Henning Lyngsø Foged’s career has in the main comprised roles to support research, innovation and

capacity building within the agro-food sector in EU member states and associated or neighbour

countries, especially related to agricultural authorities such as agricultural ministries and affiliated

agencies and departments, farm advisory services, research and producers’ associations. He is

experienced in e.g. reviews, evaluations, public financing issues, administrative organisation, it systems,

drafting legal acts, policies, desk studies, procurement and Terms of Reference, trainings, study tours,

production of information material, and analyses. He has a deep insight into legislation, policies and

financing related to EU accession and associated countries.

Henning Lyngsø Foged is experienced in developing and managing clusters and innovation networks.

He developed via the project “Network for biomass to energy” the triple helix cluster, called Innovation

Centre for Bioenergy and Environmental Technology (CBMI) from 173 to 515 members via expansion of

the provided services and the platform for the cluster, here under with many international members.

He supported later on the Innovation Network for Biomass (INBIOM) with services, such as member

meetings, newsletters, market analyses and publications. He established within the Baltic COMPASS

project a network for innovative agro-environmental technologies, having more than 300 members

from companies, authorities and research in the Baltic Sea Region. Innovative processes in a small

market like Denmark is always having an international perspective, wherefore he sees

internationalisation as part of innovation.

Henning Foged is experienced in business management, innovation, exploitation, markets and IPR

aspects, not at least from his own research & innovation oriented SME, which offers products, services

and expertise to the agro-food sector in about 15 countries.

Henning Lyngsø Foged holds a university degree on MSc level in agriculture (combined BSc and MSc).

In general, Mr. Foged has 22 years of experience in working with international development projects,

and he has been project manager and expert for more than 100 Technical Assistance projects in the

agricultural sector, with various donors and clients, and of various size.

Title: Baltic Slurry Acidi.

Objective: The flagship project, co-funded by Interreg Baltic, having a

budget of M€ 5.3 and 17 partners and many associated partners, also from

Belarus and Russia, will promote the use of slurry acidification technologies

(SATs) throughout the BSR. Core activities focus on establishing pilot

installations in all BSR countries around which field trials and demonstrations

will help to build end user confidence in these technologies for processing

slurry, digestate from biogas production or other liquid wastes. The project

further aims to systematically enhance the capacity of both public and

private actors in BSR countries by conducting technical feasibility studies

and detailed environmental and economic analyses of SATs

implementation. Using these results, together with market and national

legislation analyses, the project will formulate policy recommendations for

integration of the technology in existing legislation and agricultural support

schemes. Expected impacts to the BSR include reduced airborne

eutrophication and a more competitive and sustainable farming sector.

Baltic COMPACT is an extension of the strategic Baltic COMPASS project

(http://www.balticcompass.org), and it contributes to:

systemic adaptations to promote bottom-up approaches into agro-

comprehensive environmental sustainability of agro-environment

investments;

increased cross-sector collaboration in the BSR;

technology is to demonstrate a comprehensive environmental approach

and overall nutrient balance by focusing on animal manure as the main fuel

demonstrating such win-win measures for economy and the environment,

The project results from a mission undertaken in June 2007 “Workplan

preparation: Sustainable development of fisheries sector – Yemen”.

As home-based desk officer responsible for quality of reports/deliverables

and in general supervising of a mission in June 2007 to propose two service

contracts and a framework contract, all after PRAG rules, to support the

implementation of the workplan. These are

A TA service contract to cover fisheries management issues and

fisheries information systems.

A TA service contract for capacity building to strengthen the health

and quality controls of fisheries products.

A Framework Contract to produce:

o a supplies tender dossier for laboratory and inspectors

equipment for the Competent Authority;

o a supplies tender dossier for computers;

o a works tender dossier for refurbishment of 8 auction

centres and 2 Border Inspection Posts (BIPs);

o a service tender dossier for supervision of the above

refurbishment works.

Title: Support to the Ministry of Agriculture and Food Industry of Moldova

(EuropeAid)

Within the framework of European Community Food Security Programme

(EC FSP), the European Commission has provided financial assistance to the

Republic of Moldova since 2000. Under Council Regulation (EC) No 1292/96,

FSPs can be based on assistance via a foreign exchange facility. Moreover,

in cases where a country is undergoing structural adjustment, the counter

values in local currency generated by the foreign currency facility must be

managed under a coherent budgetary policy within the framework of an

agreed government reform programme. In addition, these funds shall be

utilised in accordance with food security policies and programme. The

Regulation has stressed the need to adopt a long-term approach linking

food security to broad development objectives. In this framework, EC Food

Security Interventions aim to tackle the underlying causes of food insecurity

related to the following three levels:

Inadequate food availability at the national level;

Poverty resulting in insufficient access to food at household level;

and

Food use and nutritional adequacy at individual level.

The overall objective of these Programmes is to assist national

Governments’ structural adjustment efforts and provide impetus to key

sectoral reforms in policy areas with an important bearing on food security

and poverty reduction, and public expenditure management. In this way,

these Programmes allow a targeted approach to address country-specific

dimensions of food insecurity and try to facilitate ownership by beneficiary

countries. As home-based desk officer responsible for the quality of

reports/deliverables, and in general for supervision of the mission, which

also included a visit to Moldova to assist the team leader (who in fact was

replaced due to the first team leader’s sudden illness).

Agricultural and Rural Development in Slovenia for the Period of 2000 –

The Regulations EC 1268/99 (Art. 5 (1)) and EC 1260/99 (Chapter 111) define

the types of evaluations, which should be carried out at different stages of

the Programming cycle - ex-ante, mid-term and ex-post. The Multiannual

Financing Agreement (Section B, Art.10) sets out that: 1. The Republic of

Slovenia shall, taking account of Article 9 of this section, ensure that a

midterm evaluation examines the initial results of the Program, their

consistency with the ex-ante appraisal, the relevance of the targets and the

extent of which they have been attained. It shall also assess the quality of

monitoring and implementation. 2. The Mid-term evaluation shall be carried

out under the responsibility of the Managing Authority, in cooperation with

the Commission and the Republic of Slovenia. It shall be submitted to the

Monitoring Committee in accordance with Article 7 (8) of this Section and

shall be sent to the Commission three years after the date of approval of

the Program but by 31st December 2003 at the latest. 3. In addition to the

assessment referred to in Article 9 (7) of this Section, the Commission shall

consider the implications of the evaluation with a view to reviewing the

Programme. 4. The mid-term evaluation shall, where appropriate, be up-

dated and submitted to the Commission by 31s` December 2005 at the

latest. 5. The Managing Authority shall inform the Commission about the

follow-up to the recommendations in the evaluation report, including any

possible up-dates." 6. The Multi-annual Financing Agreement in Section B,

Art. 9 sets out general requirements for all evaluations, including mid-term

evaluation, especially. Art. 9(5) is important, because it stresses the

obligatory character of the common evaluation question in the guidelines,

Denmark has since 1991 assisted the Ministry of Agriculture and Fisheries

(MAP) in strengthening its National Plant Protection Department (DSV -

Departamento de Sanidade Vegetal) - both financially and with

considerable long-term technical assistance. The Danish technical assistance

ceased in 1996 and the project was closed in 1997. However, in view of the

planned Danish SPS to agriculture, bridging funding was provided by

Denmark until 31 December 1999. The Danish support to plant protection

activities was continued under its SPS to PROAGRI as from 1 January 2000.

The latest review of the Plant Protection Project was carried out ultimo 1995.

In 1996 Denmark provided assistance to the development of a National

Strategy for Plant Protection, and the preparation of the first formulation of

future Danish support to this area within the framework of the National

Programme for the Agricultural Sector (PROAGRI). Under PROAGRI, MAP

has prepared a comprehensive annual plan and budgets for components

and sub-components at central and provincial level - the so-called PAAO.

The implementation of the activity plan outlined in the PAAO-1999 for DSV

was assisted by Denmark. As a result of the functional analysis and

institutional restructuring of the MAP it has been decided that research

activities hitherto carried out by DSV shall be transferred and become the

Description: The project was financed by The Danish Environmental

beneficiaries.

The project developed project descriptions for a project to disseminate

straw heating, and another one for developing agro-environmental farm

advisory services. Both projects included planned awareness raising through

campaigns and training activities, institutional development, and

familiarisation with EU’s legislation, here under the Nitrates Directive and

Codes of Good Agricultural Practices. The project itself delivered a booklet

with preliminary codes of good agricultural practices, elaborated in

cooperation with National Agrarian University.
