all counties in the state of Kansas, almost every state in America, and numerous foreign countries. The

College of Health Professions (one of six degree-granting colleges) is an interprofessional college and

home to undergraduate and graduate health professions programs in advanced general dentistry,

communication sciences and disorders, dental hygiene, medical laboratory science, physician assistant,

physical therapy, public health sciences, and nursing. Three patient serving clinics and over 900

affiliation agreements with health industry and community partners provide applied learning and research

opportunities for students. Average college enrollment just over 2000 students with 450 to 500 graduates

each year. Over 200 educators, instructors, administrative staff, lecturers, seasonal/temporary and student

workers comprise the college workforce. Annual college operating budget: 13.2 million.

Duties and Responsibilities: Reporting directly to the Provost and Senior Vice President, provide

visionary leadership and strategic direction while serving as the chief academic and administrative officer

of the College of Health Professions.

8/2011 to 8/2014: Associate Dean for Faculty Affairs, Graduate School of Nursing, Uniformed

Services University of the Health Sciences, Bethesda, Maryland. The Uniformed Services University

(USU) of Health Sciences educates, trains and comprehensively prepares uniformed services health

professionals, scientists, and leaders to support the Military and Public Health Systems, the National

Security and National Defense Strategies of the United States, and the readiness of the Uniformed

Services. The university’s Daniel K. Inouye Graduate School of Nursing (GSN), provides graduate

education to uniformed services and federally employed nurses through a Master of Science in Nursing

(MSN) program option for clinical nurse specialists, Doctor of Nursing Practice (DNP) program with

specialty tracks for nurse practitioners and nurse anesthetists, and Doctor of Philosophy in Nursing

Science program.

Duties and Responsibilities. Reporting directly to the Dean, partnered with civilian and military faculty

at USU and at support facilities across the U. S., academic programs, and administration to provide

programs and resources to assist and promote faculty growth and accomplishment. Functioned as a cross-

boundary manager and consultant, monitoring, evaluating, developing and implementing educational and

administrative programs to meet unique GSN faculty and program requirements. Served as personal

advisor to the Dean and a liaison to the USU Faculty Senate and the GSN Faculty Council on all faculty-

related issues. Served as a member of the Dean’s Cabinet.

7/2010 to 11/2010: Interim Associate Dean for Academic Affairs, Graduate School of Nursing,

Uniformed Services University of the Health Sciences, Bethesda, Maryland. Reporting directly to the

Dean, responsible for directing and coordinating all GSN academic programs. In consultation with the

Dean, Associate Dean for Research, and Program Directors, carried out the academic vision for the GSN.

Held primary responsibility for accreditation requirements and the assessment and evaluation of academic

2003 to 2004: Executive Director, Support Services, Naval Hospital Camp Pendleton (NHCP)

California. Responsible for supervision of 400 staff. Ensured optimal delivery of quality support services

through the coordinated and efficient operation of all matters within the Support Services functional area.

Support Services consisted of: Administrative Support (Patient Administration, Operating Management,

Facilities, Security, and Education & Training); Management of Information (Information Technology

and Information Management); Resource Support (Resource Management, Materiel Management,

Civilian Personnel, and Manpower Requirements); Population Health (Population Health, Managed Care,

Infection Control, Analysis and Evaluation, and Preventive Medicine); and Occupational and

Environmental Health (Occupational Health, Industrial Hygiene, and Hearing Conservation).

2003 to 2004: Director, Population Health, Naval Hospital Camp Pendleton, California. Responsible

for supervision of 60 staff. Coordinated the efficient operation of the health care management function of

the hospital, which included population health, managed care, prevention and surveillance requirements.

2000 to 2003: Head, Population Health Department, Naval Hospital Camp Pendleton, California. Established Population Health Department. Responsible for supervision of 25 staff. Oversaw, coordinated,

and evaluated activities and services provided by the Population Health Department.

1999 to 2004: Research Coordinator, Naval Hospital Camp Pendleton, California. Responsible for

coordination and mentorship, as well as the development, implementation, and evaluation of research

projects.

1993 to 1996: Program Manager, Health Promotion and Disease Prevention/Assistant Head,

Clinical Operations – TRICARE (Region 9) Southern California, San Diego, California. Established

Program Manager Role. Facilitated and relayed questions and concerns regarding managed care and

health care issues within the southern California region. Made recommendations regarding proposed

decisions and actions, which directly affected the scope of service provided and/or the efficiency of a

particular clinical service or medical treatment facility.

1991 to 1993: Director, Branch Medical Clinic, Gaeta, Italy. Responsible for the supervision of 15

1984 to 1987: Senior Nurse, Branch Medical Clinic, Naval Station, San Diego, California.

My seminal contributions on the national and international level are in the area of research, with a

concentration on the study of access to care and identification of non-economic barriers to “actual use” of

clinical preventive services in populations with financial and structural access to care. I have also

contributed significantly through service and practice regionally, nationally, and internationally,

providing strong leadership, visionary education, and mentorship in application of principles of

population health in the design and implementation of health promotion and disease prevention programs

targeted towards improving the health of active duty military, military Veterans, and their families.

Conducted a population-based epidemiological study that

evaluated the health status and preventive health needs of

patients with diabetes and provided the hospital’s Executive

Steering Council with recommendations for implementing a

comprehensive Diabetes Disease Management Program.

Results of this study guided establishment of a Diabetes

Disease Management Program and justified funding for a

Chronic Illness Nurse Coordinator and a Web Application

Developer for development and deployment of a Diabetes

patient registry.

Southern California. Implemented a breast cancer

education, prevention and treatment program for over

negotiated a two-million dollar contract for health care

personnel and information systems to ensure continuity

in screening and documentation.
