theQuietResorts.com | 1 August 2017 CONTENTIOUS SESSION ENDS WITH A BALANCED BUDGET The first session of the 149th General Assembly concluded, around midnight on July 2, Republicans and Democrats having finally reached agreement on a revenue package which allowed the restoration of some of the more draconian budget cuts and the passage of a balanced budget. Until late afternoon on July 2, Republicans and Democrats remained at an impasse. There was widespread conjecture that the effort to pass sufficient revenue and a balanced budget could carry on well into July. Ultimately, Democratic leadership dispensed with the proposal to increase personal income tax rates. A mix of revenue bills which will be detailed below allowed the General Assembly to close the gap. The shortfall was closed by some $192 million in cuts and $172 million in new revenue. This came close to the Carney Administration goal of closing the shortfall with one-half cuts and one-half new revenue measures as 47.25 percent of the gap was closed with revenue and 52.75 percent with cuts. All told, the FY 2018 operating budget amounts to $4.1 billion, a budget in which spending growth was held to 0.56 percent. The capital budget (bond bill) came in at $590 million, while the substantially trimmed (twenty percent across the board) grant-in-aid budget amounted to $37.2 million. The capital budget, which is funded substantially by bonding, pays for infrastructure repair and improvement, school construction costs and other state capital expenditures. The grant-in- aid budget is the vehicle whereby state government disburses funds to non-profit social services organizations, volunteer fire companies and similar entities. At the height of the budget impasse, it appeared that the grant-in-aid budget might not be funded for FY 2018, a development that generated considerable concern among community organizations and the public safety community. Ultimately, it was restored, albeit with a 20 percent cut, once the revenue package was assembled. In the early hours of July 1, a resolution was passed which will establish a new subcommittee to the Delaware Economic and Financial Advisory Council which will study potential budget controls and budget smoothing mechanisms. House Joint Resolution 8 (Rep. Q. Johnson, D-Middletown) according to its synopsis, is intended to do the following: This Joint Resolution creates an Advisory Panel to the Delaware Economic and Financial Advisory Council (DEFAC) that is tasked with developing a report concerning the State’s historic budgeting practices, the need for reasonable restrictions on the use of budget surpluses, the benefits of a budget stabilization fund, and such other matters as the Advisory Panel deems appropriate. AROUND THE Quiet Resorts39TH ANNUAL BETHANY BEACH BOARDWALK ARTS FESTIVAL

The 39th Annual Bethany Beach Boardwalk Arts Festival, presented by Schell Brothers and the Bethany-Fenwick Area Chamber of Com-merce will be held on Saturday, September 9th from 10:00 a.m. to 5:00 p.m. This annual event, located in downtown Bethany Beach, brings in over 100 artists to showcase and sell their work. The featured artists bring unique creations representing a variety of different mediums including paintings, photography, woodwork, metalwork, clay, baskets, jewelry and porcelain.In addition to exploring the works of over 100 artists, this year’s Arts Festival will showcase a self-guided tour: Discover the Arts and An-tiques Trail. The Discover the Finer Things Guide

will feature a trail map in the centerfold of the publication while businesses, which create and sell fine arts and antiques, will be featured in the publica-tion. The Discover the Finer Things Guide will be available at the Arts Festival and throughout the year at the Bethany-Fenwick Area Chamber of Com-merce Information Center as well as participating businesses along the trail.Two charitable events will round off Saturday’s Arts Festival at the board-walk. A Silent Auction and scholarship giveaway, will take place on the bandstand. The Silent Auction will offer works of art generously donated by the festival’s artists, with all proceeds supporting local art programs at four elementary schools in the Indian River School District. Additionally, the Chamber and the Quiet Resorts Charitable Foundation (QRCF) will award a $1,000 art scholarship for one local high school junior or senior artist. Public judging for the final prize will take place on the bandstand. PADDLEFEST CONTINUES 50TH ANNIVERSARY CELEBRATIONS

The staff of Delaware Seashore State Park are continuing their 50th anniver-sary celebrations with a Paddlefest, a brand new event to the state park, taking place on Saturday, August 26. This event could even be described as a paddling 5K, or a scavenger hunt via kayak!“We’ve been offering kayak eco-tours for over 10 years, but we figured with the 50th anniversary being this year, it was time to try something new and different,” says Laura Scharle, interpretive programs manager for the park. “Most people come to our park to enjoy our beautiful beaches, but few people stop to enjoy the expansive salt marsh habitat and wildlife-viewing opportunities on the bayside of the park. This event is the perfect opportuni-ty to check it out.”Participants will launch at Savages Ditch Road, and paddle a 4-mile course that ends at Tower Rd. Along the way, park naturalists will be stationed throughout the course to share tidbits about marsh ecology, local maritime history, and to hand out snacks and other goodies. The first 50 people to complete the course will even receive a Delaware State Parks water bot-tle. At the end, participants will receive a certificate of completion. There will also be a food-truck, photo ops, and the 50th anniversary Park History exhibit on display. Transportation back to the beginning of the course will be provided.This “Paddlefest” event is free to enter, but pre-registration is required by calling (302) 227-6991. Due to the length of the event, previous paddling experience is required. Kayak rentals are available through Coastal Kay-ak, by calling (302) 539-7999. When you love what you do, surrounded by fantastic people and are truly having fun, change is both exciting and sentimental. Thank you to all of our members, Board of Directors and presidents past and present, Kami Banks-Kane, Anne Powell, Richard Mais and Ron Derr. I would also like to thank the Ambassador Committee and all our past team members through the years: Jen, Katie, Trish, Patti and Mary Beth along with all the weekend and kiosk support staff. Through all the goals attained, hardships endured and relationships made, I am grateful for this journey. It was my privilege to be associated with the organization and work with all of you.

Words cannot express how much I appreciate this Chamber team who will continue to make the organization great. Susie just joined our team this winter with a fresh perspective which grew our team to five full-time members. Emilie has been here for two years now. From the start, she fit right in, turned our ideas into reality and created a consistent brand for the Chamber. In conclusion, Sue, Lauren and I started within 10 days of each other back in June 2013. They have been my partners in crime. Well, Lauren has been my partner in crime, and Sue made sure we stayed out of trouble. I am thankful fate brought us in together, and synergy kept us together over the past four years. Moving forward, I am excited to watch the Chamber grow under Lauren’s leadership coupled with the tremendous energy and talent of the team. Simply, thank you to all!
