LANDS ASSISTANT (Full Time Regular)

Tsawwassen First Nation (TFN) is a self-governing First Nation that delivers a wide range of community services, including all of those typically delivered by municipalities. The Lands Department is responsible for the delivery of all planning, development, and engineering related services. The Community is in the midst of a significant development program, which includes the development of commercial, industrial, and residential properties. Along with the review and approval of the engineering infrastructure to support this development, the Lands Department is also responsible for assuming the ongoing maintenance and management of the infrastructure. TFN is seeking a qualified individual to join our Lands Department in the permanent full-time position of Lands Assistant. Reporting to the Planning Administration Coordinator, or designate, you will be responsible for providing mid-level support to the Planning Administration Coordinator, Lands Director, Engineering Manager and our Lands Team to ensure effective and efficient administration of all facets of the Lands Department for Tsawwassen First Nation.

Specific Responsibilities

• Maintain the Lands Department offices systems, ensuring compliance with internal

policies, procedures and office processes as well as any external requirements that

may apply (information management, electronic/manual filing systems, supply

inventories, scheduling, communications)

• Provide low to mid-level financial administration and support; purchase orders and

tracking, supply ordering process and tracking, ensure accurate GL coding for

invoices, some project management/support, monitor departmental budgets under

Qualifications or Experience

• Must possess good interpersonal, communication and organizational skills

• Moderate to advanced computer skills, adept in MS Office, including Word, Excel, and

Outlook, with the ability to learn new applications as required – Lands and Municipal

software, Google Earth, SharePoint

• Ability to maintain a positive, professional working relationships with staff, community and

public

• Minimum 50 wpm keyboarding skills

• A minimum of three plus (3+) years’ experience in an office administrative capacity

• Some financial experience in budget and tracking, invoice coding, purchase orders and

office supply process

• Administrative Assistant certification and/or training

• Must complete a satisfactory Criminal Records Check

• Valid Class 5 BC Driver’s License and access to a reliable personal vehicle

our community to fill it. This is an excellent professional development opportunity for a

TFN community member to take the basic skills or training they have and to apply it in an

interesting, interactive and challenging position.

Tsawwassen First Nation (TFN) is a proud Coast Salish nation with our land base situated in Tsawwassen, B.C. In 2009, the Tsawwassen First Nation Final Agreement came into effect – this treaty was the first modern urban treaty in BC and the first treaty to be successfully negotiated through the BC Treaty Commission process. Tsawwassen First Nation also became a full member of Metro Vancouver, the first First Nation to do so. We are now going through a period of revival and renewal as we plan our future and seek opportunities to sustain our growth physically, economically and culturally, for present and future generations. Grant Writer – Part-Time Contract (Remote)

Tsawwassen First Nation (TFN) is a proud Coast Salish nation whose land base is located south of the Fraser River on the Salish Sea. TFN is a modern treaty First Nation under the terms of a Final Agreement with Canada and British Columbia that became effective in 2009. The Tsawwassen First Nation Final Agreement is the first modern urban treaty in British Columbia, and the first to be negotiated through the BC Treaty Commission process. TFN is now going through a period of revival and renewal as we plan our future and work towards our goal of becoming a strong, self-sufficient and sustainable First Nation for present and future generations. Position Summary TFN delivers a wide range of programs and services. It is also pursuing an ambitious long-term plan for infrastructure renewal. TFN is seeking a part-time Grant Writer to secure new funding sources to support these activities. Through discussion with each Tsawwassen Government department, the Grant Writer will develop a comprehensive plan that identifies TFN’s funding needs. The Grant Writer will then research, identify, develop, and apply for grant opportunities to meet the objectives of the plan. The Grant Writer will also be required to maintain accurate records and manage and fulfill grant-related reporting requirements. This position is primarily worked remotely, although the Grant Writer will be required to visit TFN from time to time to meet with staff. This position is a one-year, part-time contract (approximately 20 hours per week), with potential for renewal subject to budgetary approval. Specific Responsibilities

• Develop a comprehensive and prioritized plan of TFN’s funding requirements based on input from Tsawwassen Government departments.

• Research and identify grant opportunities relevant to TFN’s needs, and maintain a calendar of submission deadlines and other important milestones.

• Prepare and submit grant applications in a timely and effective manner. • Maintain accurate records of grant applications. • Complete grant-related reporting requirements, including through compilation

of data from Tsawwassen Government departments.

Qualifications

• An undergraduate degree or equivalent work-related experience • Demonstrated success in writing, submitting, and procuring grants for a

community of similar size to TFN (experience working in a First Nation setting is preferred but not required)

• Strong knowledge of TFN, the Tsawwassen First Nation Final Agreement, and TFN’s long-term vision and goals.

• Excellent written and oral communication skills. • High level of attention to detail and accuracy. • Strong organizational, problem-solving and analytical skills. • Highly self-motivated and proactive, with demonstrated experience taking

initiative to address challenges or realize opportunities. • Able to work independently, and to prioritize and multi-task. • Intermediate level computer skills in MS Office.

Working Relationships The Grant Writer reports to the Manager of Strategic Policy and Intergovernmental Affairs. The Grant Writer must establish and maintain effective working relationships with elected and appointed officials of Tsawwassen Government, TFN staff generally, and external consultants. Working Conditions This is primarily a remote position (e.g. home-based location), although the Grant Writer will be required to visit TFN from time to time to meet and discuss grant opportunities with staff. Office space and computer equipment, if necessary, will be provided at TFN; otherwise, the Grant Writer will be expected to use their own computer and work space. Salary will be commensurate with qualifications. The Parks and Recreation Coordinator is responsible for creating systems to address current Parks and Recreation demands and pro-actively plan for future growth including developing, implementing and coordinating recreation programs in the numerous parks to be built across the Tsawwassen First Nations community

Specific Responsibilities

• Advise on parks related issues and needs within the TFN Community as required • Working knowledge of organized community recreation principles and practices

including the safe and proper use of equipment and facilities within the parks • Ability to plan, schedule, implement and lead assigned recreational and leisure

programs and provide guidance and assistance to volunteers regarding instructional duties and safe and proper use of equipment and facilities

• Setting up fee schedules for the various users and groups seeking to rent park spaces throughout the year. Including creating applications and the application process

• Works closely and proactively with all levels of TFN staff, TFN Community Members, Delta Community, partners, special interest groups, stakeholders, to ensure programs and approaches are aligned to business needs and provides leadership on systems and approaches that will enhance service delivery

• Ability to develop, draft and maintain various types of promotional materials and publications and create and update the Leisure Guide with pertinent info of Park Programming

Working Conditions

The Parks and Recreation Coordinator is required to work a flexible work schedule to facilitate the delivery of Parks and Recreation activities during the day, evenings, and some weekends. Qualifications

• 2 to 5 years’ parks administration experience relevant experience or an

equivalent combination of education, experience and training.

• The ideal candidate will have a minimum of post-secondary education in the areas of: recreation, leisure, social and/or event marketing and/or communication, or related disciplines.

• Demonstrated partnering skills, including collaboratively working with inside and outside stakeholders, positively, proactively and effectively working with the public, TFN staff and user groups.

• Ability to prioritize work load and manage concurrent projects, to work independently, to perform tasks under periodic work pressure, and to exercise initiative and make decisions in accordance with applicable rules, regulations and policies.

• Ability to provide outstanding customer service balanced with the application of best practices and organizational policies.

• Excellent written and oral communications and presentation skills. Proficiency with standard office equipment and computer software including Microsoft Office programs.

• A valid Class 5 BC Driver’s license. Class 4 a definite asset.

POLICY ANALYST Tsawwassen First Nation (TFN) is a proud Coast Salish nation with our land base situated in Tsawwassen, B.C. on the Salish Sea, near the mouth of the Fraser River. In 2009, the Tsawwassen First Nation Final Agreement came into effect – being the first modern urban treaty in BC and the first treaty to be successfully negotiated through the BC Treaty Commission process. Tsawwassen has a professional public service that supports the day to day operations of the Tsawwassen government. TFN currently has an exciting opportunity for a qualified policy analyst to assist in the implementation of the treaty. This position is responsible to the Manager of Corporate Policy and Government Services. Specific Responsibilities

• Facilitate the development of new and amended policies and procedures in conjunction with other departments; researching best practices in other jurisdictions, analyzing existing policies, presenting alternatives for consideration, and drafting language that reflects government direction.

• In conjunction with other departments, facilitate the development of TFN laws and regulations.

• Support TFN government’s compliance with its legislative framework and assist or lead program and policy evaluations.

• Assist with the interpretation of the TFN Final Agreement, Side Agreements, Tsawwassen Laws, regulations, and other important documents.

• Research information on government related activities and politically sensitive issues, identifying and, where appropriate, preparing policy memos with strategic analysis and recommendation on significant developments.

• Gather information, analyze and prepare reports and materials for the other departments for presentation to Executive Council and the Legislature.

• Provide administrative support to the Tsawwassen Legislature, including preparation of briefing materials, motions and speaking notes.

• Facilitate and support TFN’s Advisory Council and facilitate and support consultations with Members around specific issues, as needed.

• Provide speaking notes for elected officials and administration, as required.

• Assist with corporate records management.

Qualifications

• Undergraduate degree in public administration, public policy, political science or related field. Post Graduate degree in public policy or public administration is preferred.

• Three years related experience.

• Knowledge and experience working with First Nations communities and governments – familiarity with the activities and culture of TFN is considered an asset.

Aquilini Development & Construction (ADC) is currently accepting resumes for Civil Working Supervisor positions for long term projects in North Vancouver & Tsawwassen.

The ADC Infrastructure department is responsible for constructing civil site prep, road building, storm/sanitary/water utilities and power/communications infrastructure for our site developments.

Successful applications should demonstrate their experience in:

• General knowledge of MMCD, MOT and other municipal construction standards • Supervisory and safety related training courses or certifications • Underground utility installations including storm/sani/water mainlines and services

using various applications such as hdpe, pvc, concrete and steel pipe • Constructing underground manholes, utility vaults and storm detention tanks • Erosion, sediment control and environmental mitigation best practices • Knowledge of aggregate materials and compaction procedures • Experience in planning works with safety, quality and efficient methods and

approaches • Valid BC Underground Raceway (UR) FSR licence for electrical installations

Requirements:

• Cooperative and safe attitude towards construction and teamwork • Minimum 3 years of supervisory experience • Minimum 5 years experience in underground utility, civil works and road building in

residential, industrial, institutional and/or commercial settings • Physically able to lift up to 50 lbs, bend/crouch for periods of time to complete work,

climb ladders and slopes, etc. • Valid driver's license
