Federal Capability

Ms. Williams has contributed to the development and delivery of operationally enhancing solutions supported by the creative application of information management and telecomm technologies. Her work is cross-cutting and progressive. It is highlighted below under the topics of Selected Federal Contracts, Federal Employee and Federal Administration Capability.

SELECTED FEDERAL INITIATIVES & CONTRACTS ARDEC, Picatinny Arsenal – performance improvement, instructor-led and systems training solutions.

CECOM, Ft. Monmouth – Attended several briefings, meetings to contribute to the effective implementation of communications strategies and plans. Upon recommendation by senior base official, I was voted into the Industrial Representatives Association.

NARA – As Program Management Officer at US National Archives’ Information Technology Support Services (ITSS) group, Ms. Williams managed special projects, participated in developing strategy and setting direction of the division, and served as a primary customer interface. She directed the completion of PC Inventory at all Capital area Archive locations, was a key member of the team revising the asset management process (4K+ PCs, servers, peripherals, etc.), and led the PC Deployment process. Ms. Williams also managed projects in the Contractor’s (Vistronix) Headquarters.

FEDERAL EMPLOYEE United States Department of Agriculture. Intern, Summers & Holidays, 1971 - 1977. Provided administrative, statistical and junior support services to economists in the Economic Research Service. Assisted in the compilation and preparation of Situation and Outlook reports. The Situation reports encompassed research, analyses of fruits and vegetables, as well as economic and statistical indicators. The financial community, press and other news media, and others used these reports. Their release was closely guarded and released to the public at designated times.

My work at ERS had a major impact on my life and career. When I changed my company’s business strategy to pursue government opportunities, I initially focused on and was awarded, a contract based on a USDA funded program. ACT Inc. provided the project management services for the State of New Jersey’s WIC ACCESS system. This system manages the nutritional profiles and the $7M provided to over 250,000 women, infants and children in NJ. ERS leads the initiative to improve the nutritional and dietary quality of our nation’s citizens:

FEDERAL ADMINISTRATION CAPABILITY I began learning the Federal environment when I worked for the U.S. Department of Agriculture as a student intern. Over the past ten years, I also serviced Federal agencies including:

• US Army • US Department of Defense • US Department of Homeland Security • National Archives • The State of Missouri

• US Department of Agriculture • US Department of Transportation • US Dept. of Housing and Urban Development • The State of New York • The State of New Jersey

I acquired, negotiated and administered two GSA contracts for ACT, Inc. I am knowledgeable of federal procedures and policies. An association recruited me to address requirements and issues surrounding The Federal Information Security Management Act (FISMA) in a keynote1 at a conference in Washington, DC. My knowledge of administrative and contracting issues is recognized. As a matter of fact, The Clinger-Cohen Act of 1996, The Federal Enterprise Architecture Framework (FEAF), the Federal Enterprise Architecture Management System (FEAMS)2 and administrative challenges were among the topics discussed at a panel that I created and led last for ITEC: Round Table Discussion: Challenges Facing the Federal CIO http://city.goitec.com/dc/agenda.html and http://www.veronicawilliams.com/lecturer.html

1 Government Contracting: The Role of IT Security at Keynote at IOBISP Security Conference in Washington, DC – April ‘04 2 The Federal Enterprise Architecture Management System (FEAMS) is a web-based management system designed to provide agencies with access to initiatives aligned to the Federal Enterprise Architecture (FEA) and associated reference models. Making The Most of Certifications Veronica Williams, VeronicaWilliams.com 7/6/2010 Importance of training & certifications in the IT department Indeed, the IT industry knows certifications. Over 40 widely-held IT certifications exist, conferred by associations, vendors and other organizations. Many certifications are a measure of one’s technical proficiency in a skill area. These are often conveyed by vendors or industry organizations. Such ‘certs’ include Microsoft Certified Systems Engineer (MCSE), Computer Technology Industry Association’s A+ (CompTIA A+) and Cisco Certified Internetwork Expert (CCIE). Information Technology Infrastructure Library (ITIL), Control Objectives for Information and related Technology (COBIT®) and Six Sigma are an indication of one’s proficiency in understanding and applying processes that may improve preparation and operations. ITIL and COBIT focus on IT and Six Sigma is heralded for quality management. While there are clear differences in the items addressed by each of these certifications, they measure much more than specific skill proficiency yet are not as comprehensive a measurement of one’s general management ability. Project management certifications provide a measure of one to deliver sound management performance. Project Management Professional (PMP,) Program Management Professional (PgMP) and PRINCE2 are highly sought after project management certifications. The first two are conveyed by the Project Management Institute (PMI), Newtown Square, PA., USA and PRINCE2 is granted by The APM Group Limited, Buckinghamshire, United Kingdom. PMI has 385,096 PMP holders of their certifications worldwide; 425,000 people hold PRINCE2 certifications, 53% in the UK. Do you need a certification? In today’s market, individuals and companies increasingly seek certifications for a competitive advantage. Experience, advanced degrees and contacts are sometimes not enough. Federal contracts may require that key personnel hold PMP certifications. When two candidates with the same qualifications become finalists for a job, the one holding a globally recognized credential may often make the cut. Holders of project management certifications also earn more. According to the recent PMI® Project Management Salary Survey, project management salaries are growing, despite the recession. So where do you start? What’s the best way to prepare to earn these coveted certifications? The applications for these certifications can be somewhat difficult, so can passing the exam. “If you have a mentor, or someone that has achieved the certification, to guide you it’s always advisable to save you time, effort and costs. The additional insight that a current credential holder has, can provide you with the tools, training, avenues, to help prepare for the real exam”, notes Jeff Hodgkinson, PMP, PgMP, PMI-RMP, the 99th most connected and 3rd most recommended person on LinkedIn. Many have found value in earning professional credentials. Professionals in IT and other disciplines have realized advances in their organizations and found it well worth their while to obtain the right certification. Go for it! WHY SOME TRADITIONAL INSTITUTIONS …………FACE EXTINCTION

Banks, Publishers, and Retail Stores, Just to Name a Few By Veronica A. Williams

The grandchildren of today’s bankers will not remember a bank or the daily newspaper any more than their parents remember cassette tapes, pay phones and radios. Banks, publishers, retail stores, currency and network TV are just a few of the traditional institutions and products that will be dramatically different in 50 years, if they still exist by that time.

The watch debuted by the Dick Tracy cartoon character in 1946 is being brought to market by Apple Computer – in April 2015, 39 years later. Drones are ready to make deliveries and cars can drive themselves. Can “beam me up Scotty” be far behind?

More and more people are purchasing online. So shopping malls offer free entertainment and other activities to attract people. But more visitors do not always equal a commensurate increase in revenue for the stores. And a purchase does not mean patronage or repeat business. More people may not be enough to drive purchases to the levels that retail stores need to thrive. Stores must provide a more value packed and

sustainable reason for the customer to patronize them if they are to achieve respectable revenue and profit.

PUBLISHERS MUST MORPH

Publishers face challenges from a dying business model too. Revenue from advertising? Fees for content, for Market Intelligence or, other value solutions? How do publishers create a sustainable business model, and maintain integrity, in the face of competition that delivers new options for readers at breakneck speed?

The impetus for change may come from different directions. The Huffington Post emerged as an online publication. The founder of Amazon.com bought an epic newspaper, The Washington Post. I am excited to see how these and other forward thinking publishers will “do a new thing”. With that backdrop, I recently asked a panel of leaders in publishing how they would manage content and delivery to maintain quality, integrity, and sustainable profits. Only 1 in 6 responded and he did not offer a solution, or even an idea, as how to achieve these goals. Publishers need to change to keep up with

the times. Remember Einstein said,

“Insanity is doing the same thing over and over again and expecting different results”.

BANKS BEWARE

Banks that strive to serve the customer rather than snare the customer, will transform into a firm that is dramatically different than it is today. If regulations do not keep up, the former bank will serve their customers in a manner that does not subject it to regulation. To pave the way for a new financial system that serves all citizens fairly, regulators must embrace and include bank innovations of virtue under it’s domain while penalizing and prohibiting banks from doing unfair things and harming our citizens. Both regulators and banks must prevent conditions that spur mistrust like those that resulted in the run on the banks in the 1930’s and the global Occupy movements in 2011. The stock market crash of October 1929 triggered bank runs through 1933. Anti-austerity protests in Greece began Feb. 24, 2010. Seventeen months later, Occupy Wall Street began on September 17, 2011, in Zuccotti Park, located in New York City's Wall Street financial district.

These reactions are with reason. Consequences of repealing the Glass Steagall Act are just beginning to be manifested. The incestuously symbiotic relationship between banks (commercial, investment and merchant), insurance companies, capital management firms, financial servicing firms, rating services and credit reporting companies, while not fully understood by all members of the financial service industry, are beginning to be understood by many beyond the industry. Banks desperately need to regain trust from current and future customers worldwide.

UNDERGOING TRANSFORMATION

Over the next 15 to 50 years, the world will transform our lives, leaving many traditional institutions in the dust. Millennials are making fairness, equality and integrity an integral part of doing business. They are

standing up to exploitation and following their dreams. Profit be damned. Cash flow will carry “the will to do” to new ideas, products and services that will create sustenance and sustainability that old school leaders cannot conceive of. Scott McNealy gave us a glimpse when Sun was launched and reached dizzying growth rates by cannibalizing its own products. The son of the Vice Chairman of the American Motors Corporation, McNealy challenged traditional business practices and generated impressive results.

No, it’s not a Ponzi scheme. It is believing in your dreams enough to take the risk. Yes, when cash flow runs out, and you don’t have savings or other hard, marketable assets, you’re broke. Pure and simple. And whoever took the ride is “out of luck” too. But Millennials know how to get back up; How to follow the vision; How to build on their dream.

You see, the expectation of traditional stability was eliminated with the leveraged buyouts of the 1980’s. The 30- year company pin began to disappear and, along with it, living in the same city or home long enough to make its purchase worthwhile.

To encourage or guide creativity to increased profits, innovators can use The5Ps to think outside of the box. What can I do to excite the customer about my value proposition (Promo)? How can I improve the customer’s buying experience (Packaging)? When is it most convenient for the customer to buy (Place)?

Ask the questions. Find the answers. Figure out how to deliver profitably. As long as we breathe life, our world will be ever-changing. Banks, publishers and retail stores are not the only businesses that must change to survive. We all must embrace change and strive for continual improvement. Do it better, with integrity. That is the best way to achieve win-win, long-term success. HE RETAIL QUAGMIRE MAKE A BRIGHT FU
