal case, black print.

• The label has to be smoothly (=without crinkles) and completely glued to the largest area of the parcel.

• The address sticker has to be attached to the surface of the parcel in a fashion in which the barcode is neither glued over an edge nor over a parcel fold. Both cases can make reading impossible for the automatic scanner and may result in additional effort.

• The label must be kept free of parcel cords and similar items.

• Sticking a transparent film over the label reduces its readability and should therefore be avoided.

• The leading and trailing edges of the barcode have to be kept free.

• The barcode structure with the listed sizes has to be observed at all times.

• No other 8-, 10- or 16-digit code of the code type 2/5 Interleaved with the check mode Modulo 10, no 22-digit barcode type 128/C with the check mode Modulo 10, no 12-digit Identcode of DHL and no 20-digit EAN-128 (NVE is signified by 2 leading zeros) is allowed on the parcel surface. These lead to additional processing, resulting in delays in transit time.

• The decodability of the barcode and labels has to be analysed and authorised by a label inspection authority prior to use.

2.2. Customer-specific Labelling Systems

The specifications and guidelines contained in this document apply to customers utilising customer-specific labelling systems.

2.2.1. Customer Systems incl. pre-advised Data Submission

Customers submitting pre-advised data list all the desired additional services in the data file. Specifications regarding said file and the mode of transfer are described in item 7. Additional services requiring specific labelling are additionally to be noted on the parcel by means of the IDs listed in the Appendix. Values or other additional information on additional services do not have to be noted on the label by customers using pre-advised data services.

Exception: Attaching the cash on delivery postal order, domestic or international (TFP3), is still required.

2.2.1.2. Layout of the Label

A parcel label should ideally be made up of the following fields:

• Produktlogofeld – Product Logo Field: This field contains the product information in plain writing or by means of a logo

• Absenderfeld – Sender Field: This field contains the sender's data, incl. self-marketing

• Zusatzleistungsfeld – Additional Services Field: Additional services requiring specific labelling are listed as symbols and in plain writing in this field

• Anschriftfeld – Mailing Address Field: This field contains the address

• Codierzone – Coding Zone: This zone is reserved for coding by means of letters (OCR) and the Identcode as well as plain writing.

The illustration of additional services requiring specific labelling is to be carried out by listing a symbol and in plain writing in the field Zusatzleistungsfeld – Additional Services. The OCR abbreviations are intended for the coding line above the Identcode.

2.2.1.5. Detailed Information on additional Services

COD:

For domestic CODs, the "Nachnahmeverrechnungspostanweisung" (see also Appendix) has to be filled out and attached to the parcel.

International CODs require a filled out TFP 3 "Auslandsnachnahmepostanweisung" form (see also Appendix) attached to the parcel. 1)

In addition to the Auslandsnachnahmepostanweisung, international CODs also require the COD value including type of currency in Arabic figures and text to be listed on the label below the COD symbol!

Striking through or subsequent modification of the value is prohibited.

2.2.1.6. Label-ID + Position Square

The Label-ID is the same as the authorisation number and is issued by the central label inspection authority of Österreichische Post AG.

Length:

The Label-ID contains five digits, with the last digit serving as check digit.

A black square has to be placed after the number (dimensions 6*6 mm). This serves as an orientation aid for automated reading. The gap between the last digit and this position square has to be 1 mm.

Position:

The Label ID-number has to always be at precisely the same position. This is to the left of the barcode, taking into account the leading edge of the barcode. (8 mm to the left of the barcode, on the same level as the barcode). The number is tilted vertically, so that the black square ends with the barcode.

2.2.2. Customers without pre-advised Data Shipment

Customers who have not submitted Avisodaten (AVD) – pre-advised data, enter all desired additional services on the label. Furthermore, a small number of additional services, listed in the Appendix, require symbol markings on the parcel. Amounts or other additional information (e.g. time) regarding additional services also have to be entered on the label.

COD:

The following information and forms are to be supplied for domestic CODs in addition to designation via the corresponding symbol::

• Recipient of the NN amount or amount in euros, bank account and bank details are to be attached to the parcel or label.

• The "Nachnahmeverrechnungspostanweisung" (Appendix) has to be filled out and attached to the parcel.

International CODs require the following data and forms:

• Recipient of the NN amount or amount in accordance with regulations of the target country, international bank account number (IBAN) and international bank details (SWIFT/BIC) are to be attached to the parcel or label.

• The form "TFP 3 Auslandsnachnahmepostanweisung" (Appendix) has to be filled out and attached.

2.2.3. Digression: Retourpaket – Return Parcel

When making use of return parcels, the graphic symbol is to be entered on the label,

in the Produktlogofeld – product logo field the corresponding designation "Retourpaket" as well as the product abbreviation RETPA (=Return parcel) in the OCR coding zone. Furthermore, the changed address also has to be listed.

Additional services cannot be added to return parcels.

To reach an optimal reading and processing quality regarding customer-produced labels, a sample needs to be submitted in best quality for analysis and approval prior to the production of the barcodes. Following approval, an authorisation number, which at the same time represents the Label ID, is allocated. This number is compulsory and has to be added to the label (see also items 2.2.1.6. und 2.2.5.).

This numeric authorisation number helps find, identify and process information on the label in a more efficient and faster manner.

Note: Changes to a previously authorised label require a new inspection and authorisation from the label inspection department.

2.2.5. Authorisation Number

The authorisation number is the same as the Label ID and is issued by the Central Label Inspection Department of Österreichische Post AG.

Length:

The authorisation number has 5 digits, the last digit serves as checksum.

Position:

3. Correct Labelling

3.1. Font Type

• The entire label should be designed with the same font and with as similar attributes as possible.

• ARIAL is recommended as font type. Should another font type be applied, special care is to be taken that said font is serif-less.

• The font should contrast strongly with the background. A black font on a white background is ideal

• Font types with special properties (negative, italic, bold, shaded, 3D, narrow etc.) should be avoided

3.2. Characters

• The font size of the sender address should be between 10-12 pt. Regarding the font size of the capital letters, please note that the height of these should be between 2.5 and 3 mm.

• The optimal distance between two letters within a word is between 0.34 mm and 2 mm. A tracking of 0.5-1 pt is ideal.

• Letters may under no circumstances lean on each other.

3.3. Row

• The space between individual words must not be greater than 10 mm (2-8 characters). A constant distance of 1 – 5 mm is required between the individual rows.

• Blank rows are to be avoided

3.4. Handwriting

Handwriting is also machine-readable. Basically, the same requirements apply as they do to printed fonts:

• Utilisation of block letters, avoidance of script

• Letters should not lean on each other

• Left-aligned

Check digit in accordance with ÖNORM EN 799 internal check digit.

The additional check digit in the code is displayed by means of an additional digit directly in front of the stop-symbol of the barcode. It is read in combination with the barcode. In the event that the read check-digit does not match the check digit computed by the decoder, the barcode is not accepted. The check digit itself is not part of the calculation.

All 21 positions are included in the calculation of the check digit.

Weighting: 3:1

Modulo: 10

The weighting factor 3,1,3,1 etc., starting with 3 at the start symbol, is distributed – from left to right – among the native actual digit sequence. The figures are multiplied with the corresponding weighting. The sum is then compiled and divided by 10. The remaining sum resulting from this division is subtracted from 10. The result is the check digit.

(In the event that the remaining sum results in 0, the check digit equals 0).

The plain writing is to be positioned under the barcode. A separation of the individual parts (in accordance to code formation: 2 – 5 – 8 – 2 – 4 – 1) of the code is required.

The most important part of the code is the target postcode. This has to be easily legible to ensure an optimal processing in the event of manual distribution. The positions 18 – 21 are therefore to be highlighted in terms of size and formatted bold.

Adding a horizontal bar to the end of the barcode is a good quality control measure. If this bar is interrupted, it must be assumed that the error is also contained within the barcode, which will possibly result in a reading error.

6. Printing

6.1. Printing Methods

All printing methods which meet the requirements specified above (especially contrast value and deviation of bar / gap of barcode) can be utilised.

Printing is carried out on white (light) paper with black, matte printing colour. The black bars of the Identcode have to be evenly black and feature very good colour saturation and edge sharpness.

Note:

As a rule, dot matrix printers only meet the quality standards with brand new ink ribbons. In standard operation, colour saturation is insufficient, resulting in lines and lighter areas within the bars of the barcode. Scanning of such faulty barcodes is only possible to a limited degree with automatic scanners and hand-held scanners.

Creating labels with dot matrix printers can therefore be neither recommended nor accepted.

When using thermo-printers, special care is to be taken regarding form feed and printing temperature, as the dark value will otherwise be outside the tolerance margin. A not optimally calibrated thermo-printer creates brown instead of black barcode bars. The same problem arises when the label material is not selected in accordance with the thermo-printer model: The print-contrast signal is too low and does not correspond to the necessary minimum requirements for error-free scanning.

It should generally be noted that a very fine-grained label material (top-coated) yields the best results. We therefore recommend matching the label material with your printer to achieve the required contrast values.

The barcode quality falls under the specified quality class "B", or 3.0 in accordance with CEN/ANSI, test standard ÖNORM EN 1635.

6.2. Quality of Print

The symbol specification has to correspond to ÖNORM EN 799 and the printing quality to ÖNORM EN 1635, and at least reach the class 3.0 (B) defined within this standard.

7. Pre-advised Data Structure / Customer Interface Definition

7.1. General Information

Österreichische Post AG is always very interested in improving its services and therefore wishes to offer customers the opportunity to submit shipment information electronically in a pre-advised fashion.

This again offers the postal service the opportunity to process received data, prior to the actual arrival of the parcel shipment, and to send logistically relevant information ahead.

7.1.1. Deadline for the Transmission of pre-advised Data

Pre-advised data is to be provided within the time individually agreed upon with the customer/sender and one hour prior to collection or posting of the parcels/shipments through the customer, the latest.

Pre-advised data received either too late or containing errors makes a combination of parcels to a combined shipment impossible and additional services will remain unserved.

In cases where pre-advised data is either erroneous or not transmitted to the postal service in time, the information on the parcel/the shipment applies. Possible disadvantages resulting thereof are borne by the customer/the sender.

7.1.2. Acknowledgment of Receipt of pre-advised Data

Upon request of the customer/the sender, the result of the pre-advised data import/receipt can be reported in near-real time. The pre-advised data receipt contains, for example, information on how much shipment data was successfully imported and why certain data strings could not be correctly processed. The pre-advised data import results is mailed back to the customer as an XML file.

7.1.3. Correction of pre-advised Data

Correction of data originating from the transmission of pre-advised data is not provided for. Pre-advised data which cannot be imported is subsequently not imported and not taken into account in regard to further processing of shipments/parcels.

Existing customer-specific systems can furthermore be adapted/expanded to meet the latest product and pre-advised data requirements of Österreichische Post AG.

The utilisation of parcel shipment systems offers all parties involved the benefits of increased quality, saving of handling expenses and increased speed in compiling and processing shipment information.

EasyPAK (Version 2.1) is generally available to all customers. The postal service, however, only provides EasyPAK (Version 2.1). Required hardware (thermo-printer, laser printer and/or scales) is not included.

An ASCII flatfile ((CSV, semicolon-separated, CR+LF) can be utilised instead of an XML file. The contents for each record type are exactly the same as those in the XML file described above.

The data in the flatfile has the same structure as the XML file.

In order to differentiate between the individual sections in the flatfile, record types are to be entered at the first two positions.

7.5. Pre-advised Data Import Result

Upon request, the result of the pre-advised data import can be returned to the customer in near-real time. The pre-advised data import result contains, for example, information on how much shipment data was successfully imported and why certain data strings could not be correctly processed. This information can be used to constantly control and improve data quality.

7.5.1. Data Formats

The pre-advised data import results are mailed back in an XML file. The utilised XML file features a simple structure (see also Appendix 11). The XML structure is available both in a German and an English version and has the following structure:

7.6. Customer Information required for Authorisation

The following customer information is required to enable a customer to send pre-advised data to the central T&T database:

• Debtor SAP Order No. (5-digit Customer ID)

• Company name

• Contact

• Telephone number of contact

• E-Mail address of contact

• Specification of desired file format (XML or CSV)

• Specification of desired data protocol ((S)FTP or Email)

• Specification whether pre-advised data import result files are desired and how these should be submitted

7.7. Storage of pre-advised Data

The data is stored on a server of the postal services for a minimum of 7 years. Pre-advised data, in accordance with the legal requirements, are stored as "business events, with legal obligation to keep".
