Mr. Willis authored the State of Wisconsin's Defensive and Arrest Tactics Manual and has contributed articles to national publications. Mr. Willis creates and provides academic and realistic "hands on" training programs that allow officers to translate training into their duty assignments by using state of the art training methodology and equipment. He is able to communicate to officers and to the public and articulate the complex issues facing law enforcement in today's environment.
