Realisation of Mid Term Review of the Dutch Employers’ Cooperation Programme, funded by the Netherlands Ministry of Foreign Affairs. This technical assistance programme for employers’ organisations in developing countries started in 2006. The MTR was planned to provide an overview of results obtained thus far and to raise issues and develop recommendations for a possible future phase of this programme. The review was conducted based on a desk-study and interviews with stakeholders in the Netherlands. Three field visits were realised to Surinam, Kenya and Tanzania to analyse the process and results of the DEC programme at the country level. The results of the MTR were discussed and validated with local counterparts as well as with DECP. Thereafter the final report was submitted to the Department of Sustainable Economic Development of MoFA.

Evaluation of the Strategic Programme Objective 14: the work of UNESCO in post-conflict and post-disaster situations is the first evaluation in a process of evaluating all strategic programme objectives of UNESCO. The evaluation serves to gain insight in strategic aspects of working in post-conflict and disaster situations, in which UNESCO has become increasingly active. Four country case-studies were used to generate findings on the ground in Afghanistan, Cambodia, DRC and Indonesia. These were linked to general insights at the global level obtained through desk-study and interviews at UNESCO’s HQ. The evaluation resulted in a main evaluation report in September 2008 and four country-reports (working documents). The insights of this evaluation are presented to the Spring 2009 meeting of the Executive Board of UNESCO.

Project Title: Identification and start-up of Business Support Organisation Programme of CBI with the Mozambican Institute for Export Promotion


Identification, programme development and start-up implementation of a Business Support Organisation Development (BSOD) Programme with the Mozambican Institute for Export Promotion (IPEX) for the Netherlands Centre for Promotion of Imports (CBI). This was a four-year programme focusing on export development and promotion of specific sectors and sub-sectors and capacity development of stakeholders around specific value-chains. My function was coordinating external expert to CBI, responsible for overall project-coordination, recruitment of experts and capacity development activities. An important aspect of the programme development was setting up a base-line and a system for monitoring & evaluation of the programme. These activities were carried out in series of missions in the period 2007 – 2008 and one exposure visit of IPEX to the Netherlands. In total 5 missions were realised with a total approximately 2.5 man-months of consultant-days. Additionally Frans van Gerwen provided 1 man-month of worth of support from a distance and on-line. The total weight of this assignment in man-months is 3.5 Months. According to CBI rules, BSOD programmes after formulation and start up have to be handed over to implementing consultants. This was done in July 2008. At that time a programme document, logical framework and monitoring protocol were handed over to the implementing team.

The team-leader provided support on-line to the local consultants and after a period of one-and-a-half month returned to Ghana to process the data of the local consultants and to conduct additional evaluation visits to districts with two other international consultants. At the end of the assignment a large multi-stakeholder meeting was organised to present and discuss the results of the impact assessment. Team leader of an expert-team of 9 international consultants for the end-evaluation of the Economic Development sub-programme TMF (Thematic Co-funding Programme) of the Netherlands Ministry of Foreign Affairs. The TMF programme was divided in eight different thematic windows on which eight parallel evaluations were carried out. The evaluation on the Economic Development programme at the end of the process was considered one of the best evaluations of the whole process.

The evaluation considered the whole chain of interventions from the Ministry of Foreign Affairs- Directorate Sustainable Economic Development, through Netherlands NGO’s funded by TMF to local partners and target-groups. On project sites and in countries we have looked at final outputs, outcome and impact of the project in the area of local economic development Also the quality of dialogue and individual and mutual learning processes in this chain was subject to the evaluation. This expert-study reviewed the period 2002-2005 and it was carried out in the period 2005/2006. Field-work was conducted in different small evaluation teams in Zambia, Kenya and Ethiopia. In total 6 evaluation missions were carried and the total estimated time invested in this assignment was 8.5 man-months. The final report was submitted to the Ministry of Foreign Affairs in April 2006.

Project Title: Research and Training on Organisational Learning and Knowledge Management of IBIS in Central America

Realisation of a research on experiences in organisational learning and knowledge management of IBIS and its local partner organisations in Guatemala, Honduras and Nicaragua from March to May 2004. This research consisted in in-site visits to several partner organisations of IBIS and the realisation of three national workshops on this subject. The results of this research were developed into a curriculum for a workshop for IBIS and selected partners on organisational learning and knowledge management. The workshop was realised in Nicaragua in June for 18 functionaries of IBIS and two representatives of partner organisations. The research was processed into a text for a publication: on organisational learning of IBIS and partners from May to July. The title of this publication (in Spanish) is: Organicemos el Aprendizaje! (Let's Organise Learning!) and is










published in the second semester of 2004.This assignment was preceded, in 2004, by the development and delivery of a course on Organisational Learning and Knowledge Management. The course was delivered to a group of 13 national and regional managers of IBIS in Central America. An analytical report of the course with observations and recommendations for further development of Knowledge Management of IBIS Central America was produced. Place: Guatemala.
