The FILIPINO must be a lifelong learnerholistically developedglobally-orientedlocally grounded The realities of our modern world require a different kind of Filipino.43

Ang bagong Pilipino higit sa pagiging maka-tao, maka-Diyos, maka-bayan, at maka-kalikasan ay kailangang magtaglay ng kasanayan at pananaw na angkop sa 21st century.44We are the country in Asia and one of only three countries in the world with a 10-year pre-university program.CountryTotal Duration of Basic EducationTotal Duration of Pre-University ProgramBrunei11/1213/15Cambodia1213Indonesia1213Lao PDR1214Malaysia1114/15Myanmar1112Philippines1010Singapore10/1112/14Thailand1212Timor-Leste1212Vietnam1214/15Source: SEAMEO Innotech 2011The inadequacy of the Philippines current basic education system is best represented by this fact: the Philippines is the last country in Asia and one of only three countries in the world with a ten-year pre-university program (Angola and Djibouti are the other two countries).

Countries the world over provide for at least twelve years of free pre-university education through their respective public school systems. This is what the shift to a K to 12 system will achieve: it will finally give every Filipino regardless of interests, background, and means a more level playing field through an education system that prepares them better not just for higher education, but for life.

The countrys inadequate basic education cycle shortchanges our children and youth locally and internationally. International and regional agreements like the Washington Accord and Bologna Process prescribe a minimum of twelve years pre-university education for admission to tertiary institutions and/or recognition of professionals. More importantly, the direction towards mutual recognition of education and professionals in ASEAN and APEC by 2015 means that making the countrys basic education program be at least at par with other countries is not a luxury but a necessity.45The Imperative for K to 12Streamline the curriculum to improve mastery of basic competenciesEnsure seamlessness of primary, secondary, and post-secondary competenciesImprove teaching through the use of enhanced pedagogies (e.g. spiral progression in Science & Math) and medium of instructionExpand job opportunities (by reducing jobs-skills mismatch) and provide better preparation for higher learningOverall, the K to 12 program is a necessity given the need to:Enhance the curriculum to improve mastery of basic competencies,Ensure seamlessness of primary, secondary, and post-secondary education,Improve teaching and learning outcomes through the use of enhanced pedagogies such as spiral progression in Science and Math and the rationalization of the medium of instruction in our schools, especially for Kindergarten and the early primary levels, andExpand job opportunities for both graduates and school leavers alike by reducing the mismatch between acquired skills and available jobs, and provide a stronger foundation for higher learning.46An Act Enhancing the Philippine Basic Education System by Strengthening Its Curriculum and Increasing the Number of Years for Basic Education, Appropriating Funds Therefor and for Other PurposesRA 10533Enhanced Basic Education Act of 2013VISIONGraduates of the K to 12 will be holistically developed Filipinos with 21st Century SkillsSufficient mastery of basic competenciesEmotionally matureSocially aware, pro-active, involved in public and civic affairsAdequately prepared for the world of work, entrepreneurship or higher educationLegally employableGlobally competent and competitive

MTBMLE in the K to 12 Basic Education Curriculum Some slides were taken from Dr. Susan Malones ppt on MTBMLEWhether we are educators, educational leaders, or policy makers, we are looking for the most relevant, applicable and effective ways to improve education for diverse learners especially those who are not well served by present day education system.Problems are often blamed on the poor learners themselves [poorly taught,] YES , THEY ARE POORthey dont speak the language of the school { MOI},they dont know how to study so they dont learn as expected., they are poor at thinking--- but doesnt the problemlie with the system itself? If the school doesnt use a language that learners understand, isnt the school actually the problem?50DepEd Order No. 74 s. 2009Institutionalizing Mother Tongue-Based Multilingual EducationWhat is Multilingual Education Mother tongue-based multilingual education (MLE) is education, formal or non - formal, in which the learners mother tongue and additional languages are used in the classroom. Learners begin their education in the language they understand best - their mother tongue - and develop a strong foundation in their mother language before adding additional languages.FOUR ASPECTS OF DEVELOPMENT1.Language Development2.Cognitive Development3.Academic Development4.Social-Cultural Development1. Language development:Students will establish a strong educational foundation in the language they know best; they will build a good bridge to the school language(s), andthey will be prepared to use both / all of their languages for success in school and for life-long learning.542. Cognitive DevelopmentCognitive development begins at home at birth.School activities will engage learners to move well beyond the basic questions of who, what, when and where to cover all higher order thinking skills in the learners L1, their language of thought. 3. Academic development: Students will achieve government competencies in each subject area and, at the end of the program; they will be prepared to enter and achieve well in the mainstream education system.564. Social-cultural development: Students will be proud of their heritage language and culture, and respect the languages and cultures of others; they will be prepared to contribute productively to their own community and to the larger society.

THE END RESULT: CHILDREN WHO ARE Multilingual Multi-literate Multi-cultural58 Gearing Up for the Future (Senior High School)

Senior High School is two years of specialized upper secondary education; students may choose a career track based on aptitude, interests, and school capacity. The choice of career track will define the content of the subjects a student will take in Grades 11 and 12. These subjects fall under either the Core Curriculum or specific Career Pathways.Core CurriculumThere are six subjects under the Core Curriculum. These are Humanities, Languages (English and/or Filipino), Math, Philosophy, Science, and Social Sciences. Current content from some General Education subjects are embedded in the SHS curriculum.Career PathwaysEach student in Senior High School can choose among five tracks: Business and Entrepreneurship; Humanities and Social Sciences; Science, Technology, and Engineering; Sports; and Technical-Vocational.Students undergo On-the-Job Training (OJT) or immersion, which may include earn-while-you-learn opportunities, to provide them relevant exposure and actual experience in their chosen track.TVET (Technical Vocational Education & Training) National CertificateAfter finishing Grade 10, a student can obtain Certificates of Competency (COC) or a National Certificate Level I (NC I). After finishing a Technical-Vocational track in Grade 12, a student may obtain a National Certificate Level II (NC II), provided he/she passes the competency-based assessment of the Technical Education and Skills Development Authority (TESDA).NC I and NC II improves employability of graduates in fields like Agriculture, Electronics, and Trade.ModelingBest Practices for Senior High SchoolIn SY 2012-2013, there are 30 public high schools and higher education institutions (HEIs) that have implemented Grade 11. Modeling programs offered by these schools are based on students interests, community needs, and their respective capacities.Nurturing the Holistically Developed Filipino (College and Livelihood Readiness, 21st Century Skills)After going through Kindergarten, the enhanced Elementary and Junior High curriculum, and a specialized Senior High program, every K to 12 graduate will be ready to go into different paths may it be further education, employment, or entrepreneurship.Every graduate will be equipped with:Information, media and technology skills, Learning and innovation skills, Effective communication skills, and Life and career skills.
