DECISIONS SINCE SPRING 2013 ROSTER VERIFICATION

Actual N Count = 11 StudentsCumulative Count - Per tested grade/subject/course

“Active” N Count = 6 StudentsSimilar in concept to an “FTE”; 6 “active” studentsExample: 11 actual students, each claimed for 50% Instructional Responsibility, would equal 5.5 “active” students” – not enough “active” students for a teacher to get PVAAS teacher specific reporting in this subject/grade

Minimum Threshold for % Instructional Responsibility: 10%All students need to be rostered<10% will not be included in a teacher’s analyses

REL & Mathematica have indicated that PA’s Principal Evaluation tool is by far the strongest in the country

The aspect involving the correlation between Teacher Evaluation and PVAAS Results still needs “tweaked” – may become a “relationship” instead of a “correlation”

PIL courses are being designed for Teacher Evaluation and Principal Evaluation

REL is developing online principal trainingPLCs for principals are being developed

TEACHER EFFECTIVENESS UPDATES

Use the best available data

“Rule of thumb” – If a teacher has no connection to student achievement data, then the evaluation becomes 100% Observation data (Danielson Framework)

PDE will issue guidance soon to clarify what data should be used in what circumstances
